NCFCA Mission Statement
The mission of the National Christian Forensics and Communications Association
(NCFCA) is to promote excellence in communications through competitive
opportunities where homeschool students develop the skills necessary to think critically
and communicate effectively in order to address life issues from a biblical worldview in a
manner that glorifies God.
Decisions required to be made in the tab room to execute the program and tabulate the
tournament should follow the rules presented in this document unless special
permission is granted in writing by the NCFCA Director of Forensics before the
tournament begins.
NCFCA Tabulation Software
All NCFCA qualifying tournaments will be tabulated using the NCFCA C-TaP software,
which is programmed according to the rules presented in this document. The
methodology and specifications for the tab program are included in this document for
your understanding and validation. Any decisions required to be made in the tab room
to execute the program and tabulate the tournament should follow the rules presented
in this document.
VERIFICATION OF DATA
All tabulation should be performed independently at least twice.
Two tabulators should ensure each set of data is verified against the other set of
data throughout the tournament. The two sets of data must be in complete
agreement for each round.
The Tab Director and the National Audit Team must approve the results
before any break announcements are made.
Preparing for a Tournament
CONFIDENTIALITY
NCFCA highly values the personal information of its affiliates. As such, all information
gained from working with tabulation data or other documentation in the tab room is
considered confidential and should not be discussed other than is necessary to perform
the duties assigned. Any data downloaded to personal computers should be erased prior
to leaving a tournament unless express permission has been granted from the Director

of Forensics or the Executive Director. If you are asked to provide specific tabulation
information by anyone outside of tab staff, the Tournament Coordinator/Director or
your Regional Director, please refer them to the Director of Forensics.
PRE-TOURNAMENT
Tab Staff
A list of staff and contact information should be obtained from the Tournament
Coordinator.
Email staff prior to tournament. Share the location of the tab room, staff assignments (if
available) and the expected time of arrival. Remind staff to bring their personal laptop, if needed.
Staff should be notified of:
- The need to review the Comprehensive Tab Manual
- When they should arrive at the tournament
- The location of the tab room
- Any facility announcements, such as where to park, etc.
- Items to bring, such as their own PC laptop (unless your region provides them)
- Expectations about what they will be doing in tab (e.g. filing, lead on debate, etc.)
Dropbox. All Tab Staff members need to access the region Dropbox through a personal Dropbox
account.
- Create a personal account at dropbox.com
o Enter your name and email address.
o Enter a unique password
o Click the box to agree to the Dropbox terms
o Click create an account
o Accept invitation to install Dropbox on your personal laptop
- The RD will send an invitation for access to the region Dropbox to the email address
associated with your NCFCA account. If your Dropbox does not use the email address
associated with your NCFCA account, you will need to provide this address to the RD.
- In files on files on your PC, click ‘Dropbox’ folder.

- Click ‘Active R# Tab’ Folder. Folder will be shared with staff. Ask RD if the folder does not
appear in the list.
NOTE: You must access the Dropbox folder from the files on your PC not from your
browser.
- File Syncing. Click Dropbox icon on your computer’s taskbar to ensure that the files are
syncing.
o If file syncing is paused, an orange ‘pause’ symbol will appear in the Dropbox icon.
o Click ‘settings.’ Click ‘resume syncing.’
o If you continue to have difficulty with file syncing, click ‘preferences.’ Check box next to
‘Active R# Tab’ Folder.
Tab Room
The flow of paper should be considered when setting up the tab room.
Table space for assembling ballot packs, making copies, and filing is needed.
Tables for tabulating results and printing ballot and ballot pack documents are needed.

Software
TOURNAMENT CHECK-IN
The check-in process at the beginning of the tournament is intended to find any discrepancies between
the online registration and the events in which students actually intend to compete.
Before Check-In
Registration numbers should be checked. Note events that are ‘on the edge’ of losing a room if
drops occur so that the TC can be notified quickly of changes.
Waitlisted events should be noted.
- No additional rooms will be added to an event after registration closes; however, if a student
drops a waitlisted event, the first student on the waitlist may be added to the event.
- If a student drops from a waitlisted event, notify the Tab Director immediately, so that the
next student on the list can be notified.
- Confirm student would like to add the event and mark with a small checkmark.
Tab Staff Check-in Checklist should be reviewed with staff for consistency during the Check-
In process.
The Tab Director should have a printed copy of the check-in document.

During Check-In
Tab Directors generally oversee the Check-In process and are not actively checking students in. The
Tab director should be prepared to
Be available to answer questions for the tab staff.
Refer tournament related questions to tournament leaders.
- Tournament-protocol related questions are referred to the RD. This would include things like
requested additions, chaperone questions, medical release questions, etc.
- Questions about locations of rooms, supplies, etc. are referred to the TC. If you are in doubt
about whose call it is, ask the RD.
Students wishing to drop an event must see the Tab Director and RD with their parent prior
to completing the check in process.
Student Check-In Process
- Tab Staff should log in to their personal tournament app accounts.
- Select Student Check In under Staff Functions
- Select Student’s name from the list
- Hand the tablet to the student. The student should tap the slider next to each event in which
they are registered before selecting Validate Events.
Note: The app will only advance to the next page if all of the student’s registered events are
selected.
- Ethics Statement and Tournament Videos. Student should confirm that they have read
the ethics statement and watched the Orientation Video.
Note: If a student has not watched the video, he will be able to complete check in and pick
up his name tag; however, he will need to watch the video and notify logistics of completion
prior to the devotion and announcements at the start of the tournament.

- When Student Check In is complete, the app will advance to Parent Check In if the parent has
not already checked in.
Parent Check-In Process
- The app will auto advance to the parent check in following student check in. If a parent is
checking in apart from their student, select Parent Check In.
- Select the Parent’s name (or approved chaperone) from the list.
- The parent/chaperone should confirm that their contact information is correct. Phone
numbers may be changed on the app screen.
- A parent is only required to “Verify that the person above will be the parent/chaperone for my
students” prior to completing Parent Registration.
- The parent/chaperone may confirm that they have watched the Tournament Orientation
Video as well as the Judge Training Videos. If they have not watched the videos, they will
need to do so before the first round of the tournament.
- Chaperones
o If there is a chaperone in place of a parent, the name should be on a report provided by
the RD. Physically examine the medical release form to make sure it has basic
information such statement of permission, student name, parent signature, chaperone
name, and date of events.
o If they are NOT listed on that report, the student and chaperone need to report to the RD
or TD immediately without proceeding further in the check-in process.
- A medical release form is not needed unless there is a chaperone in place of a parent.
Name Tags, Table Tents, and Judging Dots
- When Student and Parent Check-in are complete, students may pick up name tags and dots
from the Ballot Distribution table.
- For parents who have completed Judge Training during the current season, dots will be
available at the Ballot Distribution table. Direct all other parents/chaperones to watch the
videos or attend judge training prior to the first round of the tournament.
Color Indicators
- Student Check-in Function

o Student. Student check-in is reflected by the color of the student’s name. A student will
drop to the bottom of the list when check-in is completed.
Black Name. Student has not checked in.
Red Name. Student is checked in but has not watched the Tournament Orientation
video.
Blue Name. Student is completely checked.
o Parent. Parent check-in is reflected by the color of the box next to the student’s name.
Black Box. Parent has not completed check in.
Red Box. Parent has not watched the Tournament Orientation video.
Blue Box. Parent has completed check-in.
- Parent Check-in Function
o Black Name. Parent has not completed check-in.
o Red Name. Student is checked in but has not watched the Tournament Orientation
video.
o Blue Name. Parent has completed check-in. Name will drop to the bottom of the list.
After Check-In
When Check-In is complete, process all known adds and drops through the tournament
dashboard BEFORE IMPORTING the tournament data into CTap Core.
Order of Changes to registration should be made as follows.
1. Process all drops. (See detailed instructions below.)
2. Process any requested additions.
3. Check registration numbers.
Making Changes to Registration
1. Log on to NCFCA.org and your Affiliate account
2. Log into Leader’s Dashboard
3. Select the appropriate tournament name
4. Click “Order Management”
5. Click “Complete Check-In”

6. Enter Last Name of student. Click Find Families.
7. Select Correct Family from the drop-down menu. Click “Get This One.”
Drop a Competitor
1. Select the student from the drop-down menu

Move Competitor from the waitlist
- Competitors may be moved from the waitlist as space becomes available.
- Extra rooms of competition will not be added after registration closes. The tab director may
fill existing rooms if drops occur.
- Follow the detailed instructions below to add students from the waitlist. If in doubt, ask the
RD.
1. Click on Registration

5. Put a check beside the first student you’d like to move. This will bring the student up to
the top of the page in blue highlight.

