CONSAL XV in Bali-a personal perspective
Introduction Held every three years, hosted by a South East Asian country in
turn, the last Congress was held in Hanoi, Vietnam in 2009. This
year marks the fifteenth congress since CONSAL was formed in
Singapore in 1970. Malaysia had organised CONSAL twice, in
1981 and 1996, both times in Kuala Lumpur. The next Congress will
be held in Thailand in 2015. At the closing ceremony, the Thai Li-
brary Association President, Khunying Maenmas Chevalit an-
nounced that the Congress is likely to be held outside of Bang-
kok, probably Chiangmai. This is a welcome relief to those who
worry about the recurrence of the Bangkok floods of 2011.
Mention must be made of the National Anthem of Indonesia
sung by Indonesians present at the opening ceremony. It was
such a pleasure to listen to a national anthem beautifully sung in
unision and spirited harmony.
The fifteenth Congress of Southeast Asian
Librarians (CONSAL) was held in the exotic
island of Bali, Indonesia from 28 -31 May
2012. The actual conference was held over
two days from 29 -30 May 2012 at the Dis-
covery Kartika Plaza Hotel in Kuta, Bali, a
five-star about 15 minutes from Denpasar
International Airport. The Congress was offi-
ciated by the Coordinating Minister of Peo-
ple’s Welfare in the presence of the Dep-
uty Governor of Bali and the Director-
General of the National Library of Indone-
sia, Madame Sri Sularsih. The President of
the Librarians Association of Malaysia
(PPM), Assoc. Prof. Dr. Mohd Sharif Saad
and the Director–General, National Library
of Malaysia, Dato’ Raslin Abu Bakar, as
well as The Presidents of CONSAL National
Library Associations and Director-Generals
of CONSAL National Libraries attended the
CONSAL Board meetings and conference.

Conference organisation
Based on the report of the President of Indonesian Library Associa-
tion, the fifteenth Congress or CONSAL XV attracted some over 900
participants, including 275 overseas participants. Apart from the
Indonesians themselves, the largest overseas contingent was from
Vietnam with about 100 participants followed by Malaysia with al-
most 60 participants. Thailand and Singapore too had significant
numbers of participants. The smallest was Cambodia with one sole
participant.
Themed “National Heritage: Preservation and Dissemination”, there
were some 54 papers presented altogether. Six papers were pre-
sented in the plenary session and and 48 papers presented in the
parallel sessions. 10 product sessions were lined up for presentation
in the afternoon of the first day. The programming of the paper
presentation, however, could have been better though. Rather
than cram all plenary papers in one morning on the first day, t
should have been better to spread them out. My colleague, Has-
bullah Atan also found that cramming the parallel sessions in one
day meant that he had to miss out a number of papers he was in-
terested to listen to. Same thing with the product presentations. I
noted that the papers were mostly on digitisation and preservation
carried out by libraries or in collaboration with other agencies.
For the parallel sessions I attended presentations by a number of
Malaysian librarians including Janaki Sinnasamy from the University
of Malaya Library who informed us about the UM Art Gallery
launched last October. I was very pleased to hear that UM has at
last decided to collect all the art works in its possession and make it
available for public viewing. With outstanding artists such as Hoessain Enas and Ibrahim Hussein as resident
artists at the University, imagine the treasures they have in their possession! I laso listened to the presentation
by Radia Banu Jan Muhammad from the Universiti Sains Malaysia library regarding oral history collections in
Malaysian research libraries. There isn’t that much going on and libraries should do more to collaborate with
other agencies active in conducting oral history interviews and programmes to fill gaps in their collection.
On the whole the conference was well organised, with the logistics well taken care of, considering the large
number of participants. The conference rooms, including the parallel sessions were well set up with good facili-
ties provided in each room. The plenary conference venue had two large screens on either side which en-
abled the large audience to easily follow the opening ceremony and the conference proceedings. There
were no power failures or disruptions and proceeding s went on smoothly. Our Indonesian hosts also ensured
the catering for daily meals and breaks were up to the mark in quality and service was efficient. The opening
dinner was again well organised with excellent settings and presentation, ambience, plenty of good food and
likewise the closing ceremony at the Bali Cultural Centre. When it comes to presentation of cultural shows, the
Indonesians are hard to beat. Excellent choreography and costumes for the traditional dances, with the mod-
ern variety show providing very good entertainment. All things considered, the high registration fees charged
for non-Indonesian librarians, that is USD$350/- per participant (compared with USD$100 at CONSAL XIV in Ha-
noi) seems justifiable. Still, it would have been appreciated if the host organising committee had accommo-
dated a special rate for Asean member countries as is done in previous CONSAL conferences.

