    The 1961 UN Convention on the Reduction of Statelessness establishes the

    presumption that foundlings found in the territory of a state are born within that

    territory of parents possessing the nationality of that state

    The 199! UN Convention on the Rights of the Child protects a child"s right to

    nationality and from statelessness from the moment of birth

    !'ere is an arument to t'e eect t'at since t'e +onstitution does not coner

    9i%ipino citizens'ip on ound%ins, app%ication o internationa% %a s'ou%d be

    treated as a process o natura%ization. !'is does not 'o%d any ater. As a%ready

    ti%% t'e present considers ound%ins as 9i%ipino citizens based on t'e presumption
