    PREAMBLEWe, the students of Canada, recognizing the need to speak with one voice in asserting our legitimate needs andconcerns, wish to express our support for one national student organization whose basic aims will be as follows:

    1. to organize students on a democratic, cooperative basis in advancing our own interests, and in advancing theinterests of our community;

    2. to provide a common framework within which students can communicate, exchange information, and shareexperience, skills and ideas;

    3. to ensure the effective use and distribution of the resources of the student movement, while maintaining abalanced growth and development of student organisations that respond to students needs and desires;

    4. to bring students together to discuss and cooperatively achieve necessary educational administrative, orlegislative change wherever decisionmaking affects students;

    5. to facilitate cooperation among students in organising services which supplement our academic experience,provide for our human needs, and which develop a sense of community with our peers and other members ofsociety;

    6. to articulate the real desire of students to full the duties, and be accorded the rights of citizens in our societyand in the international community;

    7. to achieve our ultimate goal a system of postsecondary education which is accessible to all, which is of highquality, which is nationally planned, which recognizes the legitimacy of student representation, and validity ofstudent rights, and whose role in society is clearly recognized and appreciated.

    In consideration to these needs, students from throughout Canada met in October, 1981, to found the CanadianFederation of Students/Fdration canadienne des tudiantes et tudiants.

    STATEMENT OF PURPOSEThe Canadian Federation of Students/Fdration canadienne des tudiantes et tudiants exists to perform thefollowing functions:

    1. to further the goals of the Canadian Federation of Students/Fdration canadienne des tudiantes et tudiantsas outlined in the Preamble;

    2. to represent, promote and defend the common interests of students studying at Canadian postsecondaryinstitutions;

    3. to promote and support the interests and activities of democratic student organisations in all provinces and atall educational institutions in Canada;

    4. to bring together postsecondary students from all parts of Canada to discuss and take common, democraticpositions on questions affecting students;

    5. to represent Canadian students in the federal level of decisionmaking and to do so by speaking on their behalfwith one united voice;

    6. to formulate a national programme that will serve as a framework for coordinating the efforts of representativepostsecondary student organisations throughout Canada. This programme will summarize a longtermstrategy for achieving the objectives of students in postsecondary education; will describe general ways

    of reaching those objectives; and will be revised periodically as new objectives and approaches becomeappropriate;

    7. to do all other things that are incidental or conducive to these purposes.

    DEFINITIONS1. The Canadian Federation of Students/Fdration canadienne des tudiantes et tudiants will hereafter be

    referred to as the Federation.

    2. A provincial component will be taken for all purposes as an organisation within the Canadian Federation ofStudents comprised of all member local associations within a particular province.

    3. A local student association will be taken for all purposes of these Bylaws to mean an organisation of studentswhich satises the following criteria:

    it is locally and democraticallycontrolled;

    it is autonomous from other organizations;

    it represents students at only one postsecondary institution.

    or, the graduate students belonging to an organisation that fullls these criteria and is comprised of bothgraduate and undergraduate members, not belonging to the Federation, provided that the graduate studentshave an identiable infrastructure and a legal structure enabling it to enter into contracts .

    4. For all purposes of these Bylaws, a referendum will be taken to mean a general vote of the members of alocal student association, whether conducted at balloting locations or at a formal general meeting of the localstudents association.

    5. For all purposes of these Bylaws, a semester shall be taken to mean a period of time approximately four

    months in duration. An academic year shall be dened as per the policy of the member local.

    6. For all purposes of these Bylaws, a delegate shall be any individual member or staff member of a memberlocal association having paid the applicable general meeting delegates fee.

    BYLAW I - MEMBERSHIP1. Types of Memberships

    General Description: There are two types of members of the Federation, individual members and votingmembers. Students, or individual members, are represented through the local student association to whichthey belong. Local student associations representing individual members are called voting members.

    a. Local student associations are eligible to receive the status of voting members in the Federation asprovided for in Bylaw I, Section 2, and 3;

    b. Individual members of the Federation will be all students in local student associations that are votingmembers.

    2. Types of Voting Membership Status

    a. Full Membership

    General Description: Full membership is the standard form of membership in the Federation.i. A local association is eligible to apply for full membership in the Federation if its members have

    approved by a vote on certication in the Canadian Federation of Students, the Canadian Federationof StudentsServices, and the applicable provincial component as described in Bylaw VIIProvincialComponents;

    ii. A written application for full membership submitted by an eligible local student association will beconsidered as a binding contract to accept the rights and responsibilities of full membership in theCanadian Federation of Students, the Canadian Federation of StudentsServices, and the applicableprovincial component.

    iii. Within 90 days of the receipt by the National Executive of a written application for membership, theNational Executive will examine the application to determine whether it is in order, and will make arecommendation to the voting members of the Federation concerning the application.

    iv. At the next general meeting of the Federation, the full membership application shall be put to a voteand shall require a majority of at least twothirds of the votes cast to be accepted.

    v. A local association's application for membership, once accepted by the Federation, shall constitutea binding contract to collect and remit to the Federation full membership fees for the duration ofmembership.

    vi. Not withstanding Section 2.a.vii. of this Bylaw, the fees for full member local associations shall be: $3.00 per semester, or $6.00 per academic year, per local association individual member of theCanadian Federation of Students/Canadian Federation of StudentsServices, prorated as per thepolicy of the member local association; and

    the applicable provincial component fee.

    vii. Beginning in 1996, the Federation membership fee shall increase on August 1 each year by the rate ofincrease in the national Consumer Price Index during the previous calendar year.

    b. Prospective Membership

    General Description: Prospective membership is a trial membership of limited duration.

    i. A local student association is eligible to apply for prospective membership if it has passed a motion ofits members, executive, council or equivalent representative body to apply for prospective membershipin the Federation and its applicable provincial component as described in Bylaw VIIProvincialComponents;

    ii. A written application for prospective membership submitted by an eligible local student associationwill be considered as a binding contract to accept the rights and responsibilities of prospectivemembership in the Canadian Federation of Students, the Canadian Federation of StudentsServices,and the applicable provincial component.

    iii. Within 90 days of the receipt by the National Executive of a written application for prospectivemembership, the National Executive will examine the application to determine whether it is in order,and will make a recommendation to the voting members of the Federation concerning the application.

    iv. At the next general meeting of the Federation, the prospective membership application shall be put toa vote and shall require a majority of at least twothirds of the votes cast to be accepted.

