site inductionEirGrid plc has been tasked with arranging the construction of a High Voltage Direct Current (HVDC) electricity interconnector with 500 MW transmission capacity linking the British and Irish Electricity markets

(the East West Interconnector Project [“EWIP”]).

The EWIP shall comprise a 185 km undersea cable and circa 45 km of land cable in Ireland and 30 km of land cable in Britain connecting two converter stations, one in Ireland and the other in Britain which convert the power from AC to DC and back again from DC to AC when landed on the receiving side.

As you will understand this part of the project is a selection of mobile sites along the length of its 30 kilometres, with Excavation, Duct Laying, Reinstatement gangs, Jointing and Cable pulling crews.

Each team will have an appointed competent Person dedicated to controlling the above

Routes to all Sites are agreed upon with local residents and/or local Council.

The main site compound and VolkerInfra site office is located at Bryn Thomas’s yard

Access/Egress to the site compound is via Bryn Thomas’s entrance gate located directly off the A548.

Please be aware that this is a shared yard and some very heavy equipment is operating on a daily basis. Make sure to make yourself known whilst travelling through the yard.

Due to the residential nature of the area, all truck deliveries to site must be coordinated with the Construction Site Manager, David Shelton to avoid busy times and school arrival/departure times.

When collecting/delivering materials to the site compound, please advise VolkerInfra staff who will record any material movement.

Designated parking areas are outside the site office for light vehicles and on the other side of the orange barriers for all work vehicles. Please ensure to reverse park in a safe and orderly fashion.

No vehicles are to park on the adjacent residential roads at any time.

Do not use un-authorized routes to access the Site.

Welfare arrangements can be found at the Main site office, & canteen within the site compound

Further mobile welfare units will be available along the route, their locations will be identified at the daily briefings

The site compound speed limit (is 5mph)

All other national speed limits along the route must be observed at all times

Fire prevention and fire fighting procedures

Extinguishers are placed at the Site office /canteen & welfare unit.

Fire extinguisher will also be placed at any hot work operations and in work shop containers.

Contact the Site Manager, Site Supervisor or your Site Appointed person who will contact the Fire Brigade.

Do not tackle a fire unless you have been trained to do so.

A representative from each department and from each subcontractor will be present at regular meetings along with the Construction Manager to openly discuss any concerns on an informal bases.

Do not attend site under the influence ALCOHOL or DRUGS. A strict zero tolerance policy on Alcohol & Drugs is in place.

Anyone found to be under the influence of Alcohol & Drugs will be removed from site immediately.

Follow the Method Statement or Task Plan that you are working too.

Follow the Risk assessments that relates to your task.

Carry out or ask for further Risk assessments to be carried out if think the existing one is inadequate or that the way you need to carry your task has changed.

Observe others, if you feel that they are not carrying a task safely please inform your supervisor so that we can avoid any accidents.

The aim is not to reprimand any one, but understand why and how things happen/go wrong.

Your attention is drawn to the fact that neighbours are in close proximity to the site. As a result it is to be kept tidy AT ALL TIMES. No tools, keys to plant to be left onsite unattended. All keys and tools to be removed from the plant/vehicles and site outside Working Hours to deter any trespassers.

Follow ALL speed limits

Wear the correct PPE. (if you do not have it ask)

Follow the Method Statement, Task Plans and any Permits to work.

Do not get involved with horse play.

Do not work under the influence of DRINK or DRUGS.

Use the welfare facilities provided (do not urinate on the site)

Wash you hands before eating and only eat your food in the welfare units provided.

Sign in, in the site register each day.

Do not use any Plant that you have not been trained on and carry the correct CPCS card for.

Strict compliance with the conditions of the Principal Contractor’s and the VolkerInfra “Construction Phase Health and Safety Plan” is required at all times.

 

1. No unauthorised person shall be allowed access to the site. All visitors shall report to the Site Manager/Supervisor. All personnel shall carry some form of identification at all times, proof of identity will be required before allowing access to site.

 

2. All persons shall receive site safety induction training before being allowed onsite.

 

3. All persons shall record the time of their arrival and departure from site.

4 All site personnel & visitors to site shall wear:-

• safety helmets to EN 397, with chin strap if working at height

• lace-up type safety boots with toe and sole protection - EN 345 offering adequate ankle support, and mid-sole protection. Riggers boots will not be allowed.

