CDM 2015 was brought in to simplify the existing legislation (CDM 2007) bringing it into line with EU Directive 92/57.
These risks need controlling. Therefore there is a lot of health and safety legislation to comply with.
The HSE statistics (2015/16) show there were 43 worker fatalities in the construction industry, the highest figure for any industry sector. HSG150 guidance document for H&S in Construction, identifies the most frequent causes of accidental death and injury in the sector as: • Falls, • mobile plant, • falling material and collapses, • electrical accidents & trips. Furthermore, a poor health record where ill health can result from: • exposure to asbestos, • manual handling, • noise and vibration, • chemicals.

The Client Duties - The client has now been given greater responsibility and becoming more accountable. Clients are expected to exercise their influence on how the project is run. • Make suitable arrangements for managing a project, including the
allocation of sufficient time and resources.
• Construction work can be carried out, so far as is reasonably practicable, without risks to the health or safety of any person affected by the project .
• Make sure relevant information is prepared and provided to other stakeholders (pre Construction information)
• Ensure the Principal Designer and Principal Contractor carry out their duties.
CDM 2015 The Principal Designer is a designer appointed by the Client to take control of the pre-construction phase of any project involving more than one contractor. They must:-
• Ensure other designers carry out their duties.
• Prepare and provide relevant information to other dutyholders.
• Provide relevant information to the principal contractor to help them plan, manage, monitor and coordinate health and safety in the construction phase.
• Plan, manage, monitor and coordinate health & safety in the pre-construction phase of a project. (Identifying, eliminating or controlling foreseeable risks);
CDM 2015 • Principal Contractor is appointed by the Client to control the construction
phase of any project involving more than one Contractor.
• Prepare the construction phase plan; • Organise and coordinate contractors. • Ensure suitable site inductions are provided • Prevent unauthorised access • Workers are consulted and engaged in securing their health and safety and
• Welfare facilities are provided.
• Plan, manage, monitor and coordinate H&S in the construction phase of a project. They must liaise with the client and principal designer
• They must have the skills, knowledge, experience to carry out this work.
• Principal contractors have an important role in managing health and safety risks during the construction phase.

Domestic Clients – Don’t worry! Regulation 7 transfers the duties of the domestic client to the contractor.
