SUMMER 2012 is upon us and we are all looking forward to some blue skies and sunny days. Summer brings a change of routine, which for many of us can be a welcome relief. However, for parents and child care providers
summer can often bring challenges. Parents are often left scrambling for child care and providers have to deal with fluctuating enrollment & chang-es in routines.
Remember that Child Care Solutions can help. Our parent service team is here to help families find the child care they need. And our professional devel-opment team can assist providers with changes and challenges they may experience.
Most importantly we have to remember that even though we may long for the lazy, crazy, hazy days of summer; the change in routine can be difficult for the children in our lives. For many, their sleep & eating patterns will be different. The summer heat & sun can wear them out. Their social lives will change. Be patient and give them the time they need to adjust and, above all, enjoy the season.

The Moment We’ve Been Waiting For Is Here...QualitystarsNY is STARting.Child Care Solutions is excited to announce that Syracuse is one of seven (7) communities in New York State chosen to participate in the implementation of QualitystarsNY. The program establishes a five (5) star rating system for child care programs in New York State. This rating scale will make the process of finding high quality child care easier for the parents of our community. It will also create a quality improvement process for child care programs in Central NY so they can elevate the care they provide to our children. For years we have been advocating for a quality improvement and rating system (QRIS) for our community and state. We have worked tirelessly on this because we know that high quality child care & learning experiences are critical to the social, emotional, physical and intellectual development of our children.
The importance of QualitystarsNY cannot be underestimated. The parents of our state deserve a reliable rating system to lessen the difficult process of finding high quality child care. How many of us choose restaurants or hotels based on a rating system? Do you read Consumer Reports when you purchase a car, refrigerator or TV? These rating systems certainly help us as consumers make wise decisions about our spending. Currently parents have to perform tedious, time consuming, often ill-informed research about child care. Sometimes it is chosen on a “wing and a prayer.” How much easier will it be for parents when they can call Child Care Solutions to ask about the program’s QualitystarsNY rating?
For the child care providers in our community, isn’t it time you receive the recognition & support you deserve for the very hard, very IMPORTANT work you do every day for the children of CNY? QUALITYstarsNY is your opportunity to participate in a quality improvement process that will set standards, offer guidance, support and training so you can develop a well-respected, professional child care program that meets the needs of today’s parents & children. It is time to elevate your profession so it is recognized for the critical
role it plays not only in the lives of children, but also as an economic necessity for Central New York.
Most important, is how children will benefit from a program like QualitystarsNY. Research shows that the majority of brain growth and social & intellectual development occur before the age of five. It stands to reason that if we can offer high quality early care & learning experiences for our community’s children they will be better prepared for school and life-long success. Doesn’t every child deserve that?

“It is easier to build strong children than to repair broken men.” Those words by Frederick Douglass over 100 years ago have been proven true by study after study. The experiences of children, early in their development, create a momentum that can carry that child either towards success or failure. No one wants to think of children as ‘broken’ and we should never stop giving every child the greatest opportunities for success. But we know that early childhood care is critical to starting a child on the right path. And, if early childhood care is so critical, it stands to reason that the quality of that care matters a great deal. Child Care Solutions wants to be in the forefront of bringing quality child care to families in Onondaga and Cayuga counties. Whether it is our efforts to achieve national accreditation through ChildCare Aware of America, our work in support of the QualitystarsNY or the everyday efforts of our dedicated staff to train and support child care providers; every action has as its goal improving the qual-ity of child care for those we serve. In this report you’ll find some of the highlights of the past year. I hope you’ll take a few moments to read about how these very determined people are working to bring accessible, affordable, quality child care to Central New York.

What Really Matters
2011 marked Child Care Solutions’ 36th year of service to CNY child care providers and families with young children. Though we have many programs, our work over all these years has had only one goal: to help families to access high-quality child care that meets their needs and supports children’s healthy development and learning.
According to the National Association of Child Care Resource & Referral Agencies, nearly 11 million children under age 5 are in some type of child care setting for an average of 35 hours every week. What these young children experience in child care will influence their health, behavior and learning through childhood and for the rest of their lives. They are the reason our work matters.
Harvard University’s Center for the Developing Child reports that in the first few years of life, 700 new neural connections are formed every second. Babies’ experiences with their environment and their interactions with responsive adults form neural connections that build the architecture of the brain. This is a powerful reason why the quality of child care matters.
This year the staff of Child Care Solutions shared information with state and federal legislators and the community about initiatives that support access to child care, keep children safe and improve the quality of community child care programs. We believe that expanding child care subsidies for working parents, improving child care oversight and implementing QualitystarsNY is an investment in our future. Long-term studies have found that every dollar spent on high-quality early childhood programs generates $4 - $9 in increased earnings and reduced costs. This return-on-investment is just one reason that public spending on child care matters.
We’ve been especially blessed this year with community partners that share our commitment to making a positive difference in the lives of young children. We’ve valued the support of funders like the Allyn Foundation, the Community Foundation of CNY, the Cayuga Community Fund, the Community Health Foundation of Western & Central NY, M&T Bank, the Women’s Fund of CNY and the United Way in Onondaga and Cayuga County. Our collaborations with the Syracuse City School District, Enable, Syracuse University, Success By 6, Cooperative Federal, Freedom Recreation Services, the Red Cross and the Onondaga County Literacy Coalition have helped us expand and improve our services even in these tough economic times. Working together to make our community a better place for children – that’s what really matters.
Poet Gabriella Mistral said “Many things can wait. Children cannot… To them we cannot say tomorrow. Their name is today.” For me, that’s what matters most, today and tomorrow.

