Meeting on July 8 to discuss future land uses,environmental impacts

Residents are encouraged to attend one of two com-munity meetings to discuss proposed land uses to thecity’s General Plan Update, a document designed toguide Temple City’s physical growth over the next 30years.

Allowing for maximum participation, two open-to-the-public workshops were scheduled. The first took

place at 7:30 p.m., Monday, June 26. The next meetingis planned for 9 a.m., Saturday, July 8, in the CouncilChambers at 5938 Kauffman Ave.

be oriented to multi-family neighborhoods and to properties nearthe intersection of Rosemead Boulevard and Las Tunas Drive.”

Regarding the latter, Reimers said, “Future land uses nearRosemead Boulevard and Las Tunas Drive, more specifically the K-Mart and Office Depot shopping center, would fall under the Cross-roads Specific Plan, a detailed plan that would transform the areainto a community destination complete with shops, restaurants, ser-vices and entertainment.”

The site would take shape of a lifestyle center, a mixed-use devel-opment that pairs higher-density housing with retail and leisureamenities.

The General Plan Update’s proposed land uses were the result ofa three-year process overseen by a 12-member General Plan Advi-sory Committee.

Along with approving a vision statement and guiding principlesfor the project, the committee coordinated the upcoming commu-nity workshops as public forums to vet and confirm recommendedland uses.

Participants of the workshops also will discuss potential envi-ronmental impacts related to the proposed land uses, including theiranticipated effects on traffic, air quality and greenhouse gas emis-sions.

Comments collected during the sessions will be incorporated intoa final General Plan Update, which will be presented before the CityCouncil later this fall.

Will vs. Trust: Which is better?Many clients first come into

my office saying, “I would liketo have a living will drafted.”

Most clients don’t realize atfirst that they actually want aliving trust drafted.

If you own real property,there are many advantages tohaving a living trust, but the No.1 reason is simple: a living trustallows your survivors to avoidprobate court.

The probate process typi-cally takes 12-16 months tocomplete and in this area, typi-cally costs over $10,000 be-tween court filing fees andstatutory attorney’s fees (by law,the attorney receives a percent-age of the probate estate).

There are typically four tofive court filings, and your sur-vivors may need to appear at theonly probate court in Los An-geles County, in Downtown LosAngeles.

Probate is not an easy or en-joyable process for my clients,but is unfortunately often nec-essary.

A living will does allow youto choose your beneficiariesand the person who will ad-minister the living will, knownas an “executor.” However, a liv-ing will must still pass throughthe expensive, long probatecourt process since a living willcan be a very simple document,such as a handwritten docu-

ment. As a result, a living willmust be proved to be authenticin court.

By having a living trustdrafted, you can similarlychoose your beneficiaries andthe person who will administerthe living trust, known as an“trustee.”

However, your estate will notneed to pass through probatecourt if your living trust is prop-erly funded. As a result, a livingtrust is much, much less expen-

sive to administer, and oftentakes only a couple months toclose.

These concepts are beingsimplified in this article, butthis point is something very im-portant to underline: typically,a living trust does not require

probate court, but a living willdoes require probate court. Ifyou have neither document,your estate will also likely haveto pass through probate court.

Wouldn’t you want to makelife easier for your loved ones ifyou were to pass away?

Dear Emmy: I’m selling myhome almost two years aftermy husband’s passing. May Istill take the full $500,000 capi-tal gain exclusion allowed forjointly owned properties?

No, you cannot, but work-arounds abound. Generally, in-dividual federal taxpayers areallowed a maximum $250,000deduction from the profit madeoff the sale of a primary resi-dence.

A married pair, filing jointly, may double thatexclusion to $500,000. A surviving spouse mayfile a joint return for the year of their partner’spassing. But after that, the widowed person filesas single and the cap is $250,000.

However, the IRS offers another mechanismthat could lower your tax bill: If you became thesole owner of the home after your husbandpassed, which is often the case, you may claim astep-up for your inherited value of his half of thehome.

This reassesses the acquired price, or cost-ba-sis, for that half of the home, reset to the fair-market value on the date of your husband’s death.

This increase in half the cost-basis can greatlyreduce on paper the profit made from the sale.Likewise, the taxable capital gains will also drop.Calculating the taxes owed can get cumbersome,so consult a CPA.

state, pre-planning offers another strategy: changethe title of the house. If the home is titled as “com-munity property with right of survivorship,” thenwhen one spouse dies, the survivor will automati-cally become the new sole owner of the home. Es-sentially, the widower acquiresthe property and the purchaseprice is set at the fair marketvalue on the date of death.