7. Click Move. You will see a pop-up that tells you the student has been moved.
8. Watch your counts as you add. It is easy to get in a groove and move too many.
9. An invoice is automatically generated and sent to the family of the student.
NOTE: Any time an event has not yet been paneled, process adds or drops through the website
and reimport competitors into Core. After an event has been paneled, add/drop competitors in
Core and on the website. (See “Making Changes to Panels” in Speech Tabulation Rules)
Competitors do not need to be reimported.
Please ask FIRST if you have problems or questions about any of this. It is much easier
to give a quick answer than fix an issue.
CTap Software Setup
RUNNING CTAP_1XX.EXE
Double-click to run the CTap_1xx.exe program file located in the Dropbox
folder for your region. The folder will be labeled “Active R# Tab.”
Reminder: The CTaP program can only be run from the local Dropbox folder synced on your laptop. It
cannot be run by logging into Dropbox.com via an internet browser.
Login Instructions
Type your first and last name as it appears in your NCFCA Family Account.
Your password is the password used to login to your NCFCA account. Click Login & Find.

Select Tournament
Search for tournament
- Enter region number in box
- Uncheck “Include All Regions” and uncheck “Include Non-Regional”
- Click search
Select tournament from list and click use

NOTE: You will be able to enter data without your user name in the upper right
corner; however, none of the data entered will be valid.
CTAP TOURNAMENT PAGE
Tournament information can be managed by clicking the Tournament icon in the top
menu.
Import Tournament Data
The tournament data will have been loaded by the Logistics staff. The Tab Director will need to reimport Competitors, Limited Prep, Rooms, etc. after making any changes to registration on the website following check-in.
NOTE: Tab will never reimport products.

Check the boxes next to “Competitors,” “Judges, Parents, etc.,” “Limited Prep,” and “Rooms.”
These categories are often updated after the initial import by the Logistics staff.
Click “Import”
The green status bars will show import progression.
Status windows will show tournament setup for teams and rooms.

If a partner error notification appears, correct the partner assignment on the tournament
dashboard and re-import competitors following instructions above.
Tournament Counts
Click Tournament Counts button
Print report for each tab staff member or post copies where ballot packs will be assembled.
Check and verify the number of competitors and rooms on the Tournament Dashboard with
the tournament counts page:

Verify “Limited Prep Topics”
Print. After tournament import, print Limited Prep topics from the tournament tab and
proofread.
The number of pages of Limited Prep Topics will be determined by the number of elimination
rounds required for a particular event.
Apologetics topics are (re)randomized during every import. For each round, the list of 16
topics is a subset of the questions in a particular category. Therefore, the subset of topics used
after the first import will be different than the subset of topics used after subsequent imports. It’s
important to print (or reprint) the perforated topic cards and judge sheets after the final import.
Set Judge Counts and number of Wall Postings

Confirm the number of judges for both speech and debate elimination rounds with the
Tournament Director. Enter the combination from the drop-down menu.
Confirm and enter the number of wall postings the Communications Director will need.
Confirm and enter the number of copies of wall postings the Extemp Prep Room Director
will need.
Tab Staff
Print tab staff contact information to post near the door of the Tab room.
Edit All
“Edit All” provides access to all the tournament data. The tab director can view this information
and should make changes only when directed by the National Tab staff.
In a normal situation, this option should not be needed.
Certificate Information
Click “Edit Cert Info” button.

Update the fields provided. Certificate information can also be updated from the “Speech
Certificates - Print” screen at the end of the tournament.
Check Tournament name, date, and location. Check capitalization and spelling.
Certificate Signatures
- The box on the left is for the Tournament Coordinator. The box on the right is the
Tournament Director.
- To load a new signature, right-click either of the signature boxes:
- Signature files will load .jpg or .jpeg files.

- Adjust the signature to sit on the signature line by changing the vertical offset.
- Check signature placement by viewing certificate from the “Speech Certificates - Print”
screen.
The names on the certificates should be printed in “Lucida Calligraphy Italic.”
Add the Certificate Title for each signature.
Save changes by clicking the Post Edit checkmark.

Policy & Value Debate Tabulation Rules
Qualifying tournaments will offer both Team Policy and Lincoln-Douglas Value Debate
for registration. Both styles of debate will be calculated independently throughout the
tournament and all rules apply to both styles.
TOURNAMENT SET-UP
Teams
Policy Team. A Policy Debate Team will consist of two people.
Lincoln-Douglas Value Team. A Lincoln-Douglas Value Debate Team will consist of one
person.
Number of Preliminary and Elimination Rounds
Preliminary Rounds. Each team shall debate six preliminary rounds in the tournament. In the
event that an odd number of debate teams are competing, one team per round shall receive a bye,
which is recorded as a win.
Elimination Rounds. The level of elimination rounds to be held shall be determined primarily
by the level of tournament and the number of teams competing in that style of debate.
- Qualifiers shall hold the following elimination rounds:

Pairing Debate Teams in Preliminary Rounds
Side Constraints
- Three Rounds on Each Side. Each team shall debate three rounds on the affirmative side
and three rounds on the negative side. Teams that receive a bye shall debate three rounds on
one side and two rounds on the other side.
- Side Balance. Side balance is normally accomplished by each team having the same number
of rounds on each side (affirmative and negative) at each even numbered round. (i.e. at the
end of Round Two, every team should have had one affirmative and one negative round. At
the end of Round 4, every team should have had two affirmative rounds and two negative
rounds. At the end of Round 6, every team should have had three affirmative rounds and
three negative rounds.)
- Same Side Prohibition. A team shall not debate the same opponent on the same side more
than once in preliminary competition.
DEBATE PRELIMINARY ROUND PREP
.csv files. To ensure that the .csv files created by the Debate Automation Program are visible to
the National Tab Team, the debate tab staff should run the CTaP program from the tournament
folder in the Active R# Tab Dropbox folder (and not from a local folder).

Protect
- Teams from the same club are routinely protected from debating each other in the first two
rounds, if possible. Each debate team may declare one club allegiance for protection purposes
in preliminary rounds.
- The following default parameters have been set. Changes made to the defaults should be
approved by the National Tab Staff.

Reports. Reports will automatically print when a random match or power match is made if the
box is checked.
- Seeds. Report containing team seeds prior to the beginning of the round
- Tab. Report containing pairings for the current round, seeds, and win/loss record
- Cum. Report containing each team’s schedule of wins and losses
- Bracket. Elimination round bracket.
- Speaks. Report containing debate speakers ranked by speaker points.
- Defaults. Seeds and Tab are set to automatically print when the matches are made in
preliminary rounds. The elimination round default will select to print the bracket.
- Reports can be reprinted without creating new matches by checking the appropriate boxes
and pressing the LD or TP button in the “reports” column.
Create Matches. Click “Random” to create matches for the current round and print the Tab
report. Only one user should perform this function.
Special Cases – “Import LD” or “Import TP”
- A new set of matches can be imported in the event that the National Tab Staff makes a
manual adjustment.
- If the National Tab Staff has created a manual match click “Import LD” or “Import
TP” before printing postings, ballots, and judge recording.
- In normal situations, this function will not be needed.

- Official Ballots. Debate ballots for use in NCFCA tournaments shall be printed from the
CTaP software.
- CTaP Core will generate Postings for the Communications team, the ballots for each round,
and Judge Recording Sheets for Ballot Distribution.
- Print postings, ballots, and judge recording by clicking the appropriate buttons. Select correct
number of copies for postings and judge recording.
- Print Prelim Judges for all rounds after Round 1.

Ballot Packs for Debate
Ballot packs consist of the following documents. Assembly takes place in the following order.
Place subsequent documents on top of the one before it and place paperclip in top left corner.

