Hello and welcome to my April 2014 Council
newsletter.
This month, I have a note about construction work
that may affect your neighborhood, a Berkeley
Police Department survey, and other community
events.

Construction on the City’s sanitary sewersystem in District 8 – April-August 2014
Please note that the City is starting
planned sanitary sewer rehabilitation on
Panoramic Way between Mosswood and
Dwight Way in April 2014.
Construction is expected to last from
April to August 2014, although not every
block will be affected for the entire
period. No significant interruption in
sewer, water, electric, gas, or phone
service is anticipated.
Traffic will be delayed at the work site and temporary lane closures may be necessary

but will not exceed 12 hours at a time. In order to complete the work, crews will need
to prohibit street parking during construction work hours. “No Parking” signs will be
posted along the street 3 days in advance and will be enforced by the Police
Department.
Door hangers or posted notices providing further information will be distributed a
minimum of 3 days before work actually starts on your block.

Branch Out! Celebrating Our 21st-CenturyLibrary System in Berkeley
This April, Branch Out! with the Berkeley
Public Library as they celebrate the
reopening of four new, modern library
branches. The month-long celebration not
only encourages people to experience each
of the branches, but also to expand their own
horizons.
Events include computer classes, arts &
crafts, a Women’s History Month movie
series, pro bono legal counsel, family story
time, and AARP tax preparation help. Check

Berkeley is redoing our police patrol beatsystem – submit your thoughts by April 11
In 1993, the Berkeley Police Department adopted a system whereby the City was
divided into 18 police patrol beats. This beat system was based primarily on crime
trends, calls for service, crime statistics, and staffing levels. While there have been
changes over the last 20 years related to crime trends, calls for service, and staffing

levels, the Police Department continues to operate
with the same beat system designed in 1993.
In light of the changes that the Police Department
and the City have undergone in that time, the
Department will analyze population, geography,
patrol deployment, staffing levels, crime trends,
officer workload, calls for service, proactive patrol
time, response times, crime data, industry
standards, best practices, costs, and community
input to make recommendations on changes to beat
patrols.
If you’d like to participate in giving community input on police patrol beats, please fill
out the City’s survey here. The survey will be open until Friday, April 11, 2014.

Learn about updates to Berkeley’s buildingenergy efficiency laws – what do they meanfor you?
Nearly half of all greenhouse gas emissions in Berkeley come from buildings. It is
critical that we continue to advance innovative and smart energy efficiency
strategies for our homes and businesses.
The laws that govern building energy
efficiency apply whenever residential
and commercial buildings are
transferred or remodeled. These laws
are being updated in order to keep us on
track to meet our Climate Action Plan
goal: a 33% reduction in energy usage by
2020.
What do the updated laws mean for you?
We have:
User-friendly compliance and compliance tracking,
Consistency with state energy codes,
Measureable outcomes and evaluation of savings from compliance,
Tools to ensure transparent disclosure of building energy information, and
Minimized compliance costs by matching requirements with rebates.
Please consider attending one of the City’s upcoming workshops to inform citizens
about changes to building efficiency laws.
