Welcome to Dinghy Week 2017

We wish to extend a very warm welcome to all dinghy sailors, young or old, experienced or new, to the Walton & Frinton Yacht Club Dinghy Week. At the time of writing, we are having superb sailing weather. Let’s hope this will last through the first part of August! We are again separating the fleet into divisions to give the less experienced sailors some good racing away from the stronger tides, while still allowing the more experienced to have challenging courses. Details of these are on page 5. Many thanks to our supporters:

Start times given are for the first start of the sequence. The number of starts and the interval between starts will be detailed at the day’s briefing . This programme is subject to alteration as necessary. The briefing will take place daily, and on time, at the boatshed. Boats should be rigged and you should be ready to go on the water prior to attending the briefing. Please allow 30 minutes to get from the Club to the start line near the Spit Buoy in the Twizzle.

Dinghy Week 2017 - Entries

To help the organisers, please return the entry form on the next page or e-mail relevant details as soon as known to the following address: [email protected] or by post to Dinghy Week, Walton & Frinton Yacht Club, Mill Lane, Walton-on-the-Naze, CO14 8PF Fees can be paid at the BBQ on Tuesday evening or before the briefing on Wednesday morning. Cheques should be made payable to Walton & Frinton Yacht Club. BACS payments may be made in advance only, please email the office for details. Age defined as that on 1st August 2017

DINGHY WEEK DIVISIONS we will have three Divisions which will be given courses that, conditions permitting, use the different areas of the Backwaters. Each Division has a handicap range. These overlap, so some boats will be able to choose which Division to enter. Please put your Division on your entry form.

Division 1 - PN 900 to 1150 Long Course - Challenging courses, going past Stone Point

Division 2 - PN 1100 to 1330 (Includes Pico Race) Medium Course - Courses will only go past Stone Point in good conditions. The Thake Cup for under 18 years will presented in this Division

Division 3 - PN 1300 to 1457 (Includes Toppers, Mirrors, Teras, Picos but NOT Pico Race) Short Course - Courses will make use of the Wade. The James Sandell Memorial Trophy for under 16 years of age and the Dilly Cup for under 13 will be presented in this Division.

W&FYC Dinghy Week Notice of Race

1 Organising Authority The Organising Authority is the Walton and Frinton Yacht Club (W&FYC).

2 Rules and Regulations 2.1 Racing Rules of Sailing 2.2 The rules as defined in the Racing Rules of Sailing (RRS) 22017-2020 2.3 National Authority Prescriptions 2.4 The Prescriptions of the RYA will apply. 2.5 This Notice of Race and any amendments thereto. 2.6 W&FYC Sailing Instructions and Dinghy Week Supplementary Sailing

Instructions Sailing Instructions for each series or open races will be posted on the Official Notice Board in Walton & Frinton Yacht Club, the Boatshed and on the website. Succeeding items in the above list shall take precedence.

3 Advertising Advertising will be restricted to Category A. Boats may be required to display advertising chosen and supplied by the Organising Authority.

4 Eligibility and Entry 4.1. W&FYC dinghy racing is run under the Portsmouth Yardstick Scheme

2017 for boats with Numbers 900 and above with adjustments as allowed for by Class Associations. The Sailing Committees reserve the right to adjust the yardstick of any class of boat to compensate for mix of boats and local waters (Using the RYA number adjustment procedure at pys.org.uk). Competitors may request a yardstick adjustment before a series if they wish to sail in non-class trim. Handicaps to be used for a series will be published before the first race of the series.

4.2. Eligible boats must enter by completing details of helmsman, crew and boat on the entry form and paying the race entry fee before the day’s briefing.

5 Fees The fees are as detailed on Page 5.

6 Schedule 6.1 The Schedule of Races for 2017 is published on Page 4. 6.2 There will be a Weekend Mini Series within the week (2 or 3 races all to count). Boats only entered in the mini series will not be eligible for the weeks points.

7 Racing Area The racing area will be the Walton Backwaters. No racing will take place further north than Number 7 Channel Buoy or outside a line taken due north from Stone Point except for special events (e.g. Pier Race).

