Introduction This “Construction Environmental Management Plan” document sets out our specific intent for the construction of the dwellings and associated infrastructure off Engleton Lane in Brewood and the general management of the development as Principle Contractor. The plan sets out to provide specific details on the methods to be employed in construction and logistically, but not to the specific legislation to which we must comply. The forms of construction and methods of build will not change over the construction period. This outline plan however may be revised to reflect design and programme changes that may be implemented during the construction period. Any necessary amendments will therefore be provided as appropriate. Lovell strives to keep abreast of construction technology and where possible be at the leading edge of innovation and industry best practice.

2. The arrangements for prior notification to the occupiers of potentially affected properties.

With regards to initial and future liaison, Lovell will undertake a letter drop to inform all local residents of the following items.

Notice of construction start date, agreed site working hours and outline logistics plan.

Commencement of S278 works to form site entrance off Engleton Lane.

Commencement of the on-site road and sewer construction.

Commencement of housing construction (including notification of Lovell site manager’s details).

Notice of show home and sales suite launch date

The site team will also arrange a consultation event known as “meet the builder”, these will be held

as required during the project. This will give opportunities for existing residents and neighbours to

raise particular needs and to provide Lovell an opportunity to manage our works to accommodate

everyone were practicable. At these valuable meeting’s programmes can be issued and sequence of

works and any traffic managements can be adjusted again to minimise any disruption.

Further to above Stakeholder liaison, a quarterly newsletter will also be issued as works proceed

giving neighbouring residents of an update of the schemes development and forthcoming works.

3. Construction Logistics Plan and Site Establishment

The primary purpose of the construction logistics plan is to communicate strategic control measures to our supply chain and contractors in order to reduce the impact construction traffic has on the local community and residents in relation to congestion, pollution, mud and noise.

The principal issues addressed by the plan are: i) Sequence of works; ii) Loading and unloading of plant and materials; iii) HGV deliveries and hours of operation; iv) Storage of plant and materials; iv) Parking for vehicles of site personnel, operatives and visitors; v) Provision of boundary hoarding behind visibility zones; and vi) On-site turning for construction vehicles.

Geographically the site is situated approximately 1.5 miles from the A5 via Claygates Road, Ivy House Lane and Engelton Lane - Well supported in terms of major transport networks from all directions. Claygates Road will act as the solitary feeder route to Engleton Lane, diverting construction traffic from passing through Brewood Village and relieving congestion.

Timings for deliveries and plant movement from site are set out by Lovell Site Rules communicated to contractors and the supply chain via ‘Delivering Safely Information’ prior to commencing works. (See Appendix 7) These also assert that site is within the constraints of a quiet residential area with occupied houses, and local amenities. Consideration therefore is to be given to pedestrians, residents, local traffic and children all of whom remain a priority at all times. Timing for deliveries and collections are Mon – Fri |8.00am – 5.00pm, Saturday | 8.00am – 1.00pm. Deliveries between the hours of 8:00am – 9:00am will be controlled by a full time Banksman situated on Ivy House Lane. Where practicable rigid or wagon and trailer deliveries are specified to reduce the need for articulated Lorries; this will be noted on all Lovell material orders issued to our suppliers. These instructions have been communicated to buying and surveying teams. All deliveries will in the main go to the compound area for initial off loading and subsequent distribution by forklift. Materials will be unloaded from vehicles to either the compound or bulk storage areas by either forklift or ‘hiab’ type Lorries. Higher value or weather sensitive materials that are normally stored in containers will be distributed horizontally by all terrain forklifts. They will also be used for the vertical transportation of materials; these will be landed on loaded platforms incorporated into the elevation scaffolds as set out in our Health and Safety procedures.

Initially a temporary standalone site oasis unit will provide sufficient welfare facilities as per statutory requirements to commence site clearance works, temporary haul road to form site entrance and S278 works on Engleton Lane. On the completion of the temporary haul road, full site compound will be established on the hard standing area shown below, this comprising of large site office/meeting room, canteen and toilet facilities. Site Parking will be located adjacent to the site compound. All site operatives will be instructed to use this area and no parking will be permitted on local roads during the main construction process. We estimate during the sites busiest periods that approximately a potentially 40 – 45 employees will be working at any one time. Working hours will be limited to: Monday – Friday 08.00 – 18.00 | Saturdays 08.00 – 13.00

