INTRODUCTION

M/s KIMS Health Care Management Ltd. is an expansion of exist ing

Hospital project at Survey Nos. 1486/1-4-3-2,1486/1-4-3 and others in

Kadakampil ly Vi l lage, Trivandrum Taluk, Trivandrum Distr ict, Kerala . The

construction project was accorded Environmental Clearance for 41,509 sq.mtr of build up

area on 17-03-2018 vide order No. 1085/EC1/SEIAA/2016 by State Environment Impact

Assessment Authority, Kerala.

The half yearly compliance report needs to be submitted as part of general

condition No.22 of Environmental Clearance order by the project proponent.

The compliance report to conditions of the Environmental Clearance for the

period of October 2018 – March 2019 (Second half) is being submitted.

SPECIFIC CONDITION

01 Enhance total car parking facility for 648 cars which will

include mechanical, multilevel and conventional car parking

At present the instant building is under construction stage. The project Proponent

will provide multilevel, mechanical and conventional parking facility for 648 cars in

its operational phase. The project will execute all possible facilities to

accommodate 648 cars in the project site.

02 Parking facilities for 650 two wheelers Will be

The Parking facility for 650 two wheelers will be provided in its operational phase.

At present the piling is under progress.

03 During construction stage proponent agreed to provide

parking facility in a space away from the site with free to

and fro shuttle service.

The project proponent has identified a place near to the existing hospital to park

the vehicles. The project proponent will ensure hassle free movement and parking

of vehicles those who come to hospital.

04 Rain water storage capacity shall be increased to 3500 KL complied

The capacity of rain water tank has increased in its final drawing which will

construct in the proposed hospital building to face water shortage and harvest the

rain water. this will be constructed during civil work phase.

The total domestic water requirement of the hospital building will be about 272

KLD. The sewage generated from the proposed hospital project will be treated in

Sewage Treatment Plant having tertiary treatment. The recycled water of about 122

KL will use for the toilet flushing and other recycled water will be used for

horticulture, cooling tower with HVAC system.

06 Exit and entry will be as per revised plan submitted Being

As per the direction of State Environment Impact Assessment Authority, the

project proponent has submitted a revised plan regarding entry and exit. This will

be scrupulously followed in construction and operational phase.

07 Emergency assembly points as shown in the revised

conceptual plan should be provided.

The project proponent has earmarked an area for emergency assembly at project

site as marked in the conceptual plan. The project proponent is intending to

provide mock drill as part of their Risk and hazard management plan.

08 Adequate safety measures shall be ensured to prevent slop

failure of steep cutting

To prevent the slop failure of steep cutting the project proponent has provided soil nailing

and hillock system at project site. The systematic extraction of earth can provide

necessary slope stability. The degree of slope will be 7.13. The project will give utmost

care to prevent sliding by adopting all possible slope stabilization measures.

09 Excess earth excavated shall be disposed off without

causing environmental problem.

Compliance:

The project proponent is having excess earth in the project site. The excess earth will be

utilised for road construction and similar activities. The project proponent will assure that

the earth is not transporting for filling of wet land and paddy land. The work order has

given to PMK.

GREEN CONDITIONS

01 Adequate rain water harvesting facilities shall be arranged

In construction phase the project proponent is going to arrange Portable tanks for

Rain water harvesting. The project proponent will construct a rain water harvesting tank

with a capacity of 3500 KL for its operational phase.

02 Technology and capacity of STP to be indicated with

discharge point (if any) of the treated effluent.

Compliance:

The project has installed an STP in the existing hospital. The tertiary treatment of

STP can remove nitrogen, phosphorus, additional suspended solids, refractory organics,

heavy metals, and dissolved solids. The technology intending to adopt is activate sludge

process followed by UASB. The treated water is using for flushing and gardening. One

STP is proposed for the instant hospital building for treating generated sewage water

03 Effluent water not conforming to specifications shall not be

let out to water bodies.

Compliance:

The sewage generated from the construction site will be channelized to STP. The

project is conscious to prevent letting out effluent water to water bodies. The treated

water will be used for gardening, cooling tower and flushing purpose. Only water

confirming to specification will let out to the public drain system.

04 Maximum reuse of grey water for toilet flushing and

gardening and construction work shall be ensured.

Compliance:

The treated water will be used for flushing and gardening. The project proponent

will install dual plumbing system in the project site. The project will reuse the grey water

in operational phase for toilet flushing and gardening with the help of STP.

