    OPINISwasembada Beras, Usaha Siapa?Mud A. Busyair, anggoa Komisi IV (peranian, kehuanan, kelauan-perikanan) DPR RI dari Fraksi Kebangkian Bangsa

    Dalam salah sau iklannya, Parai Golkar mengklaim kadernya dipemerinahan dan Dewan Perwakilan Rakya berhasil membua kiaberswasembada beras pada 2008. Pada 2007 kia masih mengimporberas, sedangkan pada 2009 bahkan akan mengekspor beras. Belakangansebuah iklan menyusul, juga mengklaim bahwa keberhasilan swasembadaberas di Indonesia berka Meneri Peranian Anon Apriyanono,kader Parai Keadilan Sejahera. Mari kia urai apa sesungguhnya yangmenyumbang peningkaan produksi padi pada 2008.

    Selama dua ahun erakhir (2007-2008), kondisi iklim ama bersahaba.Tidak ada kemarau berkepanjangan aau banjir yang meluas yang berujungpada padi yang puso. Pola anam idak bergeser, esimasi produksi danpersediaan pangan lebih mudah diprediksi. Ini rahma Tuhan yang harusdisyukuri. Karena iklim yang baik iu, luas anam berambah 120 ribuhekare. Dengan ingka produksi 4,6 on per hekare dan dua kali anamseahun, ini menyumbang 1,1 jua on gabah.

    Sumbangan berikunya dari aneka kebijakan pemerinah. Sejak 2007digulirkan Program Peningkaan Beras Nasional (P2BN). P2BNmenumpukan pada lima program: subsidi benih, pengembangan aa airmikro, rehabiliasi jaringan ingka usaha ani dan jaringan irigasi desa,penceakan sawah baru, dan pengendalian organisme pengganggu. Jugadigulirkan program kredi unuk peani kecil, menghidupkan kembalipenyuluh peranian, dan mendirikan Sekolah Lapang Pengelolaan TanamanTerpadu (SLPTT). Dalam hal ini, layaknya sebuah raksi, seluruh anggoaKomisi IV seuju dan mendorong kua program ersebu.

    Menuru Direkur Jenderal Tanaman Pangan Soearo Alimuso, subsidibenih menyumbang 5-15 persen peningkaan produksi. Pada 2008,pemerinah memberikan subsidi benih dalam APBN sebanyak 37.500 ondengan sasaran area anam 1,5 jua hekare. Ini belum ermasuk BanuanLangsung Benih Unggul (BLBU), subsidi harga benih, dan benih hibrida.

    Menuru angka ramalan III BPS, produksi padi 2008 mencapai 60,280jua on gabah, naik 5,7 persen dari produksi pada 2007 (57,051 juaon gabah). Peningkaan produksi padi sebesar ini hanya pernah dicapaioleh Orde Baru pada renang 1969-1984.

    Unuk memberikan inseni ekonomi agar peani eap erarik berusahaani, DPR, khususnya Komisi IV, memina pemerinah menyubsidi pupukdan menaikkan harga pembelian pemerinah (HPP) unuk gabah/beras. Dariahun ke ahun nilai subsidi pupuk naik: dari Rp 7,8 riliun (2007), jadi Rp

    14,1 riliun (2008), dan Rp 17,5 riliun (2009). Pada 2007, Komisi IVmendesak pemerinah menaikkan HPP. Ini kesepakaan bula dari semuaraksi, eapi pemerinah eap bergeming saa iu. Kenaikan HPP barudilakukan April 2008. Iu arinya, selama 2007 peani idak menikmaiharga baru. Dari sisi waku, kenaikan HPP per April 2008 idak epa.Lazimnya, HPP dibua sebelum musim anam dan diberlakukan saa panenraya. Saa HPP dinaikkan, panen inggal sebulan. Bahkan sebagian besarpeani sudah idak memiliki gabah/beras lagi.

    Pada 2008, Komisi IV DPR kembali memina pemerinah menaikkan HPP.Alasannya, seelah kenaikan harga BBM dua kali selama 2008, ongkosproduksi usaha ani naik berkali lipa. Tanpa kenaikan HPP, peani akanmerugi. Saa usulan ini dibahas di Paniia Anggaran, pemerinah dananggoa paniia anggaran dari kader parai erenu jusru keberaandengan alasan kenaikan HPP akan menimbulkan inasi, walau akhirnyaseuju. Baru pada akhir 2008 pemerinah mengeluarkan InsruksiPresiden Nomor 8 Tahun 2008 enang Kebijakan Perberasan. Dalam

    inpres yang mulai berlaku 1 Januari 2009 iu, harga per kilogram gabahkering panen (GKP) naik dari Rp 2.200 menjadi Rp 2.400, gabah keringgiling (GKG) meningka dari Rp 2.840 menjadi Rp 3.000, dan beras dariRp 4.300 menjadi Rp 4.600. Harga gabah/beras yang relai sabil elahmemberikan inseni ekonomi kepada peani.

    Presasi swasembada beras juga idak lepas dari kerja-kerja di lapangan,seperi yang diemban para penyuluh peranian dan pegia LSM. Merekamenularkan inovasi-inovasi, emuan, dan pengeahuan baru kepada peani.

