Well Prepared Project (WPP) • A CICA delegation participated in the Sustainable Infrastructure Foundation (SIF) annual meeting in Washington on April 19. From now on, the IISS platform developed by SIF is denominated “SOURCE”. CICA made a presentation to support the efforts of SIF to encourage sectors such as Water, Electricity, Facility Management but also financiers and investors to get involved in the project.

• CICA’s lobbying efforts for consideration of SOURCE as the right tool for project preparation have been successful :

✦ B20 final reports of both the Taskforce “Financing Growth and Infrastructure” and the Cross -Thematic Group “Responsible Business Conduct & Anti-Corruption” have mentioned SOURCE as a powerful tool for better project preparation and improved transparency; we will now analyse how we can follow up on the next B20 meetings in 2018, under Argentinian presidency.

✦ SIF CEO Christophe Dossarps has been invited to participate in the International Transport Forum (ITF), to take place in Leipzig, Germany, on June 1, both for a brief intervention during the plenary session “Better governance for investment in transport infrastructure”, and in an ITF side event “Open Stage Café”.

Multilateral Development Banks (MDBs) • A CICA delegation participated in the World Bank Spring General Assembly meetings in Washington from April 17 to April 23. Most notably, CICA attended the World Bank Environmental and Social Framework: Implementation Update Session on April 21.

• CICA also participated in the Global Infrastructure Forum 2017 «Delivering Inclusive and Sustainable Infrastructure» in Washington on April 22 which brought together the MDB’s Presidents during the Plenary session. Read CICA’s report.

• CICA will meet with Takashi Matsuo, Asian Development Bank’s representative in Japan in the margins of the CICA Board in Tokyo on June 12.

CICA will meet with Asian Development Bank (AsDB), Japan Bank for International Cooperation (JBIC) and Japanese Ministry of Land, Infrastructure, Transport and Tourism (MLIT). OCAJI also planned a visit of the Shimizu Institute of Technology

CICA will meet with representatives from OBAYASHI Corporation, TAISEI Corporation, TAKENAKA Corporation.

Next Board-Council Meeting

Next CICA Board-Council meeting should take place in Paris on November 6, 2017. In the margins of the meetings, a CICA delegation will visit BATIMAT

• A CICA delegation, including EIC President and Director, will participate in the Asian Infrastructure Investment Bank (AIIB) annual meeting in Jeju, South Korea. CICA Director General will participate as a panelist to discuss various topics in the seminar «Building Public Trust in Infrastructure Investments». See the program.

Global Infrastructure Forum, MDBs Presidents, Washington, April 22

Public Private Partnerships (PPP)

• Twelve Members from 9 countries have contributed to the tasks of the PPP working group. Recently, the Group is dealing with:✦ CICA position about the UNECE document “Zero Tolerance with Corruption”;✦ Alternative policies related to Concessions contracts that are reaching the end of the operational term. Cases in Spain, France, Chile;✦ Chilean law project creating an “Infrastructure Fund”, whose assets would be the NPV of existing Concessions future cash-flows;✦ Australia Critical Infrastructure Policy referred to infrastructure that may be deemed vulnerable to “sabotage, espionage or coercion”;✦ Chinese State Owned Enterprises –SOE – and its incidence in the Chinese PPP market. The group continues its active actions to commit a future participation of experts from other regions, such as Canada, USA, Australia, Japan, etc.Readers are kindly invited to share their particular experiences via e-mail to flago@camarco.org.ar • On March 14, CICA Director General participated in the Business Advisory Board (BAB) of the United Nations Economic Commission for Europe in London. The main topic was the methodology for measuring the impact of PPP projects for the achievement of the Sustainable Development Goals.

Long Term Financing of Infrastructure FIEC President Jean-Louis Marchand nominated Vincent Piron as Chairman of the CICA working group on Long Term Financing of Infrastructure. • On April 26, CICA Director General delivered a speech for the 70th anniversary of the United

Nations Economic Commission for Europe. The key message was the financial innovation is necessary but is not sufficient to bridge the infrastructure gap. A stronger focus should be made on finding resources for financial viability of investments (funding vs. financing).

• CICA participated in the Global Infrastructure Forum Session on «Infrastructure as an Asset Class» in Washington on April 22. Read CICA's report.

• CICA took a position on the revision of the Basel Committee prudential norms (Basel 3 /Basel 4). These new prudential norms should not reduce the Banks’ capacities to finance infrastructure projects.

Small and Medium Enterprises (SMEs) CICA was informed by the United Nations Commission on International Trade Law (UNCITRAL) of the proposition made by the Italian Government to promote the development of the contractual networks to facilitate SMEs access to worldwide supply chains. These networks facilitate the contractual cooperation between SMEs respecting their legal independence and limiting their financial risks.

Sustainable Construction • CICA President participated in the Meetings and Workshop of the Global Alliance for Buildings

and Construction (GABC) Members on March 22 in Berlin. • CICA participated in the B20-OECD Joint Taskforce Meeting «Resilience, Responsibility,

Responsiveness – Towards a Future-oriented, Sustainable World Economy» on March 22 in Paris.• CICA participated in the «Building Quality Infrastructure» Session of the Global Infrastructure

Forum on April 22 in Washington. Read CICA’s report.The CICA working group on Sustainable Construction is looking at the motivations encouraging a principal, owner or developer of a project to incorporate actions for energy savings and sustainable construction (at each stages of a project) taking into account the different realities of the countries (climate, levels of development, types of energy sources available and their costs and financing, etc.).
