Status of Construction in the Longwood Medical and Academic Area

Level of Construction Since the May, 2011 report, the Isabella Stewart Gardner Museum opened the new Renzo Piano designed wing as well as the renovated Palace galleries. In addition, Brigham and Women’s Hospital completed construction on both the Massachusetts Mental Health Center Partial Hospital/Fenwood Inn and the Binney Street building. Also the new residence hall for the Massachusetts College of Art and Design on Huntington Avenue is now substantially complete. Still under construction in 2012 are the Boston Children’s Hospital Binney Building and the Wentworth Institute of Technology’s Flanagan Campus Center and Ira Allen Building addition. Just getting underway are National Development’s Longwood Center project, Dana-Farber Cancer Institute’s Dana 1, 2, 3 Backfill Renovation Project, and Brigham and Women’s Hospital’s Brigham underground garage, green space, and internal roadway project now referred to as the Stoneman Centennial Park. The Massachusetts College of Art and Design is looking to break ground in the summer of 2012 on its Center for Design and Media. Emmanuel College has been approved for the Julie North Residence Hall, the Cardinal Cushing Library Expansion and the reacquisition of Parcel A. Wheelock College received approval for its Resource Center project. Brigham and Women’s Hospital has been approved for its Parcel C research facility at the Emmanuel College Alumnae Hall site. Several other institutions are in the process of updating their master plans.

Construction is active in the FY2012/13 construction season. A schedule for project completion can be found on page 12. The following buildings will be completed during this period: Wentworth Institute of Technology Ira Allen Building addition and William H. Flanagan Campus Center at Beatty Hall: The 18,000 SF Ira Allen Building addition as well as the William H. Flanagan Campus Center at Beatty Hall project broke ground in May, 2011. Phase 1 of the Campus Center opened its doors in March, 2012. Both facilities are expected to be completed by August, 2012. Four significant member projects will continue construction throughout the season: Boston Children’s Hospital Binney Street Building: This 115,000 SF, 10-story building is an extension of the hospital’s Main Building and will accommodate single beds, observation beds, emergency, radiology, surgical service expansions, pharmacy/neuro-radiology, and in-house technologies that are not currently used in a pediatric setting anywhere in the world. Completion is scheduled for 2013. Longwood Center: This 350,000 SF research building with ground floor retail space started construction in March, 2012. The developer, National Development, completed the demolition of existing buildings in 2009. As part of the project, the sidewalks along Longwood Avenue will be widened to enhance the pedestrian experience. Dana-Farber Cancer Institute Dana 1, 2, 3, Backfill Renovation Project: This 69,800 SF renovation will transform three levels of the original DFCI garage and ramps to clinical faculty office space and a pediatric clinic. The project also included a façade improvement that will unify the DFCI campus and establish Jimmy Fund Way as the welcoming gateway to the Dana-Farber campus. Brigham and Women’s Hospital Stoneman Centennial Park: This project consists of a 400-car underground parking facility capped with a new park at the entrance near Brigham Circle. BWH incorporated an internal roadway connecting the parking facility to the 45 Francis Street entrance relieving Francis Street of valet operations impacts. Completion is planned for 2014.

LMA Construction Outlook For 2012/2013

Several building projects will start construction this year: Massachusetts College of Art and Design—Center for Design and Media: This new 40,000 SF design and media center sits in the heart of the MassArt campus. The new center will include studios, equipment, common areas, public exhibit halls and lecture halls. Construction is slated to start in the summer of 2012. The following utility project is scheduled for this construction season: Shattuck Street Water Main Replacement: The Boston Water and Sewer Commission is planning to replace a water main on Shattuck Street. This project is scheduled to start in June of 2012. Wheelock College Resource Center Project: This project includes a 2,295 SF renovation of the existing Activities Center East Building and a 3-story 6,645 SF addition to accommodate classrooms, offices, academic resource center and a technology center. Construction is expected to start in the Fall of 2012 and be completed by April of 2013.