Outside the above working hours, site will be continually monitored by CCTV and/or a member of security will be in attendance if and when required. The site boundaries to compound will be secured by proprietary 2.4m high solid plywood and metal vehicle gates and as required a 2.4m high ‘Heras’ type fence. This will be monitored, adapted and maintained secure throughout the sequence and phased completion of the build. All hoarding around the compound will be painted in Lovell’s corporate colours, this will be maintained on a regular basis with any graffiti being removed or painted over. Lovell branding signage will also be displayed. Subsequent to the occupation of plots and throughout the development of the site the segregation of our construction works from existing neighbours will be paramount. Clear defined boundaries and competent banksmen will be proactive in the marshal of all plant and vehicles if required to traffic on main spinal road within the vicinity of occupied properties. This management arrangement is controlled by our site team and will be assisted further by the use of a reduced site haul road speed limit of 10 mph. All construction traffic will report to a gateman at this primary site entrance. A one way system will be developed upon the formation of all spinal roads on site, this arrangement will be incorporated into our Traffic Management Plan to reduce any potential reversing vehicles. As the build progresses and subsequent to the occupation of plots on site, our construction arena will required to be re-evaluated and perimeter fencing repositioned in which to provide robust and consistent segregation between members of public and construction works in the immediate vicinity. Further into the build programme sections of the main spinal road which service both occupier’s access and construction traffic, a banksman will be necessary full-time to proactively control and assist all vehicle movements. 4. Management of the Construction Process. Under health and safety legislation, site activities must fall under the overall control on one Principle Contractor. During the site S278 entrance works, re-grade and initial on-site road works, an external Principle Contractor may be appointed by Lovell. As they are not currently appointed, a single point of contact cannot be identified. Therefore, the offices the Lovell (Quinton) office can be used as a contact. A strategy has been developed by Lovell as part of our Environmental Plans and Construction Phase Health & Safety Plan; this will include procedures for working alongside existing businesses, residents and the public. St. Dominic's Grammar School for Boys and Girls will be visited to highlight the dangers of building sites and the dangers of un-authorised access on to them. Lovell shall take such steps as necessary, which will be communicated during induction training, to protect adjacent properties from structural damage and to prevent our workforce from trespassing on neighbouring sites. Party wall agreements (if required) will be in place prior to work near adjacent structures. Access for Police, Ambulance and Fire Service to the surrounding properties will be maintained. Particular note will be made to ensure parking by contractors does not cause a nuisance to local residents and the use of the onsite parking facilities will be mandatory; this will be discussed with all operatives when they arrive on site for the 1st time during the site induction they receive. Prior to works commencing on site a full dilapidation survey will be carried out on the Highways and footpath including adjacent properties and boundaries to the Development with Photographic records taken and a report written identifying the condition of these.

5. Health and Safety The F10 will as be issued by Spectra Group Ltd acting as Principle Designer. Health and Safety will be given the highest priority and will feature in all aspects of the project. The Project Management Plan incorporating Construction Phase Plan will cover the entire development and will be reviewed and amended throughout the duration of site works. All subcontractors will receive a full and site specific site inducted and Lovell The Site Rules displayed prominently in the site compound and at other locations around the site. Design elements will be reviewed by the Principle Designer and integrated to ensure that the maximum amount of risk is removed prior to procurement and the safest method of construction will be used. Promotion of the Lovell initiative ‘PAVES’ (Pedestrians and Vehicles Effectively Segregated) will feed directly into the formation of the Traffic Management Plan on site. This will be monitored continually and adapted as works progress along with the production of the Emergency Procedures as necessary throughout the construction period. A permit to work system will form a safe system of work for high risk activities, i.e. permit to lift, permit to dig and hot works permit. During the construction phase a minimum of bi-weekly inspections will be conducted by Lovell internal Health and Safety Department. They will monitor and measure safety on site. Awareness of occupational health risks arising from construction activities such as manual handling will be communicated by training/instruction sessions. Contracts and subcontractors method statements and risk assessments will include use of mechanical means at first instance where practicable. Exposure to dust (especially containing respirable crystalline silica and MDF’s) can lead to the slow development of the irreversible lung, throat and nasal diseases. Dust exposure will therefore be heavily controlled, the Lovell ‘Dust Minimum Standards’ communicated to all relevant contractors.