    v. A local student associations application for prospective membership, once accepted by theFederation, shall constitute a binding contract to pay prospective membership fees, as described inSection 2 bvi, and conduct a vote on certication, as described in Section 2 bviii;

    vi. The fee for prospective membership in the Federation shall be ve per cent (5%) of the regularFederation membership fee, notwithstanding that the fee may be reduced or waived by a majority voteof a national general meeting or the National Executive;

    vii. A prospective member association shall have full voting rights in Federation national general meetings,but shall not be permitted to designate a proxy to vote on its behalf, and shall have the same access toFederation resources and materials, except the International Student Identity Card, that a full memberhas;

    viii. A prospective member association must hold a vote on certication in the Federation, in accordancewith Section 4 of this Bylaw, within twelve (12) months following its acceptance as a prospectivemember unless an extension is granted by the National Executive of the Federation;

    ix. In the event that the majority of those voting support full membership in the Federation, fullmembership will be granted at the subsequent national general meeting, at which point prospectivemembership shall cease;

    x. In the event that the majority of those voting oppose full membership in the Federation, prospectivemembership will immediately cease;

    xi. In the event that the vote fails to achieve quorum, prospective membership will be automatically

    extended and another vote on certication will be held within the subsequent six (6) months inaccordance with Section 4 of this Bylaw; and

    xii. In the event that a prospective member fails to conduct a vote on certication as required by thisBylaw, the Federation shall have the option to either cancel or extend, by majority vote of a nationalgeneral meeting, the prospective membership until a vote on certication is conducted.

    3. Membership Rights and Responsibilities

    a. Rights of Individual Members

    i. The individual members of the Federation collectively belonging to a member local associationwill have sole authority to make decisions through a vote on all questions of membership in theFederation, subject to the other provisions of this Bylaw.

    ii. The individual members of the Federation collectively belonging to a member local association willhave sole authority to initiate, by petition signed by not less than ten percent (10%) of the individualmembers and delivered to the National Executive, a vote to certify as described in Article 4 of thisBylaw.

    iii. The individual members of the Federation collectively belonging to a member local association willhave sole authority to initiate a vote on decertication, as described in Section 6 of this Bylaw, bysubmitting to the National Executive of the Federation a petition, signed by not less than twentypercent (20%) of the individual members of the association, calling for the vote.

    iv. Individual members of the Federation have the right to have their interests represented collectively inthe Federation through their local student association, but will not have voting rights at the Federationgeneral meetings.

    v. The Federation will attempt to ensure that a Federation membership card is issued to each individualmember of the Federation who is a member of a full voting member of the Federation.

    b. Rights of Voting Members

    i. Each voting member of the Federation will have one vote at and participate in general meetings ofthe Federation provided all outstanding delegate fees for past meetings have been paid in full. This issubject to review by the National Executive on a case by case basis upon request.

    ii. Voting members of the Federation have the right to be represented collectively to the federalgovernment and to other national organisations.

    iii. Each voting member of the Federation is entitled to the protection and support of the Federation inaccordance with the objectives of the Federation.

    iv. Each voting member of the Federation is entitled to have access to Federation research, information,materials, staff, and other resources.

    v. Each voting member of the Federation is entitled to have access to all information and ofcialdocuments concerning the operations and activities of the Federation and of the National Executive.

    vi. Delegates sent by voting members to general meetings of the Federation will have the right to standfor election to any vacant position on a committee of the Federation subject to such other conditions asmay be specied at the time of formation of the committee.

    vii. Each voting member is entitled to request, and must receive within 45 days of receipt of the request,

    an updated statement of nancial position detailing all outstanding delegate and all outstandingmembership fees provided that the voting member, as the agent for the Federation with respect to thecollection of the membership fees, has provided the Federation with a full accounting of membershipfees owed by it to the Federation.

    c. Responsibilities of Voting Members

    Although Federation staff and executive members will handle many daytoday operations, the structuresof the Federation can only function if there is full cooperation among Federation voting members. Theachievement of the work and goals of the Federation depends on the active participation of students andstudent associations.

    i. Each voting member of the Federation is responsible for supporting the objectives of the Federationand will abide by all provisions of these Bylaws.

    ii. Each voting member will ensure that Federation fees are collected each year at its institution andforwarded to the Federation, according to the contract of membership and the fee agreement if

    applicable, signed when the member joined.iii. The voting member will not represent the membership fees collected on behalf of the Federation as an

    expense and/or revenue of the member in its budgets, its nancial statements, its audits or any otherdocuments of the voting member.

    iv. Each voting member will be responsible for representing the interests and concerns of its memberstudents at general meetings of the Federation.

    v. Each voting member is responsible for contributing to the formulation of Federation policy and wherepossible and by resolution of the local council for supporting and implementing that policy.

    vi. Each voting member will be responsible for communicating information from the Federation and theprovincial Federation components to its students.

    vii. Each member local association will communicate and work cooperatively with Federation staff andmembers of the National Executive.

    4. Vote to Certify

    In accordance with Section 2 of this Bylaw, the following shall be the rules and procedures for a vote, inwhich the individual members of a prospective member local association may vote on full membership in theFederation:

    a. Scheduling of the Vote

    The vote will be scheduled by the prospective member association in consultation with the Federation.

    b. Oversight Committee

    The vote shall be overseen by a committee composed of two (2) members appointed by the prospectivelocal association and two (2) members appointed by the Federation, that shall be responsible for:

    i. establishing the notice requirement for the vote in accordance with Section 4c of this Bylaw andensuring that notice is posted.

    ii. establishing the campaign period in accordance with Section 4d of this Bylaw.iii. approving all campaign materials in accordance with Section 4e of this Bylaw and removing campaign

    materials that have not been approved.

    iv. deciding the number and location of polling stations.

    v. setting the hours of voting in accordance with Section 4f of this Bylaw.

    vi. overseeing all aspects of the voting.

    vii. counting the ballots following the vote.

    viii. establishing all other rules and regulations for the vote.

    c. Notice of Vote

    Notice of the vote, that includes the question and voting dates, shall be provided to the individual membersof the prospective member association no less than two (2) weeks prior to voting in the referendum.

    d. Campaigning

    i. There shall be no less than ten (10) days on which campaigning is permitted, during which classes arein session, immediately preceding and during voting; and

    ii. Only individual members and representatives of the prospective member association, representativesof the Federation and representatives of the Federation member local associations shall be permittedto participate in the campaign.

    iii. The campaign period is dened as the days the National Executive schedules for campaigning underBylaw 6.b.i, and each and every day on which voting is to occur.

    e. Campaign Materials

    i. Campaign materials shall include all materials developed specically for the campaign.

    ii. Materials produced by Federation that promote campaigns and services of the Federation shall not beconsidered as campaign materials unless they include specic content about the vote.

    iii. The Federation website shall not be considered a campaign material unless it includes specic contentabout the vote.

    iv. The Federation's annual report, nancial statements, research and submissions to government shallnot be considered a campaign material.

    v. Campaign materials shall not be misleading, potentially libelous or false.

    f. Voting and Tabulation

    i. Voting must be conducted by paper ballot and cannot be conducted in any other manner. Voting musttake place at voting stations or, subject to the agreement between the prospective member associationand the Federation, at a general meeting of the prospective member association or by a mailoutballot.