- The Ballot for each round, printed by Tab staff
NOTE: The Flow sheet, Speaker Point Guide, and Debate Rules and Ethics documents are
ordered by the Logistics Coordinator in packs ready to be clipped to the printed ballots.
- Place Prelim Judge Report (after Round 1) and Judge Recording atop ballot packs.
Double Check the following before sending ballot packs to Ballot Distribution:
- Count the number of complete ballot packs. The number should be the same as on the
Tournament Counts page.
- Compare names on ballots with a debate posting. Ballot packs should be in the same order as
the posting.
- Verify that room numbers are entered on ballots or postings.
Tournament App
Load postings into the Tournament App prior to sending ballots to ballot distribution.

- Click Verify Postings. A yellow star will appear to signal the Tournament Director that
the postings are loaded, verified, and ready to post.
- The Tournament Director will post the postings for each round to the App for view by all
users. A green star will appear. (Note: Prior to posting by the Tournament Director, only
the Tab Director and the Tournament Director can view postings that have been loaded
into the App.)
POWER MATCHING
Power Matching
Power matching normally begins in Round 3 and continues for the remainder of the preliminary
competition.
Pair each round based on the results of the previous round(s), taking into consideration the
constraints of the tournament.
The method of power matching is to be “high-low within brackets.” (i.e., at the end of Round 2, all
the teams with a record of 2/0 shall be ranked by speaker points.
The 2/0 team with the highest combined speaker points shall debate the 2/0 team with the lowest
combined speaker points in Round 3.

The next highest team shall be paired against the next lowest team, etc.
Continue to pair the teams until that bracket is paired.
Follow the same steps with each win/loss bracket. Always begin with the top bracket and proceed
to the lowest bracket.

Byes
In the event that an odd number of debate teams are competing in the tournament, six teams shall
receive a bye. A team shall not receive more than one bye during a tournament. During the pre-set
rounds, the bye will be randomly determined. During subsequent rounds that are power matched, the
debate team with the lowest record that remains unmatched once the power-matching has been
completed shall receive the bye for that round, taking into consideration the constraints of the
tournament.

Recording Ballots
Select “Debate Round 1 – Enter Results” from the slider bar
Choose “Lincoln Douglas” or “Team Policy”
Select the correct room. Verify the names of all competitors match with the ballot you are
entering.

Type “A” on your keyboard to record a win for the Aff team and “N” to record a win for the Neg
team. You can also record a win by clicking the appropriate circle.
Record each competitor’s individual rank and speaker points.
Team Speaker Points. To determine the team speaker points and ranks, add the speaker
points and ranks from both team partners for each round.
Press Tab on your keyboard after recording each ballot. The data will be verified against the data
entered by the other debate tabulator. After data verifies, press Tab followed by enter to advance
to the next room.
Color Indicators.
- Yellow. Incomplete data is indicated by a yellow circle. Check to ensure all fields have been
completed.
- Red. Data that does not verify is indicated by a red circle.
o Both debate tabulators should re-enter the data from the physical ballot.
o Click “Verify.”

- Green. A green circle indicates that the data has been entered.
- Checkmark. A checkmark indicates that the results have verified against the other data set.
Recording Byes.
- If there is a bye in the round, record a win for the team that received a bye.
The speaker points and ranks for the team assigned the bye will be automatically re-
calculated each round as the tournament progresses by determining the average of all other
rounds completed. At the end of the six preliminary rounds, the final speaker points and
ranks for the bye round will be determined by the average of the other five rounds.
Penalties. Debate penalties are given through compliance.
- If the results have been approved, click adjust.
- Apply penalty by clicking the appropriate button. Do not reassign the win or adjust
speaker points until all preliminary rounds have been completed.
o Loss of Round. Reassign the win to the opposing team.
o Loss of Speaker Points.
o Loss of Round & Loss of Speaker Points.
o Disqualify
o Compliance Adjustment

Tab Debate Adjustment Form. All penalties issued by compliance are tracked through the tab
room using the adjustment form found at https://www.ncfca.org/tab-resources/
- Tab Director:
o Fill in the Competitor’s name, the event, round, room, and type of penalty to be applied.
o The Tab Director should gather the ballot(s) for the affected match and apply the penalty.
o Draw a line through procedures that will not need to be completed for the penalty being
issued.
- Debate Data Entry Staff:
o One staff member should verify that the penalty was correctly applied on the ballot(s).
o Each of the Debate data entry staff members should mark the penalty in Core. Initial the
tab adjustment form.
o Return the form to the Tab Director.
Tab Adjustments Summary Form. The Tab Director should record all penalties issued by
compliance on the Tab Adjustments Summary form.
- Record the adjustment number, the competitor’s name, event, round, and type of penalty on
the form.
- When the Tab Debate Adjustments form is returned and all items have been initialed by staff,
find the round, event, and room in Core. Verify that the penalty has been applied. Approve
the results in Core and initial the Tab Adjustments Summary form.
Special Match Result Options. Click “Special Match Results Options” tab and select the result
to be applied.
- Double Loss. If a double loss is declared, click “Double Loss” to award a loss to both teams.
- Affirmative Forfeit. If the affirmative team forfeits the match, click “Aff Forfeits.” The
negative team will be awarded with the win.
- Negative Forfeit. If the negative team forfeits the match, click “Aff Forfeits.” The
affirmative team will be awarded with the win.
- Reset to Regular Match. Removes a double loss or forfeit.
Dropping a Debate Team. Select “Drop Team” from the tabs and click “Drop Team After
Current Round.” The team will be marked as dropped after the current round. This is a team
setting and is not part of the verify. It only needs to be done once.

Copying and Filing Ballots
Copying. Competitors receive a copy of their debate ballot for each round. Count the ballots to
confirm the number of ballots is equal to the number of pairings.
- Separate double-sided ballots to copy separately.
- Set copier to reduce size to 94% of original.
- LD. Make two copies of each LD ballot. Count copies to verify the number is 2x the number
of LD ballots.
- TP. Make four copies of each TP ballot. Count copies to verify the number is 4x the number
of TP ballots.
- File the original ballots in the LD or TP file designated for each round.
- Use highlighter to designate 1 ballot per student.
Filing. Sort ballots by box and file.
Ranking Teams
Rankings. Teams shall be ranked by win/loss record.
Breaking Ties. When two or more teams have the same win/loss record, the following methods
shall be used in the specific order listed, to break the tie:
Adjusted High-Low Team Speaker Points. Omit the ballot with the highest total team
speaker points and the ballot with the lowest total team speaker points. The points from the
remaining four ballots are totaled, and the team with the highest total wins the tie break.
Total Speaker Points. Add the speaker points from all ballots. The team with the highest
total wins the tie break.

Adjusted Double High-Low Team Speaker Points. Omit the ballots with the two
highest and the two lowest team speaker points, totaling the speaker points from the
remaining two ballots. The team with the highest total wins the tie break.
Speaker Rank. The team with the best (lowest) combined team speaker rankings from all
rounds shall win the tie break.
Head-to-Head. If two teams faced each other in preliminary competition before this point,
the team which won shall win the tie break.
Schedule Difficulty – Opponent Wins. The team whose opponents won the most rounds
up to this point shall win the tie break.
Schedule Difficulty – Opponent Speaker Points. The team whose opponents earned
the highest combined speaker point total up to this point shall win the tie break.
Adjusted High-Low Speaker Rank. Omit the ballots with the highest and lowest team
speaker rank and total the combined speaker ranks from the remaining ballots. The lowest
combined total shall win the tie break.
Coin Toss. When all the above methods fail to resolve the tie, a coin toss may be used to
determine which team wins the tie break.
Determining Which Teams Advance
Qualifiers
Tournaments will advance the highest-ranking teams from the preliminary rounds to the
elimination rounds as determined in Ranking Teams.
Completely fill the prescribed bracket starting with the highest ranked teams. Break-even
teams are allowed to clear, if necessary, to fill the bracket. Teams with losing records will not
advance.
Depending on the total number of teams in the tournament, some teams with winning
records may not be needed to fill the prescribed bracket. These teams will not advance to the
elimination rounds.
Regional Championships
Tournaments will advance the highest-ranking teams from the preliminary rounds to the
elimination rounds as determined in Ranking Teams.
Completely fill the prescribed bracket starting with the highest ranked teams. Break-even
teams are allowed to clear, if necessary, to fill the bracket. Teams with losing records will not
advance.
Depending on the total number of teams in the tournament, some teams with winning
records may not be needed to fill the prescribed bracket. Advance all winning teams using a
partial bracket, if necessary.
National Mixers, National Opens, and the National Championship
All teams with winning records will advance to the elimination rounds at National Mixers,
National Opens, and the National Championship. Teams with break-even or losing records