The presence of a medical doctor on standby for
CONSAL participants was a considerate and com-
mendable move indeed. Our Malaysian colleagues,
Dr. Zahidi, who had an unfortunate fall on the way
to the closing dinner and needed stitches for his cuts
and treatment for his bruises. The doctor on stand-
by took very good care of him complete with pro-
viding an MRI scan of to determine the extent of his
injury. Puan Rohani Rustam had a bad cough while
in Bali and on the doctor’s advice and medication
helped her recovery.
Outstanding CONSAL Librarian This was somewhat of an anticlimax. After the sus-
pense of waiting for the announcement of the win-
ner of the Outstanding CONSAL Librarian award,
Tony Santos of the Philippines, representing the
panel of judges, came on stage and announced that ‘ the winner is Mr. Indonesia!’ He then proceeded to
move away from the rostrum, but went back and announced that the name of the winner as ‘Mr.Suherman’.
Not another word was said about the recipient nor was his biodata flashed on the large screens, as the audi-
ence waited in anticipation to hear about his biodata and accomplishments to warrant the coveted award.
The silence was deafening to say the least and we remained in the dark until the end. When Mr.Sherman
came on stage to receive his award from Ibu Sri Sulastri, we saw what he looked like and that was it. I have to
admit that it left a lot of unanswered questions as to who, what and why about the award. Previous winners of
the CONSAL Outstanding Librarian award were Mr. Antonio M. Santos (Phillipines, at the World Library Confer-
ence, Singapore, 2002), Dato’ Dr. Zaiton Osman, (Malaysia at CONSAL XII, Bandar Seri Bengawan, Brunei Da-
russalam, 2003), Mr. R. Ramachandran (Singapore at CONSAL XIII, Manila, Phillipines, 2006) and Dato’ Zawiyah
Baba (Malaysia at CONSAL XIV, Hanoi, Vietnam, 2009).
Closing dinner and cultural show The closing dinner was again at the invitation of the Director General of the National Library of Indonesia. A
sumptuous spread awaited us at the venue, Bali Cultural Centre. The table setting was immaculate with vari-
ous stalls of different dishes spread out. I had my first taste of ‘Mee Bakso’ and it was delicious. All Asean coun-
try delegates performed a cultural presentation in turn in alphabetical order with the exception of Singapore.
No reason was given for the omission. Malaysia
presented a dance/exercise routine in fetching
costumes, which was lively and sportingly exe-
cuted by Aripah, Hasnita, Siti Sumaizan and
three others. Indonesia and Vietnam took ad-
vantage of their large numbers and presented
three colourful items as did Thailand with their
beautiful costumes. The lone Cambodian par-
ticipant sang his country’s national anthem and
got the audience to participate by standing up
while he belted out the anthem! The ‘real’ cul-
tural show, however, came after the country
presentations in the form of traditional dances
from different parts of Indonesia which were
truly brilliant and a treat to watch.