    It shall be the responsibility of the prospective member association to obtain and provide to theOversight Committee, no later than seven (7) days in advance of the vote, a list of all of the individualmembers of the Federation eligible to vote. If the prospective member association is unable to obtainor provide such a list, voting shall be conducted through a double envelope system, whereby the ballotis placed in an unmarked envelope, which is placed in a second envelope, on which the voter writes

    her full name and student identication number. After voting ends, the envelopes will be compared toa list of the individual members who are eligible to vote. Duplicate ballots and ballots cast by ineligiblevoters shall be discarded. Once the validity of the votes has been veried, the outer envelopes willthen be separated from the unmarked inner envelopes and tabulated.

    ii. There shall be no less than sixteen (16) hours of polling over no less than two (2) days, except in thecase of voting being conducted at a general meeting.

    iii. Unless mutually agreed otherwise by the prospective member association and the Federation, thereferendum question shall be: "Are you in favour of membership in the Canadian Federation ofStudents?"

    iv. In the event that polling is conducted at a general meeting, representatives of the Federation andFederation member local associations shall be extended full speaking rights in the meeting.

    v. The prospective member association and the Federation shall each be permitted to appoint one pollclerk for each polling station.

    vi. The prospective member local association and the Federation shall each be permitted to appoint onepoll scrutineer to oversee the counting of ballots.

    g. Quorum

    Quorum for any vote to certify shall be that of the member local association or ten percent (10%) of theindividual members of the local association, whichever is higher.

    h. Appeals

    Any appeals of the results or rulings by the Oversight Committee shall be adjudicated by an AppealsCommittee composed of one (1) member appointed by the prospective member association and one (1)member appointed by the Federation, who were not members of the Oversight Committee.

    Bylaw I

    5. Suspension and Expulsion of Members

    A member local association may have its voting privileges suspended or may be expelled for violating itsresponsibilities as outlined in Bylaw I, Section 3 (c), subject to the following procedure:

    a. Process for Initiating the Procedure of Suspension or Expulsion

    The procedure for suspending the voting privileges or expelling a member local association may beinitiated by:

    i. resolution of the National Executive; or

    ii. a petition, submitted to the National Executive, signed by not less than onethird (1/3) of the votingmember locals associations and listing the reasons for the proposed suspension of voting privileges orexpulsion.

    b. Notice of the Suspension or Expulsion Procedure

    Upon resolution of the National Executive or receipt of a petition by the National Executive, initiating theprocess for suspending or expelling a member local association, the National Executive will:

    i. place the matter on the agenda for the next regularly scheduled national general meeting for which noless than four (4) week notice can be given; and

    ii. inform, by registered mail, the member local association against which the suspension or expulsionprocedure has been initiated no less than four (4) weeks prior to the national general meeting at whichthe matter of suspension or expulsion will be considered.

    c. Required Majority

    A twothirds vote of a national general meeting shall be required in order to suspend the voting privilegesor expel a member local association.

    d. Appeal of Suspension or Expulsion

    Any student association, which has had its voting privileges suspended or has been expelled, may appealthe decision to the next world congress of the International Union of Students.

    e. Reinstatement of Voting Privileges

    A member local association, which has had its voting privileges suspended, may have its voting privilegesreinstated subject to the following procedure:

    i. Upon receipt of a written application from a member local association requesting reinstatementof voting privileges, the National Executive will assess the merits of the application and make a

    recommendation to the voting member local associations at the next regularlyscheduled nationalgeneral meeting.

    ii. A twothirds majority vote shall be required to reinstate a member local association's voting privileges.

    6. Vote to Decertify

    The individual members of the Federation belonging to a member local association may vote on the question ofcontinuing their membership, subject to the following rules and procedures:

    a. Petition

    As per Bylaw I, Section 3.a.iii a petition calling for a vote on decertication shall be signed by no less thantwenty percent (20%) of the individual members of the member local association and delivered to theNational Executive of the Federation.

    The petition shall be worded as follows: We, the undersigned, petition the National Executive of the

    Canadian Federation of Students to conduct a referendum on the issue of continued membership in theCanadian Federation of Students.

    The original, unaltered petition must be delivered in its entirety to the National Chairperson, NationalDeputy Chairperson or National Treasurer, by registered mail. Petitions received that are not originalcopies, have been altered in any manner, or have been received by any means other than registered mailare not valid.

    The petition may not contain any words or images, with the exception of those required by Bylaw 1.a andthose required to indicate which elds a signatory must complete.

    In order to be considered valid, a name on a petition must be reasonably legible, include the properfull name, be accompanied by a valid and corresponding student identication number, and a uniquesignature.

    An individual member may request that her name be removed from a petition. If the National Executivereceives such a request in writing, before the conclusion of the verication process of the petition, thename must be struck from the petition. The name shall not be included in the total number of names on thepetition.

    b. Schedule

    i. The National Executive will have the sole authority to determine whether the petition described in

    Bylaw I, Section 6.a is in order. Within 90 days of receipt of the petition, the National Executive willreview the petition to determine if it is in order and, if it is, in consultation with the member local, willschedule a vote. The National Executive will endeavour to schedule the referendum between 60 daysand 90 days following its determination that the petition is in order. The scheduling of the referendumshall be subject to the following conditions: there shall be no fewer than two (2) and no greater than ve (5) days of voting; and there shall be no less than seven (7) days and no greater than 21 days for campaigning, during

    which classes are in session, immediately preceding and during voting.

    ii. No vote on decertication may be held between: April 15 and September 15; and December 15 and January 15.

    iii. There shall be no more than two (2) votes on decertication in any threemonth period.

    iv. No vote on decertication shall take place without compliance with Sections 6.b.i, 6.b.ii and 6.b.iii.

    c. Oversight CommitteeThe vote will be administered by a four (4) person Oversight Committee composed of two (2) membersappointed by the National Executive and two (2) members appointed by the applicable member localassociation. Within fourteen (14) days following the scheduling of the vote, the National Executive willappoint two (2) representatives to serve on the Committee and request in writing from the memberlocal association the appointment of two (2) representative to serve on the Committee. The OversightCommittee shall be responsible for:

    i. establishing the notice requirement for the vote in accordance with Section 6.d of this Bylaw andensuring that notice is posted;

    ii. approving all campaign materials in accordance with Section 6.f of this Bylaw and removing campaignmaterials that have not been approved;

    iii. deciding the number and location of polling stations;

    iv. setting the hours of voting in accordance with Section 6.g.ii of this Bylaw;v. overseeing all aspects of the voting;

    vi. tabulating the votes cast;

    vii. adjudicating all appeals; and

    viii. establishing all other rules and regulations for the vote.

