TEACHING SERVICES COMMISSION
TENURE APPOINTMENTS TO ADVERTISED VACANCIES
Teaching Service Commission herein this gazette notifies the results of the
Appointments to Advertised Education Vacancies, Gazette Volume 42, No: 1,
Waigani, Friday, 26th July, 2019.
1.0 DEFINITION:
In this PREAMBLE; unless otherwise defined;
a) ”Appointing Authority” means the National Education Board or Provincial
Education Board
b) “Selection Authority” means a College Governing Council, National High School
Board of Governors or PEB Selection Committee or NEB Selection Committee
c) “Appealable Position” Position within an appointment which is subject to
appeal.
d) “No Appointment (NA)” refers to an unfilled position.
e) “Confirmed Appointments” refers to appointments which have been made and
endorsed by an Appointing Authority,
2.0 CENTRAL SORTING RESULTS
2.1 Department of Education hereby publishes the results of Tenure
Appointments to Teaching Vacancies in the Education Vacancy Gazette
Volume: 42, No: 1 Friday 30th July 2019.
2.2 Central Sorting Exercise was done by the Provincial Education offices of
the respective provinces and quality check by General Education Services
Division in consultation with Teaching Service Commission.

3.0 In pursuant to Teaching Service Act section 61, subsection 2 & 7;
Commission on behalf of the Appointing Authorities, confirms the
Provincial/District Education Board recommendations of 2020 Provincial
Institutions Tenure Appointments.
Teachers who have won positions and awarded tenure appointments in 2019
round of appointments must resume on the positions in 2020 to confirm
their substantive and / or tenure.
All Tenure Appointees must be given their notices of appointments to their
respective tenure appointment positions.
Teachers who have won tenure appointments must resume on their
respective positions in 2020 academic year. Failure to take up tenure
appointment positions will automatically result in forfeiting tenure as well as
confirmation of substantive status respectively.
Teachers who are aggrieved by the appointment results herein can appeal
using relevant TSC Form 6, attached at the back of this gazette within two
months period effective from March till the end of April 2020.

SECTION C: MISCELLANEOUS
1.0 TENURE CONFIRMATIONS AND IMPLICATIONS
(i) Tenure appointments grant teacher the job security and also opportunity for
teacher to know his/her students well and to become active to help the
institution / school and the community.
(ii) Tenure appointments give the teacher right for a period of three (3) years.
Teaching Services Commission considers extension of the tenure based on
the satisfactory performance of tenure holder for another two (2) more
years.
o Tenure position is won through advertisement and confirmation of
tenure appointments.
o Tenure Duration ~ A teacher appointed to a position to which he/she
applied for conferred on tenure status shall hold to that tenure for
period no less than three (3) years unless subject to TS Act section
46 and 67.
o Tenure Extension ~ An extension of tenure after the initial period of
three (3) years is made through inspections and receives a
satisfaction report in order to have his/her tenure extended for an
extension of two (2) years.
o Tenure Cancellation ~ A tenure holder who fails to inform the
Commission to reserve his/her tenure forfeits his/her rights to
tenure to the position. Following are other circumstances where
tenure can be declared cancelled;
Deserting a tenure positions without informing TSC.
Absence from duties without leave or approval for two weeks.

Failing to request a personal report within first three years of holding
tenure.
Receiving two (2) consecutive unsatisfactory reports. Failing to request
renewal of tenure.
Failing to request a personal report during each two (2) year extension of
tenure.
Being found to be breaching Teaching Services Act or Education Act.
Being found guilty of criminal offence and convicted.
Accepting appointment at or below teacher’s substantive level.
Failing to request to retain tenure when accepting an acting appointments on
promotional status.
Failing to return to reserve tenure position at the commencement in the
following year.
Leaving Tenure position permanently on compassionate leave.
Tenure holder deceased or dies.
Abolition or reclassification by National Education Board or Provincial
Education Board. Calls for cancellation of tenures.
o Tenure Reservation ~ (a) A tenure who is taking up approved study
must write to Commission to approve reservations of his/her tenure
position during the term of study. Requesting reservation of the
tenure position for (a) one year period.
o Tenure Forfeiture ~ Tenure holder who fails to inform the
Commission to reserves his/her tenure position forfeits the right of
tenure, which is subject to advertisement as vacant. Tenure holder
with unsatisfactory inspection report also forfeits right to tenure.
