    Energy Innovation ContestContest for Innovation in Renewable Energy, EnergyEfficiency in Latin America and the Caribbean

    Background

    Simple innovations can have a dramatic effect on the way business and marketswork in developing countries. Countries in Latin America and the Caribbean (LAC)have great potential for the development of environmental and economicallysustainable projects in key areas such as renewable energy, energy efficiency,biofuels and adaptation to climate change. Local innovation and the adaptation ofexisting technologies to local circumstances are key to boosting the competitivesupply of renewable energy services and tackling environmental concerns. Thiscompetition seeks to support initiatives which will have a tangible impact on thelocal area, increasing access to energy whilst supporting the development of asustainable economy and reducing poverty.

    The program will be jointly sponsored and managed by GVEP International (GI),the Inter American Development Bank (IADB), the Gesellschaft fr technische

    Zusammenarbeit (GTZ) and the Korean Government: GVEP International (Global Village Energy Partnership): a UK based NGO

    The CompetitionObjective:To support the development of innovative projects and ideas that promoterenewable energies, energy efficiency and energy access within the region.

    How to apply:

    Applicants must complete an online application form that can be found on thewww.iadb.org/ideas website or in paper to:

    Each applicant may submit only one proposal. Applications will be accepted inEnglish, Spanish, Portuguese and French. Applications are eligible from anycountry in the Latin America or Caribbean regions.

    Application end date:

    Applications must be submitted online or sent to the above address by the 15th

    May 2009. Any applications received after this date will not be considered.

    Selection Process

    Initial screening: a team of technical experts and sector specialists from thesponsor organizations will screen the applications according to the eligibility criteria(see below). Applications that fail to meet these criteria will not be accepted.

    Evaluation: applications will then be ranked according to the assessment criteria(see below) and a shortlist of finalists will be announced by 30th June 2009.

    Full proposals: finalists will then receive questions from the expert team and will

    be asked to submit final proposals by 31st

    July 2009.Judging: Each sponsor will appoint one judge to the judging panel which will thenassess the final proposals and announce the winners by 15th September 2009.

    The screening and assessment criteria will include the following:

    Eligibility Criteria:

    The competition is open to any individuals or organizations subject to the criteriaoutlined below. In principle, the competition will look to support small-scaleprojects, but there may be exceptions for particularly innovative ideas for larger-scale projects.

    Objective: Promote renewable energy, energy efficiency, and energyaccess.

    Organization type: The competition is open to any form of organization orindividuals based in the Latin America and Caribbean region.

    Time frame: Proposed activities must be completed within two years ofreceiving the initial disbursement.

    Funds: Requests for funding should not be greater than US$ 200,000

    Existing funding: Applicants already receiving funding from IADB, GTZor GVEP International for the presented project idea will not beconsidered.

    Match funding: The applications will include 20% match funding from the

    applicant, either financial or in kind.

    Assessment Criteria:

    Degree of innovation. All applications selected for funding shouldincorporate new methods that go beyond standard energy access,renewable energy and energy efficiency. Innovation is taken to include(amongst others):

    New technologies

    New combinations of existing processes or technologies

    Cost effective technologies

    New delivery method or support processes

    New financing methods

    New organizational models

    New partners/entities delivering

    services, producing goods

    Developmental impact (economic, social, environmental). Theinnovation must have potential to achieve clear and measurable resultsand a direct impact (or in the case of research projects potential impact)on the economic, social and environmental challenges faced by the targetcommunities. Innovations should be pro-growth and create income andemployment for people. Innovations should be pro-poor, facilitate theaccess of poor communities to basic services and enhance access toenergy products and services of target communities. Innovations shouldhave proven impact on the environment and reduce emissions, reducecosts and improve sustainability. The application should provide specificindicators to monitoring the impact of the project.

    Scalability, replicability and financial sustainability. Projects shouldhave the potential to be extended, replicated elsewhere or adapted forbroader needs within or outside the country. Applications will have toprovide a plan for financial self-sustainability in the medium to long term.

    Institutional capacity and quality of the applications. Considerationwill be given to elements such as institutional, financial and technicalcapacity and experience of the applicant, as well as to the quality(consistency, level of detail, clarity and exhaustiveness) of the application.

    Implementation strategy: The project should have a comprehensibleimplementation strategy

    Projected risks: Projects should present low level risk to achieve theproject objective

    Contractualisation

    Once the winners are announced, contracts will be signed. The winners will submit

    project status reports every six month and their progress will be monitored by thesponsors. Funding will be released against the attainment of milestones. Failure toattain these milestones may result in the termination of the contract. A final reportwill be submitted at the end of implementation.