    d. Notice of Vote

    Notice of the vote, that includes the referendum question and voting dates, shall be provided to theindividual members of the member local association no less than two (2) weeks prior to the rst day ofvoting.

    e. Campaigning

    i. The member local association, the individual members from the member local association and the

    Federation not shall engage in any campaigning outside of the campaign period.ii. Only individual members and representatives of the member local association, representatives of theFederation and individual members and representatives of Federation member local associations shallbe permitted to participate in the campaign.

    iii. The campaign period is dened as the days the National Executive schedules for campaigning underBylaw 6.b.i, and each and every day on which voting is to occur.

    f. Campaign Materials

    i. Campaign materials shall include all materials developed specically for the campaign.

    ii. Materials produced by the Federation that promote campaigns and services of the Federation shall notbe considered as campaign materials unless they include specic content about the vote.

    iii. The Federation website shall not be considered a campaign material unless it includes specic contentabout the vote.

    iv. The Federation's annual report, nancial statements, research and submissions to government shallnot be considered a campaign material.

    v. Campaign materials shall not be misleading, defamatory or false.

    g. Voting and Tabulation

    i. Voting must be conducted by paper ballot and cannot be conducted in any other manner. Voting mustbe conducted at voting stations or, subject to the agreement of the Oversight Committee, by mailoutballot.

    It shall be the responsibility of the voting member local to obtain and provide to the OversightCommittee, no later than seven (7) days in advance of the vote, a list of all of the individual membersof the Federation eligible to vote. If the voting member local is unable to obtain or provide such alist, voting shall be conducted through a double envelope system, whereby the ballot is placed inan unmarked envelope, which is placed in a second envelope, on which the voter writes their fullname and student identication number. After voting ends, the envelopes will be compared to a listof the individual members who are eligible to vote in the referendum. Duplicate ballots and ballotscast by ineligible voters shall be discarded. Once the validity of the votes has been veried, the outerenvelopes will then be separated from the unmarked inner envelopes and tabulated.

    ii. There shall be no less than sixteen (16) hours of polling over no less than two (2) and no more than

    ve (5) days, except in the case of voting being conducted at a general meeting. In the event thatvoting is conducted at a general meeting, representatives of the Federation and Federation memberlocal associations shall be extended full speaking rights in the meeting.

    iii. Unless mutually agreed otherwise by the member local association and the Federation, thereferendum question shall be: "Are you in favour of continued membership in the Canadian Federationof Students?"

    iv. The member local association and the Federation shall each be permitted to appoint one (1) poll clerkfor each polling station.

    v. The member local association and the Federation shall each be permitted to appoint one (1) pollscrutineer to oversee the counting of ballots.

    h. Quorum

    k. Minimum Period Between Votes on Decertication

    In addition to required compliance with Sections 6 a. to 6 j. and 6 l., in order for a vote on decertication totake place, no vote on decertication may have been held within the previous sixty (60) months for votingmembers comprised of university students and thirtysix (36) months for voting members comprised ofcollege students, unless waived, by a twothirds (2/3rds) majority vote of the National Executive.

    l. Minimum Period Between Vote to Certify and Vote to Decertify

    In addition to required compliance with Sections 6 a. to 6 k., in order for a vote on decertication toproceed, a vote to certify may not have been held within the previous sixty (60) months for voting memberscomprised of university students and thirtysix (36) months for voting members comprised of collegestudents, unless waived, by a twothirds (2/3rds) majority vote of the National Executive.

    7. Procedure for Application for Withdrawal

    a. Following the holding of a vote in accordance with Bylaw 1, Section 6 pursuant to which it is determined that therelevant membership shall not continue, the applicable member local association may provide a letter in writingnotifying the Federation of its intention to decertify from the Federation. Within ninety (90) days of the receipt ofsuch letter, the National Executive will examine the notication to determine whether it is in order, and will make arecommendation to the voting members of the Federation concerning the decertication.

    b. At the opening plenary of the next general meeting of the Federation, ratication of the vote to decertify shall be putto a vote.

    c. The decertication shall take effect on June 30 following the ratication of the vote to decertify provided that alloutstanding membership fees payable to such date shall have then been received by the Federation.

    a. Membres part entireDescription gnrale : L'adhsion part entireest la forme dadhsion la plus courante au sein de laFdration.

    i. Une association tudiante locale peut soumettre une demande dadhsion titre de membre partentire si ses membres ont approuv, par un vote en vue de l'accrditation, ladhsion au sein de la

    Fdration canadienne des tudiantes et tudiants, de la Fdration canadienne des tudiantes ettudiantsServices, et de llment provincial concern, tel que dcrit dans le Rglement VII sur leslments provinciaux;

    ii.     la Fdration canadienne des tudiantes et tudiants / Fdration canadienne des tudianteset tudiantsServices, proportionnellement calculs conformment la politique de lassociationmembre; et

    plus les droits dadhsion de llment provincial concern.

    vii. partir de 1996, les droits dadhsion verss la Fdration seront majors le 1eraot de chaqueanne en fonction du taux de croissance de lindice national des prix la consommation de lannecivile prcdente.

    vii. Lassociation tudiante membre ventuel a plein droit de vote aux assembles gnrales nationalesde la Fdration, mais ne peut mettre de procuration un autre membre pour agir en son nom. Lesmembres ventuels ont accs, au mme titre que les membres part entire, aux ressources et ladocumentation de la Fdration, lexception de la Carte tudiante internationale;

    viii. Lassociation tudiante membre ventuel doit tenir un vote en vue de son accrditation auprs dela Fdration, conformment larticle 5 du prsent Rglement, dans les douze (12) mois suivantson acceptation en tant que membre ventuel, moins quune prolongation ne lui soit accorde par

    lExcutif national de la Fdration;ix. Si la majorit des personnes qui ont vot appuie ladhsion part entire la Fdration, le statut

    de membre part entire est alors accord au cours de lassemble gnrale subsquente de laFdration et au cours de laquelle ladhsion titre ventuel prend n;

    x. Si la majorit des personnes qui ont vot soppose ladhsion part entire la Fdration, le statutde membre ventuel prendra n immdiatement;

    xi. Si le quorum ncessaire la tenue du vote en vue de l'accrditation nest pas atteint, ladhsion titreventuel est automatiquement prolonge et, selon les dispositions de larticle 5 du prsent Rglement,un autre vote en vue de l'accrditation doit tre tenu au cours des six (6) mois suivants; et

    xii. Si un membre ventuel ne tient pas de scrutin sur l'accrdiation selon les dispositions du prsentRglement, la Fdration peut, par un vote majoritaire de lassemble gnrale, annuler le statut demembre ventuel ou le prolonger jusqu la tenue dun vote sur l'accrdiation.

