It is not yet known if there will be an ice maker within the nurse’s office, or only in the nearby lounge. D/P/S will lay out the casework, curtains, etc. in the nurse’s office for review. d. CMS agreed that for flexibility, it would be ideal to avoid assigning specific grade levels to each classroom wing, since their use may change over time. This has already occurred at Ocotillo, where each wing is labeled with a large grade number but student numbers have already required using rooms in the 2 nd and 3 rd grade wings as 1 st grade classrooms.

Conference Report Project No.: 17-0113 Project: Carlsbad – Elementary School 3 Date: March 14, 2018 Place: Carlsbad Municipal Schools Administration Building Board

Room Attending: See attached sign-in sheet By: D/P/S Copies To: Parties Present, Bluebeam, file Issue Date: March 20, 2018 Re: Elementary School #3 Design Committee - Design Development 3 Discussion Items: 1. Recap of the Previous Committee Meeting

a. Site Design Recap: i. Add some fencing and crosswalks to control pedestrian traffic ii. Add shading for students at playgrounds and pick-up/drop-off waiting areas iii. Revisit parking count and add more if possible iv. Develop outdoor classrooms for gardening and science lessons, provide power, data,

and shade b. Building Design

i. Add icemaker to teachers’ lounge & mail boxes to the workroom ii. The D-Level autism classrooms on the north side of the building are for the 1-3rd and 4-

5th iii. The D-Level Classroom on the south side of the building will be the multi-grade

classroom. iv. Add a door to the media center into the innovation lab for lockdown v. Re-organize the classroom wings for first grade to be closest to the admin area.

2. Updated Site Plan

a. The service area by the kitchen was revised based on a meeting with Lyman. b. There have not been issues to date with parents trying to use the ECEC bus loop, other than for

special after-hours events. c. The current site plan shows 131 paved parking spaces and an additional 25 unpaved overflow

spaces, which were added after the last committee meeting. d. The design team will start looking more specifically at playground equipment layout and the

timing of equipment relocation, based on the results of the playground audit. This will be discussed at one of the next committee meetings.

3. Updated Floor Plan a. D/P/S will adjust the layout of the reception area to move the desk closer to the entry door. b. The committee did not have an opinion on whether a shower should be added in the pair of D-

level classrooms. CMS to provide direction. c. It is not yet known if there will be an ice maker within the nurse’s office, or only in the nearby

lounge. D/P/S will lay out the casework, curtains, etc. in the nurse’s office for review. d. CMS agreed that for flexibility, it would be ideal to avoid assigning specific grade levels to each

classroom wing, since their use may change over time. This has already occurred at Ocotillo, where each wing is labeled with a large grade number but student numbers have already required using rooms in the 2nd and 3rd grade wings as 1st grade classrooms.

e. The Art room will have interior windows for borrowed light, and mechanical ventilation rather than natural ventilation through windows. CMS agrees with adding a Kalwall skylight to increase natural light into this space, and does not require the ability to darken the room.

f. CMS stated that the proposed sink location within the large restrooms is working well at the new schools; teachers like having the ability to supervise the sink area.

g. The media center is designed to accommodate the number of volumes stated in the Ed Spec. A librarian not on the building committee commented that more volumes may be needed based on combining schools. CMS stated that they have already started working on weeding both existing collections and coordinating purchases, and continue to move toward more digital materials. D/P/S will proceed with meeting the requirements of the Ed Spec, unless directed otherwise by CMS.

4. Exterior Materials

a. D/P/S showed updated renderings and brought samples of each proposed material.

b. D/P/S will check the ability of the proposed metal panel to hold up to hail.

c. CMS would like the soffit at the main entry to have a warm, wood-look appearance like in the

renderings.

d. CMS likes the exterior materials and colors as proposed.

e. D/P/S has been looking at and refining the size and shading of west-facing windows.

f. A committee member mentioned a 3M film to increase bullet resistance of windows. CMS to

advise if this is desired to be used at any windows in this school.

5. Interior Finish Materials

a. D/P/S showed 2 proposed color palettes, including updated renderings and samples of each

proposed material.

i. All restrooms are proposed to have the same color scheme, to be consistent and easy to

find.

ii. D/P/S showed 5 accent colors – these would be used sparingly and mostly in ceiling/soffit

areas, with 1 color used at each classroom wing.

iii. Most painted walls are proposed to be the district’s standard of Dover White. Some

committee members expressed concern that at existing schools, this shows dirt and

handprints. This will require follow-up discussion with CMS administration.

iv. No color that may be considered orange (even terra cotta or peach) is to be used at all.

v. D/P/S proposed white tile for restroom walls. CMS expressed concern that white might

show marks and encourage students to write on tile, and would prefer a light gray.

vi. For general classrooms, CMS agrees with having just a small area of polished concrete

near the entry door and sink, with the rest of the room carpeted.

vii. For D-level spaces, it may be preferred to have polished concrete along the wall from the

entry door to the exterior, as a behavioral cue.

viii. CMS likes the proposed tack/pin-up material.

ix. Committee members had differing preferences for the 2 proposed carpets. Some

expressed concern that the carpet with a pattern of intersecting lines may be

overstimulating for some students, while others liked the more neutral colors of that

carpet.

x. D/P/S will refine the material selections based on this discussion to propose a final

palette.

b. D/P/S showed examples of wayfinding strategies and thematic supergraphics.

i. CMS would like to focus on a theme relating to Carlsbad’s natural environment,

highlighting elements like the caverns, flume, Guadalupe Mountains, Pecos River, falls,

living desert, etc.

ii. CMS is interested in using local photographers or student photographers for the imagery,

if possible.

6. Other Items

a. A committee member asked if a 2nd community meeting was planned, to be held at Craft. This is

not currently planned, since the intent was to have 1 joint meeting and Craft staff and families

were invited to the February meeting. CMS to advise if a 2nd community meeting is needed.

b. A committee member asked for clarification on the capacity of the school with and without the

additional classrooms, and whether this is strictly a financial decision. D/P/S stated that the

original capacity per the Ed Spec is 627 students, and the additional classrooms would increase

this capacity to 699 students. CMS would like to be able to build the additional classrooms to

address increases in population, so the alternate/bid lot structure will allow CMS to receive

separate line item bids for the addition to determine if this is feasible.

c. D/P/S and CMS are collaborating on a list of Frequently Asked Questions to be posted on the

website.

d. A committee member asked about the status of the traffic study and NMDOT approval. D/P/S is

still awaiting this information from Wilson & Co, and Don will follow up with Wilson on schedule.

7. Next Steps

a. D/P/S will submit the Design Development progress set on March 20th.

b. The next Board update will be in April or May.

c. The next committee meeting will be scheduled via email and likely be in about 3 weeks or so, to

focus on final decisions on interior materials, playground layout, and other open items.

This report is assumed to be a true and accurate account of this communication unless notice to the contrary is

received within 10 calendar days of issue.