8 Penalty System Penalties shall be as in RRS 44.1 with the addition that any boat coming in to contact with a moored vessel or the tackle to which it is attached shall take a Two-Turns Penalty as described in RRS 44.2, report the incident to the race officer at the first opportunity and enter details in the incident book kept in the race box.

9 Scoring The scoring system used shall be RRS Appendix A. If 4 or more races are sailed in a series; the worst score will be excluded. If 3 races or less all races to count. Open Week does not qualify as a Regatta under Rule A9.

10 Disclaimer of Liability Competitors participate in W&FYC races entirely at their own risk. See RRS 4, Decision to Race. The organising authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after races.

11 Insurance Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of £2,000,000.

12 Safety 12.1 When racing, all competitors shall wear a visible personal floatation device. 12.2 A painter, minimum length 3m, shall be provided in each dinghy to facilitate

towing.

W&FYC Dinghy Week Supplementary Sailing Instructions

1 Schedule and Notices The schedule of races is as published on page 4.

2 Changes to Sailing Instructions Any changes to Sailing Instructions will be posted on the Official Notice Board or in the Boatshed at least 30 minutes prior to the first start.

3 Classes

The class divisions for mono-hull dinghies will be as follows:

The Principal Race Officer may combine starts at his/her discretion.

4 Signing on, Safety and Declarations

4.1 All competitors shall indicate their intention to race by signing the list in the boatshed at least 45 minutes before the first start of the day.

4.2 All competitors shall sign the declaration list in the boatshed within thirty minutes of finishing the last race of the day.

4.3 The launching slipways will be kept clear with only boats ready to launch using the slips. Rigging or washing in this area is not permitted as it causes delays for other sailors.

4.4 When racing, all competitors shall wear visible personal floatation devices.

4.5 A painter, minimum length 3m, shall be provided in each dinghy to facilitate towing.

4.6 The Race Officer or Safety Boat Helmsman has the right to insist that a boat and crew returns home if deemed necessary for health or safety reasons.

5 Signals The start sequence for each division shall be as follows:

6 Courses

7.1 Details of the courses to be sailed will be provided by the Race Officer at the latest by the Attention Signal for the race . 7.2 The course may use Club racing marks, navigation marks and any other marks as detailed. 7.3 The Spit Gate is defined as between Spit Buoy and Romany Rye Buoy. When used in the course the gate shall be passed through in the direction dictated by the previous and following marks of the course. If the course is shortened at Spit Gate the two buoys will form the finishing line. 7.4 The following restrictions to racing areas shall apply: Horsey Island Barges

No boat shall pass between the barges to the north east of Horsey Island and Horsey Island itself.

Titchmarsh Marina West Pontoon No boat shall pass to the south of the unconnected pontoon to the west of the entrance to Titchmarsh Marina.

Boats found in violation of these restrictions may be subject to disqualification.

7 Start Line The start line will be defined at the briefing. It will be between a staff displaying an orange flag and either a racing mark or transit marks on shore or another staff displaying an orange flag.

8 Finish Line When the Club line is used, the finish line will be the extension of the line between the centre of the white cross on the clubhouse and a white pole on the hard. Otherwise the finish line will be between a staff displaying an orange flag and a racing mark or as designated by the Race Officer.

9 Shorten Course Courses may be shortened (Flag S) at the discretion of the race committee at any mark or at any point on the course where a finishing line has been laid. If a support boat is displaying S over H and a repeated sound signal at a mark of the course, take that mark as designated in the course and return directly to the Club line to finish.

10 Time Limit The time limit for dinghy races is three hours. Boats failing to finish within the time limit will be scored Did Not Finish. This changes RRS 35. At the discretion of the Race Officer, on two race days the second start sequence may be before all boats have finished the first race.

11 Protests Protests shall be delivered in writing to the Race Office within one hour after the finish time of the last race of the day. Protests will be heard in approximately the order of receipt as soon as possible.

12 Scoring The low point scoring system of Appendix A of the Racing Rules will apply. There will be one discard in the series. If the number of races in a series reduces to three races or fewer, there will be no discards. Rule A4.1 is amended by Rule A9. To calculate the final series score, only boats which have sailed in 3 or more races will be counted towards a DNC score (series entrants plus 1). This changes RRS A2. Only boats entered for the whole week will be eligible for week’s points.