    Kerja keras iu didiseminasikan melalui Sekolah Lapang Pengelolaandan Sumber Daya secara Terpadu. Lewa sekolah lapang, peani salingbelajar, bereksperimen, dan memecahkan aneka persoalan, mulai dari bibi,hama, ihwal iklim, hingga pupuk. Namun, dari semua level, sesungguhnyakeberhasilan ini adalah buah semanga dan kerja keras peani yang akkenal lelah walau masalah--yang seharusnya bisa diselesaikan pemerinah-

    -berulang menghadang, seperi kelangkaan pupuk seiap musim anamdan harga gabah yang urun saa panen. Bisa dibayangkan bagaimanaerganggunya berbagai sekor, jika semusim saja peani mogok anam.Sungguh erlalu, jika peran peani yang sedemikian menenukan ini akdisebu.

    Dalam banyak hal, jusru pemerinah yang lalai menunaikan ugasnya:pupuk subsidi ak ersedia saa dibuuhkan, jaringan irigasi dibiarkanmerana dan rusak, inrasrukur desa idak memadai, harga gabah anjlok

    saa panen raya, dan masih banyak lagi. Adalah ugas pemerinah unukmeraki kebijakan-kebijakan yang menyejaherakan rakya. Karena iu,bagi pemerinah yang berkuasa (incumben), klaim yang berlebihan jelasbukan pada empanya. Sebab, pada saa presasi swasembada berasdiraih, dalam banyak hal, jusru peanilah yang jadi korban dan menanggungbeban-deria paling bera.

    Dalam kondisi demikian, peani eap bersemanga berusaha ani. Bahkan,keika didera kelangkaan pupuk aau harga (pupuk) melambung inggi,

    sebagian peani kreai mencoba melepaskan diri dari keerganungan akupada pupuk kimia. Mereka membua pupuk organik dan memprakekkanSRI (sysem o rice inensicaion), sebuah cara budi daya yang dapameningkakan hasil panen. Di Pesanren Pabelan di Jawa Tengah, misalnya.Dengan menerapkan SRI, produkivias varieas padi Merani mencapai9 on per hekare, hampir dua kali dari raa-raa produkivias nasional(4,6 on per hekare). Secara nasional, pola SRI elah diprakekkan dilahan seluas 36 ribu hekare lebih dengan raa-raa produksi 7,47 on

    per hekare.Unuk meningkakan, aau paling idak memperahankan, swasembada,Komisi IV DPR memina pemerinah, perama, memperluas subsidi benih.Kini sudah ada banyak varieas baru dengan produkivias yang makinbaik dan umur semakin genjah. Produkivias bisa 8-9 on per hekare,bahkan ada yang sampai 11 on per hekare. Sebenarnya peani amaresponsi erhadap varieas unggul baru. Namun, varieas-varieas iniidak maksimal diadopsi peani karena kurangnya promosi sebelumnya.

    Kedua, subsidi pupuk harus dikaji ulang. Tidak hanya sisem disribusi,besaran, dan jenis, api juga keseimbangan anara subsidi pupuk organikdan anorganik. Selama ini proporsi subsidi pupuk organik dan anorganikidak seimbang. Pada 2008, dari Rp 14,1 riliun dana subsidi pupuk,alokasi unuk pupuk organik cuma Rp 345 miliar. Skema subsidi seperiini membua peani erganung pada pupuk anorganik. Unuk mengurangi

    keerganungan, semua ini harus diaa-ulang. Proporsi pupuk organikdalam benuk penyediaan sarana/akor pendukung agar peani dapamemproduksi pupuk organik di seiap desa perlu diingkakan, seperipengembangan ernak penghasil kompos.

    Keiga, realokasi anggaran. Pada 2009 ini anggaran DeparemenPeranian cuma Rp 8,4 riliun dari lebih Rp 1.000 riliun nilai APBN. Iniadalah kepuusan presiden dengan perseujuan DPR. Tahun lalu, dengananggaran Rp 8,3 riliun, kinerja Deparemen Peranian cukup mencorong.

    Salah saunya adalah peningkaan produksi padi (5,6 persen), jagung(14,7 persen), ebu (12,9 persen), daging ayam (16,1 persen) dan buah-buahan (11,1 persen). Adalah sebuah keniscayaan, kapasias deparemenini akan meningka jika anggarannya dinaikkan.Keempa, pembangunan irigasi yang idak hanya erokus padapembangunan bendungan besar eapi juga pembangunan irigasi yang bisadikelola oleh masyaraka secara mandiri seperi pengelolaan sumber-sumber air yang ada di masyaraka.

    Sekali lagi, bererimakasihlah kepada peani. Mereka, yang kaa Ajip Rosidierbungkuk sejak pagi, melalui hari-hari keras nan sunyi, elah menyubsidinasi penguasa, pengusaha, dan orang-orang kaya di koa. Harus diakui,karena kebijakan yang ama aku kepada asumsi inasi, karena kebijakan

    yang bias kepeningan indusri, harga keringa peani masih ak sebandingdengan konribusi mereka unuk negeri ini. Maka, kepadanya kia mesimenghaurkan keberadaban, meski hanya lewa sepenggal iklan. *