Another pre-planning strategy:place the home inside a trust. Twenty-six teams, 213 participants, and uncounted num-ber of visitors representing a diverse cross section of TempleCitians joined the American Cancer Society fight against can-cer at the 2017 Temple City Relay for Life, June 24, at TempleCity High School. The weekend event was the culmination ofa strong effort led by event chair Mary Sneed and her awe-some team who successfully raised more than $50,000 dol-lars over the past several months for this worthy cause.

a simple high fashion catfight,the massive set was full of fero-cious martial arts moves, show-casing elements of dance andimpressive acrobatics until themusic stopped, the “models”froze, and Wu Tang Clan’s RZAtook the mic to rap-narrate anelaborate story behind thewomen leading the two gangs.(Astute cinephiles will recall thatRZA, a martial arts aficionado,produced the soundtrack to“Kill Bill”.)

What the audience did notinitially know was that the firstmodel was actually choreogra-pher, actor and stuntwoman ZöeBell, Uma Thurman’s stuntdouble in “Kill Bill,” who cho-reographed the show-endingchaos, nunchaku and all, withthe other model, Temple City’sown Jing Li, owner and lead in-structor at Wushu Action StarAcademy located on Las TunasDrive.

Zoe Bell and Jing Li, a wellestablished Hollywood stunt ac-tress in her own right, had care-fully choreographed and re-hearsed with a group of stuntwomen for what ended up be-ing fierce “fashiontainment” tothe max.

While it is doubtful thatlearning Wushu will propel youto walking the runway in Milan,it will help you develop betterhealth which certainly translatesinto better looks.

Chihuahua mix Clyde enjoys human and canine companionship

Clyde was picked up on the streets of San Gabriel. He

appears to be a Chihuahua mix with a “Chi” look. Clyde was a bit timid when he fi rst arrived at the shelter, but with some gentle socializing and regular walks, loves the company of people.

He is very comfortable with the staff and volunteers, and enjoys getting pets and lap time, sharing kisses in return

for a back scratch or belly rub. Clyde is social with other dogs and enjoys playing with

them or with toys. He loves walks and is easy to manage on the leash. If you have room in your life for a delightful little dog, come and meet Clyde. His adoption fee is $130 and includes neuter surgery, vaccinations, microchip and a free wellness exam at a participating veterinarian.

Last night, three of my co-workers, friends, and adopteddaughters in my own mindtreated me to an amazing nighton the town. And true, we werestill celebrating yet another ofmy birthdays and the town,Palm Springs, is home for citi-zens who remember Dwight D.Eisenhower as a lad. But as wewould learn, even my fave co-

Dalila walked into our office forthe first time during theClinton Administration. Sev-eral months into her new job,Dalila and her husband weresitting in the chapel when I eu-logized my mom. The next day,Dalila was working in thekitchen over at my aunt’s house

following the funeral services.And we all look back at someindelible images.

And Dalila might resent mysharing it, but I think she’s mel-lowed a bit. During those earlyyears, the NBA Finals paled bycomparison with our battles ofwill.

But Dalila was my first co-worker to actually follow myconflict resolution coaching.

Team Leader Dani and I be-came godparents to Dalila’s firstborn. We were also there for onememorable Karate Kid typeperformance by son Andrew.

And I think, these days,kindergartener Jacob and I can

actually both smile in the sameroom.

There are times when Dalilacould be the next great sourcefor renewable energy: her lovefor and loyalty to family shinethrough as authentically as asunrise. Dalila and I and her co-workers can be on differentpages of the same novel butwhen our vision is on the line,we’re all still family.

It was a great night. I’veknown Dalila for as long as Ihad the chance to know mybrother. And don’t tell anyone... but it’s not so bad havingthree moms who are all waycooler than you are.

Play Pinochle at Live Oak Park every MondayPinochle players are invited

to test skills of strategy, team-work and card counting withfellow pinochle enthusiasts at 1p.m., every Monday at 1 p.m.,in the Camellia Room at LiveOak Park.

Originally called Senior Pi-nochle club, the group todaywelcomes players of all ages forthe free Monday afternoongames. “There is no cost to join.

It just happens,” said TempleCity resident Jim Law who hasbeen playing since 1999.

“No phone call to start, justshow up at 1 p.m. every Mon-day afternoon when the parkis open,” Mr. Law said.

Pinochle is a trick-takingcard game typically for two tofour players and played witha special Pinochle 48-carddeck.