Projects Near the LMA

Due to its location within Boston’s urban core, the LMA is not only impacted by public and private projects within its boundaries, but also by projects taking place near the LMA and along transportation corridors leading to and from the area. MASCO works with project representatives and public agencies to help minimize the impact on the LMA and the surrounding communities. Below is a description of some of the larger projects in the area. Muddy River Restoration Project: In December of 2011 the United States Army Corps of Engineers (Corps) completed the utility relocation work in the Sears Rotary. This phase was the pre-requisite to the Muddy River Restoration Project, scheduled to start this summer. As part of this project the Corps will incorporate several of MASCO's recommendations to make the Sears Rotary area more pedestrian-friendly. The project will also include a redesigned intersection at the Riverway and Park Drive and a new left-turn inbound from Brookline Avenue onto Park Drive towards the Boston University Bridge. Construction will require significant temporary circulation changes, including a period during which all lanes between The Fenway and Park Drive on Brookline Avenue will be one-way inbound. The expected duration of the project is three years and will start its next phase in the summer of 2012. Yawkey Commuter Rail Station/Fenway Center: Construction of the Yawkey Station expansion commenced in April of 2012 and will be completed by the Fall of 2013. The station project is the first phase of the 1.3 million square foot mixed-use Fenway Center which will, in its final build-out, include 1,290 parking spaces, 500 apartments, 170,000 SF of office space, 90,000 SF of retail space, and 30,000 SF of open space. The next step will be construction of the deck over the Turnpike to support the parking garage and future housing, retail and office uses. Fenway Triangle Project: This Samuels & Associates mixed-use project includes two buildings: a 170-unit apartment building at 132 Brookline Avenue and a second building at 1325 Boylston Street holding 150 luxury apartments, 225,000 SF of office space and 200,000 SF of retail space as well as 500 underground parking spaces. Construction is expected to last 30 months. 1282 Boylston St: The Abbey Group is slated to break ground on the 331,000 SF project in the 2012. The 16-story structure consists of 210 apartments, 88,000 SF of office space, 12,000 SF of retail space and a 2,700 SF community center. Mass Eye and Ear Infirmary (MEEI) - 800 Huntington Avenue Building: This 90,000 SF expansion of the existing 800 Huntington Avenue building will add new offices, outpatient clinics, surgery facilities, café, retail and a 150 space garage. This project is a joint effort between the Beal Companies and the MEEI. Completion of this major renovation project is expected in October, 2012. Fenway Limited Stay Hotel: This 120,000 SF, 8-story building at 121 Brookline Ave in the Fenway will include 183 hotel rooms, 6,300 SF of retail and 45 underground parking spaces. Boylston Properties started construction in March of 2012 and anticipates completion in the summer of 2013.

Sox games) • Del Mandawe: City services (potholes, street lights, sidewalks, catch basins, flooding and

traffic light issues) Meetings and Planning: MASCO Area Planning’s Construction Coordinator operates as a clearinghouse for all information on LMA-related construction and roadway activity. By collaborating and communicating with member institutions, public agencies, and utility companies staff are able to identify and resolve potential conflicts and issues before they occur. During the construction season, MASCO holds regularly scheduled area-wide meetings and convenes project-specific stakeholder meetings as needed. Examples of MASCO’s coordination efforts over the last year include:

• Coordinated with Boston Water and Sewer Commission (BWSC) and members abutting Shattuck Street to share information and prepare for replacement of the one-hundred year old water main.

• Supported BCH, DFCI and BWH projects on Binney Street and facilitated neighborhood dialogue to address circulation issues related to Binney Street one-way operation.

• Coordinated multi-day BWSC sewer relining throughout the LMA with abutting institutions.

City Services

In response to institutional requests and to prevent future infrastructure problems, MASCO works with city and state agencies to maintain and improve the LMA street and sidewalk environment. In addition MASCO has an ongoing program inspecting the condition of sidewalks, streetlights, crosswalks and roadways in the LMA on a regular basis. MASCO also solicits input from the Facilities Planning Committee and the Construction Coordination Group on areas in need of improvement. Accomplishments for the Year (May 1, 2011 – April 30, 2012) Roadways and Sidewalks • Worked with the City of Boston and DFCI to pave Binney Street to an acceptable level for

vehicles and pedestrians. • Implemented striping of crosswalks and travel lanes throughout the neighborhood. • Worked with the Boston DPW, Massachusetts DOT and DCR to have potholes filled at nine

locations. • Coordinated with DCR to identify and schedule repairs for the sidewalks along the Riverway. • Prepared bus shelter plan and viability study with Samuels & Associates and the City of

Boston for new Brookline Avenue bus shelter at the Landmark Center to serve member tenants.

• Prepared Brookline Avenue bus stop amenities plan for Joslin Diabetes Center to help manage bus and shuttle rider traffic.

• Successfully worked with abutters and City to repave Longwood Avenue between Blackfan Street and Brookline Avenue.

Streetlights • Worked with the City of Boston to resolve seven street light outages throughout the LMA. • Worked with the City of Boston and Massachusetts DCR to replace four damaged and

downed street light poles in the area.

City Services

Traffic Signals and Traffic Signs • Worked with BTD to address damaged crosswalk light on Brookline Avenue and Longwood

Avenue. • Worked with BCH and abutting institutions to implement Binney Street One-Way and

Brookline Avenue signal timing adjustments to expedite traffic flow on Jimmy Fund Way related to the new Binney Street One-Way plan during construction.

• Field verified new Brookline Avenue signal timing implemented by the City of Boston.

Published LMA Roadway Advisories During Period

In collaboration with the institutions and agencies listed below between May 1, 2011 and April 30, 2012 MASCO’s construction coordination staff issued 166 LMA advisories, including lane and roadway closures, service interruptions, traffic and access issues and general project updates. These construction coordination/traffic advisories were sent to over two hundred MASCO constituents both within and outside the LMA. MASCO recently introduced a standardized form for members and utilities to report construction activity. The form ensures a faster turn-around of advisories to the LMA community.