will not advance to elimination rounds at National-level tournaments or the National
Championship.
Brackets shall be established based on the number of teams advancing to the elimination
rounds. A partial bracket is acceptable.
ELIMINATION ROUND MATCHING AND TABULATION
Matching Teams
Ranking and Seeding. Elimination round pairings shall be established in accordance with each
team’s preliminary ranking. The highest-ranking team shall meet the lowest ranking team, the
second highest shall meet the second lowest, etc.
Locked Sides. If the two teams have faced each other once in preliminary rounds, the teams
shall switch sides for elimination competition.
Flip for Sides. If the two teams have faced each other twice in the preliminary rounds, or have
never met, an electronic coin toss shall determine which side each team shall take with the
exception of the Final Round where a physical coin toss will take place.
Debate Elim Round - Prep
Penalties. Change the ranks and wins for all penalties marked in the elimination rounds.
- Click Adjust to reassign the win or change speaker points.
o Loss of Round. Reassign the win to the opposing team.
o Loss of Speaker Points. After applying the penalty, update the competitor’s speaker
points and rank.
o Loss of Round & Loss of Speaker Points. After applying the penalty, assign the win to
the opposing team and update the speaker points and ranks for the competitor.
o Disqualify
o Compliance Adjustment
- Save and Verify against the other set of data.
Verification.
Preliminary round results should be verified by the Tab Director and the National Audit
Team prior to any break announcements.
The Tab Director should confirm that all penalties have been applied, wins have been
reassigned, and points have been updated by comparing the data in Core with the Tab
adjustments summary form.
Compliance.
- Before printing elimination round ballots, the Tab Director should ensure there are no
outstanding issues with Compliance.
- An “all clear” must be given by the Compliance Director to the Tab Director.

- The Compliance Director should verify that all compliance issued penalties have been
processed in Core.
Only one user needs to perform the functions in each Elim Round Prep.
Select the elimination round (level of elimination rounds to be held is determined by the type of
tournament and number of teams competing) from the slider bar.
Click “Show Advance Options.” Check the box next to “Bracket.” Click “Set Elim” to set the round
and print the bracket. Print a bracket for the Tab Director and each of the debate data entry staff
members.
Print Postings, Ballots, and Team Cover Sheets.
The Tab Director should initial a posting to be used as an announce sheet for break
announcements. The Tab Director’s initials confirm that the pairings have been verified against
the data and by the National Audit Team.
Scoring
Number of ballots per match
- Each elimination round shall be at least triple-paneled.
- Each elimination round shall be decided by an odd-numbered panel of judges.
Recording ballots
- Record a win for the team who receives the majority of judge votes in the match.
- Speaker points and ranks are not calculated in elimination rounds.
Entering Results in Core
Select the correct “elimination round – results entry” from the slider bar.

Double Check the number of judges for the round and record a win for the team who

Elimination Round Bracket
Write the winning team in the printed bracket.
When a winning team has been determined for all matches in a round, determine the final placing
for the teams that are not advancing.
- In the margin on the left side of the paper, place a mark next to each team that is not
advancing.
- Look for the lowest ranking (highest number) of the non-advancing teams and give that team
the lowest possible rank for the round. (e.g. In OctaFinals, the team would be placed 16th.)
- Find the non-advancing team with the next lowest ranking and give the team the next rank.
- Continue until all non-advancing teams have been ranked. (e.g. In OctaFinals, the highest
ranking non-advancing team will be placed 9th.)
- Repeat procedure after each round for teams that do not advance.

we can adjust the software. You can edit those fields to be sequential numbers
and letters. Just click in the field to select and then click again to edit. Change the
value and click anywhere outside the cell to save the new value.

Advancing through Elimination Rounds
Advancing. Teams will continue to advance through the bracket until they lose a round.
Partial Brackets. In the case of a partially filled bracket, the top team(s) which do not have an
opponent in the round will advance to the next elimination round without debating.
DETERMINING FINAL STANDINGS AND AWARDS
Debate Teams
Champion. The team that does not lose an elimination round wins the tournament.
Finals. The team that loses the Final Round finishes in 2nd place.
SemiFinals. The teams that lose in the SemiFinal Round shall take 3rd and 4th places. The final
placing shall be determined by which team had the higher placing in preliminary standings. (i.e.,
the team that placed higher in the preliminary competition shall take 3rd place and the remaining
team shall take 4th place.)
All Remaining Elimination Rounds. Follow the above procedure for each remaining
elimination round until all teams that advanced to the elimination rounds have been placed.
Awards. Each debate team which advances to the elimination rounds or has a winning record
will be recognized.
Debate Speakers
Speaker Awards. The number of speaker awards recognized at a tournament shall be
determined by the number of debaters participating in the tournament. Tournaments with 100
debaters or less will recognize the top 20% of the speakers. Tournaments with more than 100
participating debaters will recognize the top 20 speakers.
Speaker Ranking. Adjusted high-low speaker points shall be used to determine individual
speaker ranking. This is calculated by omitting the ballots with the highest and lowest speaker
points and totaling the scores from the remaining four ballots. The highest adjusted speaker point
totals receive the highest awards.
Breaking Speaker Point Ties. If the high-low speaker points calculation results in a tie
between one or more speakers, the following methods shall be used, in the order listed, to
determine which speaker will be ranked higher:
- Total Speaker Points. Total the speaker points from all six ballots.
- Adjusted Double High-Low Speaker Points. Omit the ballots with the two highest and
two lowest scores, totaling the scores from the remaining two ballots.
- Speaker Rank. Total individual speaker ranks from all six ballots. The speaker with the
lowest speaker rank total places higher.
- Adjusted High-Low Speaker Rank. Omit the highest and lowest speaker rank of each
speaker and total the remaining four ballots. The lowest speaker rank total places higher.
- Head-to-Head. If two speakers met in the preliminary rounds, the speaker with the higher
ranking in that round shall receive the higher speaker award.

Certificates
After results are verified for an elimination round, the partial results may be loaded from the
results entry page.
- Select Load Results LD or TP from the Import Partial Results window. Imports the current
results (speaker awards and debate placings) using the debate automation program.
- Select Debate Certificates – Print from the slider bar
o Speaker Awards. The Speaker certificates and announce sheets can be printed after the
partial results are loaded.
For Lincoln Douglas and Team Policy Debate, click “Announce” to print the
Announce sheet.
Load certificate paper into the printer. Click “Certificates” to print the certificates.

Grouping Speech Competitors
Single Room Events. In an event with a single room of competitors, all competitors shall
perform in the same room for three preliminary rounds. Speaker position will be reordered for
each new judging panel.
Events with two or more rooms.
- Divided among rooms. Rooms will be divided as evenly as possible.
- Regrouping. Competitors are to be regrouped for each preliminary round.
- Paneling. Preliminary rounds will be paneled to optimize the number of instances that each
competitor will perform against the other competitors in the event. The goal is that each
competitor will be evaluated against as many other competitors in the event as possible.
- Speaker Position. Speaker position will be randomized for each new judging panel.

Panel students after all adds and drops have been processed on the website and competitors have
been re-imported into Core. Do not re-import competitors after panels have been

Click the “Panel” icon for the first event (Apologetics, below).

- The panel with the lowest score will be restored and saved to the database.

Printing Ballot Packs for Speech
Once an event is paneled, reports can be printed.
Before printing a round of Extemp, set the draw time for the first speaker.
The Print icon will generate every document necessary for the round in the event selected. The
software will prompt for the appropriate color of paper and for limited prep topic paper before
printing.

