Total Project Cost Expended 51.9% Work Progress during September 2008 by Area or System: 1. General:

The Agency issued an Extra Work Order to Western Water Constructors for the procurement of the Headworks Bar screen replacement project’s equipment. This new equipment will improve removal of unwanted solids material from the wastewater stream, reducing the solids load on the downstream treatment processes and will reduce odors from the screened material. The August 2008 monthly schedule update was submitted and reviewed. Some changes to the project activity sequences were noted. Western Water updated the testing and start up dates for the equipment for the work being coordinated with the SCADA programmers, Carollo Systems, Inc. Western Water (WW) refreshed the SWPPP best management practices (BMPs) for dry weather. Due to several months of dry weather, no storm inspection reports have been submitted this month. In early October, Western Water plans to check and repair, as needed the SWPPP BMPs in anticipation of rainy weather. Western Water continues routine weekly safety tailgate meetings, weekly safety checks, as well as the monthly safety audit performed by WW’s safety officer. Written reports of all meetings, checks and safety audits have been submitted for the record.

2. Polymer Facility: Western Water completed the concrete work of the stairs and equipment pads for the polymer storage tank, progressing cavity pump and two polymer activation units. The v-ditch was formed and concrete placed at the south end of the truck loading pad and the south and west sides of the polymer facility. The north sidewalk and south stair landing were also formed and concrete placed. The 2,000-gallon tank (TNK50.1), which will store the polymer, has been delivered to the project. This tank will be set in place after the concrete area has been coated.

3. Gallery A & B Improvements, including Grit Chamber 3 and Headworks

Western Water completed most of the demolition work of the primary influent channel in preparation for the connection to new primary clarifiers 6 & 7. This demolition included removal of the east half of the south wall of Gallery ‘A’. They also built and sealed a bulkhead in the influent channel between Primary Clarifier Gates 1A and 1B. The bulkhead will allow use of Primary Clarifier 1 during wet weather while the influent channel extension is being constructed. The formwork shoring was extended over the stairs to provide an appropriate work area for the demolition and concrete formwork, which will support the primary influent channel. This formwork will remain in place until the concrete work in this area is completed. This area is cordoned off with caution tape due to the demolition work. Grit Classifier, GC4.5, was placed in the Grit Handling Room in late September. Installation of the classifier and piping will begin in October and may continue into November.

4. Primary Clarifiers 6 & 7 Western Water completed placement of the concrete slab at elevation 99, connecting to the existing Gallery A floor. Reinforcing steel and formwork for two wall sections have been prepared for concrete placement on Wednesday, October 1.

5. Chlorine Contact Tanks (CCT) 5 & 6 Western Water completed concrete placement for the remaining Chlorine Contact Tank wall sections. Their subcontractor, Patent, began setting scaffolding and deck forms for the tank walkways. Reinforcing steel is being placed in the formed walkways and concrete placement for the walkways is scheduled for early October. Lighting and receptacle conduits are being installed in the walkways also. Western Water excavated on the north side of the effluent pump station and installed approximately 180 feet of 72-inch RCCP gravity effluent pipe. This line connects the new chlorine contact tanks to the existing chlorine contact tank. Western Water installed a bulkhead in the existing chlorine contact tank effluent sump and removed a portion of the concrete wall where the 72-inch line will connect to the sump. Western Water plans to complete the installation of the 72-inch pipeline and sluice gate in October provided the weather cooperates. The bulkhead will allow complete removal of the south CCT wall section for installation of the sluice gate, which the plant is in operation.

6. Effluent Pump Station (EPS) With the deck shoring for the effluent pump station in place, subcontractor Pacific Coast Steel installed the bottom mat of reinforcing steel for the pump service level at elevation

117.00, leaving openings for the vertical propeller pumps. Subcontractor, Aspen Timco completed placing approximately 85% of the electrical conduit runs in the deck area. The conduit runs and top mat of reinforcing steel will be completed in early October. Concrete placement is contingent upon approval of the effluent pumps, which are in submittal review.

7. Site improvements Western Water completed the installation of the concrete thrust block around the 84” x 66” wye connection. They also installed the 66-inch pipeline from the wye connection to the valve vault, and installed the expansion joints on either side of the vault. This area was then backfilled and compacted. Western Water placed the footings and began forming the stairs and landing around the methane gas burner. This work is expected to be completed in early October.

8. Aeration Tanks No work was done in this area during the month of September. The electrical subcontractor, Aspen Timco will submit a proposed routing plan with details for the Agency’s review.

Harris Comment: The plan view is confusing as thesupply line looks like it is coming out of the FO-R,although the line is not shown as being in the concrete.An elevation of the day tank would be helpful if possible,or name the four line that are coming-out of the daytank. Also a review of the day tank submittal, SubmittalNo. 229, may be helpful. The engine FO-R line appearsthat it is returning to the day tank and not the main fueloil tank. Would a change on this line be something wewant to consider?

9/29/2008 9/30/2008Per Section 16133 - 2.02.D we are to install a type "D"expansion fitting at structural expansion joints. PerSection 16133 - 2.02.D we are to install a type "AX"expansion fitting where we cross an expansion joint withexposed conduit. We agree that this is the properinstallation.

However, Detail EM121 on Drawing TE5 indicates thatwe are to install both types of expansion joints in astructural slab. The use of the type "AX" expansionfitting encased in concrete will defeat the purpose of theexpansion joint since the concrete will allow for nomovement of the type "AX" fitting.

Proposed Solution: Install the type "D" expansion fittingsin the structural slab per the manufacturer's details (seeattached RFI No. 108 Supplemental - Expansion FittingsCut Sheets) and per Section 16113.

Nowhere on Contract Drawing 20.11do we find a telephone cabinet or conduit 20-046D.Drawing 20.11 has IPB-07 but there is no conduit withthis call out coming from this PB.

Please provide details on the routing of this conduit andthe location of the telephone cabinet.

9/30/2008 10/3/2008On Drawings S-5.3 and S-5.8, the plans show sectionviews of the Primary Clarifier grit hoppers. We wouldlike to add additional vertical construction joints andkeyways at the grit hoppers to ensure a good finalproduct. Please see the attached supplemental drawingsfor locations.

We propose to form and place the vertical walls withkeyways around the grit hoppers without forming for thesloped concrete section. After stripping the verticalwalls we would form for the infill concrete at the grithoppers and place all of the sloped infill concrete on thesame day. We would also like to eliminate the slabrebar that is shown in these drawings. We have filledthe voids at the grit hoppers with CLSM instead of sand.

Total Project Cost Expended 100 % Summary of Work Progress for Outfall Improvements Project:

URI completed the installation and testing of the remaining contract seals on September 22, 2008. During the course of the work, URI had observed a crack in the existing pipe approximately 100 feet from the submarine outfall entry point and provided a video on DVD of the apparent damage. This information was reviewed by Carollo Engineers. URI provided further cleaning and inspection of the crack. On September 25, URI repaired the crack by pressure washing the area to remove loose debris, packing the crack with underwater grout (by Subac) and layering in a section of 316 stainless steel mesh over the widest portions of the crack. This area was then covered by an extra wide seal. Final documentation and acceptance of the project is scheduled for October.
