Dr. David DeLong is president of Smart Workforce Strategies, a Concord,Mass.–based firm that helps organizations who want their leaders to dealmore effectively with an aging, changing workforce. He is also a researchfellow at the MIT AgeLab and has been an adjunct professor at BabsonCollege where he teaches “Leading and Managing OrganizationalChange.”

David is co-author of The Executive Guide to High-Impact TalentManagement (McGraw-Hill), as well as the widely praised book LostKnowledge: Confronting the Threat of an Aging Workforce (OxfordUniversity Press). Behind Drugged Driving

Just like drunk driving, not only is it illegal, but using any mind-alteringdrug makes it highly unsafe to operate a vehicle. Drugged driving putsnot only the driver, but also passengers and others who share the road, atrisk. Second to alcohol, THC, the active ingredient in marijuana, is thesubstance most commonly found in the blood of impaired drivers. Withthe legalization of marijuana in some states, drivers, particularly youngdrivers, have grown complacent about its use and driving. This sessionwill explore the science behind impaired driving, its impact, and howjurisdictions and law enforcement are addressing this growing problem.

For Whom the Road Tolls: Diamond Room 2

Highway Finance, Tolling, and the DMV

Roadway tolling has long been used to raise funds for highwayimprovements. As revenue from gasoline taxes has dwindled, tolling hasbecome increasingly crucial as a highway funding mechanism. At thesame time, the tolling industry has seen technological advancements,such as electronic tolling, making it easier than ever to track and collecttolls. DMVs play an important role in this relationship by providing themeans for accurate vehicle identification. This session will explore themutually beneficial relationship between the tolling industry and theDMVs, and how AAMVA can serve as the conduit between the two.

Guest Speaker: Senator Tom Carper, Delaware

Born in West Virginia and raised in Virginia, Senator Tom Carper attendedThe Ohio State University on a Navy ROTC scholarship, graduating in1968 with a BA in economics. He went on to complete five years ofservice as a naval flight officer, serve three tours of duty in Southeast Asiaduring the Vietnam War, and continued to serve in the Naval Reserve as aP-3 aircraft mission commander until retiring with the rank of captain in1991 after 23 years of military service. He later moved to Delaware in1973 where he earned his MBA at the University of Delaware.

His career in public service began in 1976 when he was elected to thefirst of three terms as Delaware’s state treasurer at the age of 29 at a timewhen the state of Delaware had the worst credit rating of any state inAmerica. Six years later, with that credit rating restored to a respectable“AA,” he ran for—and was elected—to Delaware’s at-large seat in theU.S. House of Representatives.

His credentials after serving five years as a U.S. congressmen areimpressive, and soon after he was elected the 78th governor of Delawarehe later went on to serve as vice-chairman, then Chairman of theNational Governor’s Association, a member of Amtrak’s board ofdirectors, and later as founding vice-chairman of the American LegacyFoundation and vice-chairman of Jobs for America’s Graduates. In January2009, Tom Carper became Delaware’s senior senator when Joe Bidenstepped down to become Vice President. During more than 30 years ofpublic service, Senator Carper has worked tirelessly to develop practicalsolutions to real problems. The Washington Post’s late David Broder callshim “a notably effective and non-partisan leader, admired and trusted onboth sides of the aisle.”

His accomplishments did not stop there. In January 2013 at the start ofthe 113th Congress, Senator Carper became the Chairman of theCommittee on Homeland Security and Governmental Affairs and alsoretained his seats on the Finance Committee and Environment and PublicWorks Committee, where he continues to chair the Subcommittee onClean Air and Nuclear Safety. Additionally, he continues to serve as co-chairman of the Senate Nuclear Caucus, the Senate Recycling Caucus andthe Congressional Fire Services Caucus. Senator Carper also serves as anhonorary co-chair of Third Way, a leading centrist organization working topromote common-sense approaches to issues such as national security,economic growth and personal responsibility. Senator Carper has beenthe driving force behind reforms made to help tackle problems in all sortsof fields, including pollution efforts and energy conservation, healthcare,education, taxes, and economic growth.

He and his wife Martha reside in Wilmington. They have two sons, Chrisand Ben. He commutes by train to Washington, D.C. on a daily basis.

Former Regional and International President of AAMVA, Mr. Emory P. Austin,passed away Saturday, January 19, 2013. Born in Greenwood, SC, he was ason of the late Emory P. and Thelma Jones Austin. He graduated fromGreenwood High School in 1948 and attended Furman University inGreenville on a football scholarship. He was selected as a member of the1948 Shrine Bowl team. His education was interrupted in 1950 by the out-

break of the Korean War, during which he served three years in the US Air Force, of which twoyears were served in Japan. Upon his return to the US, he completed his education at theUniversity of South Carolina and remained a dedicated Gamecock fan.

Mr. Austin began his career with South Carolina Highway Department in 1954 as an hourlyemployee in the Motor Vehicle Division. He became Motor Vehicle Division Director in 1968 andalso served as principle liaison with the SC General Assembly. He was regional and internationalpresident of the American Association of Motor Vehicle Administrators (AAMVA). He was also amember of the American Association of State Highway and Transportation Officials and theNational Committee on Uniform Traffic Laws and Ordinances and was a charter member of theDepartment’s highway safety committee. He retired on June 30, 1986 after 34 years of publicservice and received the “Order of the Palmetto”, the state’s highest honor. The motor vehicledivision building on Shop Road was dedicated in honor of his service to the state. He continuedto enjoy athletics in his retirement and was an avid golfer.

