Each year PASEO hosts Pennsylvania’s premier Conference and Trade Show for sewage enforcement officers. Last year’s attendance exceeded 200 attendees who participated in numerous educational sessions as well as networked with onsite wastewater manufacturers and service providers.

PASEO invites you to take part in another successful Conference and Trade Show. This year’s Conference & Trade Show will be held at a NEW larger location. Join us on March 9-11, 2014, at the Holiday Inn Harrisburg East, 4751 Lindle Road, Harrisburg, PA.

We have expanded the number of break-out sessions at the Annual Conference giving you even more choices on the type of educational workshops you want to attend. We have applied to DEP for 4 SEO continuing education credits for the Annual Conference.

In addition to our Annual Conference & Trade Show, PASEO is lauching a NEW Western Conference on March 16-17, 2014. This Western Conference will provide SEOs from the western part of the state an opportunity to network with peers closer to home. It will be held at the DoubleTree by Hilton Hotel, 101 Mall Blvd, Monroeville, PA 15146.

While the Western Conference will not be as large as our primary Annual Confence, attendees will still get to choose from a number of break-out sessions & network with exhibitors. We have applied to DEP for 2 SEO continuing education credits for the Western Conference.

On the Sunday before each conference, attendees have the option to sign-up for a full-day training course worth 6 SEO continuing education credits. You must be registered for the conference in order to take a training course. Additional fees apply. Space is limited to 40 participants per course.

Troubleshooting Onlot Systems: Training Course #214-0087Approved 6 SEO creditsAnnual Conference & Western ConferenceThis course will educate both regulatory and consulting SEOs by walking students through the process of investigating potential malfunctioning individual onlot septic systems up to the point of identifying the underlying cause(s). There will be a brief discussion on how to resolve common types of malfunctions in general terms, but will not focus on resolving malfunctions in any detail. Unresolved malfunctioning onlot systems can create a public health hazard, may contaminate the waters of the Commonwealth, and are a violation fo Act 537. This course will help provide SEOs with the tools necessary to identify and investigate potential malfunctions. At the end of this training, the participants will: have greater confidence in their overall approach to investigating possible malfunctions; be able to identify common causes of malfunctions; obtain skills for interviewing home owners about their septic system; and, understand how to conduct technical investigations of various systems components to include the building sewer, treatment tanks, distribution systems, and absorption areas.

Enforcement I: Training Course #207-0087Applied to DEP for 6 SEO creditsAnnual ConferenceThis course will define the term “enforcement” as it is used in the the Sewage Facilities Act and the regulations. It will review a range of available enforcement actions and the most appropriate times or circumstances to use them.

Attendees will learn the appropriate role of the SEO and others involved in enforcement actions as well as receive helpful tips, tools, and resources to assist SEOs in the enforcement process. This course will use real-life examples of how enforcement actions can be applied to actual SEO situations.

This course was not designed to debate the legal issues or ethics of sewage enforcement. It is simply a hands-on, nuts-and-bolts course designed to familiarize SEOs with the procedures and paperwork required to uphold the enforcement aspects of their jobs.

Optional Sunday Training Courses

When registering for the Annual Conference or the Western Conference, you have the opportunity to add-on an additional day of training on the Sunday immediately prior to the start of conference activitites. You must be registered for the conference to be eligible to sign-up for an associated training course. Space is limited to 40 students per course, so please verify that the course you want to take is still open by visiting www.PA-SEO.org. Event registration opens at 8:00am and the training will run from 8:30am until 4:30pm (unless otherwise noted). Lunch will be on your own.

Morphological Soil Investigation: A Guide for SEOsMany of the Alternate System Technologies require a morphological evaluation to be conducted by an approved soil scientist. It is important that the SEOs and soil scientists communicate effectively when undertaking these assessments on individual sites. This half day course provides technical soil information to help facilitiate effective communication between the SEO and soil scientist. The importance of morphological evaluations for siting onlot systems will be summarized, from basic soil characteristics through anthropogenic influences, and problem sites. The various components and reporting standards of a morphological investigation, including quality control, will be defined. This additional knowledge of soils will better equip the SEO in the review and permitting of various onlot sewage disposal systems, both conventional and alternate technologies.

Pressure Distribution: Understanding Demand Dosing, Time Dosing, and Flow EqualizationThis half day course will educate SEOs with the overall concept of dosing in pressure distribution systems and how dosing can promote long term functioning of the absorption areas. The course describes differences with demand dosing, time-dosing, and flow equalization, and presents the advantages and disadvantages of each. The course will review the overall dosing requirements for Ch. 73 pressure dosed systems and the alternate system listing for the use of flow equalization in PA. Typical design scenarios will be reviewed for demand and time dosing as well as for flow equalization situations, so that the SEO can acquire experience in reviewing and determining compliance with PA standards. Attendees will learn how various control panels are designed to facilitate dosing schemes and also to provide useful information for ongoing system operations. The use of standard spreadsheets will also be introduced to help facilitate SEO design reviews.