    3. Droits et obligations des membresa. Droits des membres individuels

    i. Seuls les membres individuels de la Fdration appartenant collectivement une section membrepeuvent mettre aux voix toute question concernant l'adhsion la Fdration, conformment auxautres dispositions du prsent Rglement.

    ii. Seuls les membres individuels de la Fdration appartenant collectivement une section membresont autoriss entreprendre un vote sur l'accrditation, laide dune ptition signe par un minimumde 10 % des membres individuels et envoye lExcutif national, tel que prescrit au paragraphe 4 duprsent rglement.

    iii. Seuls les membres individuels de la Fdration appartenant collectivement une association membrelocale sont autoriss entreprendre un vote de retrait d'accrditation, conformment l'article 6du prsent Rglement, en soumettant l'Excutif national de la Fdration une ptition rclamant

    la tenue d'un scrutin. Ladite ptition doit tre signe par un minimum de vingt pour cent (20 %) desmembres individuels de lassociation.

    iv. Les membres individuels de la Fdration ont le droit de faire dfendre collectivement leurs intrtsauprs de la Fdration, par lentremise de leur section membre, mais ils nont pas le droit de vote auxassembles gnrales.

    v. La Fdration doit sassurer de faire parvenir la carte de membre tous les membres individuelsaflis un membre part entire ayant le droit de vote au sein de la Fdration.

    iv. Chaque membre votant de la Fdration peut avoir accs aux documents de recherche de laFdration, linformation, la documentation, au personnel et aux autres ressources.

    v. Chaque membre votant de la Fdration peut avoir accs toute linformation et tous les documentsofciels relatifs au fonctionnement et aux activits de la Fdration et de lExcutif national.

    vi. Les dlgues nomms par les membres votants pour assister aux assembles gnrales de laFdration ont le droit de poser leur candidature pour occuper tout poste vacant de lun ou lautredes comits de la Fdration, sous rserve des autres dispositions stipules lors de la formation ducomit.

    vii. Chaque membre votant a le droit de demander et doit recevoir dans les 45 jours qui suivent lademande une mise jour du bilan nancier numrant tous les montants en cotisations impayes

    et en droits de dlgues et dlgus dus la Fdration la condition que l'association membrelocale, en tant quagent de la Fdration en ce qui concerne la perception des cotisations, ait fourni la Fdration toute linformation sur les cotisations que ladite association membre doit la Fdration.

    c. Obligations des membres votants

    Bien que le personnel et les dirigeantes de la Fdration soccupent des activits courantes, laFdration ne peut vraiment fonctionner quavec lentire collaboration de tous les membres votants. Laralisation des oprations et des buts de la Fdration dpend de la participation des tudiants et destudiantes et des associations tudiantes.

    i. Chaque membre votant de la Fdration a le devoir dappuyer les objectifs de la Fdration et de seconformer aux dispositions des prsents rglements.

    ii. Chaque membre votant sassurera, chaque anne, que les droits dadhsion destins la Fdrationsont perus dans son tablissement et quils sont envoys la Fdration, conformment au contrat

    dadhsion et lentente relative aux droits dadhsion si applicable, signs par le membre lors de sonadhsion la Fdration.

    iii. Le membre votant ne peut dsigner les droits d'adhsion recueillis pour le compte de la Fdrationcomme une dpense ou un revenu dans ses budgets, ses tats nanciers, ses tats vris ou toutautre document.

    iv. Chaque membre votant a le devoir de reprsenter les intrts et les proccupations des tudiantes ettudiants membres lors des assembles gnrales de la Fdration.

    v. Chaque membre votant a le devoir de participer ltablissement de la politique de la Fdration et,dans la mesure du possible et au moyen de rsolution du conseil local, dappuyer et de mettre enoeuvre cette politique.

    vi. Chaque membre votant a le devoir de communiquer ses membres individuels linformationprovenant de la Fdration et des lments provinciaux de la Fdration.

    vii. Chaque association membre devra communiquer et travailler de concert avec les membres dupersonnel et les membres de lExcutif national.

    4. Vote sur l'accrditation

    Conformment aux dispositions de larticle 2 du prsent Rglement, les rgles et procdures concernant levote au cours duquel les membres individuels dune association membre locale ventuelle dcideront deladhsion part entire la Fdration sont les suivantes :

    a. tablissement du calendrier du scrutin

    Le calendrier du scrutin est tabli par lassociation membre ventuelle en consultation avec la Fdration.

    b. Comit de surveillance

    Un comit de deux (2) personnes nommes par la Fdration et deux (2) personnes nommes par

    lassociation tudiante est form pour surveiller le droulement du scrutin. Les responsabilits dudit comitsont les suivantes :

    i. tablir la forme quaura lavis de scrutin, conformment lalina 5(c) du prsent Rglement, etsassurer que lavis est afch;

    ii. xer la dure de la campagne, conformment lalina 5(d) du prsent Rglement;

    iii. approuver tous le matriel de campagne, conformment lalina 5(e) du prsent Rglement, et

    retirer le matriel de campagne qui na pas t approuv;iv. dterminer le nombre de bureaux de vote et leur emplacement;

    v. xer les heures du scrutin, conformment lalina 5(f) du prsent Rglement;

    vi. assurer la surveillance du scrutin;

    vii. dpouiller le scrutin aprs la priode de vote; et

    viii. tablir toutes les autres rgles et rglementations relatives au vote.

    c. Avis de scrutin

    Un avis de scrutin, qui comprend le libell de la question et les dates du scrutin, est signal au moins deuxsemaines avant le scrutin tous les membres individuels de lassociation membre ventuelle.

    d. Campagne

    i. Il doit y avoir au moins dix (10) jours de campagne prcdant et pendant la tenue du vote au coursdune session dtudes;

    ii. Seuls les membres individuels de lassociation tudiante, leurs reprsentantes, les reprsentantesde la Fdration et de ses sections membres sont autoriss participer la campagne.

    iii. La priode de campagne est dnie comme tant les jours prvus pour la campagne par l'Excutifnational, selon le sousalina 6.b.i du prsent Rglement, ainsi que chaque jour de vote.

    e. Matriel de campagne

    i. Le matriel de campagne comprend tout matriel conu spciquement pour la campagne.

    ii. La documentation produite par la Fdration qui fait la promotion des campagnes et des services dela Fdration ne doit pas tre considre comme des outils de campagne, moins quelle necontienne de linformation qui porte spciquement sur le scrutin.

    iii. Le site Web de la Fdration nest pas considr comme un outil de campagne, moins quil necontienne de linformation qui porte spciquement sur le scrutin.

    iv. Le rapport annuel, les tats nanciers, les documents de recherche et les prsentations augouvernement ne sont pas considrs comme tant du matriel de campagne.

    v. Le matriel de campagne ne doit pas tre trompeur, potentiellement diffamatoire ou faux.

    f. Scrutin et mise en ordre des rsultats

    i. Le vote doit tre fait au moyen de bulletins en papier et ne peut avoir lieu dautres faons. Le scrutindoit tre tenu dans des bureaux de vote ou, avec laccord de lassociation membre ventuelle et de laFdration, une assemble gnrale de lassociation membre ventuelle ou par bulletin postal.

