The government is making efforts foremergence of a peaceful modern developednation while utilizing a large volume ofwater resources available for developmentof agriculture and hydel power generation.

Chairman of the State Peace and De-velopment Council Commander-in-Chief ofDefence Services Senior General Than Shweinspected Ma Mya Dam Project and con-struction of Ngawun Bridge (Myokwin) andPyapon Bridge in Ayeyawady Division theother day and gave guidance on the projects.

In his inspection tour of Ma Mya DamProject, Senior General Than Shwe saidnearly 200 dams have been built nationwideand the country is capable of building vari-ous types of dams. Engineers must haveability to design and build dam projects plushydro-electric power generation by them-selves.

Ma Mya Dam Project is the one thatcan also generate 500 kilowatts and about 90per cent of the project has been completed.The government is building irrigation net-works continuously nationwide on self-reli-ance basis.

Altogether 368 dams and 305 riverwater pumping projects now benefit over7.3 million acres of farmland and irrigatedcultivation acreage has increased up to 18.8per cent. With the early completion of damsand hydro-electric power projects being im-plemented in the country, all the people canenjoy the benefits sooner and their socio-economy will improve rapidly.

UN drug control watchdogpraises China’s efforts

VIENNA, 3 March — The International Narcotics Control Board (INCB) onThursday praised the Chinese Government's political will and commitmenttowards the implementation of international drug control treaties.

The INCB sent amission to China in Januarylast year in which the groupfound that “in China drugcontrol is not onlyincorporated into theprogramme for nationaleconomic and socialdevelopment, but is alsomade an important duty of

governments at all levels”,INCB's said in its annualreport.

Noting that China nowplays “an increasing role”in drug control in East andSouthEast Asia, the reportalso praised the fact that“China has made achieve-ments in various areas ofdrug control throughbilateral and multilateralcooperation.”

Due to the serious illegalmanufacture of ampheta-mine-type stimulant inAsia, the board hoped thatthe Chinese Government

could “further strengthenits cooperation, particularlywith neighbouring coun-tries and play a more activerole in combating thisproblem”.

KHARTOUM, 3 March —Visiting Iranian PresidentMahmoud Ahmadinejadpromised here on Thursdaythat his country wouldstand on the side of Sudanin the latter’s confrontationwith what he called the“Western pressures”.

BANGKOK, 2 March —The Thai capital is undergoing a face-lift, as the BangkokMetropolitan Administration (BMA) has introduced many new features in the city,quiet green mini-gardens and see-through trash containers.

To begin with,Bangkok governor Apirak Kosayodhin unveiled a new type ofcity garden at a bus station near the Chatuchak Park ‘Skytrain’ terminus.

Lush gardens in thecity’s traffic islands are already a common sight forBangkokcommuters. To help thecapital's residents and visitors to further fight the heat,smallgreen ‘corners’ will be added to some 500 bus stations around the city, a quiet greengarden nook. Moreover a new type of transparent ‘see-through’ trash bin with amaximum capacity of 80 litres will be installed citywide. The transparency is toboostthe confidence of city residents and trash collectors alike.

Mr Apirak said that in the initial stage, 2,000 new trash bins will replace the old containersat bus stations, electric mass transit stations, hospitals and at Victory Monument before 15March. The move came after New Year’s Eve bombings in Bangkokand suburbanNonthaburi province which killed three people and injured more than 40 others. —Internet

shadow crept across the moon Saturdayduring the first total lunar eclipse innearly three years, thrilling stargazersand astronomers around the world.

Kaddafi mocks at Western democracySEBHA, (Libya ), 4 March— Libyan leader Moammar Kaddafi mocked the

West’s concept of democracy, in a speech to mark the 30th anniversary of theestablishment of Libya’s Jamahiriyah, or State of the Masses.

“Elections are a farce,” said the Arab world’s longest-serving leader, addressinga special session of parliament in Sebha, 1,000 kilometres south of Tripoli,attended by the presidents of Chad, Uganda and Niger.

He defended the Jamahiriya system, which in theory allows the people toexercise power through popular committees. “It is not the ballot box whichguarantees democracy. The electoral system in the West can encourage fraud andvote buying, it is not transparent,” Colonel Kaddafi said, compared to the “directdemocracy” of Libya. “How can 300 persons representing political partiesrepresent millions of people?” asked Kaddafi, who opposes the formation ofparties. “Political parties only represent the persons, not the people.”