6. Soil Management Strategy A soil management strategy is currently being implemented for the whole strategic development site in order to ensure that the soil resource is appropriately conserved and where suitable can be reused. It is estimated that some of the total topsoil and earthworks excavation volume associated with the infrastructure and infrastructure drainage will be used as fill elsewhere on this strategic development site, i.e. Bundworks sites subject to suitability. Geotechnical and geo-environmental investigations indicate that the majority of soils are suitable for re-use. All arising materials generated from the development will be stockpiled for re-use in future phases of the strategic development site. These spoil heaps will be positioned away from neighbouring properties and bladed to a maximum of 3m in height with level top to reduce arising airborne dusts.

7. Wheel Washing and Road Sweeping – Site Dust Management

Migratory measures to prevent and reduce site runoff from site activities will be employed. An approved and nominated contractor will provide a mechanical road sweeper with vacuum facilities, spray facilities and on board storage. This shall be used for the sweeping and cleaning of all surrounding roads and public highway immediately adjacent to the site, on a regular basis or as deemed necessary to prevent nuisance or hazards to other highway users. Collected debris are to be disposed of at a licensed waste disposal facility. In addition to mechanical road sweeper, a manned jet wash facility at primary access/egress point will also be employed if deemed necessary to wash and clean all HGV’s prior to leaving site. All loads entering and leaving site will be covered. This measure is in place to prevent debris and dust deposition off site onto the public highway. Daily monitoring of the road cleanliness in the surrounding area will take place and street cleaning services will be called in as necessary. Stockpiled material for re-use in future phases will be positioned away from neighbouring properties and bladed to a maximum of 3m in height with level top to reduce arising airborne dusts. In summer months and high temperature it may be necessary to use bowsers and mist cannons to suppress site dusts.

8. Noise

Lovell are particularly aware of the need to mitigate noise wherever and whenever practically possible for any properties (sensitive receptors) which neighbour this development. These comprise those properties who either face onto or who have gardens adjacent to the development site. Our health and safety team will, where identified, undertake periodic noise ‘monitoring’ to ensure that the resolutions are being met and to further enhance our current construction working methods to ensure that good working practice is shared around the business. All measures will be taken to ensure all plant/machinery and other noisy operations are carried out as far as is reasonably practicable, to an acceptable level. Due to the proximity of neighbouring properties there may be restrictions on the hours of work and times when noisy activities may be undertaken. Arrangements will be made to ensure that excessively noisy operations will only be undertaken after liaison with any third parties liable to be affected in the premises of the adjacent properties. There may be other time periods, determined by the Environmental Agency or Local Environmental Health Officer, which are designated quiet periods where noisy machinery cannot be used. Proposed working hours for noisy activities are as follows; Mon-Fri 8.00am to 6.00pm and Sat 8.00am to 1.00pm unless other timescales are enforced.

9. Site Waste Management Plan

The Site Waste Management Plan will develop over the detailed design stage. Decisions made now in design and specification will have been led by the SWMP and similarly the contents of the SWMP will have been informed by the design process. Where practicable of site manufacturing of products will be used to reduce on site waste. At the end of the development process the document will be sufficiently developed to act as a coherent document providing guidance on waste eliminating and reducing activities and waste management and will show the target waste quantities for each process, from spoil off site to waste generated from the construction process. During the Construction phase the SWMP will be used as a tool for the management of waste and also as a record of waste production and movement. This will include records of all the hauliers waste transfer licenses and licenses for the landfill / waste transfer stations used. The output from the SWMP from the Development will inform decisions on design and specification on future Development through a process of continuous improvement.

10. Protection of site boundaries and features of ecological value

Before starting work, all trees and shrubs to be retained shall be identified. Tree protection will be installed in accordance with British Standards (particularly BS 5837:2005 ‘Trees in Relation to Construction’ and sections 7 and 8 and to the Planning Authorities requirements. Soil or rubbish will not be surcharged on existing root protection areas. Care will be taken not to excavate or disturb topsoil, change levels of soil, park vehicles, store materials / plant machinery or place temporary accommodation within the root protection area. All works to existing vegetation to be undertaken in accordance with BS 3998 and tree works will be undertaken by a contractor competent for the type of work and to the approval of an Arboriculturalist. All works shall be undertaken in the correct manner to protect legally protected fauna and flora and any noxious, pernicious or white rooted weeds shall be removed (e.g. couch grass, dandelion, creeping buttercup, Japanese knotweed, giant hogweed, convolvulus, ground elder, bracken, bramble, nettle, bamboo...etc) in accordance with relevant guidance and in consultation with landscape architect. Any invasive species (those considered invasive by the EA) will be dealt with in line with the Environment Agencies guidance for developers.
