SUBJECT: BURBANK-BOB HOPE AIRPORT STATION PEDESTRIAN BRIDGE FINAL DESIGN PROJECT

ACTION: AWARD CONTRACT

RECOMMENDATION

Authorize the Chief Executive Officer (CEO) to execute a cost-plus-fixed-fee (CPFF) Contract No. AE11298-2415-10135 with AECOM Technical Services, Inc. (AECOM) for the Burbank-Bob Hope Airport Station Pedestrian Bridge Final Design Project (Project) in the amount of $1,559,386, inclusive of all design phases. ISSUE

It is the intent of Metro Regional Rail to award a professional services contract to provide engineering including preparation of Plans, Specifications, and Estimates (PS&E), and relevant documents for the construction of the Project, and bid and design support during construction.

DISCUSSION

Background

The Project, located at the Amtrak/Metrolink station, at milepost 460.60 on the Metrolink Ventura Subdivision, was environmentally cleared in 2009 as part of the Regional lntermodal Transportation Center (RITC) project at the Burbank-Bob Hope Airport (Airport). The objective of the pedestrian bridge project is to enhance safety by eliminating two pedestrian railroad at-grade crossings and installing an inter-track fence , provide a direct plane-to-train connection, and improve the overall passenger experience.

The Contractor will provide the following services:

• Develop the PS&E documents for the preferred alternative

• Provide Bid and Design Support services during construction

With the Project, pedestrian safety will be enhanced by eliminating two passenger railroad at-grade crossings and installing an inter-track fence to deter pedestrians from crossing two railroad tracks.

FINANCIAL IMPACT

The total funding from Measure R 3°/o for design and construction of this project is $5.15 million of which $1.65 million is included in the FY16 budget request in department 2415, Regional Rail, Project No. 460067. Since this is a multi-year contract, the cost center manager will be accountable and responsible for budgeting the cost of future fiscal year requirements.

* The recommendation is for the engineering design services only. Funding for the engineering services is from Measure R 3°/o funds, programmed by the Metro Board as follows:

• $1,700,000 on May 23, 2013 for plane-to-train connections, of which $50,000 has been allocated to Bob Hope Airport Hollywood Way Station Project and

• $3,500,000 on June 18, 2014.

ALTERNATIVES CONSIDERED

The Board could choose not to award the contract to AECOM, and decide not to pursue the Burbank-Bob Hope Airport Station Pedestrian Bridge Project. This alternative is not recommended due to the significant benefits that the Project offers to stakeholders. In addition, the Los Angeles County region would also miss out on an opportunity to utilize $7 million in State ITIP funds which have already been competitively awarded to the project.

A. Procurement Background

This Board Action is to approve Contract No. AE 11298-2415-10135 issued in support of the Burbank-Bob Hope Airport Station Pedestrian Bridge Final Design Project for professional Architectural and Engineering (A&E) services.

The RFP was issued in accordance with Metro's Acquisition Policy and Procedure, and the contract type is cost-plus-fixed-fee.

Two amendments were issued during the solicitation phase of this RFP:

• Amendment No. 1, issued on November 20, 2014, provided minutes of the Pre-Proposal Conference and attendee sign-in sheets;

• Amendment No.2, issued on December 2, 2014, provided answers to questions received regarding the RFP and revised Submittal Requirements.

A pre-proposal conference was held on November 18, 2014 and was attended by 38 participants. Eleven questions were asked and answers were released prior to the proposal due date. Six proposals were received by the due date, December 12, 2014.

B. Evaluation of Proposals/Bids

A total of six proposers responded to this solicitation. A Proposal Evaluation Team (PET) consisting of staff from Metro Regional Rail, Burbank-Glendale-Pasadena Airport Authority, and the Southern California Regional Rail Authority (Metrolink) was convened and conducted a comprehensive technical evaluation of the proposals received.

The proposals were evaluated based on the following evaluation criteria and weights:

• Skill and Experience of the Team 30 percent

• Project Management Plan 30 percent

• Project Understanding 40 percent

The evaluation criteria are appropriate and consistent with criteria developed for other, similar A&E services. Several factors were considered when developing these weights, giving the greatest importance to the qualifications and experience of the personnel and the demonstrated understanding of the project.

This is an Architect and Engineers, qualifications based procurement. Price cannot be used as an evaluation factor pursuant to state and federal law. Small Business Enterprise preference is not applicable to A&E procurements.

Of the six proposals received, two were determined to be within the competitive range. The firms within the competitive range are listed below in alphabetical order:

1. AECOM Technical Services, Inc.

2. STV Incorporated

During the period December 15, 2014 to January 9, 2015, the PET evaluated and independently scored the technical proposals. The PET met on December 29, 2014 and determined a list of proposers in the competitive range. On January 9, 2015, the PET met to interview the firms and their proposed teams. The firm's proposed project managers and key personnel had an opportunity to present their team's qualifications and respond to the PET's questions.

Each team 's presentation addressed the requirements of the RFP, experience with complex engineering specific to bridge structures above and around Class I railways, and proposed solutions. Each team was asked questions relative to each firm's qualifications and understanding of the project.

At the conclusion of the interviews, the PET met and completed their technical scores based on both written proposals and oral interviews.

The two firms in the competitive range were scored highly by all members of the PET. However in the final scoring, after clarifications were received during interview,

the technical proposal by AECOM was scored as highest qualified. The PET believed AECOM's experience with pedestrian bridges and working with Class I railways and other comparable stakeholders was superior. The PET considered the Project Management Plan and Project Understanding proposed as the most comprehensive, detailed, and realistic, and identified the important issues.

AECOM Technical Services, Inc.

AECOM Technical Services, Inc. (AECOM) has successfully designed pedestrian bridges at five (5) Metrolink stations and has completed projects at the Burbank-Bob Hope Airport. AECOM has integrated the design standards and established relationships with the key stakeholders of the Project including Metrolink and the Union Pacific Railroad.

AECOM's proposed Project Manager has over 30 years professional experience in civil and structural engineering on transportation and infrastructure projects. He has been involved in over 100 bridges and served as Program Manager on many rail and transit projects. Similar pedestrian bridge projects successfully delivered include the Metro Gold Line Sierra Madre Station Pedestrian Overcrossing and pedestrian bridge structures for Orange County and the Bay Area Rapid Transit.

AECOM's project team includes Small Business Enterprises well known to Metro with a history of performing satisfactory services.

AECOM is an industry leading engineering firm with a history of performing successfully for Metro dating back to the original plans for a Los Angeles transit system in the 1950s.
