Invitation from Conference Chairman

On behalf of the NCTI, I am delighted to invite delegates to the 2008 National Community Titles Institutes’ national Conference, to be held in Darwin, Northern Territory from 7 – 9 August 2008. The decision to hold this conference in Darwin has been made in alignment with the NCTI’s commitment to progressive change as the sector undergoes further levels of maturity and as an industry leader.

Whilst all the successful ingredients from previous NCTI Conferences are preserved, the 2008 Conference will feature a completely new approach to experience for delegates who will be seated cabaret style at small tables to enable and encourage small cluster networking and discussion so a valuable workshop experience can be achieved and the social events will be relaxed and friendly allowing further interaction.

One of the reasons Darwin was selected is it is a very progressive place amongst harsh natural elements. Life in this region continues to develop with new projects and new ideas emerging all the time. The natural environment and magnificent picturesque outlooks from around the city of Darwin are not so familiar to many of us so, the Conference also provides an opportunity to showcase the city and truly enjoy some of the Territory’s delights.

The theme for the 2008 Conference will be “In Focus – 21st Century Lifestyle” and has been selected to focus on the diverse and unrelated areas that can directly impact on your business or your client base. The program features only 11 sessions of higher quality and incorporating all the issues that directly affect all states. The program has also been designed to be different to anything done by state associations with the intention of identifying and demonstrating how and why the National Community Titles Institute is different.

The conference will be held at the Holiday Inn, Esplanade Darwin, which is situated in the Darwin CBD overlooking the city’s magnificent harbour. A short walk away is a plethora of unusual shops, restaurants and Mitchell St. nightlife. The Esplanade Hotel, Darwin is an intimate venue with plenary sessions being held in the Ballroom adjacent to the exhibitors' area and the magnificent Darwin Entertainment Centre.

Matt Church

Matt Church is an expert on personal leadership. He has published articles and books covering a range of topics from health to motivation, lifestyle and communication. His latest book Highlife 24/7 explores the relationship between how we feel and the chemicals that exist in our bodies; this is Matt’s 5th book and already a national best seller.

Francesco Andreone Francesco Andreone is an expert lawyer in the fields of strata, body corporate and community title laws. Specialising in these fields since 1989, the work he has undertaken covers all aspects of this industry sector including advice to schemes on management procedures, internal and external disputes, scheme and management document restructuring, legislative interpretation, construction defect claims and litigation, development consultancy and implementation work. He has conducted many of the leading cases in strata and community title law.

Dr Peter Ellyard Dr Peter Ellyard is a futurist and strategist who lives in Melbourne. He is currently Chairman of the Preferred Futures institute and the Preferred Futures Group, which he founded in 1991 . He also chairs the Sustainable Prosperity Foundation and two start up environmental companies. Peter is Adjunct Professor of Intergenerational Strategies at the University of Queensland , and is a Fellow of the Australian College of Educators, the Environment Institute of Australia and New Zealand ,and the Australian Institute of Management. Peter is a former Executive Director for the Australian Commission for the Future. He held CEO positions in a number of public sector organizations over 15 years including two associated with Environment and Planning, and one with Industry and Technology Peter Ellyard has been a Senior Adviser to the United Nations system for more than 30 years and the OECD for over 20 years.

Dr Deo Prasad Professor Deo Prasad, is Director of the Sustainable Development Program at the University of New South Wales. He has worked on milestone projects including Australia’s first solar village, Sydney Olympics, advanced tools for building performance assessments emerging green building technologies and numerous other projects. He has published in excess of 170 key papers in this field including books such as 'Designing with Solar Power' (EarthScan - commissioned by IEA), Energy efficient Australian Housing (AGPS) and Global Warming and the Built Environment (FPSpon). He directed the UNSW Centre for Sustainable Built Environments for 12 years. Deo sits on many Boards and Committees internationally in this field (Canadian Net Zero Energy Buildings Network, Korean Eco-Peace Leadership Foundation, Tongji Institute of Environment for Sustainable Development, Shanghai, Special Committee on Urbanisation at UNEP, Bangkok, International Solar Energy Society (Freiburg - Director Asia Pacific), Standards Australia committee on Energy Efficient Buildings and many more). He has won Australian National Research Innovation Award (Federal Govt) and the NSW Government 2004 Green Globe Award as well as the 2006 Royal Australian Institute of Architects National Award for contribution to research and design of sustainable buildings. He also chairs the Global civil Society Forum (Asia Pacific). Trevor Pascall Trevor is a partner in KPMG’s Tax practice based in Brisbane, and has over 30 years taxation experience. As a Tax Partner, Trevor has a broad range of clients across a number of industry groups, including a number in the property industry and in the not-for-profit sector. He provides advice across the wide spectrum of tax issues, including specialist taxation advice on structuring business, investment and financing transactions, with a principal focus on income tax and fringe benefits tax matters. Trevor has presented at numerous professional tax and accounting seminars, due diligence committees and audit committees on various tax topics. He is also actively involved with internal training within KPMG.