Double Check. Before sending ballot packs to Ballot Distribution, check each ballot pack for

Communications director after Ballot Distribution has removed the ballot packs.
Collate Wall Postings. Each set of postings should include a posting for each event in the
round. Wall Postings are also placed in the out box for the Communications director.
Extemp Prep Folder. Double check all documents are in the folder before the Extemp Prep
Room Director takes the folder from the Tab Room.
- Place the Extemp Prep folder in the out box for the Extemp Prep Monitor. Discard unused
topic cards and old postings when the folder is returned.
- Discard unused topic cards and old postings when the folder is returned.
- The Extemp Prep Room director will bring envelope with topic cards to be filed at the end of
the Final Speech Round.

- Use a wall posting to verify the App posting for the room and students for each event.
- Click Verify Postings. A yellow star will appear to signal the Tournament Director that
the postings are loaded, verified, and ready to post.
- The Tournament Director will post the postings for each round to the App for view by all
users. A green star will appear. (Note: Prior to posting by the Tournament Director, only
the Tab Director and the Tournament Director can view postings that have been loaded
into the App.)

Making Changes to Panels
If ranks have been entered for a preliminary round, adjustments to the panel cannot be made.
Checkmarks will show rounds in which ranks have been entered.
Hiding a Student. The Hide button removes a competitor's name from the Wall and Door
Postings and the Judge Worksheets. This button is disabled for Round 1. In subsequent
rounds, students who are no longer competing in a round can be “hidden” and will not appear
on the printed reports.
- Select event and click Panel icon.
- Hover over initials to see competitor’s name. Right click on the student that needs to be
hidden.
- Click “Hide Competitor.” An asterisk will appear next to the competitor’s initials.
- A hidden competitor must be in the long room.
o If the competitor is already in a long room, or all rooms have an equal number of
competitors, drag the hidden student to the bottom of the room.
o If the competitor is in a short room:
Click and drag the hidden competitor to swap with a competitor in the long room.
If the scores change, click the arrow to undo the last change and try swapping with
another competitor. The goal is to achieve a similar score with the swap.
o Click “Save” to save changes to the panel.
o Re-panel subsequent rounds. Moving a hidden competitor in round 1 or 2 will
change the score for subsequent rounds. Uncheck the rounds you do not want to re-panel.
Click panel. The new panels will automatically save.
o Close window
o Notice the room letter and speaker sequence changed (to 8 if a full room)
o Check the wall postings to confirm student is not listed
- If a student is to remain hidden in a subsequent round, repeat the procedure above.

- A competitor can be unhidden by right clicking on the competitor’s initials. Choose “Unhide
Competitor.”
NOTE: Re-paneling a room after hiding a student will unhide the student. The panel must be

- When a competitor is hidden, they will automatically be given an NCR for that round and
their rank will be recorded as level plus one.

to the competitor with whom they are trading rooms.

Swapping Speech Competitors between Rooms
When ranks have not been entered for the affected round of an event, competitors should be
swapped in the panel. However, if ranks have been entered for any rooms in the affected round of
the event, use the Edit All feature on the tournament page to swap competitors between rooms.
Step 1: Ensure that tab staff are not, and will not be, entering ranks in this event for the affected
round.
Step 2: Ensure that there are no judge ranks entered for the affected rooms.
- Go to Tournament – Edit All
- Go to Tournament – User Event Rounds
- Filter the event (Persuasive in this example)

Editing a Competitor’s Name for Postings
If the last names and first few letters of more than one competitor are the same, the Tab Director
will need to edit the student’s first names to differentiate the competitors on the postings. This
will not affect the student’s names on certificates.
Go to Tournament – Edit All
Select the Students tab
Under Entity Name, change the first name of the affected students to their first and middle
initials.
Click the green checkmark to “post edit” and save the changes.
PRELIMINARY ROUND TABULATION
Determination of Cumulative Scores
At the end of each round, the ranks given to each speaker by each of the three judges will be
added to determine the competitor’s cumulative score for that round (e.g. a speaker receiving a 3,
4 and 7 will have a cumulative score of 14).
The competitor’s cumulative score in the preliminary rounds determines the competitor’s
standing in the event.
Entering results
In the software, preliminary results are summarized by user. The software will not be able to
break to elim rounds unless the same two users are logged in when results are entered.
Use the timeline or select a round from "Jump" to navigate to the Results Entry page.

Select Enter Results. Choose the event and the room to enter results.
Enter Competitor Ranks
- Press Enter to move the cursor down the column or Tab to move the cursor across the row.
- The totals for each column must be equal.
Once the totals are equal, click on Room Ranks.
Determination of Room Rank

Room rank is used for breaking ties and assigning sweepstakes points. It is determined by sorting
the cumulative scores from lowest to highest (lowest cumulative score receives the top rank of 1)
in each room of each round. Each room of competitors is ranked independently.
In the system, the room ranks are auto-filled when Rank 1, Rank 2, and Rank 3 column totals
match, and “Rank” is clicked. A tie is marked with check marks.
In the event of a tie in cumulative score, the following methods shall be used in the specific order
listed to break the tie:
Judges’ preference. The competitor who receives the better ranking from the highest
number of judges will be ranked higher. (See Appendix 1 for further instruction.)
Decimal Conversion. The competitor who has the higher decimal conversion receives the
better rank. (See Decimal Conversion Chart in Appendix 2.)
Middle Rank. If the tie cannot be broken, give all three students the same middle rank.
Leveling the Rooms
Tabulators will level the results of uneven rooms for fairness (e.g. if one room in the event has
eight competitors and the other two rooms have only seven competitors, the bottom two places in
the eight-person room are both given the rank of seven for tabbing purposes).
In determining whether leveling is necessary, each event should be evaluated separately.
After calculation of cumulative scores and ranks are complete, level the room by changing the
bottom scores to the number you are leveling to.
The software will automatically create the level for the room. Double check leveling in the column,
“Rnk Lvl.”
Entering Penalties
Assessing Overtime and Script Penalties
- Prescribed penalties for the following rule violations will be applied by tournament
administration and should not be reflected in the judge’s original rank:
o Exceeding the maximum speech time by more than 15 seconds for any speech category
will result in a four-rank penalty at all levels of competition.

o Script or note use during platform or interpretation speeches, with the exception of
Biblical Thematic, will result in a four-rank penalty at a Qualifier or National Open and
disqualification from the event at a Regional or National Championship.
- Judge Worksheets. Ballot Return will indicate that there is an issue in the room by circling
the Room on the bottom of the judge worksheet with a highlighter.
- Penalties are initially applied by the Tab Director and all numbers and re-ranking are double-
checked by another tabulator.
- Issuing the Penalty:
o Ballot Return will enter final ranks for rooms if there is no penalty to be applied.
o If there are penalties in a room, Ballot Return will highlight the room letter and
names of students receiving a script or over time penalty on the judge worksheet.
o The Tab Director should check each individual ballot in the room to ensure that
no penalty was missed and to determine the type of penalties to be applied.
NOTE: There may be more than one student with a penalty in
a room. Tab Director must check each ballot for a script or
overtime penalty.
o Overtime Penalty. Check the times on all ballots in the room. Apply an
overtime penalty if the student’s time has exceeded 15 seconds over the
maximum. In the “Penalties” column on the judge worksheet, mark +4OT in the
appropriate row.
o Script Penalty. In prepared speech events (excluding Biblical Thematic), script
use is recorded in the box on the top left of the ballot. Check each ballot in the
room for script use. In the “Penalties” column on the judge worksheet, mark +4S
in the appropriate row.
o Re-rank all competitor’s in the room adding the +4 to the initial rank given to the
competitor. (e.g. If the initial rank is 6, re-rank the competitor with a 10. An
initial rank of 2 receives a re-ranking of 6.)
o In the “Final” column, re-order the students by rank.