He married Martha Anne Wiggins and had three sons, David “Matt”, Mike, and Mitch Austin,and five grandchildren. His wife Martha and son Matt predeceased him, but his two other sons,Mike and Mitch, live in the US (Mike in Columbia, SC and Mitch in Lexington).

Inhis role as Deputy Secretary, Edmonson oversees the LouisianaHighway Safety Commission, the Office of Management andFinance, the Office of Motor Vehicles, the Office of State FireMarshal, the Louisiana Oil Spill Coordinator’s Office, and the

Liquefied Petroleum Gas Commission. In the fall of 2012 upon the reelection of Governor Jindal,Edmonson was reappointed to the Governor’s Cabinet. Edmonson is a career state police officerhaving joined the organization in 1981. He earned his Bachelor of Criminal Justice in 1980 fromLouisiana State University. He also attended graduate school there and is a graduate of theprestigious FBI National Academy in Quantico, Virginia, and the FBI National Executive Institute. InSeptember of 2012, Edmonson assumed the General Chair position of the InternationalAssociation of Chiefs of Police – State and Provincial Police Section which represents the U.S.State Police agencies, RCMP, Canadian Provincial Police and Puerto Rico National Police.

Mr. Robert Redmond, Senior Transportation Specialist, Federal Motor Carrier Safety Administration

Mr. Robert Redmond is the Federal Motor Carrier SafetyAdministration’s (FMCSA’s) national technical expert on theCommercial Driver’s License (CDL) program. He started his careerwith the U.S. Department of Transportation in 1971 in the FederalHighway Administration’s Office of Highway Planning. Before joiningthe former Office of Motor Carrier Safety in 1989, Mr. Redmondworked in the Federal Highway Administration’s Office of Planningfor over 15 years on national highway programs including theNational Ridesharing Program with over 200 grant projects. He has

worked on the development and implementation of the CDL program since its inception in 1986,first on detail to the Office of Motor Carrier Safety and then as a team leader in what is now theFederal Motor Carrier Safety Administration. His current responsibilities in the CDL programinclude rulemaking, interpretations, knowledge and skills testing, technical assistance, Statecompliance and fraud investigations.

2013 IDEC Outstanding Examiner of the Year Award

Deborah Kay Gilley

Each year, The International Driver Examiner Certification (IDEC)Board announces one examiner that has gone above and beyond onhis or her duties as a driver’s license examiner. This year, TheAmerican Association of Motor Vehicle Administrators (AAMVA)presented the IDEC Outstanding Examiner of the Year award toKentucky Certified Driver Testing Administrator, Deborah Kay Gilley.Gilley has been employed by the state government for 35 years andhas worked for the Kentucky State Police for four years. She startedher career with the Kentucky State Police 10-77 as a dispatcher atPost 13. In 1980, she went to Post Clerk and Post 13 andtransferred into Driver Testing Branch 1-89. While she originally

retired from Driver Testing in 2008, she shortly returned in 2010 to continue her work and iscurrently serving the citizens of the Commonwealth as a Certified Driver Testing Administrator.

Having already received the Kentucky State Police Civilian Employee Award in 2006, heroutstanding efforts in the Kentucky Law Enforcement Community earned her the same award in2013. Later, she was selected as a 2013 IDEC Examiner of the Year award winner, and will nowbe receiving the 2013 IDEC Outstanding Examiner of the Year award.

Deborah Gilley has truly achieved excellence in adhering to the principles and recommendedpractices of driver examining. It is this and her high level of conduct in the field that makes herwell deserving of this award. Deborah Key Gilley is the daughter of Jewell & Harrison Stidham Jr.,now both deceased. She attended Hazard High School in Hazard, KY and graduated in 1976. Shelater went on to Hazard Community College, also in Perry County, and currently resides inPrestonsburg, Kentucky in Floyd County.

Société de l’assurance automobile du Québec – 2013 Impaired Driving Campaign – If You Drink,Don’t Drive, a TV commercial raising public awareness about the factors that can affect a person’sability to drive—like alcohol, drugs and medication—and the consequences of those behaviors.

Division III – Special Events

Société de l’assurance automobile du Québec – Victimes du silence (Victims of Silence), acampaign encouraging passengers to speak up about dangerous driving. The campaign’s videomessages were featured on 3D screens hidden behind a portable set-up—a one-way mirror and asink—placed in rest rooms in colleges.

Division IV – Video

Ontario Ministry of Transportation – Online Winter Driving Videos, promoting safe andresponsible winter driving practices and raising awareness of winter maintenance procedures inOntario.

Division V – Writing/Media Relations

California Department of Motor Vehicles – DMV Investigators Bust Unlicensed Car Dealer on TodayShow, showcasing the DMV’s efforts in combating odometer fraud and explaining howconsumers can protect themselves.

Division VI – Graphic Design

Michigan Department of State Office of Communications – Motorcycle Safety Awareness: Be Seen,encouraging motorcyclists to be seen by other motorists by using high-visibility gear.

Division VII – Websites/Technology

Virginia DMV – Virginia DMV Mobile Apps, which helped the DMV secure a foothold in theemerging mobile web universe that allows the DMV to meet customer demand for service andcontent on mobile devices.