    L'association membre ventuelle a la responsabilit dobtenir et de fournir au Comit de surveillance,au plus tard sept (7) jours avant la tenue du vote, la liste de tous les membres individuels de laFdration qui ont le droit de vote. Si l'association membre ventuelle ne peut obtenir ou fournir cetteliste, le vote doit tre tenu selon le systme des deux enveloppes, o le bulletin de vote est plac dansune enveloppe non marque, qui est ensuite place dans une deuxime enveloppe, sur laquelle lapersonne qui vote doit crire son nom au complet et sa matricule tudiante. Aprs la n du scrutin, les

    enveloppes sont compares la liste des membres individuels ayant le droit de vote. Les bulletins devotes en double et les bulletins de vote de personnes n'ayant pas le droit de vote sont carts. Unefois que la validit de tous les votes a t vrie, les enveloppes intrieures sont spares de leurenveloppe extrieure et les rsultats compils.

    ii. Il doit y avoir au moins seize (16) heures de vote rparties sur au moins deux (2) jours, sauf dans lecas dun scrutin tenu loccasion dune assemble gnrale.

    iii. Sous rserve dune entente entre lassociation membre ventuelle et la Fdration, la questionrfrendaire se lit comme suit : tesvous en faveur de ladhsion la Fdration canadienne destudiantes et tudiants?

    iv. Dans le cas o le scrutin serait tenu loccasion dune assemble gnrale, les reprsentantes et lesreprsentants de la Fdration et des associations membres de la Fdration auront plein droit deparole pendant lassemble.

    v. Lassociation membre ventuelle et la Fdration ont droit une reprsentante ou un reprsentantchacune tous les bureaux de vote.

    vi. Lassociation membre ventuelle et la Fdration ont le droit de dsigner une agente lectorale ou un

    agent lectoral pour surveiller le dpouillement du scrutin.g. Quorum

    Le quorum exig pour un vote en vue de l'accrditation est le quorum de l'association membre locale oudix pour cent (10 %) des membres individuels de lassociation membre locale, si ce nombre est suprieur.

    h. Appels

    Tout appel du rsultat du scrutin ou dune dcision du Comit de surveillance doit est tranch par unComit dappel compos dune ou dun (1) membre nomm par lassociation membre ventuelle et duneou dun (1) membre nomm par la Fdration, qui ntaient pas membres du Comit de surveillance.

    5. Suspension ou expulsion dun membre

    Une section membre peut se faire suspendre ses droits de vote ou elle peut tre exclue pour le motif de nonrespect de ses obligations stipules au Rglement I, article 3.c), sous rserve de la procdure suivante :

    a. Procdure de suspension ou dexpulsionLa procdure de suspension des droits de vote ou dexpulsion dune section membre peut tre mise entrain par :

    i. rsolution de lExcutif national,

    ii. une ptition, prsente lExcutif national et signe par au moins un tiers (1/3) des sectionsmembres votantes et nonant les motifs de ladite suspension ou expulsion propose.

    b. Avis de suspension ou dexpulsion

    Aprs vote dune rsolution de lExcutif national ou au reu dune ptition adresse ce dernier, mettanten train le processus de suspension ou dexpulsion dune section membre, lExcutif national :

    i. inscrira la question lordre du jour de la prochaine assemble gnrale nationale rgulire pourlaquelle il est possible de donner au moins quatre (4) semaines de pravis,

    ii. informera la section membre en cause, par courrier recommand, au moins quatre (4) semainesavant la tenue de lassemble gnrale nationale au cours de laquelle la question de la suspension oude lexpulsion sera tudie.

    c. Majorit exige

    Le vote doit tre la majorit des deux tiers de lassemble gnrale nationale an de suspendre le droitde vote dune section membre ou son expulsion.

    d. Droit dappel de la suspension ou de lexpulsion

    Toute association tudiante, dont le droit de vote a t suspendu ou qui a t expulse, peut appeler de ladcision au cours du congrs mondial suivant de lUnion internationale des tudiants.

    e. Rtablissement du droit de vote

    Une section membre dont le droit de vote a t suspendu peut faire rtablir ce droit sous rserve de seconformer aux formalits suivantes :

    i. Sur rception dune demande par crit dune section membre en vue de rtablir son droit de vote,lExcutif national tudiera le mrite de la demande et fera ses recommandations aux sectionsmembres votantes au cours de lassemble gnrale nationale suivante convoque rgulirement.

    ii. Le rtablissement du droit de vote dune section membre exigera un vote la majorit des deux tiersdes voix.

    6. Vote sur le retrait de l'accrditation

    Les membres individuels de la Fdration appartenant une association membre locale peuvent mettre auxvoix la question de la continuation de leur adhsion, sous rserve des rgles et procdures suivantes :

    Rglement I

    a. Ptition

    Selon les dispositions de lalina 3.a.iii du Rglement 1, une ptition pour la tenue dun scrutin en vue deretrait de l'accrditation doit tre signe par au moins vingt pour cent (20 %) des membres individuels delassociation membre locale et doit tre envoye lExcutif national de la Fdration.

    La ptition doit tre libelle comme suit : Nous, les soussignes ou soussigns, adressons une ptition lExcutif national de la Fdration canadienne des tudiantes et tudiants en vue de la tenue dun

    rfrendum sur la question de la continuation de l'adhsion la Fdration canadienne des tudiantes outudiants.

    La ptition originale et non altre doit tre expdie intgralement par courrier recommand laprsidente nationale ou au prsident national, la viceprsidente nationale ou au viceprsident national,ou la trsorire nationale ou au trsorier national. Les ptitions qui ne sont pas des copies originales,qui ont subi quelque altration que ce soit ou qui ont t reues par dautres moyens que par courrierrecommand ne sont pas valides.

    La ptition ne doit contenir aucun texte ou illustration part ceux requis au Rglement 1.a, et ceuxindiquant les sections que doit remplir la ou le signataire.

    Pour quil soit valide, un nom sur la ptition doit tre raisonnablement lisible et complet, et doit treaccompagn de la matricule tudiante valide qui correspond ce nom, et dune signature unique.