HANOI, 3 March —Vietnam earned over 280million US dollars fromexporting computers andelectronics appliances in thefirst two months of this year,up 21.7 6 per cent over thesame period last year.

Many of the productswere exported to Thailand,Japan, the United States andthe Philippines, accordingto the Vietnam ElectronicIndustries Association onFriday.

To gain bigger exportrevenues and maintain

domestic market sharesunder pressure of regionaltariff reduction roadmaps,electronics producers inVietnam, many of themare making electronicsappliances under out-sourcing contracts withforeign firms, shouldincrease the added valuein their products, whichcurrently stands at only10-15 per cent, said theassociation’s generalsecretary Tran QuangHung.

The producers should

either design their ownproduct models, instead ofrelying on models suppliedby the foreign firms, orstrengthen production ofcomponents and spare partsfor export, he said, notingthat foreign-invested enter-prises in Vietnam are doingthat very well.

Vietnam gained nearly1.8 billion dollars fromexporting computers andelectronics appliances in2006, up 24 per cent over2005, said the association.

Recently, a friend of mine asked me for my advice

on a matrimonial affairs of his daughter. That brought

a mental fatigue to me. The case was like that. His

daughter, 25, had eloped with her boyfriend. So, I

had to console him and told him, “Don’t worry about

that. She is now old enough to get married.” He said,

“Yes, that is right. I understand it well. I know the

life of the youth and now I have got several children.

But, they have been away for ten days. I asked my

sons to enquire about them, but in vain. I don’t mean

I disagree to their love affairs. I fear they may fall

victim to human trafficking. Her mother is always

crying for that.” My friend’s explanation made me

worried about his daughter.

He could not consider the status of his would-be

son-in-law. Instead, he was worried that his daughter

might be trafficked in. Thank God! About two weeks

later, he could find out where the couple were staying

hidden. He brought the two home and held a wedding

reception for them.

In reality, human trade is “trafficking in persons”

and it is similar to enslavement practised in Rome

long long ago. Man is a civilized animal. So,

trafficking in persons has been unacceptable and

abhorrent to human society for long. Due to very

rapid development in technology, the world is now

like a global village. It is not difficult for anyone to

get a job if he is somewhat educated and skilled.

Newspapers are carrying heartbroken news stories

that human traffickers were exposed and punitive

action was taken against them, especially the news

that some illegal migrant Myanmar female workers

were exploited and trafficked in Thailand. Such awful

news is absolutely abhorrent to a civilized society.

No country prohibits its citizens earning money in

In colonial days, a large number of Indians migrated to

Myanmar to do business or to get jobs.

I was completely filled with a sense of

overwhelming outrage to read a news story about

trafficking in persons carried in 22-2-2007 issue of

Myanma Alin daily. It said that Human Trafficking

Multi-Disciplinary group of Thailand raided a sea food

factory in Maha Chai and rescued 66 Myanmar workers;

that responsible persons from the Myanmar Women’s

Affairs Federation and the Myanmar Police Force went

to Thailand and made an enquiry about the case and

coordinated with Thai officials so that Thai Police Force

would make investigation into the case correctly and

quickly, and hand down sentences on the accused, and

for the victims to get unpaid wages and compensation

for the grievances; that some of illegal migrant

Myanmar workers were held captive and tortured

variously, and had to work so hard without any wages

paid to them for as many as seven years; and that those

wishing to work abroad were urged to systematically

follow the procedures so that they would not be

trafficked in or exploited.

Since Myanmar started to practise the market-

oriented economic system, the number of national

people working abroad has increased. Many of my

friends asked me for my advice and suggestions

regarding the dreams of their children, nephews and

nieces to work abroad. Then, I introduced them to

reliable and legal overseas job hunting agencies. Many

of them have got jobs in foreign countries.

The government has so far issued licences to 70

overseas job hunting agencies, and they have made

contact with 14 nations and generated more than 30,000

jobs. In this regard, it is perceived that many people of

various ages and different social classes go to Thailand

that shares border with Myanmar and is easily

accessible. Some naive young men and women go there,

relying on inhumane human traffickers and they have

to undergo hell-like condition during their stay there.

