Evaluate the nature of the rule of Napoleon III.-2 or 3 organizational points, but they must be
inclusive of all his policies (i.e. don’t do 2 just to be lazy, but do 2 if that makes the most
organizational sense)- basic outline w/ paragraph topics and bullet-
pointed data