05 Dual plumbing for flushing shall be done Noted

Compliance:

To reuse grey water the project proponent will install dual plumbing and all WC’s

will be dual flushing this can save water. The gray and black water can be recycled and

reused as domestic purpose by STP.

06 Provision for disposal of e – waste, solid wastes, non-

biodegradables and separate parking facilities for the

building shall be provided.

Compliance:

There will be suitable provisions for handling of all type of waste in the project site.

The project proponent will follow the rules framed in 2016 for Municipal solid wastes, e

waste and hazardous waste for handing and management. An ample parking space will

be provided for vehicles.

07 Generation of solar energy to be mandatory for own use

and/ or to be provided to the grid

Compliance:

The project proponent will install solar panel to generate renewable energy. This

initiative can reduce the use of conventional energy.

08 There shall be no compromise on safety conditions and

facilities to be provided by the project proponent, which

shall be ensured for occupation, regularisation or consent

to operate.

Compliance:

The project proponent will provide much thrust to safety conditions. The project

proponent has got initial NOC from fire and rescue service. The project will provide prior

concern to safety aspects. The project has a pre planned evacuation plan in case an

emergency situation arises. The project will get final NOC from Fire and rescue services

once all the fire safety equipments installed. The copy of initial NOC form Fire and rescue

service is provided as Annexure No.4.

GENERAL CONDITIONS

01 Rain Water Harvesting capacity should be installed as per

the prevailing provisions of KMBR / KPBR, unless

otherwise specified elsewhere.

As part of water conservation, the project is planning to construct rain water harvesting

tank with a capacity of 3500 KL in the project site. The project is intending to harvest roof

run off to the Rain water harvesting tanks.

02 Environment Monitoring Cell (EMC) as agreed under the

affidavit filed by the proponent should be formed and made

functional.

Compliance:

The project proponent has constituted an Environmental Monitoring Cell (EMC)

under the chairmanship of Mr. Biju S A (General Manager). The EMC meeting convene

regularly to evaluate and monitor compliance towards the conditions stipulated in the

Environmental Clearance (EC) order.

03 Suitable avenue trees should be planted along either side of

the tarred road and open parking areas, if any, inclusive of

approach road and internal roads.

Compliance:

To reduce air and noise pollution during the time of transportation of vehicle, the

project will plant various native species as avenue trees and shrubs at either side of the

road. This can prevent PM10 and 2.5 in some extent. The landscape plan will be

submitted along with this report once it is finalised.

04 The project shall incorporate devices for solar energy

generation and utilization to the maximum possible extent

with the possibility of contributing the same to the National

As part of energy conservation, the project is intending to generate and utilize

energy from solar by installing solar panels in the project site. This will help to reduce the

consumption of energy from conventional sources.

05 Safety measures should be implemented as per the Fire and

Safety regulations

As per norms and guidelines of Fire and Rescue services of Govt. of Kerala, the

project will implement all possible safety measures for the safety of workers. The project

has got NOC from the department for the same and it is attached as Annexure.

06 STP should be installed and made functional as per KSPCB

guidelines including that for Solid Waste Management.

Compliance:

SEWAGE TREATMENT PLANT

During the operational phase of the project, the expected quantity of waste water

generated from the project will be more than 200 KLD which can be treated in the STP.

The maintenance of STP will be done by an approved agency. The treated water will be

used for flushing and gardening purpose in the project site.

SOLID WASTE MANAGEMENT

The estimated solid waste generation during construction phase will be be collected

separately as Bio – degradable waste and non Bio - degradable waste as per Municipal

Solid Waste Management & Handling Rules,2016. The Bio degradable waste is managed

with bio gas plant. Non bio degradable and recyclable waste will be sold to the vendor.

07 The conditions specified in the Companies Act, 2013 should be

observed for Corporate Social Responsibility (CSR).

Since KIMS hospital is corporate in nature, constituted CSR committee consists of 3

directors. AS part of CSR (Corporate Social Responsibility) the project proponent is being

executed in the field of health care, Education and Environment.

08 The proponent should plant trees at least 5 times of the loss

that has occurred while clearing the land for the project.

Eco – restoration is an important part in this residential project. The project

proponent is intending to plant maximum number of tree saplings in the proposed project

site for enhancing vegetative area and bio diversity.