Kate Costello Kate Costello is a lawyer and was previously an academic at the University of South Australia and in management with a commercial law firm before establishing a management consultancy. Kate has 20 year’s experience in corporate governance and strategy through her consulting work with the boards of client organisations, her directorships and her previous involvement as a facilitator in the Company Directors’ Course offered by the Australian Institute of Company Directors. She was involved in inaugural governance programs in Thailand and China. In governance consulting, Kate works with boards and executive management on strategy, restructures, skilling programs, and board evaluations. Kate is an executive director of Governance Matters, a company which develops governance programs for institutes of directors in Australia and South East Asia, undertakes board evaluations and benchmarking and develops governance – related products: board policies and “How To” governance publications. Kate’s board experience includes directorships and chairmanship of a number of organisations. Kate is a member of the Independent Selection Committee, University of Adelaide. She was a committee member for the independent review of the governance of soccer in Australia and is a steering committee member of the OECD’s “Creating the Future” project.

Gary Bugden Gary Bugden’s name has been associated with strata titles since 1973. In the past 30 years he has actively participated in all sectors of the industry – as a strata manager, specialist lawyer, academic, development consultant, government consultant, author, commentator and law reformer. The breath and depth of this experience has resulted in him being described as Australia’s leading authority on strata titles. Following extensive overseas travel and research in the early 1980’s, he pioneered air space development in Australia and was the driving force behind the introduction of community titles to this country. He was the external consultant to the Queensland Government on the 1997 community titles legislation and has consulted to various Australian and overseas Governments on strata titles and land law reforms. In 1996 he was appointed by the Dubai Government in the United Arab Emirates to develop a strata titles system for the unprecedented development, both in terms of scale and complexity, which is occurring in that Emirate. The Dubai Strata Law commenced on 1 April 2008. Late last year he was also appointed by the Abu Dhabi Government to develop a comprehensive real estate regulatory system, including new strata title laws, for that Emirate, which is expected to be the “next Dubai”. Gary joins the Conference from the UAE where he is currently resident.

Tim Sheehan

Tim Sheehan has worked with Stewart Silver King and Burns since May 2000, with the last 5 years as the managing director.

Prior to joining Stewart Silver King and Burns, Tim spent 5 years as a solicitor practicing in the areas of strata development, management rights and body corporate law. During this time he was a regular contributor to the community living industry journals. Tim has also spent 18 months working in management rights.

With Stewart Silver King and Burns Tim has travelled overseas studying the various applications of governance in land development. Tim has consulted on all of Stewart Silver King and Burns’s premier land development communities.

Established in 1995, Stewart Silver King and Burns is a “boutique” personalised community management and property services company servicing bodies corporate in large high-rise buildings, medium density townhouse properties, industrial subdivisions, mixed use projects, integrated resorts, residential communities, and townships. Mark Stephens is a Development Manager for Stockland which is one of the top 50 ASX listed companies and one of Australia’s largest, most diversified property groups. Mark’s primary focus is the Caloundra Downs development on the Sunshine Coast. This future city is one of Australia’s largest projects catering for a forecast population of 100,000 people. Prior to joining Stockland, Mark developed the Pacific Harbor Golf and Country Club development for QM Properties. This project has won numerous awards for its sustainability initiatives which are managed via the development’s community title structure. Mark has a passion for sustainable development and believes this is best achieved through community title.

All other expenses will be on guest’s own account. The hotel will issue a tax invoice upon departure.