As regards that, the best way is to follow the

procedures in the framework of the rules and

regulations. Thanks to the coordination between

Myanmar and Thai officials, enthusiastic people can

now work legally in Thailand. Beginning on 6

November 2006, the government has been issuing

temporary passports to Myanmar workers who in the

past worked illegally in Thailand. Under the bilateral

cooperation agreement between the two governments,

collective arrangements are being made for new

workers to travel to Thailand through border points at

low cost.

A person who went to Thailand through a

Thailand-Myanmar border point holding a one-day

permit and worked there for a long period said that

the Thai employer paid low wages to three illegal

Myanmar workers; that they had to work in a state of

alarm at the worksite; that they did not dare to go

downtown because they might be arrested by Thai

police; that such illegal workers were deprived of all

the rights that legal workers could enjoy; and that he

returned to Myanmar and got legal documents and

then he was getting well in his job in Thailand.

Trafficking in persons is related to overseas

employment. So, if one goes abroad illegally, one

may fall victim to human trade. In Myanmar, when

some people unjustly treat their housemaids such cases

can be dealt with. Therefore, Myanmar people in

foreign countries should not ignore such cases in which

their compatriots are being exploited, and should tackle

such cases in cooperation with local responsible

persons there. If a Myanmar national is exploited and

tortured in a foreign country, he is unlikely to be

rescued and may be physically and mentally miserable

for many years.

I do not need to put blame on my friend and his

wife who were worried about their daughter. He made

a positive suggestion to me, saying, “You've got a

daughter, haven’t you? When she is old enough to get

married, ask her to be frank to you in that regard.” I

have to avert such an alarming situation he had

experienced.

The LBVD came to the conclusion that the death of fowls and birds in Yangon Division wasnot due to bird flu.

The first clinical trial,conducted by scientists atUniversity College London(UCL), demonstrated that reliefof inflammation in the mouth,through intensive treatment ofperiodontitis, a common in-flammatory disease of the gumssupporting the teeth in themouth,results in improvedfunction of the arteries, sciencenews website of AlphaGalileoreported on Friday. This is thefirst time that a direct link has beenmade between treatment for gumdisease and improved circulatoryfunction, the researchers said.

LAGOS, 3 March — The United Nations Children’sFund (UNICEF) has donated 142,000 doses of anti-malaria drugs to Nigeria’s northwestern Zamfara StateGovernment for distribution to pregnant women andchildren below the age of five, official said on Wed-nesday.

Alhaji Aliyu Moh-ammed, state commissioner of health,said in the state capital Gusau that the movement was partof the assistance given to the state government this year tofight the disease.

The government would soon begin the distributionof drugs to all clinics, hospitals and secondary schoolsin the state, he said.

In addition, he said the UNICEF donated 37,500treated mosquito nets to the government last Novemberas part of its contribution to combat the disease in thestate.

Belgium bans investments incluster bomb makers

BRUSSELS, 4 March — Belgium became the first country to make it a crime to invest in companies thatmake cluster bombs, said the author of a law passed on Thursday.

“The financialgroups which invest in orfinance (cluster bombmanufacturers) will beoutlawed,” SocialistSenator Philippe Mahouxtold Reuters on Friday.

This move followeda pledge in Oslo last weekby 46 countries to workfor a treaty next year toban the bombs, whichhave killed thousands ofcivilians around the world.

Belgium’s law,approved by the UpperHouse, specified that

a list of manufacturerswould be published byParliament, Mahoux said.It would prohibit banksfrom offering credit tocluster bomb makers andfrom owning shares orbonds in these companies.

Designed to attacktroops and vehicles spreadover a wide area, clusterbombs are released overtargets from a larger shellfired from jets or artillery,hundreds at a time, oftenwith dozens failing toexplode.

Used in conflicts fromVietnam to Iraq, the bombscan remain lethal fordecades after combat ends,experts say. Small and hardto see, they are often set offaccidentally by civilians.

Belgian bankinggroup KBC has alreadyestablished a blacklist ofweapons manufacturerswhich it believes makecluster bombs or mines andexcluded them from allinvestments.

Fortis, anotherBelgian banking group,

said it stopped investingin firms that produced theweapons in 2005.

Companies listed byKBC denied theyproduced cluster bombs —which are not illegaleverywhere in the world— or were unavailable tocomment.

Banks in Australia,the European Union,Switzerland and theUnited States providedmore than 12 billion USdollare in finance forthe six main Westernproducers of the weaponsfrom 2004 to 2007,according to a Brussels-based campaigner forethical investment.
