Myanma jade is popular among theworld nations and in high demand.

In Asia, Myanmar is a nation whichproduces and sells quality jade most.Myanma Gems Emporium is held annuallywith the sale of gems and jades includingruby, sapphire and pearl. The 44th MyanmaGems Emporium is being held in Yangon.Up to 11 March, altogether 3158 gem mer-chants at home and abroad arrived inYangon and are attending the gem empo-rium.

With the improvement of the gem in-dustry there has been a great demand forgems and jade. As gems and jade are thenatural resources of the State, those who areengaged in the mining and sale of gems andjade need to strike a balance between theinterests of the State and their own.

The gem miners and gem merchantsare to pay serious attention to environmen-tal conservation and worksite safety. Moreo-ver, they are to put on sale gems and jademined from the blocks at Myanma GemsEmporia held by the State.

As the quality Myanma gems and jadealready have markets, it is more beneficialto put on sale the value-added finished prod-ucts than that of uncut gems and jade.

At a time when the government is tak-ing systematic steps for development of thegem industry, companies, cooperative syn-dicates and individuals are to mine andproduce gems and jade in line with theMyanma Gems Law, rules and regulationsand put on sale gems and jade at MyanmaGems Emporia. Only then, will the Myanmagems industry develop.

Kalay developing in all aspects

I paid a visit to Kalay recently. Geographically,

Kalay lies at the foot of Chin mountain range in the

northwest of Myanmar. It is an ancient city.

According to Myanmar history, Kalay was first

built on 5th Wanning of Tabodwe 328 ME (Sunday). So

it is now 1,040 years old. Kalay was built in the time of

King Kunsaw Kyaungbyu in Bagan Period. The site of

old city wall and moat can still be seen there. It was said

that Kalay was rebuilt for four times — in 328 ME, 999

ME, 1123 ME and 1251 ME.

Kalay rebuilt in 1251 (Colonial period) was

reduced to ashes due to the British bombings in WWII.

It had to be rebuilt after WWII.

I last visited Kalay more than 20 years ago. But

it is very different now and it is developing with religious

edifices such as pagodas, stairways and monasteries.

The number of Buddhist monks has increased in the

town as Pariyatti (the study of the three repositories of

Buddhist Scriptures) can be studied at such Pariyatti

Monasteries as Maha Withokdayon, Thantayon,

Taungphila and TatU. It is heartening to see Buddhism

flourishing in the town which is progressing with a

network of roads, markets and modern brick houses.

It was also a great pleasure for me to visit

Naytha Monastery on Bogyoke Street in Nyaungbintha

Ward where Township Sangha Nayaka Committee Office

is situated. As soon as I entered the monastery compound,

I saw bikes and motorbikes being parked in order. I

thought there was a meeting but I heard students learning

their lessons in the classrooms. Free education under the

name of Naytha Gratis Education was being provided for

8th, 9th and 10th standard students.

Course instructor Sayadaw U Dhammika said

“the objectives of opening gratis monastic education

classes are to provide proper education for needy students

who cannot afford tuition or private boarding schools and

to teach them religious culture and moral education.

Students of any religion can pursue their education at the

monastery. Since 1996-1997 academic year, gratis

education has been provided by volunteer teachers. But

students are permitted to pursue their education at the

monastery only after they have passed the entrance tests

and the number of students is limited due to space.”

I leant that there has been a total of 1,265 students

who passed the matriculation within 10 years thanks to

the Naytha Gratis Education Classes. It could train 10

students to enter the Institute of Medicine and other

students to attend various universities such as University

of Pharmacy, Institute of Nursing, University of

Traditional Medicine, Institute of Marine Technology

and Maritime University, DSA, University of Education

and arts and science universities. There are 137

matriculation students, 140 ninth standard students and

150 eighth standard students in 2006-2007 academic

year.

The students have to take tests to improve their

grades. Gratis education is provided under the motto of

“Learn, undergo training and follow discipline”.

Therefore, it is heartening to see the following table

showing pass rate of students in the matriculation exam.

I last visited Kalay more than 20 years ago. But it is very different now

and it is developing with religious edifices such as pagodas, stairways and

monasteries. The number of Buddhist monks has increased in the town as

Pariyatti (the study of the three repositories of Buddhist Scriptures) can be

studied at such Pariyatti Monasteries as Maha Withokdayon, Thantayon,

Taungphila and TatU. It is heartening to see Buddhism flourishing in the

town which is progressing with a network of roads, markets and modern

brick houses.

Sayadaw U Dhammika himself tried to obtain

a degree in BA and started free education classes. If there

are more free monastic education schools in our country,

it will help more students pursue their education.

