The challenge for Wales will be to maintain waste arisings at this lower level during economic recovery by achieving a decoupling of growth in construction activity from waste arisings. Surplus Centres/Re-Use Hubs Surplus Centre/ reuse hubs Trade Waste Bring Sites (TWBS) Intervention and Innovations Forum Data Collection Green Compass Monitoring and Evaluation Enabling Zero Waste Construction Waste Programme This programme element aims to encourage and increase the reuse and recycling of waste through establishing a network of TWBS The aim of the TWBS is to establish civic amenity (CA) type facilities at builders merchants to allow trade customers to bring their construction and demolition waste for segregated recovery Segregation prevents cross contamination, helping to ensure the highest quality recyclate Service targeted at small builders Trade Waste Bring Sites (TWBS) Surplus Centre/ reuse hubs Trade Waste Bring Sites (TWBS) Intervention and Innovations Forum Data Collection Green Compass Monitoring and Evaluation Enabling Zero Waste Construction Waste Programme Requests from suppliers and contractors seeking support to address technical issues and overcome the obstacles preventing the wider use of recycled and secondary materials CEW will look at opportunities within contracts to address the potential for inclusion of alternative sources of materials at the design stage Overcoming risk aversion and engineering prejudice will increase the use of secondary, recycled and by-product materials in construction with a corresponding decrease in the use of virgin material. The scheme provides validated waste data Quality management system for waste management companies PAS402:2013 and the Green Compass Scheme 66 companies independently United Kingdom Accreditation Service (UKAS) inspected, verifying the diversion from landfill of 2,081,566 tonnes of waste Companies have diverted an additional 148,358 tonnes of waste from landfill. Template Outline This document provides an outline of the proposed Materials and Waste Management Template. It includes a description of the reasons for setting out the template in the notes section. It is intended that the document will be converted into an appropriate format for use on welsh construction sites. This will either be in word or excel. The welsh government may also decide to make the document available in a web based form that can be accessed by mobile devices. It is suggested that there are four sections to the template: Site Description Materials and Waste Estimate Materials Tracking Waste Tracking Site Description Location:Location of the site for reference Description:A description of the type of works and reference to any site drawings or references. Materials and Waste Principles: A reference to the principles of waste management, either as a reference to following the waste hierarchy or that the project team has signed up to the Code of Practice. Client: Designer: Contractor: Site arrangements: Description of the arrangement on site for materials and waste management, including the space for storage, site access, number of people on site. Training and competence: Description of the competence of people on site, who is responsible for waste management and how everyone will be informed of what needs to happen with materials and waste day to day. The light red sections will be completed by the demolition / groundwork/ construction contractor This section and the site description can be sent to the waste management contractor to provide the waste management options, relevant waste code and cost estimate (often demolition and groundwork contractor will also manage waste and may include this in their initial quote). This section has a focus on both materials and waste making the link across the two. Material amounts can be taken from a bill of quantities. Suppliers can be logged and an account kept. This should not duplicate any purchasing logs that are already kept. If it is a small site with a single skip then the comparison of the purchase materials against the amount taken off site will enable the contractor to keep a better track of costs. If this is done in excel then we can draw through some numbers to give a better indication of the total cost of the waste.