09 Consent from Kerala Pollution Control Board under water

and Air act(s) should have been obtained before initiating

activity

Compliance:

The project has obtained consent for establishment from Kerala State Pollution

Control Board under Water and Air Act(s) before initiating the activity. The consent to

establish is attached as Annexure No.1.

10 All other statutory clearances should have been obtained, as

applicable, by project proponents from the respective

competent authorities including that for blasting and storage of

explosives.

Compliance:

The project proponent is a renowned hospital group therefore obtained all

necessary approvals from various Government departments and statutory authorities. To

enhance safety and promote environment sustainability, all the conditions stipulated in the

approvals will scrupulously follow. The important approvals are mentioned below.

Annexure No 1 - Consent to Establish - Kerala State Pollution Control Board

Annexure No 2 - Building Permit

Annexure No 3 - Environmental Clearance - State Environmental Impact Assessment

Authority (SEIAA)

Annexure No.4 – NOC form Fire and Rescue Department.

11 In the case of any change(s) in the scope of the project, the

project would require a fresh appraisal by this Authority.

Compliance:

At present there is no plan to change the scope of project. The proponent will apply

for fresh appraisal to get the Environmental Clearance, in case of any change(s) in the

scope of the project.

12 The Authority reserves the right to add additional safe guard

measures subsequently, if found necessary, and to take action

including revoking of the environment clearance under the

provisions of the Environmental (Protection) Act 1986, to ensure

effective implementation of the suggested safeguard measures

in a time bound and satisfactory manner.

To improve safety of labours, building, community and environment, the project is

happy to add additional safe guard measures subsequently if the authority found

necessary.

13 The stipulations by Statutory Authorities under different Acts

and Notifications should be complied with, including the

provisions of Water (Prevention and Control of Pollution) Act,

1974, the Air (Prevention and Control of Pollution) Act 1981, The

Environment (Protection) Act, 1986, the public liability

(Insurance) Act, 1991 and EIA notification, 2006.

Compliance:

To implement all relevant directions and guidelines, the stipulated orders and

directions under different act and notification including EIA notification will be scrupulously

followed. A brief list of various Acts and notifications which are followed by the proponent is

15 Provision should be made for supply of kerosene or cooking gas

and pressure cooker to the labours during construction phase.

Compliance:

The all provisions such as cooking gas and pressure cooker or hygienic food is

given by the labour contractor. There are nearly 200 labours working in the site and the

labour camp is set up at 200 meter away from the project site. The project proponent make

sure that the labours are provided with good housing, fuel for cooking facilities etc, by the

contractor.

16 Officials from the regional office of MoEF&CC would be

monitoring the implementation of environmental safeguards

should be given full cooperation, facilities and documents/data

by the project proponents during their inspection. A complete

set of all entire document submitted to MoEF&CC should be

followed to the CCF, Regional office of MoEF, Bangalore.

Compliance:

The project proponent will assure to execute all possible measures for environment

protection. The project proponent is keeping a set of files for MoEF & CC and

environmental conservation activities. The project will extend all support to the officials

from the regional of MoEF&CC for their monitoring on environmental safeguards

implemented in the project site.

17 These stipulations would be enforces among others under the

provisions of Water (Prevention and Control of Pollution) Act,

1974, the Air (Prevention and Control of Pollution) Act 1981, The

Environment (Protection) Act, 1986, the public liability

(Insurance) Act, 1991 and EIA notification, 2006.

The project proponent will scrupulously follow the condition stipulated in the

Environmental Clearance order.

18. Environmental clearance is subject to final order of the Hon’ble

Supreme Court of India in the matter of Goa Foundation v/s

Union of India in Writ Petition (Civil) No. 460 of 2004 as may be

application to this project.

19. Any appeal against this clearance shall lie with the National

Environment Appellate Authority, if preferred, within a period of

30 days as prescribed under section 11 of the National

Environment Appellate Authority Act.1997.

20 The project proponent should advertise in at least two local

news papers widely circulated in the region, one which (both

advertisement and the newspaper) shall be in the vernacular

language informing that the project has been accorded

Environmental Clearance and copies of clearance letters are

available with the Department of Environment and Climate

Change, Govt. of Kerala and may also be seen on the website of

the Authority at www.seiaakerala.org. The advertisement

should be made within 10 days from the date of receipt of the

Clearance letter and the copy of the same signed in all pages

should be forwarded to the office of this authority as

confirmation.

As per the condition in Environmental Clearance issued by State Environment

Impact Assessment Authority (SEIAA),Kerala an advertisement in two local daily

newspapers (English and Malayalam) regarding Environmental Clearance accorded to the

construction project.

