Portland Harbour Authority is the newest commercial port operator in the United Kingdom (UK). Portland Harbour is located near the main European shipping lanes in the English Channel, and benefits uniquely from a large area of protected deep-water, with 4,500-acres of water space (2,000 in the inner harbour and 2,500 in the outer harbour), and 300-acres of land estate.

Within its secure boundaries the port estate has ample land area available to support industrial projects such as a ship repair yard, together with its supplier base. The port estate is also suitable for other large-scale industrial projects. Under UK law and the terms of the Portland Harbour Revision Order 1997, Portland Harbour Authority has a statutory duty to encourage the development and use of the harbour as a centre of employment and economic activity.

Portland Harbour Authority took over the former Royal Navy dockyard and its harbour in 1996. For over 120 years before this it had served as a principal harbour of refuge and operational port for the Royal Navy’s home fleet, when on occasions over 80 British warships were anchored within the inner harbour alone. The harbour is protected by over 3.5 miles of breakwaters, originally constructed over a twenty-five year period during the second half of the 19th century.

Since privatisation of the facilities, Portland Port has gained an enviable reputation as one of the most efficient, financially successful and fastest-growing ports in the UK. This proposed concession for a ship repair yard is part of the future plan for development into a premier south coast port with a strong emphasis on the concept of a “one shop stop” for ship services.

NO RISK. NO UNCERTAINTY. NO TIME DELAYS - As Portland Harbour Authority has already obtained the ship repair and floating dry docks facility permissions, risk and uncertainty to the investor in the establishment of the new ship repair yard has been eliminated. The investor has a single point of contact - Portland Harbour Authority - in order to deliver this project.

Portland Harbour Authority proposes to establish a long-term concession for an investment partner to develop a ship repair yard and associated floating dry docks facility in Portland Harbour to service the domestic and international ship repair markets from one of the world’s largest man-made harbours, centrally-located on the English Channel.

Portland Harbour Authority is a Statutory Authority established by the UK Parliamenta and has been granted all of the necessary statutory legal consents, permissions and operational agreements required for a concession period of a minimum of 30 years to develop, operate and manage such a ship repair yard and floating dry docks facility.

UNIQUE GEOGRAPHICAL LOCATION:Portland is the only location in the UK that has a sufficiently large protected harbour for two, or more, Panamax-sized floating dry docks (FDDs). In the future there is additional potential for Aframax-sized FDDs. The berths and port estate are located away from urban and residential centres, making it an ideal site for industrial ship repair operations.

UNRESTRICTED ACCESS AND EGRESS:One of the best natural features of Portland Harbour is that, because of the water depth, Panamax-sized vessels can enter and leave the harbour without delays at any time of the day, at all states of the tide, in nearly all weather conditions, on any day of the year.

EASE OF DEVELOPMENT AND OPERATION:Portland Harbour Authority owns and operates the 300 acre port estate. As the company is a private commercial entity, it is able to offer suitable long-term land leases and marine berthing arrangements, as well as providing pilotage and towage for vessels entering and leaving the ship repair yard.

EXISTING CUSTOMER BASE:Portland Harbour is already used as a base throughout the year by commercial and military ships for alongside repair and maintenance work, and for underwater repairs, including cruise liners, warships, submarines, tankers, container vessels, super yachts and offshore support vessels. Existing international shipping customers using Portland as their home port include Global Marine Services, the Royal Fleet Auxiliary and the Aegean Marine Petroleum Network group of companies, this latter enterprise operating an international bunkering station for the English Channel and beyond. Portland Harbour Authority typically handles more than 600 vessel calls per annum.

MARKETING THE NEW SHIP REPAIR FACILITY:Over the past 16 years Portland Harbour Authority has developed a commercial database of more than two-and-a-half thousand ship owner and ship management contacts worldwide who are visited regularly by the Port’s marketing staff.

EXISTING OPERATIONS:Portland Port operates 24 hours a day, 365 days a year, with a fully-manned range of marine services for pilotage, towage and vessel traffic control, backed by berth and landside services. The Port has a proven track record in dealing with marine emergencies in the English Channel – the largest recent example was the salvage of the MSC Napoli’s cargo. On average, three salvaged vessels a year are towed into Portland Harbour. The Port has in place very highly rated, Marine and Coastguard Agency approved emergency plans, as well as anti-oil spill plans and support personnel and equipment.

STATUTORY REGULATION:Portland Harbour Authority is a quasi-Government body, established by statutory instrument from the Department for Transport of the UK Government on January 1st 1998. It is the Government-established body that manages, regulates, polices, controls and develops the harbour and its facilities. The Chief Executive is responsible to the UK Parliament through the Secretary of State for the proper discharge of these duties. Portland Harbour Authority is responsible for safety of navigation, conservation of flora and fauna, conservancy, the licensing of dredging and Works, and the management and regulation of all marine services and operations within the harbour limits.

SECURITY:The port estate has an intrinsically high level of security because of its unique location away from main urban areas on the ‘Isle of Portland’, a natural rocky promontory extending 4 miles into the English Channel from the main coastline, with a sheltered seaward approach into Weymouth Bay, and landside linkage to the mainland via a one-mile natural causeway carrying the main A354 trunk road. The port has its own police force, established by Act of Parliament (Harbours Piers and Docks Clauses Act of 1847), which has nine full-time police officers offering around-the-clock security. The port estate is subject to the stringent ISPS international ships and ports security system. The proposed ship repair yard will therefore operate within a secure environment designated for commercial and industrial use.

Queen’s Pier and adjoining land areas are identified as a possible location for the new ship repair yard. Floating dry docks may be moored against purpose-built dolphins and access bridges at the East end of the Pier. The Pier itself offers eight support berths as detailed below.

Water depths of up to -16m CD occur naturallyin the Inner Harbour

During the six weeks of the Olympic and Paralympic Games, Portland Harbour Authority successfully managed the smooth running of the sailing and windsurfing events. Importantly, while these International events were taking place, the commercial operations continued with absolutely no disruption.

Portland Harbour is recognised internationally as an important sailing venue. Portland Harbour Authority’s management team demonstrated its professionalism during the London 2012 Olympic Games when it planned and hosted the biggest marine sporting event in the world. Over a four-year period Portland Harbour Authority planned all the marine operations for the sailing events of the Olympic Games in Portland Harbour, Weymouth outer harbour and Weymouth Bay.