Veteran librarians to the fore For me particularly, this CONSAL was to be
a sort of farewell to my Asean colleagues
who I hoped I would meet at the Congress.
I wasn’t sure how many would still be at-
tending. To my surprise, there were quite a
few, not only attending the conference
but very much leading their respective li-
brary associations. The oldest is Khunying
Maenmas Chevalit who was already a
very prominent figure when I joined librari-
anship in the mid 70s. There she was, Presi-
dent of the Thai Library Association and
inviting people to CONSAL XVI in three
years time! Nellie Hj. Sunny an icon of
Brunei librarianship is also President of the
Brunei Library Association. Mr. Pham The
Khang, who retired as Director of the Na-
tional Library of Vietnam two years ago is
now the President of the Vietnam Library
Association. Anthony Santos, a distin-
guished librarian from the Philippines, and
the first winner of the CONSAL Outstanding
Librarian award some twelve years ago in
Singapore in 2002 and is now not only Presi-
dent of the Library Association of the Philip-
pines but also Director of the National Li-
brary of the Philippines. I was also very
pleased to meet my Indonesian colleague
Dady Rachmananta, former Director-
General of the National Library of Indonesia and President of the Indonesian Library Association at CONSAL.
Another familiar figure who is somewhat of a younger generation, is Ms. Ngian Lek Cho who is still Director of
the National Library Board (NLB) Singapore. Hail the veteran librarians! So my colleague Rohani, who is also
retired but reemployed by Monash University Malaysia campus and I were in very good company, indeed. I
was so inspired by Khunying Maenmas Chevalit, that when she invited us to Thailand in 2015 I forgot that this
was to be my last CONSAL and made a mental note to submit an abstract for the 16th CONSAL!
Conclusion Bali as the CONSAL XV venue is unmatched for its natural beauty, attractions and we enjoyed the beautiful
view of the ocean at the Discovery Kartika Plaza hotel, the conference venue. Although expensive (USD218-
248 per night) the hotel provided very comfortable facilities and efficient and fast internet service. There are
also fairly good restaurants opposite the hotel if you feel like a change from hotel fare. The Discovery mall
nearby caters for a wide variety of shopping needs as well as other small shops retailing local goods for those
preferring these. Overall, the conference was very well organised and went smoothly, with the exception of a
quirk or two. I had the pleasure of meeting with the Director of the National Library of Indonesia, Ibu Sri Sularsih
and younger librarians such as Carol Sim, who has a delightful children’s book to her credit, from the Nan-
yang Academy of Fine Arts, Singapore, Ibu Zunaimar from University Syiah Kuala Library in Aceh, Bapak Ad-
nan, the new Head of the Central Provincial Library (BPD)and Archives, Nanggroe Aceh Darussalam, not least
Ms. Chin Loy Jyoon, former Treasurer of the PPM for more than a decade and the National Library of Malaysia,
which puts the icing on the cake of our thoroughly enjoyable and pleasant CONSAL XV experience.

Cultural tour Bali has so much to offer that we were spoilt for choice for the
cultural visits. The organised tours were meticulously organised
complete with very knowledgeable and likeable tour guides. The
tour coaches looked like new and were very comfortable. The
tour that I went on, the Presidential Palace at Tampaksiring and
volcanic mountain in Kintamani was well worth visiting (although
we did not actually get close to the volcano but saw it from a
comfortable distance. The beautiful gardens and palace were
well maintained but we were not allowed inside the buildings. It
was such a pleasant surprise when we spotted the Presidential
library on the way out. A pity we could not see the collections.
We had lunch at a mountainside restaurant courtesy of the or-
ganisers. On the way and back to the tour bus, we were
swarmed by girls and women selling all kinds of souvenirs includ-
ing T-shirts, hair ornaments, beaded bracelets and necklaces and
other accessories. In the whole area where the stalls were lo-
cated, I did not see a single male looking after the shops or at-
tending to customers. The tour guide told us that women in Bali
prefer to work alongside their men in addition to tending to do-
mestic chores and looking after the children, rather than spend
their time at home. The work they do include hard labour such as
brick-laying, carrying heavy loads of construction materials, tend-
ing the padi fields and so on. An Indonesian colleague whispered
to me that Bali women are often exploited and have little choice
but to work alongside their men in order to provide for their fami-
lies. The tour guide did confess that men in Bali are notorious for
their fondness for gambling especially cock-fighting and it is often
the women who keep the family going.