• suitable eye protection –minimum EN166F,

• suitable hand protection – (Gloves) - EN 388 for the task being carried out. NB Gloves may be “carried” when not working

• Overalls coveralls or other suitable work wear must be worn that protect an operatives arms, body and legs .

• and yellow high visibility waistcoat or jacket – EN 471.

•  The Banksman directing traffic or lifting operations shall wear an orange high visibility waistcoat or jacket.

5 Site fencing shall be kept closed at all times except briefly to allow the passage of vehicles or personnel when they shall be supervised by a person authorised to do so.

 

6 Safety harnesses will be used –

 

a. where employees are working at a height where they could fall a distance that could result in injury ( unless “fall restraint” is being employed other means of preventing or mitigating the consequences of a fall must be employed)

b. in circumstances other than a & b above where there is a risk of falling a suitable and sufficient risk assessment shall be carried out and adequate controls established and implemented.

10 No smoking in any site buildings, cabins, the working area(s) or within 5 metres of any flammable products e.g. diesel fuel tanks .gas cylinders etc. Smoking materials shall only be discarded via the receptacles provided for that purpose. Disposal via any other means will not be tolerated. Smoking is only permitted in the designated smoking area(s)

 

11 The drinking of alcohol and drug abuse will not be permitted on the construction site.

12 No persons under the influence of alcohol or drugs shall attend or be allowed to enter the construction site.

 

13 Use of Welding and Flame Cutting equipment is not permitted, unless specifically agreed in advance by the Principal Contractor and only under a Hot Works Permit..

 

14 No waste shall be allowed to leave site without completion of a Waste Transfer Note (non hazardous waste) or a Waste Consignment Note (hazardous waste) Waste shall be placed in suitable receptacles. All waste leaving site must be entered into the Site Waste Management Plan (SWMP)

 

15 No plant, equipment lifting tackle etc. shall be put to work without current certification available on site.

 

16 Plant shall only be operated by trained and competent personnel authorised to do so.

17 No work shall commence unless a Risk Assessment has been carried out and a Method Statement detailing the safe system of work to be adopted has been accepted by the Principal Contractor and explained to all persons engaged in the works.

 

18 No deviation from Method Statements, which have been accepted, will be tolerated. Any changes must be submitted to the Principal Contractor and must be agreed by all interested parties before being accepted by the Principal Contractor and implementation allowed to proceed.

 

19 Lifting Operations shall be planned by an “Appointed Person”. All lifting Operations shall be carried out by competent slingers & banksmen.

 

20 All personnel shall follow the designated routes giving safe access/egress to/from the work place and shall keep the site of their work clean, tidy and clear of obstructions. All floors and walkways shall be kept clear of materials, in order that a secure footing can be maintained.

21 All personnel shall at all times ensure precautions are taken so as not to pollute the atmosphere, ground or waters.

 

22 The lighting of fires is strictly prohibited.

 

23 No excavation/ground penetration works shall be allowed without a permit to dig .

25 The use of mobile telephones other than “company supplied” mobile telephones in the work area is prohibited. The use of any mobile telephone whilst operating any mobile plant or other equipment is strictly prohibited.

 

26 All vehicles using the car park area shall “reverse park”

27 All Traffic Management will follow specific procedures like the Safety at Street Works and Road Works (Red Book Code of Practice) the Captor 8 Regulations 2008 or any Traffic Management Plan that is approved by the local Highway Authority.

28 Failure to comply with any site rules may result in expulsion from site.

29 The Site Rules shall be made available at all work sites. Minor violation (by act or omission) of Site Rules may be dealt with by caution (to include warning of exclusion in the event of future violation). Serious violation of Site Rules (by act or omission) will result in formal warning (and confirmation that repetition would result in immediate exclusion from site). Gross violation of Site Rules (by act or omission) will result in immediate exclusion from site. Flagrant breach of any Site Rule is liable to exclusion from the site. Any exclusion from site shall be permanent.

Each individual working area is covered by their own individual RAMS i.e. Method Statement, Task Plan and associated Risk Assessments. These will need to be read and understood by all site staff prior to works commencing onsite. You will all need to sign onto these documents. IF YOU DON’T UNDERSTAND ANYTHING, DO NOT HESITATE TO ASK AS NOT UNDERSTANDING LATER

WILL NOT BE A DEFENCE IN A COURT OF LAW.