    Un membre individuel peut demander que son nom soit radi de la ptition. Si lExcutif national reoit unedemande crite cet effet avant la n du processus de vrication de la ptition, le nom doit tre radi de

    la ptition. Le nom ne sera pas tre inclus dans le calcul du nombre de noms sur la ptition.b. Calendrier

    i. Seul lExcutif national a l'autorit de dterminer si la ptition dcrite larticle 6.a du RglementI est en rgle. Dans les 90 jours aprs la rception de la ptition, lExcutif national doit tudierladite ptition pour dterminer si elle est en rgle et, si elle lest, il doit tablir les dates du scrutin enconsultation avec la section locale. LExcutif national doit faire tout son possible pour tablir les datesdu rfrendum non moins de 60 jours et non plus de 90 jours aprs avoir dtermin que la ptition esten rgle. Le calendrier du rfrendum est tabli sous rserve des conditions suivantes : quil ny ait pas moins de deux (2) jours ni plus de cinq (5) jours de vote; et qu'il ny ait pas moins de sept (7) jours ni plus de vingt et un (21) jours de campagne, pendant

    lesquels les cours ont lieu, immdiatement avant et pendant la tenue du vote.

    ii. Un vote sur le retrait de l'accrditation ne peut avoir lieu entre les dates suivantes : Du 15 avril au 15 septembre; et Du 15 dcembre au 15 janvier.

    iii. Pas plus de deux (2) votes ne doivent tre tenus sur le retrait de l'accrditation durant une priodequelconque de trois mois.

    iv. Aucun vote sur le retrait de l'accrditation ne peut avoir lieu si les dispositions des alinas 6.b.i, 6.b.iiet 6.b.iii nont pas t respectes.

    c. Comit de surveillance

    Le scrutin est administr par un Comit de surveillance compos de quatre (4) personnes, dont deux (2)membres nomms par lExcutif national, et deux (2) membres nomms par lassociation membre locale.Au plus tard quatorze (14) jours aprs ltablissement du calendrier du scrutin, lExcutif national doitnommer ses deux (2) reprsentantes ou reprsentants qui sigeront au comit, et doit demander par crit l'association membre locale de nommer ses deux (2) reprsentantes ou reprsentants qui sigeront aucomit. Les responsabilits dudit comit sont les suivantes :

    i. tablir la forme de lavis de scrutin, conformment lalina 6.d du prsent Rglement, et sassurerque lavis est afch;

    ii. approuver tout le matriel de campagne, conformment lalina 6.f du prsent Rglement, et retirerle matriel de campagne qui na pas t approuv;

    iii. dterminer le nombre de bureaux de vote et leur emplacement;

    iv. xer les heures du vote, conformment lalina 6.g.ii du prsent Rglement;

    v. assurer la surveillance de tous les aspects du vote;

    vi. dpouiller le scrutin aprs la priode de vote;

    vii. trancher tous les appels; et

    viii. tablir toutes les autres rgles et rglementations relatives au vote.

Dansles quatrevingtdix (90) jours suivant la rception de telle lettre, l'Excutif national doit s'assurer de la conformit decet avis et faire ses recommandations aux membres votants de la Fdration au sujet du retrait de l'accrditation.

    b. Lors de la sance plnire d'ouverture de l'assemble gnrale suivante, le retrait de l'accrditation fera lobjet dunvote de ratication.

    c. Le retrait de l'accrditation entera en vigueur le 30 juin suivant sa ratication pourvu que tous les droits dadhsion

    impays jusqu cette date aient t remis la Fdration.

    BYLAW II - GENERAL MEETINGSGeneral Descriptions: There are three types of General Meetings: Annual General Meetings,Semi-Annual General Meetings, and Special General Meetings.

    1. Regular General Meetings

    a. The SemiAnnual General Meeting of the Federation will be held between April 30 and June 10 of eachyear.

    b. The Annual General Meeting of the Federation will be held between October 15 and November 30 of eachyear.

    2. Notice of General Meetings

    a. Notice of each General Meeting will be sent to each voting member of the Federation at least nine weeksprior to the date of the meeting.

    b. Each voting member will be asked to indicate its intention to attend or not to attend each General Meeting.If onehalf or more of the voting members indicate that they will not attend, the National Executive willcancel the meeting.

    c. The Notice will include all positions that are to be elected at the general meeting.

    3. Location of General Meetings

    a. Each general meeting of the Federation will be held in the greater Ottawa/Gatineau area. In extenuatingcircumstances the National Executive may select an alternative meeting location.

    b. The cost of travel to a general meeting for delegates of each voting member will be equalized, taking intoaccount members ability to pay, by such a system of pooling travel costs as may be determined from timeto time by the National Executive.

    4. Quorum at General Meetings

    A quorum for the transaction of business at any meeting of voting members shall consist of not less thanonehalf of the members of the Federation having voting rights at the time in person or by proxy.

    5. Procedure at General Meetings

    a. The rules of procedure at general meetings will be those described in the most recent edition ofRobertsRules of Order, supplemented or modied by rules of procedure which may from time to time beestablished by standing resolutions.

    b. Voting by Proxy

    A voting member may appoint another member to act as its proxy for all or portions of any national generalmeeting, subject to the following restrictions:

    i. A voting member that wishes to appoint a proxy must adopt a motion of its executive, council or otherequivalent representative body stating the member appointed to serve as its proxy;

    ii. Written notice, that is signed by a representative of the voting member appointing the proxy andincludes the text of the motion described in Section bi, must be delivered to the National Chairpersonof the Federation prior to the commencement of the opening plenary of the general meeting; and

    iii. A voting member may serve as proxy for no more than three other members at any national generalmeeting.

    6. Travel Pool

    Each member local association having representation in a general meeting will participate in the generalmeeting travel pool.

    7. Authority of the National Plenary

    a. The national plenary is the nal and absolute decisionmaking authority in the organisation. Its authority isonly detracted from by explicit constitutional provision.

    b. The national plenary may overturn any National Executive decision, except where such a decision hasbeen implemented and has resulted in a legal contract.

    RGLEMENT II - ASSEMBLES GNRALESDescription gnrale : Il existe trois types dassembles gnrales : les assembles gnrales annuelles,les assembles gnrales semestrielles, et les assembles gnrales extraordinaires.

    1. Assemble gnrale annuellea. Lassemble gnrale semestrielle de la Fdration doit avoir lieu chaque anne, entre le 30 avril et le 10

    2. Assemble gnrale extraordinaire

    b. Si plus de la moiti des membres votants de la Fdration souhaitent la tenue immdiate dune assemblegnrale extraordinaire, lExcutif national doit aussitt convoquer une assemble gnrale extraordinairequi se tiendra dans les plus brefs dlais.

    3. Avis de convocation dassemble gnrale

    a. Un avis de convocation lassemble gnrale sera envoy chaque membre votant de la Fdration aumoins neuf semaines avant la tenue de lassemble.

    b. Chaque membre votant doit faire savoir sil a lintention de participer ou non aux assembles gnrales.Si la moiti ou plus des membres votants indiquent quils ny assisteront pas, lExcutif national doit alorsannuler lassemble.

    c. Lavis inclura tous les postes combler lors de lassemble gnrale.

