Marc Chevalier, Veterans Administration

Douglas J. Cross, Douglas J Cross Consulting Doug Cross is an independent consultant specializing in transit accessibility and paratransit. He was a principal author of the Easter Seals Project ACTION report, ―Status Re-

port on the Use of Wheelchairs and Other Mobility Devices on Public and Private Transportation‖.

Mr. Cross was previously the accessible services manager for AC Transit in Oakland and the Sacramento Regional Transit District, where he conducted demonstrations of new

wheelchair securement equipment, and helped AC Transit implement a model ―Wheelchair Securement Marking and Tether Strap Program", as well as the first US application

of rear-facing wheelchair stations in Bus Rapid Transit vehicles. He is currently assisting Los Angeles Metro implement a marking and tether strap program.

Doug has chaired the Wheelchair User Issues Subcommittee of the APTA Access Committee and is a member of the ANSI/RESNA Committee on Wheelchairs and Transpor-

tation, and of the advisory board of the Rehabilitation Engineering Research Center on Wheelchair Transportation Safety.

Chiam Eyal Chaim Eyal, from Eyal and Associates has been teaching, training, coaching, consulting and facilitating professionally since 1979. With a Ph.D. in

Communication and Social Psychology from Syracuse University in New York, Chaim taught for 25 years at The Hebrew University of Jerusalem, and

at San Francisco State University. He was an instructor for the State Training Center from 1989 to 2004, and has been training through CPS since 2004.

Much of his work involves workplace relationships and communication, management and supervision, organizational behavior and organizational devel-

opment. Since 1980, Chaim has also been involved in numerous projects and activities in the private sector around the country and internationally in 22

countries.

Roy Glauthier, Transportation Planning & Policy Roy has over 30 years experience in providing planning and policy assistance to government and transit agencies in the management and operation of community-level transit services and specialized services for individuals with disabilities with particular expertise in ADA compliance, paratransit service delivery, and emergency prepared-ness. Recent projects have included assessment of paratransit services in Greensboro, North Carolina; emergency plan development for Access Services in Los Angeles and the Pomona Valley Transportation Authority (CA); staff assistance to Beach Cities Transit in Redondo Beach (CA) in rebid of their transit management contract; and develop-ment of transit service improvements for the City of Rosemead (CA).

Bonnie Graves, Federal Transit Administration

Robert Jerome Robert S. Jerome, PhD is a teacher, trainer, writer and a Consulting Organizational Psychologist with a wide list of clients – from large financial institutions

to governmental agencies; from police departments to religious/ socially active organizations. All of whom have one or two things in common – necessity

for stable business growth and a positive, motivated workforce.

In addition to consulting, Dr. Jerome is an instructor at CPS– the State Training Organization, University of California, guest University lecturer and a pub-

lished author. Perhaps his proudest professional moment was writing dialog for the San Francisco Comedy – Last Comic Standing.

Charles Kalb Charlie has bachelors and masters degrees in chemical engineering and a masters degree in business administration. He is a registered professional engineer

in California. He served as an officer in the United States Army for 21 years with assignments in contracts management, materials, maintenance, transporta-

tion, manufacturing, and research and development. Following retirement, Charlie worked for the San Francisco Municipal Railway for seven years where

he held the positions of materials superintendent, general superintendent of cable car system maintenance, and general superintendent of diesel bus mainte-

nance. Charlie also served as Procurement and Materials Director at AC Transit for nearly twelve years where he personally procured all of the buses.

At present, Charlie is Principal of PMM Transit Group, a consulting firm specializing in public transit procurement consulting and training. Charlie is also

an adjunct instructor for the National Transit Institute’s Bus Procurement Workshop and Transit Procurement courses.

Charlie has been active in APTA for the past twelve years. He has served as chair of APTA’s procurement subcommittee and as co-chair of the procurement

standards subcommittee. He has been a member of the procurement standards terms and conditions working group since its inception over six years ago and is one of the draft-

ers of the new Standard Bus Procurement Guidelines. Charlie has taught upper and lower division college courses and has a teaching credential from the California Community

Colleges.

David Koffman, Nelson Nygaard

Pat Piras, Pat Piras Consulting Pat Piras has worked as a professional in the field of public transportation since 1973. She started as a dispatcher with UMTA’s original Haddonfield Dial-A-Ride Demonstra-

tion project and has worked as a Consultant, an Operations Manager, and as a Senior Analyst with a Regional Transportation Planning Agency, as well as serving as an elected

Transit Board member. Thus, her practical transit operations background includes perspectives both from line management and public funding agencies, as well as directing a

university research program in surface transportation. She is a nationally recognized expert in the areas of elderly and disabled transportation including the ADA, rural public

transportation, and public involvement. With her legal training, she has been particularly helpful to clients in identifying areas where they can improve compliance with state

laws & regulations, or to successfully seek legislative changes that benefit local communities.

Susan Shaheen, Mineta Transportation Institute Susan Shaheen is a co-director of the Institute of Transportation Studies’ Transportation Sustainability Research Center (TSRC) at the University of

California (UC), Berkeley. She is also a lecturer at UC Berkeley. She was honored as the first Honda Distinguished Scholar in Transportation at the

Institute of Transportation Studies at UC Davis from 2000 to 2012. She served as the Policy and Behavioral Research Program Leader at California

Partners for Advanced Transit and Highways from 2003 to 2007, and as a special assistant to the Director’s Office of the California Department of

Transportation from 2001 to 2004.

