Concord Street I-494 TO ANNAPOLIS STREET PROJECT STATUS UPDATE The City of South St. Paul completed a visioning study in 2016 and scoping study in 2018 to plan for the future of Concord Street from Annapolis Street to I-494. The process included partner agencies and public engagement to build consensus towards the shared vision of Concord Street and develop a funding plan for the project. The project is now in the final design stages and construction is anticipated to begin in 2021. ISSUES Neglected Infrastructure – No rehabilitation since MnDOT construction in 1954 Traffic Safety – Elevated crash rates in North Concord business area Pedestrian Safety – Lack of consistent ADA compliant sidewalk and pedestrian crossings Bicycle Safety and Connectivity – Lack of consistent bike facility on commuter bike route WHAT ARE THE IMPROVEMENTS? Roadway rehabilitation and reconstruction Evaluation of existing roadway geometrics Upgrades to City utilities Pedestrian and bicycle accommodations including sidewalks, trails, and shoulders What is the Concord Street Project? The Concord Street Improvements project includes the roadway reconstruction of 3.5 miles of Concord Street from I-494 to Annapolis Street. Other project improvements include new sidewalks and trails, retaining wall improvements, storm sewer replacement, and public utility replacement. The project will provide better multi-modal connectivity, increase traffic safety and efficiency, and replace infrastructure that has reached the end of its useful life.