Naytha Monastery not only provides education

gratis but also donates blood to needy patients by

forming a blood donor association named 'Thitsa

Jivitadana'. It has also formed an association for free

funeral services named 'Kayakan Myitta'. I write this

article to hail and honour Kalay for its development in all

aspects.

He spoke of the need for USDA members to ensurethe participation of USDA in the nation-building taskreviewing the lofty aims, fundamental principles andattitudes of the association and history of the past, thepresent and the future and international situations.

It is heartening to note that the association laysdown future programmes every year to participate inthe nation-building tasks as a national force.

Tasks based on the future programmes were im-plemented in various parts of the country. Altogether24 million USDA members hand in hand with othersocial organizations of the same belief and aims aretaking part in the national endeavours, he added.

The increasing number of the USDA membersneed qualifications to serve the interest of the people. This is why the members are being trained to bequalified ones, he said.

Nowadays, the government, the Tatmadaw andthe people are making endeavours for the emergenceof a new discipline-flourishing democratic nation.

As is known to all, any buildings will not lastlonger without firm foundations. Therefore, efforts arebeing made for stability of the State, strong economyof the State and human resource development. Achieve-ments have been made due to the correct policy andpractical efforts with goodwill and there is now peaceand stability and progress in the nation, he said.

USDA members are to participate in the 24 specialregions project, border areas development project andrural development project with greater momentum, headded. He said national people have been living inunity in the country for years countable by the thou-sand. Only when efforts based on patriotism are to bemade for the nation and the people will the success beachieved.

As the seven-step Road Map of the State is beingimplemented, all the members of the association are to

take part in it in cooperation with the people for itssuccess. Today's changes and developments of theState are due to the efforts of the people and thegovernment.

However, some internal and external organiza-tions, are ignoring the prevailing conditions, exag-gerating Myanmar affairs and inventing fabricatednews. And they are instigating to cause unrest in thecountry under the pretext of social and economicmatters of Myanmar. So, all the people are to beaware of that, the Secretary-General said. Moreover, some big powers are trying to put various kinds ofpressure on Myanmar and incite the people to haveanti-government sentiment in order to cause instabil-ity of the State. Myanmar had to face tragic and bitterexperiences in 1988 due to the instigation underdemocracy and human rights pretext. But some areattempting to incite public unrest again instead oftaking lessons in 1988. Now is the time when Myanmaris developing significantly as the market-orientedsystem has been adopted. State-owned factories, workshops and shops have become private-ownedones. He noted if there caused instability of the State, such facilities would be destroyed and thus thrivingnational economy would be stagnant. Therefore, it isimportant to convince the people of the goodwillefforts of the government.

In conclusion, all the trainees are to serve theinterest of the people though application of experi-ences gained from the course, to try to ensure the ever-flourishing of patriotism, to actively participate innation-building tasks in accord with the future workprogrammes of the association and to take part in thesuccessful implementation of the seven-step RoadMap in collaboration with the people.

After the ceremony, Secretary-General U Htay Oogreeted the trainees. A total of 201 trainees attendedthe four-week course. — MNA

Egypt hits back at US overhuman rights

CAIRO, 12 March—Egypt said onSaturday that the United States had noright to set itself up as a global guardianof human rights and rejectedWashington’s criticism of Cairo’srecord, saying it was based on inaccurateinformation.

The US State Department, in anannual report, cited Egypt as one ofseveral countries where observance ofhuman rights had deteriorated in 2006and said violations there included“severe” cases of torture.

“The United Nations did not grantany state the right to consider itself aguardian of human rights in the world,”Foreign Minister Ahmed Aboul Gheitwas quoted as saying in a statement.

“It seems that those who prepared it(the report) are unfamiliar with theobjective realities of some of thecountries they dealt with, includingEgypt,” the statement said.

Aboul Gheit said the report was basedon inaccurate and incompleteinformation. While Egypt and the UnitedStates were in agreement about theimportance of human rights issues, theynonetheless disagreed “sometimes” over

some of the practical aspects, he said. The report, released on Tuesday, said

torture and abuse of prisoners anddetainees by police, security personneland prison guards remained “commonand persistent” in Egypt.

Egypt says it does not condone tortureand that it only occurs in isolatedinstances. The Interior Ministry has saidbefore that allegations of systematictorture were exaggerated to tarnish theimage of the police.

But both international and local rightsgroups say torture is systematic inEgyptian jails and police stations.

Human rights activists say emergencylaws in place since 1981 and which allowprisoners to be held incommunicadocreate a fertile environment for torture.

The journalists’ rights group,Reporters Without Borders, last yearadded Egypt to a list of worst suppressorsof freedom of expression on the Internet.

Rights groups have said the recentconviction of a blogger for insultingPresident Hosni Mubarak and Islam couldset a legal precedent limiting Internetfreedom in Egypt.
