About Transport for London

Part of the Greater London Authority family led by Mayor of London Sadiq Khan, we are the integrated transport authority responsible for delivering the Mayor’s aims for transport.

We have a key role in shaping what life is like in London, helping to realise the Mayor’s vision for a ‘City for All Londoners’. We are committed to creating a fairer, greener, healthier and more prosperous city. The Mayor’s Transport Strategy sets a target for 80 per cent of all journeys to be made on foot, by cycle or using public transport by 2041. To make this a reality, we prioritise health and the quality of people’s experience in everything we do.

We manage the city’s ‘red route’ strategic roads and, through collaboration with the London boroughs, can help shape the character of all London’s streets. These are the places where Londoners travel, work, shop and socialise. Making them places for people to walk, cycle and spend time will reduce car dependency and improve air quality, revitalise town centres, boost businesses and connect communities.

We run most of London’s public transport services, including the London Underground, London Buses, the Docklands Light Railway, London Overground, TfL Rail, London Trams, London River Services, London Dial-a-Ride, Victoria Coach Station, Santander Cycles and the Emirates Air Line. The quality and accessibility of these services is fundamental to Londoners’ quality of life. By improving and expanding public transport, we can make people’s lives easier and increase the appeal of sustainable travel over private car use.

We are moving ahead with many of London’s most significant infrastructure projects, using transport to unlock growth. We are working with partners on major projects like Crossrail 2 and the Bakerloo line extension that will deliver the new homes and jobs London and the UK need. We are in the final phases of completing the Elizabeth line which, when it opens, will add 10 per cent to London’s rail capacity.

Supporting the delivery of high-density, mixed-use developments that are planned around active and sustainable travel will ensure that London’s growth is good growth. We also use our own land to provide thousands of new affordable homes and our own supply chain creates tens of thousands of jobs and apprenticeships across the country.

We are committed to being an employer that is fully representative of the community we serve, where everyone can realise their potential. Our aim is to be a fully inclusive employer, valuing and celebrating the diversity of our workforce to improve services for all Londoners.

We are constantly working to improve the city for everyone. This means freezing fares so everyone can afford to use public transport, using data and technology to make services intuitive and easy to use, and doing all we can to make streets and transport services accessible to all. We reinvest every penny of our income to continually improve transport networks for the people that use them every day.

None of this would be possible without the support of boroughs, communities and other partners who we work with to improve our services. We all need to pull together to deliver the Mayor’s Transport Strategy; by doing so we can create a better city as London grows.

Connected LondonLondon is a global city with potential to become the world’s capital of technology.

We are committed to delivering the Mayor Sadiq Khan’s pledge to eradicate areas of poor connectivity, or ‘not spots’.

Creating a Connected London means more than providing journeys on trains, buses or boats. We will develop a more prosperous city where Londoners are better connected to each other and London is better connected to the world.

We will partner with the telecoms industry to achieve this commitment and generate revenue to reinvest in the transport network. This will create:

A public cellular networkWe will deliver full mobile coverage at stations and in tunnels so that commuters can enjoy seamless connectivity. With our industry partner, we will own and operate a new commercial Long Term Evolution network underground and offer commercial services to other operators.

We have significant assets, and the operational and engineering expertise, to support the building of the new network. Our station facades also allow coverage to extend to the streets.

A new fibre backbone for LondonFibre optic internet is becoming the standard, rather than a luxury. The Capital’s future digital connectivity will be built on fibre because it can reliably and securely carry large amounts of data over great distances.

Our roll-out of underground mobile services will see hundreds of kilometres of fibre laid in tunnels, creating a new fibre backbone for the Capital. We will also own the surface assets to support ‘last mile’ connectivity.

5G and enhanced 4G networksTo address the demand for data consumption from the mobile market, the next generation of mobile networks is expected to be rolled out in the coming decade. To bring super fast connections to mobile devices, many more cell sites will be needed, providing capacity closer to users in high footfall areas.

We have many assets on streets, such as lighting columns, that we and our partner can use to provide unparalleled 5G and improved 4G coverage.

We have a unique presence, both above and below ground, and we will use these assets to build a telecommunications network that spans the Capital.

As London’s population looks set to exceed 10 million by 2030, the Mayor has highlighted internet connectivity as a key public utility. As the city grows, so does the size and reach of our network. More than 300,000 residents in central London boroughs experience poor internet connectivity. When building the homes and offices the city needs, we must tackle not spots and provide capacity for the future.

Digitally connected cities can accommodate the smart city advances that are changing our homes. Connectivity can make businesses more efficient, enable more flexible working and make a city more open and welcoming to new business and visitors. Business needs high speed internet and fibre services as demand for data increases and working practices change.

We provide a world class transport system, but the Underground tunnels are one of London’s largest not spots. Customers spend an average of 150 hours on the Underground annually. Each day, up to five million journeys are made on the Tube, which is set to increase as the Elizabeth line opens.

We have a track record of technological innovation. We have already installed WiFi across 270 Tube stations and the next step is to provide full cellular coverage, both at stations and in the tunnels, giving our customers uninterrupted coverage. There is strong demand for mobile connectivity on the move, offering an exciting commercial opportunity.

Connected cityLondon is known for its world class transport infrastructure; from the first underground railway in 1863 to the opening of the Elizabeth line, Europe’s largest construction project, in 2018.

Deep-level Tube trialOther cities provide connectivity on their metro systems, but no project in London had moved beyond the early stages – until now.

In summer 2017, we worked with mobile network operators to carry out a trial of mobile coverage during non-passenger hours in the stations and deep-level tunnels of the Waterloo & City line. The trial was a success, showing that there was no interference with the existing railway signalling or radio systems.

At the end of the trial, we started a data call in the ticket hall of Waterloo Tube station. The call was uninterrupted as we walked to the platforms, boarded a train, and arrived at the ticket hall at Bank Tube station. The signal did not drop.

In the future, customers will be able to catch up on last night’s TV, stream music or read their emails or the latest news uninterrupted. During the trial we also tested the installation of the additional fibre capacity that will form our new fibre network.

Street level connectivityWe have installed small cells on street level assets near our Palestra office in Southwark. We are running tests and speaking with the telecommunications industry. This will help inform how best to use our street level assets to support improved 4G and future 5G coverage across London.

The proposed partnership will enable the widest number of operators to use the services.

London’s mobile market is worth around £3bn each year and data consumption continues to grow at nearly 60 per cent annually, which presents an exciting opportunity to use our assets to meet clear demand. In the coming decade, 5G networks will be rolled out to address this demand. Mobile operators will require increased fibre connectivity to support the increase in mobile data consumption.

Connected London is a long-term vision. We are seeking a partnership that will provide mobile connectivity across our extensive above and below ground network of assets and pave the way for a roll out of 5G across the Capital.
