The Great Royal Circus shifted from Rajasthan to Dwaraka, Delhi and at present stationed at Kadkaduma for performances with the following animals: Two unregistered Emu with AWBI, 4 horses, 3 camels, 11 dogs, 9 kakutuwa, one Kakutuwa feather broken , 2 Macaw, feathers of these birds are clipped along with one female elephant.

The Great Royal Circus last owner Pratap Walavalkar was died on 22-12-2002, after his death his wife Snehalatha Walavalkar along with Ajay Shankar, Ashok Shankar with K.M. Sanjeev became partners on 22-12-2002 itself, where as Animal Welfare Board of India did blunder mistake vide their letter No. 9-14/2001-PCA dated 31-5-2004 and issued performing animals certificate in favour of a person, who died two year before, how it could be possible?, where as 4 Elephants, 4 horses, 15 dogs, 9 Cockatoos, 2 Macaw along with 7 camels were registered in favour of dead person, many animals are missing

including elephants and camels., where as camels were shifted in goods transport vehicles to Delhi adopting cruel methods, leg were tied violating section 3 and 11 of PCA Act, 1960 read with DP Act, 1978 and Motor Vehicle Act because no suitable vehicle manufactured in India, to carry camels.

As per reports, nine months long investigation of circuses across India was conducted by a team that included representatives from PETA India and Animal Rahat, which was authorized by the Animal Welfare Board of India (AWBI) has revealed rampant and widespread abuse of elephants, horses, camels, dogs, birds and other animals used in circuses.

The investigation included inspections of the Amar Circus, the Gemini Circus, the Great Bombay Circus, the Great Champion Circus, the Great Golden Circus, the Jamuna Circus, the Jumbo Circus (Unit 1), the Jumbo Circus (Unit 2), the Kohinoor Circus, the Metro Circus, the Moonlight Circus, the Rajkamal Circus, the Rambo Circus, the SAM Circus, the Great Prabhath Circus and the Great Royal Circus.

The findings include documentation of rampant apparent violations of the Prevention of Cruelty to Animals Act, 1960; the Performing Animals Rules, 1973 and 2001 read with the Wildlife Protection Act, 1972, among other guidelines aimed to protect animals from abuse, Birds’ wings were crudely cut with blades to prevent them from flying (Cutting birds’ wings can cause bleeding, pain, imbalance and depression in birds.).

It would be pertinent to mention here that Ajay Shankar and Ashok Shankar are also owner of the two units of Jumbo Circus along with Gemini Circus and these circuses were investigated by the team.

As per the Chief Wildlife Warden of Delhi letter No. 3880/CWLW/Delhi/2007/5299 dated 5-12-2007 communication was made with the Conservator of Forests, Assam Circle, Tezpur about microchip No. 958000000796166 because ownership was issued by them, then how it can be possible that same microchip No. 958000000796166 have another female elephant, ownership certificate No. OC-1/2014 issued by the Conservator of Forests (T), Thane in Maharashtra on dated 18-6-2014, para No. 16 of ownership certificate assessed the value of elephant: As per prevalent market rated, when trading of elephant is banned in India, MoEF guidelines No. 9-5/2003-PE dated 8-1-2008 read with the section 38-H of the Wildlife Protection Act, 1972 are also violated along with the provisions of the Performing Animals (Registration) Rules, 2001 because 2 unregistered Emu’s are also displayed. It would be pertinent to mention here that when Ajay Shankar ownership circuses Jumbo, Gemini and Great Royal violated the laws of the land in past then how it could be possible to obtain ownership certificate from Thane, either facts has been concealed before the concerned Authorities or it was a criminal conspiracy.

It would be pertinent to mention here that the said female elephant belongs to Ajay Shankar, as private ownership, where as 4 elephants were registered with the AWBI in 2004 and these elephants are missing, might be illegally traded, where as proof of burden on the accused instead of prosecution.

Hence Great Royal Circus violated the section 3, 11 and 38 of the PCA Act, 1960 / Delhi Police Act, 1978 /Motor Vehicle Act / Wildlife Protection Act, 1972 read with the IPC 120-B and 420. It is further requested that all abused animals may kindly be rescued and rehabilitated in the Infirmaries declared under section 35 of the PCA Act, 1972 during court trials, the CWLW of Delhi also asked AWBI for legal action against this circus, copies attached along with the orders of the Special Police Commissioner of Delhi.