International Conference on Libraries (ICOL 2012)
Buat pertama kalinya ICOL anjuran Perpustakaan Universiti Sains Malaysia (USM) dan disokong oleh Persatuan
Pustakawan Malaysia (PPM) telah diadakan di Kota Bharu selepas 3 kali diadakan di Pulau Pinang sejak 2005.
ICOL 2012 dengan tema Transformation to Humanize Libraries telah berlangsung pada 2 hingga 4 Julai 2012
di Hotel Renaissance dan telah dirasmikan oleh Prof. Dato’ Mafauzy Mohammad, Pengarah Kampus Kesi-
hatan, USM mewakili Naib Canselor USM.
Pada mulanya Urus setia agak risau kerana dalam keadaan
kekangan bajet, sasaran peserta kami tidak akan tercapai
tetapi Alhamdulillah, pada saat-saat akhir masih ada yang
ingin mendaftar dan akhirnya 150 orang peserta dari dalam
dan luar negara telah menjayakan ICOL 2012. Di samping 6
sesi pembentangan melibatkan 19 kertas kerja dan 5 poster
serta 10 pempamer, peserta juga telah diberi pengalaman
menikmati kebudayaan Kelantan, Negeri Cik Siti Wan Kem-
bang, apabila melawat Gelanggang Seni yang menonjol-
kan permainan congkak, silat dan juga rebana ubi mana-
kala dihidangkan persembahan wayang kulit dan dikir barat
pada sesi makan malam ICOL.
Tan Sri Prof. Dato’ Dzulkifli Abdul Razak, Naib Canselor Al-Bukhary International
University dan Prof. Zalina Ismail, Penyelaras BrainNetwork, USM telah memben-
tangkan ucaptama pada kali ini. Rata-rata peserta amat puashati dengan
pembentangan mereka.
Urusetia ICOL ingin mengucapkan berbanyak terima kasih kepada Pengarah
Kampus Kesihatan, pembentang ucaptama, pembentang kertaskerja dan
poster, peserta, penaja, pempamer, ahli jawatankuasa, PPM dan pihak hotel
atas kerjasama serta sokongan yang telah diberikan. Berita lanjut mengenai

Bengkel Jurnal Terindeks dan Berimpak Tinggi 2012
Beberapa objektif bengkel telah dikenal pasti iaitu:
1. Untuk memberikan pendedahan kepada peserta mengenai Peranan Pusat Sitasi Negara atau Malaysian
Citation Centre.
2. Untuk menyediakan kaedah penyelidikan data dan penerbitan bagi memenuhi keperluan Malaysian
Assessment Research (MyRA 11), universiti penyelidikan dan Pelan Strategik Pendidikan Tinggi Negara
(PSPTN).
3. Untuk berkongsi pengalaman dan latihan amali mengenai ISI Web of Science, Scopus, Journal Citation
Reports, h-index dan Harzing’s Publish or Perish.
4. Untuk mendapat pendedahan dan berkongsi pengalaman mengenai isu-isu semasa dalam prosiding
jurnal dan prosiding terindeks.
Ketua Pustakawan UMS Puan Dg Rukiah Awg Amit telah mewakili YBhg. Datuk Naib Canselor UMS untuk
merasmikan bengkel ini. Pembentangan bengkel adalah seperti berikut:

Secara keseluruhannya, bengkel ini sangat bermanfaat dan menarik perhatian terutama bagi pensyarah
dan penyelidik universiti. Para akademik dapat mengetahui kepentingan sitasi jurnal terindeks dan mengua-
sai ilmu untuk mendapatkan jurnal yang berimpak tinggi bagi artikel mereka. Semua peserta juga dapat
menilai sejauh mana jurnal yang telah diterbitkan adalah dirujuk dan berimpak tinggi. Ini penting dalam
usaha untuk berkongsi ilmu bagi mening katkan kualiti penyelidikan dan penerbitan di institusi masing-masing.

yang menghadiri Bengkel Jurnal Terindeks
dan Berimpak Tinggi di peringkat kebang-
saan yang diadakan pada 12-13 Jun 2012.
Bengkel ini berlangsung di Unit Multimedia
dan Teknologi Pendidikan (UMTP), UMS.
Bengkel anjuran bersama jawatankuasa
Tetap Perpustakaan Akademik (JTPA), Per-
satuan Pustakawan Malaysia (PPM), Per-
satuan Pustakawan Malaysia Kumpulan Sa-
bah dan juga Perpustakaan UMS telah
menarik minat seramai 51 orang peserta
dari IPTA dan IPTS.