21 A copy of the clearance letter shall be sent by the proponent to

concerned Grama/District Panchayath / Municipality /

Corporation / Urban Local Body and also to the Local NGO, if

any from whom suggestions / representations, if any were

received while processing the proposal. The Environmental

Clearance shall also be put on the website of the company by

the proponent.

Compliance:

A copy of the Environment Clearance letter was submitted to the Local self

Government. The project proponent did not receive any suggestions / representation from

anywhere while processing the application therefore did not give copy of clearance latter to

any NGO or personal. The project proponent will upload the Environmental Clearance (EC)

Order in the website of the company soon.

22 The proponent shall submit six monthly reports on the status of

compliance of the stipulated EC conditions including results of

monitored data (both in hard copies as well as by e-mail) and

upload the status of compliance of the stipulated EC conditions

including results of monitored data on their website and shall

update the same periodically. It shall simultaneously be sent to

the respective Regional Office of MoEF, Govt. of India and also

the Directorate of Environment and Climate Change, Govt. of

Kerala

08 Construction spoils, including bituminous materials and

The project proponent is following the relevant rules formulated in 2016 for the

handling of construction and demolition wastes. The project proponent is cautious to

preserve the quality of natural resources like soil and water during construction phase.

Therefore the contamination of water due to the improper disposal of construction spoils

and other hazardous materials will not happen in the site. The construction spoils will

keep in a safe place and disposed under existing rules and guidelines. This precaution

can prevent leach in to the ground water. To check the ground water quality the project

proponent is regularly monitoring various parameters of ground water.

9 Any hazardous waste generated during construction phase,

should be disposed off as per applicable rules and norms

with the necessary approvals of the State pollution control

standard at day and night time, the project will implement various measures in project

site. The project site has already covered with aluminum sheets with height of 10 ft. to

regulate amplification. There will be no work at night time. All measure will help to keep

Noise Pollution (Control and Regulation) Rules, 2000. Incremental pollution loads on the

ambient air and noise quality will closely monitor through an approved laboratory. Since

it is an expansion project of existing hospital the project proponent is taking care to

14 Fly ash should be used as building material in the

construction as per the provision of Fly Ash Notification

of September, 1999 and amended as on 27th August,

2003. (The above condition is applicable only if the

project site is located within the 100 Km of thermal Power

stations.)

01 The installation of Sewage Treatment Plant (STP) should

be certified by an independent expert and a report in this

regard should be submitted to the Ministry before the

project is commissioned for operation. Treated effluent

emanating from STP shall be recycled/reused to the

maximum extent possible. Treatment of 100% gray water

by decentralized treatment should be done. Discharge of

unused treated affluent shall conform to the norms and

standards of the state Pollution control Board.

Waste to be generated from the proposed residential project, the following measures are

proposed:-

Segregation of Municipal Solid Waste (MSW)

The segregation of Municipal Solid Waste to Bio- Degradable and Non – Degradable is

proposed to be achieved by providing colour coded bins in appropriate areas. (Green

colored bins for Bio Degradable waste and Blue colored for the Non – Bio degradable

waste.) and one bin will be there for collection of domestic hazardous waste.

Bio- Degradable and Non bio degradable Municipal Solid Waste

Bio gas plant or bio bins will install in the project premises to handle the bio – degradable

wastes generated from the project. Non bio degradable solid wastes are sold to the local

vendors.

03 Diesel power generated sets proposed as source of back-

up power for elevators and common area illumination

during operation phase. DG should be of enclosed type

and conform to rules made under the Environment

(protection) act, 1866. The height stack of DG sets should

be equal to the height needed for the combined capacity of

all proposed DG sets. Use low sulphur diesel. The location

of the DG sets may be decided with in consultation with

State Pollution control Board.

should be properly collected and disposed off/sent for

recycling as per the prevailing guidelines/ rules of the

regulatory authority to avoid mercury contamination. Use

of solar panels may be done to the extent possible.

functions and responsibility should foresee post

operational environmental problems e.g. development of

slums near the site, increase in traffic congestion, power

failure increase in noise level, natural calamities, and

increase in suspended particulate matter etc. solve the

problem immediately with mitigation measures.

The Environment monitoring committee will function to execute the condition stipulated

in the Environmental clearance order and the suggestions mentioned in the EIA report.

The project proponent will start to execute the imitative measures when work of the

project starts.
