AGENDA: POWER DISTRIBUTION TRACK Panel 1: Challenges & best practices in stabilizing Operations & driving projected Loss reductions in early years
The panel shared the best execution practices learnt by leading private operators and also deliberated on building the right KPIs to monitor overall business performance, to avoid any surprise deviations from planned loss reduction trajectory and build revenue assurance. This expert panel laid the road-map for expediting loss reduction and hence improving viability of Franchisee and variant PPP models.

Panel 2: Multi-sourcing: Innovating Outsourcing for co-creating with internal and external Providers
The panel discussed innovations in sourcing and vendor contracting and how it can be linked to organizational performance, and possibly to vendor financing. The idea of multi-sourcing is that of provisioning & blending of business and IT services from an optimal set of internal and external providers in pursuit of business goals.

Panel 3: Evaluating Franchisee Model & its emerging variants for improved govt. acceptance & Performance Contracting
The panel discussed changes that are still needed for improved Loss reduction, performance contracting, and standardization that could be adopted for improved structural stability. The idea was to identify a good model for acceptance by the Government and which would allow the long term sustenance of Discoms.

Panel 4: Customer Services as a Marketing Function-‘Transforming form seller’s to buyer’s market’
Utilities need to start influencing their customer behaviours towards power consumption & payments, and gain their confidence to bring upgrades in network, metering, power sourcing and other functional areas. This will need improved understanding of customers, their likes and dislikes, ability to do the right marketing of ideas, their co-operation and innovation of service delivery. This and more was discussed by the panel to catalyse the market transformation from a sellers’ to a buyers’ market.

Panel 5: Increasing investments in ‘Utility’s operational efficiency and service improvement’ initiatives
The expert panel brainstormed on various ideas and proposed a road map for institutionalizing city level private utility financing. The panel agreed that it is important to have a clear road map of how we transgress from Subsidy/VGF to more Market driven financial reforms of our utilities.

Panel 2: Building operational stability and scaling-up water utility beyond pilot
This panel ideated on elements responsible for successful Water utility operations through various models of service delivery, like big city wide 24x7 Water PPP model or state initiatives like MSNA or across small ULBs. With already few years into different variants of PPPs in Water Utility, this panel also discussed what further changes are still needed for improved win-win performance contracting, and what standardization could be targeted for improved structural stability for the existing models of operations.

Panel 3: Managing Perception-Performance-Payment: Customer centric move to replicate Bottled water success story in Piped water
Customer's Perception, if not handled well has (or could) lead to failures or delayed gestation of reforms. On the other hand, however, if managed well, it could allow innovative and cost-effective ways for faster NRW reduction and their overall co-operation. The Panel discussed innovations that could be made in delivering piped water supply services in order to result in the success tasted by bottled water industry in India.

Panel 4: Business and Technology Innovations for scaling-up Waste Water Management in Tier-2 and 3 Cities
Being composed of Thought Leaders from Jal Board (or ULBs), Technology Manufacturers and Project Developers to elaborate on their experiences, the Panel brainstormed on ways to build consensus on shaping an effective and integrated PPP model in Municipal Waste Water Management. The Panel also explored the possibility of potential convergence with between Waste Water and Drinking Water Utilities as a tool to add economy of scale and scope for the various stakeholders involved in utility operations.

Panel 5: Leveraging long term private Debt Finance for Water & Waste Water utilities through development of Municipal Capacities
One of the criticisms of the JNNURM has been that despite the large quantum of funds it is directing into urban infrastructure, very little, if any, of it has been used to leverage commercial capital. This panel discussed new innovations happening in Infra project financing at City Level and new instruments that could be looked upon to access long term private debt finance.

IUKAN 2013
India Utility Knowledge and Networking Forum (I-U-KAN) is a multi-stakeholder and all-Utilities platform vying to reconstruct sustainability in Indian Utilities. IUKAN Conference 2013 at Le Meridien, New Delhi on Feb 12, 2013 was the first ever cross utilities conference bringing together all stakeholders of the emerging new PPP models in power and water distribution in one place to exchange ideas on “Challenges and Best practices on operational roll-out of Utility PPPs”. The conference drove a strong message from Top-to-Bottom, that Loss reduction and strong ground operations both as the Network and Customer levels play key role to drive viability in Utility business, and was appreciated by everyone as one of the best meaningful discussions to improve viability and strengthen service delivery of the new Distribution Franchisee Models.

The IUKAN Business Technology Conclave (BTC) 2013 on ORGANISED IT – RECODING FOR THE INDIAN POWER DISCOMS AND FRANCHISEES which took place at The Hilton, Mumbai on June 12, 2013 brought to the table an earnest discussion about the gaps and best practices in information technology adoption by Indian Power Utilities. The Conference exclusively focused on Information Technology as a core business strategy for addressing the challenges faced by power distribution utilities in India.