She has a Ph.D. in ecology, focusing on the energy and environmental aspects of transportation, from UC Davis and an M.S. in public policy analysis

from the University of Rochester. After completing her master’s degree, she worked as a consultant to the U.S. Department of Energy and the

Environmental Protection Agency in Washington, D.C. From 2000 to 2001, she was a post-doctoral researcher at UC Berkeley.

She has authored 43 journal articles, over 100 reports and proceedings articles, two book chapters, and co-edited one book. She has also served as a

guest editor for Energies and the International Journal of Sustainable Transportation (IJST). Her research projects on carsharing, smart parking, and

older mobility have received national awards. In May 2010 and May 2007, she received an ―Excellence in Management‖ award from UC Berkeley. She has served on the ITS

World Congress program committee since 2002 and was the chair of the Emerging and Innovative Public Transport and Technologies Committee of the Transportation

Research Board (TRB) from 2004 to 2011. In addition, she is on the editorial board of IJST (2011 to present), a member of the National Academies’ Transit Research Analysis

Committee (2011 to present), and chair of ITS America’s Livable Communities Committee (2011 to present).

Gloria Salazar, San Joaquin Regional Transit Authority & University of the Pacific Gloria is the Assistant General Manager/CFO of Administration and Finance of San Joaquibn Transit Authority

Ms. Salazar joined RTD in 2002 as Assistant General Manager of Administration and Finance/Chief Financial Officer. Prior to joining RTD, she served as a Finance Admin-

istrator at Sacramento Regional Transit (RT), where she gained over ten years of progressively responsible experience in public transit. Her experience includes audit,

general accounting, grants and project management. Ms. Salazar has a Bachelor’s Degree in Accounting, Master’s Degree in Business Administration and a

Certificate in Transit/Paratransit Management. Shepassed the Uniform CPA Board in 1993 she is an active Certified Tax Preparer with the California Tax

Education Council. Ms. Salazar’s responsibilities at RTD include, among others, oversight of Finance, Grants, Procurement, Human Resources, Safety and

Risk, Information Technology, and Marketing/Communications.

Richard Weiner, Nelson Nygaard Richard Weiner is a Principal with Nelson\Nygaard, and has more than 28 years of experience in the transportation field, primarily in the area of

ADA paratransit planning, senior mobility studies, and community based transportation. In this presentation he will be focusing on practical consid-

erations in the implementation of paratransit eligibility processes, with which he has been involved since he oversaw the eligibility function as Dep-

uty Director of New York City’s paratransit program at the time of the passage of the ADA.

Since coming to California and joining the private sector in 1992, Richard has helped a number of systems set up and evaluate the effectiveness of their paratransit eligibility

programs. In 1997 he documented the paratransit eligibility experiences of systems nationwide in a TRB Synthesis study, and for the past five years he has been on the NTI

team providing trainings in this area. Richard is currently working with the MBTA in Boston as they shift to in-person assessments. Boston is the last large city in the coun-

try to rely solely on paper-based applications, and is benefitting from lessons learned elsewhere in the U.S.

Margaret Merhoff Margaret has been in transportation and in contracting for over 30 years and was a Contracts Administration Manager for the Los An-

geles County Metropolitan Transportation Authority in Los Angeles CA for 24 years. For the last 14 years of her career at Metro, she

was responsible for the procurement of Metro’s buses and procured over 2,300 forty-, forty-five and sixty-foot CNG transit buses. In

additional to handling bus procurements, Margaret did a wide variety of different types of procurements while she was at Metro. She

handled procurements for everything from drug testing services to general planning to financial consulting, third party claims admini-

stration, and construction. In 2010, she retired for Metro but ―not from the transit industry,‖

For the past seven years, Margaret has been a member of the APTA Standards Terms and Conditions Working Group working on the

development of new standard procurement documents for the industry. She is also an active member of the APTA Procurement and

Material Management Committee. Following her retirement, she has worked to develop and jointly lead the Bus Procurement Workshop being put on by Rut-

gers University’s National Transit Institute. She is also now also co-teaching the NTI’s Orientation to Transit Procurement as well as the other procurement

courses. Margaret is also an independent consultant and has provided consulting work for CalACT and MBTA, a CalACT member as well as for the Metro-

politan Atlanta Regional Transit Authority.

Margaret is an APTA Business Member and is also a member of the APTA Business Members Procurement Committee. She holds a bachelor’s degree in his-

tory from King College in Bristol Tennessee and a Master in Urban Planning from the University of Tennessee, Knoxville as well as life-time designation of

Certified Purchasing Manager for the Institute for Supply Management.

Robbie Sarles, RLS & Associates Ms. Robbie Sarles is the President of RLS & Associates, Inc., a transit consulting firm specializing in the provision of technical assis-

tance to small urban, medium-sized urban and rural transit systems. Ms. Sarles has over 18 years of experience with FTA drug and alco-

hol testing program compliance.

Ms. Sarles was the primary author of the Implementation Guidelines for the revised Federal Transit Administration (FTA) drug and al-

cohol regulations and the Prescription and Over-the-counter Medication Toolkit. Ms. Sarles is also responsible for the development of

the FTA Drug and Alcohol Regulation Updates that are published quarterly. She has reviewed and provided input to various other FTA

publications on the drug and alcohol testing programs.

Ms. Sarles also developed policy compliance materials and provided policy reviews for over 580 transit systems throughout the country.

She has provided extensive drug and alcohol training and technical support to several state departments of transportation.