Child Care Solutions continues to set the standard for outstanding programs and services to the Central New York community.
Our Parent Services Team provides referrals and education to the parents of our area so they can be informed consumers of child care. This team is fortunate to have members fluent in Spanish who were able to provide assistance to the second largest language group in Onondaga & Cayuga Counties.
Our Professional Development Teamcreates and implements outstanding training programs, curriculum and development plans so the child care providers of Onondaga & Cayuga Counties can provide high quality child care for our children.
Our Registration Team under the authority of the Office of Children & Family Services registers, inspects and monitors group family child care homes and school age child care centers for health & safety.
Our Providers Services Team ensure that qualified child care programs enroll in and adhere to the requirements of the Child & Adult Care Food Program.

Child Care Solutions continuously strives to increase the quality of child care in Cayuga and Onondaga Counties. Our Professional Development Team educates caregivers on everything from potty training, behavior, guidance, early literacy & learning through play. Knowing that child care providers face challenging economic times, we continue to offer classes and trainings that are reasonably priced or funded through scholarships & grants.
Our parent services team has the important function of informing and educating the parents of our community. They want parents to know what high quality child care really looks like and understand the short term and long term benefits for their children. Parents face so many difficult decisions and choosing child care can be one of the most difficult. Unfortunately there is still a range of quality in the programs available in Central NY. Through personal consultations & education we guide parents toward high quality child care that suits the needs of their family.
We have also been actively involved in the launch of QualityStarsNY, a Quality Improvement and Rating System (QRIS) that provides standards for child care programs to meet and a rating scale for parents to use when choosing child care. Child Care Solutions was one of eleven agencies that participated in the field testing phase of this program. We are major proponents of this QualityStarsNY and look forward to fully implementing this rating system in Onondaga in 2012 and Cayuga County in the future. Short-term—it supports local families so they can work. Their productivity on the job keeps our businesses running and enables residents to provide for their families, buy homes and pay taxes to support the economic stability of our community.
Long-term—it increases school readiness and lays the foundation for children’s later success in school and in life. With lackluster test scores and high dropout rates plaguing many of our schools, it’s time to invest more money in school readiness. Did You Enter The Extreme Literacy Makeover Contest?Jovan Dunlap and Erie Canal Kids Entered And Won, The First Annual Child Care Solutions Extreme Literacy Makeover Contest.
The Extreme Literacy Makeover Contest was created after a brainstorming session between Katie Howell and Marketing Director, Patrice Robinson. They were discussing how family child care providers can incorporate multi-functional items into their homes that are necessary for their child care business yet look good enough for their families after business hours. The idea grew into the literacy makeover, an opportunity to implement small changes and additions that can make child care environments more literacy rich. The contest was then opened to family child care providers and child care centers.
Both winners entered the online contest by describing why they needed and wanted the makeover for their programs. Entries were judged by a panel who voted for the most compelling entries. Jovan Dunlap, a family child care provider, summed up the spirit of the contest in her entry. “I did not have the opportunities that most kids had. Reading for me was getting lost in my imagination as I read along, immersing myself in someone else’s life and pretending I was there. I would spend hours reading and not stopping until my book was finished. Being an avid reader allowed me to stay out of trouble at an age where trouble seemed normal. I want to provide that same escape for the kids in my daycare,” she stated.
Kim Cuipylo, director of Erie Canal Kids was concerned that her program was lacking literacy games and materials for the older pre-schoolers. Erie Canal Kids has been busy expanding the literacy materials available for younger preschoolers and wanted to provide the same for the older children.