Note: If two students are tied with the same rank in the re-ranking column, the
competitor who did not receive a penalty is given the better final rank.
- Discrepancies. Occasionally there may be discrepancies in the recording of time or script
use within a room.
o Script. If two of the three judges agree on use of a script and the third judge has left the
box blank, check” yes” in the script use box on the third script and initial the added
information. If only one of the three judges indicated a script penalty, the penalty should
not be applied.
o Time. If two of three judges agree on the speech length and the third judge has left the
box blank, add the time to the third ballot and initial the added information. If different
times have been recorded by the judges, bring the issue to the director of compliance.
- Recording the penalty in Core:
o Recording a +4 penalty in Core DOES NOT adjust the rankings. Rank adjustment needs
to be done manually on the Judge worksheet as shown above. Final rankings (after
penalty is applied) should be entered into Core.
o Enter final ranks from the judge worksheet for all competitors in the room.
o Click the name of the student who received a penalty.
o Click the +4S or +4OT button. (If a competitor received more than one penalty, only one
of the penalties can be recorded in Core. If an NCR was given, always record the NCR in
Core.)
o Click “yes” to apply the penalty.
o Click “Rank” and follow instructions above for Determination of Room Rank. When room
ranks have previously been entered, Core will not automatically assign or update the
ranks. Manually enter the ranks for every competitor in the room.
NCR. A Non-Compliant Ranking is issued through compliance.
o Pull the Judge Worksheets for the room in which the penalty was given.
o Write NCR in the box under penalty
o Give the penalized competitor the lowest ranking for that room plus one

o Re-rank all competitors.
o Write Final ranking in the last column. A competitor with an NCR is always given the
rank of bottom of the room plus one in the final ranking column.
o In Core:
o Re-enter the final ranks for all competitors in the room.
o Click the name of the competitor receiving the penalty.
o Click the NCR button.
o Click “yes”
o The competitor will be moved to the bottom of the room and is automatically given the
rank of level plus one.
NOTE: The actual ranking assigned to the competitor by Core is adjusted according to
the leveling of the rooms for the event. (e.g. A ranking of bottom plus one may be 9, while
level plus one is 8.)
o Click “Rank” and follow instructions above for Determination of Room Rank. When
room ranks have previously been entered, Core will not automatically assign
or update the room ranks. Manually enter the updated ranks for each competitor in
the room.
Did Not Compete. A student that does not compete in a round is given an NCR penalty. Follow
the instructions for an NCR. The student is given a final ranking of bottom of the room plus one.
DQ. A disqualification is issued through compliance. In elimination rounds, a non-compliant
ranking will result in a disqualification.
The Compliance Director will verify with the Tab Director that penalties have been applied.
Tab Speech Adjustment Form. All penalties issued by compliance are tracked through the tab
room using the adjustment form found at https://www.ncfca.org/tab-resources/
- Tab Director:
o Fill in the Competitor’s name, the event, round, room, and type of penalty to be applied.

o The Tab Director should gather the judge worksheets and enter the penalty. Initial the
Tab adjustment form.
o Re-rank the judge worksheets.
o Enter the final ranks for all competitors.
- Speech Data Entry Staff:
o One staff member should verify that the penalty was entered, the re-ranking, and the final
rankings were calculated correctly on the judge worksheets. Initial the tab adjustment
form.
o Each of the Speech data entry staff members should mark the penalty and enter the new
ranks into Core. Initial the tab adjustment form.
o Return the form to the Tab Director.
Tab Adjustments Summary Form. The Tab Director should record all penalties issued by
compliance on the Tab Adjustments Summary form.
- Record the adjustment number, the competitor’s name, event, round, and type of penalty on
the form.
- When the Tab Speech Adjustments form is returned and all items have been initialed by staff,
find the round, event, and room in Core. Verify that the penalty has been applied. Approve
the results in Core and initial the Tab Adjustments Summary form.
Color Indicators
- Yellow. Incomplete data is indicated by a yellow circle. Check to ensure all fields have been
completed.
- Red. Data that does not verify is indicated by a red circle.
o Both speech tabulators should re-enter the data from the judge worksheets for that room.
Click the “Judge Ranks” button to order the competitors by sequence on the judge worksheet
and re-enter judge ranks.
o Click “Verify.”

- Green. A green circle indicates that the data has been entered.
- Checkmark. A checkmark indicates that the results have verified against the other data set.
Extemp Specific Instructions
Head Judge Pouch.
- Ballot return will return the head judge pouch with the head judge worksheet and ballots.
- Ensure that topic cards and student research card’s have been collected by the head judge and
returned to Tab. Highlight student’s names on a tracking sheet or wall posting.
- If any cards are missing, notify the Director of Compliance.
- Place the paperclipped topic cards and research cards into #10 envelopes labeled with the
student’s name to be filed after all rounds are complete.
Copying and Filing Speech Ballots
Competitors receive the original ballots for speech events.
In preliminary rounds, competitors receive three ballots per round of event in which they are
competing.
For Duo Interpretation, make a copy of the original ballots. One student gets the copy and one
student gets the original ballot. Use a highlighter to designate one ballot to each student.
Determining Preliminary Standings
Cumulative Score. Rank the competitors in each event by calculating the total cumulative
scores from all preliminary rounds in that event. Begin by ranking the competitor with the lowest
total cumulative score in first place and move through the scores until all the competitors have
been ranked into preliminary standings.
Elim Prep A. Following verification of all three rounds, select “Elim Prep A” from the slider bar.

- Select event. Click Prelim Rank. Competitors will be ranked in each event by total cumulative
score.
- Break ties and enter ranks for all students moving into elimination rounds.
- Repeat for Elim Prep B.
- The Tab Director should only approve the Elim Prep A/B results after the Compliance
Director has verified that all compliance issued penalties have been processed in Core.
Approval will trigger paneling of the first elim round for the event.
Breaking Ties. If there is a tie in the cumulative scores, break the tie using the following
methods in this order:
Room Rank. Calculate each competitor’s total room rank. The competitor with the lowest
total room rank is ranked higher.
Judge’s Preference in Head-to-Head Competition. If the tied speakers were in the
same room in any preliminary round, give the tie-break to the competitor who won in head-
to-head competition. Take care to check each round. If the competitors in question went
head-to-head in more than one round, you must factor in every affected round individually.
(For example, if Student A and Student B met in both Round 1 and Round 2, determine the
winner of the head to head competition in round 1 and then determine the winner of the head
to head competition in Round 2. If a competitor won both rounds, give that competitor the tie
break. If the competitors remain tied, proceed to the next tie break.)
o In this example, two Competitors are tied in cumulative score and rank level.
o Double click on one of the tied competitors. Click the Prelim Tie Breaks tab.

preliminary rounds in the event receives the higher ranking.

Speech Semifinals - Prep
Grouping SemiFinalists
Room size. For SemiFinals, competitors are placed in two equally balanced rooms of five to
eight competitors. For modified SemiFinals, competitors are placed in four equally balanced
rooms of six to eight competitors. SemiFinal rooms must always be equal in size.
Balancing Rooms. Each room is balanced with strong and weak competitors by “snaking”
based on preliminary standings.
o For SemiFinals. Snake the number in the pool as follows: speakers ranked 1, 4, 5, 8, 9,
12, 13, and 16 are placed in Group A. Speakers ranked 2, 3, 6, 7, 10, 11, 14, and 15 are
placed in Group B.
o For Modified SemiFinals. Follow the same procedure as the snaking process for
SemiFinals, except the speakers will be distributed across 4 rooms of competition instead
of two.
Speaker Order. Speaker order in the SemiFinal Round shall be randomly determined.
- Compliance.
o Before printing elimination round ballots, the Tab Director should ensure there are no
outstanding issues with Compliance.
o An “all clear” must be given by the Compliance Director to the Tab Director for each
event.
o The Compliance Director should verify all compliance issued penalties have been
processed.
- Verification. Preliminary round results must be verified by the Tab Director and the
National Audit team before any break announcements are made. The Tab Director should
text their Point of Contact to ensure that results have been verified.
- Select Speech Semifinals – Prep from the slider bar.
o Select event and click print to print the event. Check to ensure the correct paper color
and, if needed, limited prep cards are loaded in the printer before printing each event.
o All Event Posting. The Tournament Director will determine the number of all event
postings needed for each of the elimination rounds. Print the All Event Posting to be
distributed by Ballot Distribution.
o Ballot Packs. Follow Ballot Pack Assembly Instructions.
Extemp. Use Extemporaneous elimination round ballots for Semifinal and Final
rounds.
Confirm the draw time for the first Extemp Speaker with the Tournament Director.
- Announce Sheets
o The Tab Director should confirm preliminary round results have been verified by the
National Team before releasing the announce sheets to the Tournament Director.

