INTRODUCTION
Perhaps because of its proximity to the United States, no country in the WesternHemisphere concerned the State Department during the cold war years more thanCuba.
Instability and the threat of Communism gave rise to vigilant diplomatic reportingand exhaustive U.S. intelligence, all collected here in the U.S. State DepartmentCentral Files for Cuba. These records offer a close look at the evolution of"Communist" Cuba.
A multiracial society, Cuba was transformed politically, economically, and sociallyinto a totalitarian state. Its charismatic leader, Fidel Castro, exercised control over allaspects of Cuban life through the Communist Party and its affiliated massorganizations, the government bureaucracy, and the state security apparatus.
GovernmentBeginning in January 1959, Castro ruled by decree. Executive and administrative
power was vested in the Council of State and the subordinate Council of Ministers,over which Castro presided, supported by six vice presidents. Legislative authorityrested with the National Assembly of People's Power, which met annually forapproximately five days and was state controlled. When not in session, theassembly was represented by the Council of State. Castro, president of the council,had his brother, Raul, as first vice president, placing him first in the line ofsuccession. Raul Castro was also minister of the Revolutionary Armed Forces.
Fidel Castro, while chief of state, was also party secretary of the onlyconstitutionally recognized legal political party--the Communist Party. The party'sPolitburo and Central Committee together included most of the country's military andcivilian leaders. The party monopolized all government positions, including judicialoffices. Though not a formal requirement, party membership was a de factoprerequisite for high-level official positions and professional advancement in mostareas, although nonparty members were sometimes allowed to serve in the NationalAssembly.
Although the constitution granted limited rights of assembly and association, theserights were subject to the requirement that they not be "exercised against ... theexistence and objectives of the socialist State." The Penal Code specificallyoutlawed "illegal or unrecognized groups." Cubans did not have the right to changetheir government, to freedom of expression, or to unrestricted travel. The governmentand party controlled all electronic and print media.
Although the constitution theoretically provided for independent courts, it explicitlysubordinated them to the National Assembly and to the Council of State. ThePeople's Supreme Court was the highest judicial body. Due process was routinelydenied to Cuban citizens, especially in cases involving political offenses. The
constitution stated that all legally recognized civil liberties could be denied to anyonewho opposed the "decision of the Cuban people to build socialism."
The EconomyUnder the slogan "Socialism or Death," the Cuban government proclaimed Cuba a
socialist, or Communist, nation with an economy organized under Marxist-Leninistprecepts. The government owned and operated most means of production. The stateeventually employed about 75 percent of the labor force. The Council of State wasresponsible for running the economy and for economic policy, although thegovernment devolved some authority to the economic ministries and enterprises.
Political AffairsUntil 1959, Cuba was often ruled by military figures who either obtained or
remained in power by force. Fulgencio Batista, for example, was an army sergeantwho established himself as Cuba's dominant leader for more than twenty-five years.Batista fled the country on January 1, 1959, as Castro's "26th of July Movement"gained control. Castro had established the movement in Mexico, where he wasexiled after the failed July 26, 1953, attack on the Moncada army barracks atSantiago de Cuba. Within months of taking power, Castro moved to consolidate hispower by imprisoning or executing opponents. Hundreds of thousands of Cubansfled the island.
Foreign RelationsAfter Castro declared Cuba a socialist state on April 16, 1961, he pursued close
relations with the Soviet Union until the advent of perestroika and the subsequentdemise of the USSR. During that time, Cuba received substantial economic andmilitary assistance from the USSR estimated at $5.6 billion annually, which kept itseconomy afloat and enabled it to maintain an enormous military establishment. In1962, Cuban-Soviet ties led to a direct confrontation between the United States andthe Soviet Union over the installation of nuclear-equipped missiles in Cuba, resolvedonly when the USSR agreed to withdraw the missiles and other offensive weapons.
This collection of documents will allow researchers to examine the origins ofAmerica's stormy relations with Castro's Cuba. Specifically, the extensive Americandiplomatic reporting and newly declassified U.S. State Department material revealhow Castro's one-party Communist dictatorship led the United States, Cuba, and theworld to the precipice of nuclear war.
SCOPE AND CONTENT NOTE

The U.S. State Department Central Files are the definitive source of Americandiplomatic reporting on political, military, social, and economic developmentsthroughout the world in the twentieth century. Surpassing the scope of the StateDepartment's Foreign Relations of the United States (FRUS) series, the Central Filesprovide extensive coverage of all political, military, social, and economic mattersrelating to a particular country and/or world event.
The State Department Central Files for 1960-January 1963 cover a crucial periodin U.S. and world history. Each part of the 1960-January 1963 series contains awide range of primary materials: special reports and observations on political andmilitary affairs; studies and statistics on socioeconomic matters; interviews andminutes of meetings with U.S. and foreign government officials and leaders; legal andclaims documentation; full texts of important letters and cables sent and received byU.S. diplomats and embassy personnel; reports, news clippings, and translationsfrom journals and newspapers; and countless high-level/head of state governmentdocuments, including speeches, memoranda, official reports, aide-memoire, andtranscripts of political meetings and assemblies.
In addition, these records offer new insights into the evolution of American foreignpolicy toward both allies and adversaries and into the shaping of the policies of thesecountries toward the United States. Of even greater importance for the study ofindividual countries is the comprehensive manner in which the Central Filesilluminate the internal affairs of foreign countries. There are thousands of pagesarranged topically and chronologically on crucial subjects: political parties, unrestand revolution, human rights, government administration, fiscal and monetary issues,labor, housing, police and crime, public health and works, national defense, militaryequipment and supplies, foreign policy making, wars and alliances, education,religion, culture, trade, industry, and natural resources. On these subjects and more,the Central Files offer authoritative, in-depth, and timely documentation and analysis.

ORGANIZATION OF THEU.S. DEPARTMENT OF STATE
DECIMAL FILING SYSTEM
From 1910 to 1963 the Department of State used a decimal classification systemto organize its Central Files. This system assembled and arranged individualdocuments according to their subject, with each subject having a specific decimalcode. The decimal system from 1950 to January 1963 consists of ten primaryclassifications numbered 0 through 9, each covering a broad subject area.
CLASS 0: Miscellaneous.
CLASS 1: Administration of the United States Government.
CLASS 2: Protection of Interests (Persons and Property).
CLASS 3: International Conferences, Congresses, Meetings, andOrganizations.
CLASS 4: International Trade and Commerce. Trade Relations. CustomsAdministration.
CLASS 5: International Informational and Educational Relations. CulturalAffairs. Psychological Warfare.
CLASS 6: International Political Relations. Bilateral Treaties.
CLASS 7: Internal Political and National Defense Affairs.

Internal AffairsFor this section of the U.S. State Department Central Files, University Publications
of America (UPA) has microfilmed the documents contained in Classes 7, 8, and 9.Within these classes each subject is defined by a decimal file number. The decimalfile number is followed by a slant mark (/). The number after the slant mark (/) refersto the date on which the document was generated. Documents within each decimalfile number are arranged in chronological order. The entire decimal file number isstamped on the right side of the first page of every document.
These classes are concerned almost exclusively with the internal matters ofindividual countries. The class number (7, 8, or 9) is followed by the country number.The number following the decimal point indicates subtopics within the majorclassifications. The date after the slant mark (/) identifies the individual document.
In a small number of instances, documents were assigned erroneous orincomplete decimal numbers. UPA has included, in brackets, corrected decimalentries. In addition, misfiled decimal number documents have also been included inbrackets.