    4. Lieu des assembles gnrales

    a. Aussi frquemment que possible, le choix du lieu des assembles gnrales semestrielles doit alternerparmi chaque province.

    b. Les assembles gnrales annuelles de la Fdration se tiennent dans la rgion dOttawaGatineau.

    c. Les frais de dplacement des dlgues aux assembles gnrales de chaque membre votant sontnivels, compte tenu des moyens nanciers de chacun des membres, grce un fonds de dplacementdont le montant est dtermin priodiquement par lExcutif national.

    5. Quorum aux assembles gnrales

    Pas moins de la moiti des membres votants de la Fdration, soit en personne soit par procuration, constituele quorum pour la gestion des affaires.

    6. Procdure au cours des assembles gnrales

    a. Les rgles de procdure au cours des assembles gnrales sont conformes celles comprises dansldition la plus rcente du Roberts Rules of Order, revue et augmente par les rgles de procdurepouvant tre, loccasion, dcrtes en tant que rsolutions permanentes.

    b. Votes par procuration

    BYLAW III - POLICY AND RESOLUTIONS1. Policy and Resolutions

    a. There shall be four (4) classes of resolutions recognised by the Federation:

    Issues Policy;

    Operational Policy; Standing Resolutions; and

    Simple Resolutions

    b. Policy shall consist of:

    All statements of longterm goals specic to the Federation;

    The Federations objectives and fundamental principles; and

    The considered views of the Federation with respect to any issues of limited or temporal reference.

    Policy must be enacted, amended or repealed by a twothirds vote at a general meeting, provided sufcientnotice has been given as per Bylaw III.3.

    c. Standing Resolutions shall prescribe the rules and regulations pertaining to the conduct of the Federation,including but not limited to, its Standing Committees, Caucuses, Constituency Groups, ProvincialComponents, and the National Executive Committee, subject to Bylaws. Standing Resolutions shall beconsidered of unlimited temporal reference unless otherwise specically dened in the motion.

    d. A Simple Resolution shall include but not be limited to, procedural motions, directives to the NationalExecutive Committee, and all allocations of Federation resources.

    e. Only the operative clause shall be considered a Policy or Resolution of the Federation.

    f. The Federation recognises the authority of each provincial component to establish policy on mattersaffecting only its province. The Federation will not establish policy that lies only within those areas unlessrequested by a provincial component.

    2. Policy and Standing Resolutions Manuals

    a. All Federation policy statements will be compiled in a policy manual. The manual will be updated after eachgeneral meeting.

    b. All Federation Standing Resolutions will be compiled in a Standing Resolutions manual. The manual will beupdated after each general meeting.

    c. The updated policy and standing resolutions manuals will be distributed to member local associations nolater than twelve (12) weeks following each national general meeting.

    3. Notice

    a. All motions seeking the enactment, amendment or repeal of a policy or standing resolution, or to proposeany action, excluding procedural motions, must be received by the National Executive Committee at leastsix (6) weeks before the general meeting at which the proposal is to be considered. Notice provisions existin order to allow for all motions to be translated and distributed to member local associations in advance ofthe meeting so that:

    member local associations may conduct research, survey their membership, and/or develop positions

    on motions for consideration prior to the meeting; and member local associations that are unable to send delegates to the meeting may give adequateinstruction to their proxy.

    A simple resolution can be considered as an emergency motion and will be exempt from notice provisionsin the event that the motion meets the following criteria:

    i. The motion pertains to an event or issue that has arisen subsequent to the notice deadline for motions;and

    ii. The motion pertains to an imminent and urgent event or issue that requires a resolution prior to thenext scheduled general meeting.

    b. Policy proposals and resolutions may be submitted by member local associations, provincial components/caucuses, constituency groups and the National Executive Committee.

    RGLEMENT III - POLITIQUES ET RESOLUTIONS1. Politiques et rsolutions

    a. Il y a quatre (4) classes de rsolutions reconnues par la Fdration :

    c. Les rsolutions permanentes imposent les rgles et les rglements portant sur la conduite de laFdration, y compris, entre autres, ses comits permanents, ses caucus, ses associations modulaires,ses lments provinciaux et le comit excutif national, conformment aux Rglements. Les rsolutions

    permanentes sont considres comme tant de rfrence temporelle illimite moins que ce ne soitspciquement dni dans la motion.

    d. Les rsolutions ordinaires comprennent, sans y tre limite, les motions de procdure, les directives aucomit excutif national, et les allocations de ressources de la Fdration.

    e. Seule la disposition excutoire est considre une politique ou une rsolution de la Fdration.

    f. La Fdration reconnat chaque lment provincial pleine autorit en ce qui a trait ladoption depolitiques touchant le secteur provincial. La Fdration ne peut adopter aucune politique qui empite surcette juridiction sauf lorsquelle y est invite par llment provincial.

    2. Cahiers de politiques et de rsolutions permanentes

    a. Tous les noncs de politiques de la Fdration sont consigns dans un cahier des politiques. Le cahierest mis jour aprs chaque assemble gnrale

    b. Toutes les rsolutions permanentes de la Fdration sont consignes dans un cahier des rsolutionspermanentes. Le cahier est mis jour aprs chaque assemble gnrale

    c. La version modie des cahiers des politiques et des rsolutions permanentes est distribue auxassociations membres locales dans un dlai ne dpassant pas douze (12) semaines aprs une assemblegnrale nationale.

    3. Avis

    a. Toutes les motions proposant ladoption, la modication ou lannulation dune politique ou dune rsolutionpermanente, ou proposant une action, lexception des motions de procdure, doivent parvenir au comitexcutif national au moins six (6) semaines avant lassemble gnrale laquelle la proposition doit tretudie. Les dispositions en matire de pravis appropri existent pour que toutes les motions puissenttre traduites et distribues lavance aux associations membres locales de sorte que :

    les associations membres locales puissent faire des recherches, sonder leurs membres ou tablirleurs positions sur les motions avant lassemble gnrale; et

    les associations membres locales qui nauront pas de dlgues et dlgus lassemble gnralepuissent conseiller convenablement leurs mandataires.

    Une rsolution simple peut tre considre comme une motion durgence, donc elle peut ne pas tresoumise aux dispositions sur le pravis si la motion rpond aux critres suivants :

    i. La motion se rapporte un vnement ou une question survenue aprs le dlai pour les pravisde motions; et

    ii. La motion se rapporte un vnement ou une question imminente et urgente ncessitant unersolution avant la prochaine assemble gnrale prvue au calendrier.

    BYLAW IV - NATIONAL EXECUTIVEThe affairs of the Federation will be managed by the board of directors, known as the National Executive.

    1. Composition

    The National Executive will be comprised of:

    a. The following atlarge positions elected by the national plenary:i. National Chairperson