o The Tab Director should initial each announce sheet to confirm that the results have been
approved and verified.
o Place the Announce Sheets in alphabetical order.
Tabulating SemiFinals
Calculate the cumulative score of the SemiFinal Round and use this to determine the room rank
(again, lowest cumulative score receives the better room rank.)
If there is a tie, use the following tie-breaks in order:
- Judges’ Preference. The participant who receives the better ranking from the highest
number of judges in the SemiFinal Round should be ranked higher.
- Preliminary Placing.
o Three competitors are tied with a cumulative score of 11. The tie cannot be broken by
Judge’s preference.
o Click “Prelim Placings.” Give the competitor with the best prelim rank the higher
semifinal ranking.
Elimination Round Penalties
- Script and Over-time penalties may be applied in the SemiFinal and Final rounds.
- NCR. In elimination rounds, a non-compliant ranking should be recorded as a DQ. The
competitor is disqualified because there are no further rounds during which the competitor
may compete in compliance.
Final Round
Speaker order will be randomly determined in the Final Round.

Tabbing the Final Round
Calculate the cumulative score for each competitor in the Final Round.
Use the cumulative score from the Final Round to determine the Final placings (lowest

In an event with only one room of competitors, three rounds will be held, and the Final ranking
will be determined by the Final preliminary standings in that event.
Recognition of Competitors – The number of competitors recognized at the awards ceremony will

two 6th places, etc.), one from each room.
Look at each pair of ranked SemiFinalists (i.e. the two 5th places). Go back to the preliminary
standings to determine which SemiFinalist out of the pair should be ranked higher. The
competitor with the better preliminary rank will be ranked higher between the two (i.e. the
two 5th place SemiFinalists will receive the Final rankings of 9th and 10th place).

o One staff member should read the names from the announce sheet.
o An additional staff member should flip through the certificates verifying that the names
and placings match the names and placings on the announce sheets.
o The Tab Director should verify the final placings with the finals results.
- The Tab Director should initial the announce sheet signaling that the placings have been
verified and approved by the National Audit Team.
SWEEPSTAKES
The Goal of the Sweepstakes Award
The goal of the Sweepstakes Award is to recognize overall excellence and achievement in Speech
events throughout the tournament. A competitor must receive points in a minimum of 3 events to
receive a Sweepstakes Award.
Calculation of the Sweepstakes Award
Assign Sweepstakes Values
In the preliminary rounds each room rank shall receive the following point values:

In single room events, the number of sweepstakes points earned in each of the three rounds is
identical to the number of points earned in other preliminary rounds. There is no extra
recognition for final standings in those events.
Add all earned sweepstakes points in one event together for the total of sweeps points earned in
that event.
At the conclusion of the tournament, add each competitor’s sweepstakes points from each event
in which he is entered.
Sort the competitors by total points to determine the ranking. The competitor with the highest
number of sweepstakes points is 1st place, and so on. If total points are tied, use the following tie
breaks in order:
Count the number of events in which the competitor received points. The competitor who
received points in the higher number of events is ranked higher.
Compare the final finishes of the tied competitors. For example, if one competitor won an
event, but the other did not, the competitor who won the event would be placed higher.
Coin toss.
To calculate sweepstakes awards, Select Speech Certificates – Print with the slider bar.
- Select the Sweepstakes tab. The results shown in this window are automatically
recalculated and saved in memory each time the Sweepstakes Tab is selected. For the results
to be valid, the final round of each speech event must be approved.
- Competitors are ranked by Total Sweepstakes points earned.

Breaking Ties
o If a tie cannot be broken by counting the number of events in which competitors received
points, use the “Tie Break Detail” report to examine and compare the final rankings for
tied competitors.
o The final ranking for tied competitors should be visually verified and approved by another
member of the tab staff and the Tab Director. Since the database holds only one copy of
the sweepstakes results, there is no way to “verify” and “approve” these results through
the software.
o Locate the competitors who remain tied and compare the best final finish for each of the
tied competitors. Final Rankings are shown under “Final Code Rank.” The competitor
with the best final placing wins the tie break. If the competitors remain tied, compare the
next best final placing for each of the tied competitors. If a tie cannot be broken, proceed
with a coin toss.

- Save. After breaking ties for competitors that will receive a Sweepstakes award, click save.
The results in the display window are saved to the database.
- Announce. The results which have been saved to the database are used to create an
announce sheet for awards.
- Certs. The results which have been saved to the database are used to generate certificates.
- Sweeps Detail. This report includes the placings and accumulated points, which have been
previously saved to the database.

The Number of Sweepstakes Awards
The number of Sweepstakes awards to present at a tournament is determined by the size of the
tournament. For tournaments with 200 Speech competitors or less, the top 10% of the competitors
will be recognized. For tournaments with more than 200 Speech competitors, the top 20 competitors
will be recognized.
RANK ADJUSTMENTS
Occasionally there is a need to make adjustments in the tabulation due to issues such as
a rule violation or disqualification. These actions should only take place at the direction
of the Tournament Director/Regional Director to the Compliance Director and with the
oversight of the Tab Director. At times, the penalty imposed for an infraction of the rules
will be to adjust the rank of the student with a 4-rank penalty or with a Non-Compliant
Rank. Non-Compliant Rank is equal to Level plus one rank. In rarer situations, a
student will need to be removed from the entire event.
Re-ranking
To re-rank a student in a room where he has already performed, simply take each judge’s worksheet
in the round and re-rank based on the penalty received. Follow this process for each judge worksheet
in the round, then re-tab the room, including re-ranking, if necessary.
Removing
To remove a student from an entire event, follow the process outlined above for an NCR in each room
where the competitor performed. He should also be removed from the panel of any remaining
preliminary rounds. Be certain that any accrued sweepstakes points are zeroed out for that event.
NATIONAL CHAMPIONSHIP ADJUSTMENTS
The rules in this document shall be followed at the National Championship with the exception of the

TOURNAMENT SET-UP
Moot Court Team
A Moot Court Team will consist of two people.
Number of Preliminary and Elimination Rounds
Preliminary Rounds. Each team shall debate four preliminary rounds in the tournament. In
the event that an odd number of teams are competing, one team per round shall be designated to
debate in a delayed round that will take place following the fourth preliminary round.
Elimination Rounds. The level of elimination rounds to be held shall be determined by the
number of teams competing in that tournament.

Side Constraints
- Two Rounds on Each Side. Each team shall debate two rounds representing the Petitioner
and two rounds representing the Respondent.
- Same Side Prohibition. A team shall not debate the same opponent on the same side more
than once in preliminary competition.
Club Protection
Teams from the same club will be protected from debating each other in the preliminary rounds,
if possible. Each debate team may declare one club allegiance for protection purposes.
Matching
The preliminary rounds of the tournament shall be randomly paired.
Judge Panels
All panels of judges in preliminary rounds will be made up of two judges.

PRELIMINARY ROUND TABULATION
Recording Ballots
Official Ballots. Moot Court ballots for use in NCFCA tournaments shall be printed from the
CTaP software.
Ballot Recording. Each ballot will be entered as a win or loss for each team and will include
each competitor’s individual speaker points and rank.
Team Speaker Points. To determine the team speaker points and ranks, add the speaker
points and ranks from both team partners for each round.
Ranking Teams
Ranking Teams. Teams shall be ranked based on the number of ballots won in the preliminary
rounds.
Breaking Ties. When two or more teams have won the same number of ballots, the following
methods shall be used in the specific order listed, to break the tie:
- Adjusted High-Low Team Speaker Points. Omit the ballot with the highest total team
speaker points and the ballot with the lowest total team speaker points. The points from the
remaining six ballots are totaled, and the team with the highest total wins the tie break.
- Adjusted Double High-Low Team Speaker Points. Omit the ballots from the rounds
with the two highest and the two lowest team speaker points, totaling the speaker points from
the remaining four ballots. The team with the highest number wins the tie break.
- Speakers Rank. The team with the best (lowest) combined team speaker rankings from all
ballots will win the tie break.
- Schedule Difficulty – Opponent Wins. The team whose opponents won the most ballots
up to this point shall win the tie break.
- Adjusted High-Low Speaker Rank. Omit the ballots with the highest and lowest team
speaker rank and total the combined speaker ranks from the remaining rounds. The lowest
combined total will win the tie break.
- Coin Toss. When all the above methods fail to resolve the tie, a coin toss may be used to
determine which team wins the tie break.
Determining Which Teams Advance
Tournaments will advance the highest-ranking teams from the preliminary rounds to the
elimination rounds as determined in Ranking Teams.
Completely fill the prescribed bracket starting with the highest ranked teams. Break-even teams
are allowed to clear, if necessary, to fill the bracket. Teams with losing records will not advance.
Depending on the total number of teams in the tournament, some teams with winning records
may not be needed to fill the prescribed bracket. These teams will not advance to the elimination
rounds.