Pada 8 Jun 2012, buat julung kalinya, PPM
dengan Kerjasama Fakulti Pengurusan
Maklumat, UiTM telah menganjur-
kan Professional Lecture by Peter Sidorko di
Bilik Seminar Fakulti Pengurusan Maklumat,
UiTM Kampus Puncak Perdana. Topik yang
diberikan ialah “Academic Library Coop-
eration in Hong Kong” and “E-Learning and
the Library at Hong Kong University”.Mr Pe-
ter Sidorko merupakan Ketua Pustakawan,
University of Hong Kong dan President,
Hong Kong Library Association. Seminar
percuma ini mendapat sambutan yang
amat menggalakkan dengan kehadiran
lebih 60 orang peserta dari pelbagai insti-
tusi.

Basic Finance for Librarians : A One-day Course by BALQIS Suja’
PPM has conducted this course for librarians and library personnel wanting to familiar themselves with basic
knowledge on accounting and finance. It will certainly help librarians and library officers to better manage,
organize and maintain the fiscal aspects of library operation and developing a library budget. The objectives
of the Course were to make librarians understand budget and financial planning; and to instill appreciation of
accounting and finance which form part of a librarian’s duty.
Facilitated by Mr. Amjath Jamal, a practicing and trainer accountant from AAA Urus Kira, the Course was held
on Wednesday, 7 November 2012 at the International Institute of Islamic Thought and Civilisation of Persiaran
Duta. The training room was provided on complementary basis—and many participants complemented the
beauty of the prestigious ISTAC building which we all know was planned by Tan Sri Syed Muhammd Naquib al-
Attas. The ISTAC library is named after him. The Course was attended by 32 participants, of the following indi-
viduals:

The topics covered were budgeting ba-
sic for libraries; financial resource docu-
ments; status of finance and monitoring;
reading financial reports; financial and
accounting procedures; library account-
ing and audit; and, preparing library fi-
nancial reporting. Example of reports
used for illustration were from American
libraries, and was helpful to relate with
fund appropriations given to libraries for
expenditure that covers personnel costs,
technology, operations, and collections.
The event ended with the presentation
of the certificate of participation to the
facilitator and all participants.

Forum Transformasi Literasi di Dewan Bahasa dan Pustaka Oleh: Hasnita Hj. Ibrahim
Budaya membaca dan literasi maklumat berjalan seiring. Masyarakat yang membaca dan berilmu menjamin
pembangunan sesebuah negara. Faktor kreativiti dan inovatif masyarakat membaca berupaya menjana
tahap pengetahuan dan keintelektualan minda bangsa yang lebih tinggi.
Dengan kepercayaan tersebut Forum Transformasi Literasi ini diadakan di Dewan Bahasa dan Pustaka (DBP)
pada 3 Oktober 2012. Di antara objektif program ini adalah seperti berikut :
1. Mengangkat budaya membaca sebagai teras ke arah meningkatkan dan memajukan masyarakat dalam
aspek ilmu dan kehidupan.
2. Merangsang kesedaran masyarakat tentang kepentingan buku, perpustakaan, membaca dan literasi.
3. Menyemarakkan budaya membaca dalam kalangan profesional, pekerja, golongan muda dan dewasa
yang bakal menjadi teladan dalam kepimpinan.
4. Menyokong usaha kerajaan untuk memupuk masyarakat berilmu dan melahirkan modal insan kelas per
tama.
5. Meningkatkan peranan dan sumbangan pustakawan dan perpustakaan dalam memenuhi tuntutan Dasar
Buku Negara.