THANK YOU to the Women’s Fund of CNY! They awarded a $1,500 collaborative grant to Child Care Solutions and Cooperative Federal to provide financial management training and one-to-one credit counseling for 15 local family child care providers. The program, which begins in June, will provide financial management tools to help strengthen small family child care businesses, many of which are feeling the impact of the recession.

Fraud InvestigationsBeth Henderson, Director of Registraion
Most providers/programs are extremely vigilant about making sure their documenta-tion is valid and accurate. However, the NYS Office of Children and Family Services (NYS OCFS), and Registrars have seen an increase in child care fraud cases. We wanted to let you know about some important changes that are occurring when fraud is suspected or alleged.
Fraud is defined as the deliberate submission or filing of forged, false, or altered docu-ments to the Office of Children and Family Services (OCFS), its agents (Registrars), the Child and Adult Care Food Program (CACFP), local Department of Social Services or any other government agency. Some examples of child day care fraud include; submission of OCFS fingerprint cards for non-child care staff, falsified child care attendance records, medical statements, training records, and building/equipment inspection results. Submis-sion of subsidy billing or CACFP claims for children who have not been in your care, and billing for care that was provided by an unauthorized substitute, alternate, or assistant, are other examples of fraud.
This year, the Onondaga County Department of Social Services and Cayuga County De-partment of Social Services both received a grant to hire additional staff to expand the capacity to investigate suspected fraud.
New regulations enacted this year by the NYS OCFS expand the actions which may be taken when fraud is suspected or determined. Department of Social Services and Licens-ing/Registrar staff will work collaboratively to investigate fraud. Department of Social Services (DSS) districts can take actions to defer (delay), or disallow some portion of reimbursement payments to providers/programs for child care services billed for eligible families. In some cases, when fraud is determined, providers/programs may also be disqualified from receiving any/all child care reimbursement payments for a minimum of a five year period. In some cases, NYS OCFS might begin an enforcement action which could affect the program’s operation.

Rethinking SwaddlingSusan DeCarlo Infant/Toddler Specialist
Many of us think of swaddling as a useful way to calm and comfort small babies. For years, when I have made site visits to family or center based care as an Infant/Toddler specialist, I have talked about swaddling babies as a way to keep their hands and arms contained in order to help the child self soothe and sleep. However, recently my opinion on swaddling has changed. After hearing that several centers have been cited for swaddling, it became important to understand what the benefits, risks and consequences of swaddling can be.
Swaddling is an ancient infant care practice and with many variations, both in type and tightness of wrappings used and in start and length of time of swaddling. The swaddling-techniques vary from wrapping the infant in bands (the European way) to tightly folding blankets or a sheet around the child (as practiced for example in South America or in the former Soviet Union). In some Native American populations, sometimes a cradleboard is used to swaddle the infant on. Research in experimental situations shows that swaddling can affect the baby’s “wake-up” function and promote sleep.
Child caregivers should keep in mind that swaddling should not be applied without current training on the correct technique of swaddling. When illness or hunger is the cause of excessive crying, swaddling should not be applied. Moreover, a safe swaddling technique should be used.
Positive Effects of Swaddling:
• Less moments of spontaneously waking up during sleep, a longer sleep and easier to wake up, and an infant is more likely to return to sleep on his own.
• Swaddling may reduce the risk of SIDS, because it hinders a baby from turning on his/her stomach. • During weighing, swaddled infants that are born too early, experience less stress and move more easily; in infants with brain damage crying is reduced more by swaddling than massaging the infants.
• Swaddling during heel prick makes infants that are born too early return to being calm more quickly, and it can calm these infants when they are in pain.
• Swaddling did not affect breastfeeding activities such as number and duration of breastfeeding, the amount of milk taken in, and total breastfeeding time.
Negative Effects of Swaddling:
• Traditional forms of swaddling increase the risk for hip dysplasia.
• Tight swaddling, particularly where the head is covered, reduces the baby’s ability to cool its body temperature which, along with other factors, can lead to hyperthermia.
• In one study, the risk of developing respiratory infections increased fourfold by swaddling.
After looking into the research, my own opinion of swaddling has changed. Although swaddling may sometimes be helpful, in light of the research, it may be best to limit its use.
I suggest that providers create a rhythm and uniformity in their infant programs everyday. Infants need a quiet environment, and a consistent sequence for their sleeping times. For example, feed them right after waking, have a positive interaction (cuddling and playtime with a caregiver), let them play on their own (preferably in a playpen), and put them to bed awake as soon as signs of weariness appear (yawning, whining, rubbing of eyes, overactive behavior). This approach offers the baby and the provider structure and may help the babies improve their ability to sleep the amount of time they need, drink adequately and be content while being/playing on their own.