Flagger Training: Register directly with PSMA at www.PSMA.net 3 PSMA SR1 credits (no SEO credits)Annual ConferenceDo your drivers and site employee park on or near roadways when conducting business? PSMA Flagger Training will help keep them in compliance with PennDOT regulations. PA Vehicle Code requires any person performing any work on or near the roadway which may create hazards shall erect traffic-control devices in accordance with the rules and regulations of the department for the maintenance and protection of traffic. PennDOT’s mandatory flagger training provision has been in effect since January 2003. As of April 2010, all flaggers must be trained. Contractors must provide flaggers that have successfully completed a flagger training course within the last three years that complies with department guidelines. This applies to all roads open to the public.

Course trainees that successfully complete this session, which was jointly developed with PennDOT, will receive a wallet-sized training verification card. One hundred percent compliance is guaranteed with the successful completion of this course.

You must register directly with PSMA (www.PSMA.net) in order to take the Flagger Training. Registration for this course opens at 12:30pm and training runs from 1:00pm until 4:30pm.

ANNUAL CONFERENCE & TRADE SHOW Monday, March 10, 2014 Opening Session: Working Together to Solve the Wastewater Puzzle Representatives from PASEO, PSMA, POWRA, PAPSS & PCPG This year’s conference theme is “Working Together to Solve the Wastewater Puzzle.” The opening session will consist of a panel of various representatives from Pennsylvania’s various associations that deal with onsite wastewater issues in one way another. Each representative will discuss how their organization “fits into the puzzle” by outlining their respective activities & priorities. Attendees will gain a greater appreciation of the different professional aspects related to onsite wastewater management. Soil Morphology Joe Valentine, Consulting Soil Scientist This presentation shall focus on the soil morphology characteristics of color, texture, structure, consistency, and redox features. The session shall focus on the proper description of these soil characteristics and the genesis of the features with particular attention to how redox features form. All SEO’s should learn to describe the soil profile accurately as it is simply a language. Once we learn to consistently describe the soils we then can have meaningful discussions on the interpretations of the described features. This session should be beneficial to all SEO’s. Micromound Design & Review Meghan Andress, PreDoC SEOs will gain the necessary knowledge to accurately review a Drip Irrigation Micromound on-lot septic system. The SEO will be brought through a step by step calculation process in order to fully understand how a Micromound comes from numbers on a sheet of paper, to a properly installed on-lot septic system. This course will offer the SEO physical handouts and tools that he/she can use for future permit review. PSMA Inspection Standards Ray Erb, Thomas H. Erb & Sons Inc. Pennsylvania Septage Management Association (PSMA) instructor Ray Erb will provide an overview of the history of the PSMA inspection program. An explanation for the development of the PSMA inspection standards and the PSMA Hydraulic Load Test will be presented. The current procedures will be discussed with an introduction to some of the problems with the test and potential solutions. Right to Know Law for SEOs Alexandra Chiaruttini, Stock and Leader What is required of an SEO with respect to the documents you create and do they become "public records?" This session will review the fundamentals of the Right to Know Law as it pertains to on-lot decisions, enforcement and SEO work generally. SEOs will learn what documents they need to retain and in what form, what they may keep as 'confidential,' and when SEO records/documents should be provided to the local government entity. Soils Classification/Profile Descriptions Brian Oram, B. F. Environmental Consultants This presentation will provide my perspective on how to conduct an evaluation a soil profile and ultimately how characterize a site. The process includes compiling available background information for