Perasmian forum telah disempurnakan oleh Prof. Madya Dr. Mohd Sharif Mohd Saad, Yang Di Pertua Per-
satuan Pustakawan Malaysia (PPM). Panel pembentangan terdiri dari :
1. YBhg. Dato’ Zawiyah Baba (UKM) – Transformasi Pustakawan selaras dengan Dasar Buku Negara.
2. YBhg. Datin Che Kamariah bt. Hj Che Abbas (BTP, Kementerian Pelajaran Malaysia) – Transformasi Pusat
Sumber Sekolah.
3. En. Faizul Naim Ishak (Akademi Penulis Sdn Bhd) – Membaca Melewati Batas Kotak Fikiran.
4. YBhg. Datuk Zakaria Abd Wahab (BERNAMA) – Peranan Media Dalam Transformasi Budaya Membaca.
5. Puan Rohani Zainal Abidin (Monash University) – Bicara Dasar Buku Negara.
Forum ini berjaya menarik golongan pustakwan dan para guru untuk menghayati peranan masing-masing
dalam menangani ledakan maklumat terutama dengan bercambahnya ‘media social’ dan arus perubahan
teknologi maklumat dan komunikasi. Sekalung tahniah dan syabas kepada PPM dan DBP yang berusaha
tanpa jemu untuk menganjurkan forum ini.

Jelajah Penandaarasan ke Utara Siri 3 28 November - 1 Disember 2012
Persatuan Pustakawan Malaysia (PPM) di bawah kelolaan Jawatankuasa Tetap Perpustakaan Khusus
telah menganjurkan Jelajah Penandaarasan Ke Utara Siri 3 selama 4 hari pada 28 November hingga 1
Disember 2012.
Seramai 18 peserta dari pelbagai perpustakaan iaitu University Of Nottingham Malaysia, KUIS, Utusan
Melayu, MII, UNITEN, ASTRO, Bank Negara, PETRONAS, BERNAMA dan UiTM.
Perpustakaan yang dilawati adalah :
Perpustakaan Tuanku Syed Faizuddin Putra, Universiti Malaysia Perlis (UNIMAP)
Perpustakaan Sultanah Bahiyah, Universiti Utara Malaysia (UUM)
Perpustakaan AiU, Universiti Antarabangsa Albukhary (AiU)

Objektif lawatan penandaarasan kali ini adalah :
1. Untuk mengenal pasti amalan terbaik yang digunapakai oleh setiap perpustakaan.
2. Untuk mengenal pasti cabaran yang dihadapi serta usaha yang dilakukan dalam mengurus dan
membangunkan perpustakaan.
3. Untuk belajar tentang ‘institutional memory’ yang dibangunkan oleh perpustakaan.
Perpustakaan yang dilawati telah melabur sejumlah wang untuk memberi perkhidmatan yang terbaik,
kemudahan dan koleksi kepada pengguna mereka. Misi utama mereka iaitu untuk menyediakan
perkhidmatan dalam kedua-dua bentuk bercetak dan pelbagai elektronik seperti e-pangkalan data, e-
jurnal, e-buku kepada pelajar, ahli fakulti, perpustakaan lain dan rakyat Malaysia secara keseluruhan.
Pembangunan perpustakaan di Malaysia boleh dibanggakan dari segi koleksi, kemudahan fizikal,
perkhidmatan dan aktiviti yang dijalankan. Promosi perpustakaan tidak lagi terhad kepada laman web
rasmi perpustakaan. Pengguna perpustakaan juga boleh didekati melalui penggunaan teknologi komu-
nikasi sosial terkini seperti Facebook, Twitter, Blog, Youtube dan lain-lain.
PPM mengesyorkan pustakawan lain untuk mengunjungi perpustakaan tersebut kerana mereka mem-
punyai banyak kekuatan dan keistimewaan dalam memainkan peranan meningkatkan keilmuan di Uni-
versiti dan Kerajaan Negeri masing-masing.