ELIMINATION ROUND MATCHING AND TABULATION
Matching Teams
Ranking and Seeding. Elimination round pairings shall be established in accordance with each
team’s preliminary ranking. The highest-ranking team shall meet the lowest ranking team, the
second highest shall meet the second lowest, and so on.
Locked Sides. If the two teams have faced each other once in preliminary rounds, the teams
shall switch sides for elimination competition.
Flip for Sides. If the two teams have faced each other twice in the preliminary rounds, or have
never met, an electronic coin toss shall determine the side each team will take.
Scoring
Number of Ballots per Match.
- Each elimination round shall be at least triple-paneled.
- Each elimination round shall be decided by an odd-numbered panel of judges.
Recording Ballots.
Record a win for the team who receives the majority of judge votes in the match.
Speaker points and ranks are not calculated in elimination rounds.
Advancing through Elimination Rounds
Teams will continue to advance through the bracket until they lose a round.
DETERMINING FINAL STANDINGS AND AWARDS
Moot Court Teams
Champion. The team that does not lose an elimination round wins the tournament.
Finals. The team that loses the Final Round finishes in 2nd place.
SemiFinals. The teams that lose in the SemiFinal Round shall take 3rd and 4th places. The final
placing shall be determined by which team had the higher placing in preliminary standings. (i.e.,
the team that placed higher in the preliminary competition shall take 3rd place and the remaining
team shall take 4th place.)
All Remaining Elimination Rounds. Follow the above procedure for each remaining
elimination round until all teams that advanced to the elimination rounds have been placed.
Awards. Each team which advances to the elimination rounds will be recognized.
Oral Advocacy Awards

Number of Awards. The number of Oral Advocacy awards recognized at a tournament will be
determined by the number of competitors in the tournament. The top 20% of competitors will be
recognized.
Speaker Ranking. Adjusted high-low speaker points from all preliminary ballots shall be used
to determine individual speaker ranking. This is calculated by omitting the ballots with the
highest and lowest speaker points and totaling the scores from the remaining six ballots. The
competitor with the highest adjusted speaker point total receives the highest award.
Breaking Speaker Point Ties. If the high-low speaker points calculation results in a tie
between one or more competitors, the following methods shall be used, in the order listed, to
determine which speaker will be ranked higher:
- Adjusted Double High-Low Speaker Points. Omit the ballots with the two highest and
two lowest scores, totaling the scores from the remaining four ballots.
- Total Speaker Points. Total the speaker points from all eight ballots.
- Speaker Rank. Total individual speaker ranks from all eight ballots. The speaker with the
lowest speaker rank total places higher.
- Adjusted High-Low Speaker Rank. Omit the highest and lowest speaker rank of each
speaker and total the remaining six ballots. The lowest speaker rank total places higher.
- Final Standing as a Tie. Speakers who remain tied will be given the same placing.

- Calculate. The Oral Advocate results are recalculated, displayed in the lower window, and
saved in memory. In order for these results to be valid, the preliminary rounds of Moot Court
must be entered and verified.
- Save. The calculated results held in memory are saved to the database.

- Announce. The results which have been previously saved to the database are used to create
an announce sheet for awards.
- Certs. The results which have been previously saved to the database are used to generate
certificates.
- Detail. This report can be used to verify the calculated results. The report contains speaker
points and ranks for each competitor.

APPENDIX 1 – JUDGE’S PREFERENCE
Judges’ Preferences – Determining the competitor who was ranked highest by the most judges.
Between two competitors: Between Competitor A & B, Judge 1 preferred Competitor A over Competitor B, as did Judge 2. Judge 3
preferred Competitor B over Competitor A. Competitor A wins twice (Judges 1 & 2), so A wins the tie.
Between three competitors: Compare each competitor independently against each other competitor. For example, compare A
against B to determine the winner. Then compare A against C to determine the winner. Finally,
compare B against C. If any competitor won two of the comparisons, they take the top place. The
competitor that won one of the comparisons would be in the second spot and the competitor that did
not win any would be in the third spot.
Between Competitor A & B, Competitor A wins twice (Judges 1 & 3), so A wins.
Between Competitor A & C, Competitor A wins twice (Judges 2 & 3), so A wins.
Between Competitor B & C, Competitor B wins twice (Judges 2 & 3), so B wins.

Competitor A wins twice, B wins once, and C does not win, so therefore A is 1st, B is 2nd, and C is 3rd out
of the tie. In this case, the Competitors were tied at 5th place, so A would be 5th, B would be 6th, and C
would be 7th.
If a head-to-head comparison shows that each competitor won a judge, proceed to the next tie break.

Between four competitors:
As with three competitors, compare each competitor independently against each other competitor,
following the instructions above.
Example 1:
In the example above, our comparisons give these results:
Competitor A vs. B = B wins
A vs. C = A wins
A vs. D = A wins
B vs. C = C wins
B vs. D = D wins
C vs. D = D wins
Competitors A & D each won twice, and B & C each won once. Therefore, A & D will take the top two
ranks and B & C take the bottom two ranks. To break the tie between A & D for first place, look at the
head to head comparison for each. When A & D went head to head, A won so A is first and D is
second. And when B & C went head to head, C won so C is third and B is fourth.

If this process drops a competitor to the bottom or top of the room but the others are still tied, start
over with the competitors that are still tied and look at Judges’ preference again, just between those
competitors to determine the placing.
Example 2:
Competitor A vs. B = A wins
A vs. C = A wins
A vs. D = D wins
B vs. C = B wins
B vs. D = B wins
C vs. D = D wins
Since Competitor C did not win in any head to head competition, Competitor C would get the bottom
rank. All the others took two judges each, so you would seek to break the three-way tie by judges’
preference between the remaining three.

APPENDIX 3 – LEVELING ROOMS
Leveling rooms mitigates for the issue of an uneven number of competitors within the rooms of an individual event. The least number of competitors in any room in a particular round of
an event is used to level the lowest scores in all the rooms. Step 1. Determine the least number of competitors in any room during that particular round for that particular event. This will be the lowest score (called the Leveled Score) a competitor can receive in this event for the round. Step 2. Record the judge scores as awarded on the judge worksheet and rank the rooms without adjustments, based on the cumulative scores.
Step 3. Level each room as necessary by adjusting each competitor’s score to the better - their actual score or the Leveled Score. For example, Round 2 of Apologetics has one room with eight competitors and two rooms with seven competitors. The Leveled Score would be 7, and each judge score of 8 would be adjusted to 7. Step 4. Do the same with the room ranks. IMPORTANT NOTE: Change both the judge scores and the room rank after the room has been ranked according to the original scores. Room rank position is based on the original, unadjusted scores and not the leveled scores.

Rank all participants in order of performance. If the top sixteen advance to SemiFinals, they are ranked 1st through 16th place. Snake the numbers in the pool as follows:

• Take each pair of ranked SemiFinalists and go back to Preliminary Standings (Prelim PL column) to determine which SemiFinalist of the pair should be ranked higher. Student A with SF PL of 5 and Preliminary Placing of 2 would receive a final rank of 9th place and Student B with SF PL of 5 and Preliminary Placing of 13 would receive a final rank of 10th place.
• Continue with each set of placings until all SemiFinal competitors have been ranked.