the region and site, understanding the nature of the proposed use or activity, reviewing published information, using a landform perspective, using soil morphological analysis, and understanding the hydrological setting for the site. The process does not start or end at determining the depth to the limiting zone. During this short talk we will discuss soil surveys, online tools, soil horizonation, soil forming factors, terminology, and preparing informative soil descriptions. Micromound Construction Review Meghan Andress, PreDoC SEOs will gain the knowledge to properly inspect a Drip Irrigation Micromound on-lot septic system. The SEO will leave this course with a full understanding of the construction process as well as the inspection process of a Micromound on-lot septic system. SEO’s will be provided with installation checklists and outlines which will assist them in future site inspections. O&M: Who? What? When? Why? Where? How? Laurel Mueller, Soil Services Company & Randy Rosbach, Soil Services Company Maintenance of on-lot sewage disposal systems continues to be the often overlooked “missing link” for long-term successful operation. Laurel and Randy will cover: who holds the responsibility to maintain systems, what maintenance is appropriate for each component in the treatment train within each system type, recommended O&M frequency, the rationale for making O&M the property owner’s priority, and how SEO’s can become municipal ambassadors for an O&M program. Ethical Standards for SEOs Chris Ryder, Stock and Leader This session will include attorney Ryder speaking about ethics as they are related to an SEO's business & professional practices as well as their relation to Act 537. PASEO’s Ethics Statement will also be discussed. Learn what types of activities may pose ethical and legal complications for a sewage enforcement officer and how best to respond. Soil as a Treatment Media Joe Valentine, Consulting Soil Scientist This presentation shall focus on the three dimensional soil pedon as a treatment media for on-lot waste water dispersal. As waste water passes through the soil, various aspects of soil play a part in the renovation of the waste water. Those aspects are the disciplines of: soil physics as it relates to saturated and unsaturated water flow and bulk density, soil biology, soil morphology and soil chemistry. This session will attempt to link these soil disciplines so that the attendees will we have a better understanding of waste water treatment by soil as a Living Filter. This session should be beneficial to all SEOs. Comparing the Environmental Impact of Gravelless vs. Stone Dispersal Systems Kyle Landis, Infiltrator Systems An examination of the differences between shallow gravelless and conventional pipe & stone dispersal systems will be presented to participants. In particular, the carbon footprint and environmental impact of each type of system will be compared and discussed. OLDS Financing Brion Johnson, PENNVEST & Roberta Schwalm, PHFA PENNVEST & the Pennsylvania Housing Finance Agency currently administer a low-interest loan program to assist homeowners with the repair and replacement of their individual on-lot sewage disposal systems. This program is currently under review with the aim of expanding exposure and encouraging more applicants to take advantage of this low-cost financing program. The goal is to make the program more appealing and easier to access and use. This session will consist of a presentation describing the existing program, followed by a facilitated discussion of the changes that have been proposed, and the solicitation of comments and ideas for additional improvements. Other existing financing programs will also be explored. PENNVEST and the PHFA are interested in hearing about "on the ground" experiences and are interested in gathering ideas from SEO's as to how to best promote and enhance this funding program. Tuesday, March 11, 2014 Drip Calculation Tools Jim Prochaska, JNM Technologies The attendee will gain experience utilizing the designer tools developed by JNM Technologies for the design of subsurface and mounded drip irrigation systems. Those acquainted with other drip irrigation design aids will benefit by exposure to the flexibility inherent to these tools. Keys to Successful System Installation Sue Ahern, Evans Mill Environmental & Jeff Rachlin, OnSite Management Proper installation of onlot sewage systems is critical for the long-term functioning of the systems. Installers and SEOs alike must have the knowledge, skills, and ability to assure systems are constructed properly while maintaining site and soil conditions for effective dispersal and treatment. This presentation will highlight some of the best management techniques that are key to sound installations and long-term system performance. The session will also introduce the joint efforts of PASEO and PSMA in promoting best management practices for system installation. Tank Comparison & Selection Cynthia Lee, The Wells Team & Rick Johnson, Chester County Health Department This session will include a discussion of the various attributes of the different types of tanks available. Attendees will receive a tool to help aid in the proper tank selection given its use & the site conditions present. In addition to design & installation differences, attendees will receive information on tank manufacturers. AdvanTex Systems Reed Johnson, Orenco Inc. This session will familiarize SEOs with the Orenco AdvanTex treatment system. Discussion will include the use of the AdvanTex as a treatment system for the specific purposes of reducing BOD5, TSS, and total nitrogen in the sewage effluent prior to discharge to an absorption area.

Fisher & Associates Attendees will be presented with various online tools and websites that are available to aid in the site evaluation and site development process. Live examples will be used during the course of the session. Closing Keynote: Onsite Wastewater Management in the Chesapeake Bay Watershed: An EPA Template for the Rest of the County? Glynn Rountree, National Association of Home Builders States in the Chesapeake Bay watershed are under an EPA TMDA reduction order and onsite wastewater systems in those states are affected. EPA has issued a guidance document for management of onsite wastewater systems within the watershed. The document is wide ranging in its scope and it has implications not only for watershed states, but for impaired watersheds around the country. PA DEP Question & Answer Panel Discussion Representatives from DEP A panel of experienced PADEP staff will answer questions about a variety of topics related to the onsite sewage program including site testing, various alternate technologies, planning modules and anti-degradation analysis, coordination with Chapter 102, SEO training, and much more WESTERN CONFERENCE & TRADE SHOW Monday, March 16, 2014 A Physical Demonstration of the Cation Exchange Capacity of Soil Ronald Andrasko, Andrasko & Associates Wastewater disposal systems are designed to remove much of the physical and biological contaminants in our sewage. However, normal domestic sewage effluent contains chemical contaminants that are difficult for conventional and alternate system components to remove. The soil has an interesting property that allows very efficient removal of many chemical constituents found in domestic wastewater. Andrasko’s discussion is intended to remove the mystery surrounding the cation exchange capacity of the soil and provide fun physical demonstrations of how this process works. Laurel and Randy will cover: who holds the responsibility to maintain systems, what maintenance is appropriate for each component in the treatment train within each system type, recommended O&M frequency, the rationale for making O&M the property owner’s priority, and how SEO’s can become municipal ambassadors for an O&M program.
