PASCAL SAINT-AMANSDirector of the Centre for Tax Policy and Administration (CTPA), OECD

Pascal joined the OECD in September 2007 as Head of the International Co-operation and Tax Competition Division in the CTPA. He played a key role in the advancement of the OECD tax transparency agenda in the context of the G20. In his current role, he leads the OECD’s work on Base Erosion and Profit Shifting (BEPS).

Heinz started his professional life in the Chamber of Labour in Vienna where he became Director of the Department for External Trade and European Integration. From 1995 to 2001 he served as

MANAL CORWIN National Service Line Leader for International Tax, KPMG LLP

Manal advises multinational corporations on international tax aspects of their structures, operations and transactions. Manal recently rejoined KPMG following a tenure as Deputy Assistant Secretary of Tax Policy for International Affairs in the U.S. Treasury. During her time at the U.S. Treasury, she helped shape the Administration’s views and policies in all areas of international taxation.

SORLEy MCCAuGHEyHead of Advocacy and Policy, Christian Aid

As Head of Advocacy and Policy, Sorley has led Christian Aid’s tax work since 2009. During this time, tax as a development issue has become a serious consideration in the formulation of tax

Mark became CEO of AmCham in March 2014. He has extensive experience in the field of taxation, having led the Irish Taxation Institute for a decade prior to his move to AmCham. AmCham represents 700 U.S. companies who between them employ over 115,000 people in Ireland.

Michael is the head of McCann FitzGerald’s Tax Group. He has extensive expertise providing tax advice to a wide range of Irish companies, including banking, leasing and investment companies, and major investment projects into Ireland. Michael is a past council member of the Irish Taxation Institute.

JOSEPHINE FEEHILyChairman, Revenue Commissioners of Ireland

Josephine has been the head of the Irish Tax and Customs Administration since 2008, and is the first woman to hold that position in Ireland. She recently completed three years as Chair of the OECD Forum on Tax Administration and Chair of the World Customs Organisation.

GARy TOBINAssistant Secretary for Tax Policy, Departmentof Finance

Gary was recently appointed Assistant Secretary for Tax Policy at the Department of Finance. He was previously head of the Department’s Business Tax Team, which handles policy advice to the Minister for Finance in relation to Corporation Tax, International Tax, International Financial Services (IFSC) and Sectoral Tax Incentives. Gary attends the EU Code of Conduct Group on Harmful Tax Competition, the OECD Committee on Fiscal Affairs, and the Department of Finance Tax Strategy Group.

CONOR O’BRIENHead of Tax & Legal Services, KPMG Ireland

Conor advises a wide range of clients, both domestic and international, including companies operating in the technology, banking and leasing sectors. Conor has particular experience advising on equity and debt issuance, and on areas such as stamp duty and the operation of tax treaties.

DAN O’BRIENChief Economist, IIEA

Dan is Chief Economist at the IIEA and Adjunct Senior Research Fellow at the School of Politics and International Relations at UCD. He is a columnist and economics analyst for the Independent Newspaper group and worked for twelve years as senior economist and editor at the Economist Intelligence Unit. Dan has worked for the European Commission and as a consultant for the UN.

MICHAEL NOONAN, T.D.Irish Minister for Finance

Michael Noonan T.D. was appointed to the role of Minister for Finance in March 2011, and in his tenure has overseen a marked upturn in Ireland’s post-crisis economy. Since 1981, he has held a number of other Ministerial positions, notably Minister for Justice (1982-1986) and Minister for Health (1994-1997).

TOM ARNOLDDirector General, IIEA

Tom was appointed Director General of the IIEA in August 2013. He was Chairperson of the Convention on the Constitution until March 2014, and was previously the CEO of Concern Worldwide. He is the Chair of the Irish Times Trust, a member of the Irish Times Board andthe coordinator of the UN’s Scaling UpNutrition movement.

RuAIRí QuINN, T.D.Former Minister for Finance

Ruairí was the first Labour party Minister for Finance. In his period of office he initiated and oversaw such reforms as the Taxes Consolidation Acts and oversaw the IFSC’s transition from a 10% ring-fenced regime to the 12.5% corporation tax regime. He has held a number of Ministerial positions, including: Minister for Education and Skills; Minister for Enterprise and Employment; and Minister for Labour.

John is Chairman of McCann FitzGerald, a position he has held since May 2008. Mr. Cronin has many years of experience in banking, structured finance and capital markets matters including leasing, asset and project financings, securitisations and new product areas. He has acted for lenders, arrangers, equity investors, lessors, and State Agencies.
