No 2. ECSA announces 5 new engineering technology qualification standards.

All institutions offering engineering technology qualifications in South Africa will gradually phase in these new standards. The 5 new qualifications standards approved by ECSA include:

4. Minutes of the previous annual general meeting. The minutes were tabled, read and approved. **Proposed R Vogt Seconded P Moncur.

5. Finance.The audited statement for the year ending December 2011 was tabled and discussed. **The following points were noted;The income and the surplus were slightly down compared to the previous year. This was mainly due to a combination of factors, such as resignations, retirements and deaths.The CPD income and CPD assessment charges as well as the whole assessment process was explained.The rent of premises was very slightly up compared to the previous year. The office rent was slightly less than R4000 per month. The market cost of similar office area is in the region of R8000 per month.Page 5 of the Auditors report showed steady growth and that the association is financially sound.

6. Chairman’s Report.”The past year has been characterised by upheavals in the South African engineering profession. Not only was additional pressure being exerted on engineering institutions to transform, but the professional registration process at the Engineering Council of SA (ECSA) was also subjected to outcomes based registration standards and an on-line system. To crown it all, revised technology standards came into effect.Amidst all this turmoil, the Chamber continued its operations thanks to the dedication and hard work of our Secretary / Treasurer, in spite of difficult personal circumstances. Our surplus funds are sensibly invested, we receive regular newsletters, applications for accreditation of new Continuing Professional Development (CPD) are well managed, annual fees are collected timeously, new applications for membership are processed regularly and a variety of ad hoc activities are administered with accuracy and diligence.The Chamber nominated some volunteer members to serve on the newly appointed ECSA Council resulting in six of our nominations being successful. Some of our members continue to participate on ECSA high impact and other committees, initiating new developments and improvement of various operations. Our members are participating in most ECSA committees, and do most of the work in their own time and at their own cost. May I take this opportunity to thank our members for serving the interest of our profession as expressed in our mission statement".

On the ECSA front transformation rules include the fact that members may only serve 3 terms (12years), members must be active in the profession, and the chairpersons of committees may serve only one term of 4 years. The latest news is that the Chief Executive Officer (CEO) of ECSA Dr O Franks has resigned to take up an appointment at the Nelson Mandela University in Port Elizabeth.

The past chairperson, Mr P Moncur, thanked Mr Erasmus for all the hard work done for the Chamber and all his inputs to ECSA.

7. Appointment of Auditors.MP McIntyre and Co, Chartered Accountants, PO Box 990, Florida, 1710 were re-appointed as auditors.Unanimous.

Mr V Nel was re-appointed as Chief Operations Officer.Unanimous.The new Executive was asked to look into ways to reduce the officer’s workload in the future if needed.

11. General.Complaints about unethical and non-professional behaviour and service by members should be brought to the attention of the Chamber by using the Complaints procedure, which appears on the Website. Serious complaints may be lodged with ECSA using their Complaints procedure, which is on their W Site.

12. Close the formal part of the meeting.

4. Introduction and thanks to the Guest speaker.The Chairperson introduced Mr P Erasmus and thanked him for his time and attendance.

5. The Guest speaker.Mr P Erasmus gave a short explanation of matters of concern versus matters of influence. He drew two circles on the Flip Chart one inside the other.In summary he said;“Usually one’s circle of influence and circle of concern can be represented by two concentric circles – the inner circle being the circle of influence is smaller than the outer circle representing the circle of concern. At meetings and in our life we can sometimes waste our time talking and arguing about matters within our circle of concern where we have little or no influence. We must rather devote our time and energy, and deal with matters within our circle of influence, where we can make a difference and change the world around us for the better. As we make progress, we can expand our circle of influence, like Madiba, who’s circle of influence during his presidency was eventually larger than his circle of concern.”

7. Chairperson Annual Report.The Chairperson, Mr A Sommer thanked all for their support and work that they had done for LEEASA and LMI's. In summary he covered at least the following points.

He pointed out that a number of items on the regular Council meetings were ongoing. These included the Department of Labour (DoL), Engineering Council of SA (ECSA), South African Bureau of Standards (SABS) & Task Committees (TC’s).

Mr K Greenwood was appointed by DoL in 2009 to be on the Driven Machinery (DMR) review of regulations along with some 12 other persons. As only one vote out of the group he went grey trying to convince the group on various concerns. He won some and lost some.

The revised DMR has been withdrawn due to a threat to take the DoL to court on a related matter, the National Code of Practice (NCOP). The NCOP interferes with the revised DMR. There is thus no NCOP at this time & the old DMR still applies. It is hoped that the revised DMR may be in force by the end of the year.

Slow registration of Lifting Machinery Entities (LME,s). This is completely a DoL matter and while LEEASA can guide where possible it cannot legally interfere on behalf of its members.

SABS has been restructured and its actions and service has improved in the past year. On complaints about standards or equipment that have no standards covering them members may address

complaints in writing with supporting documentation to LEEASA and LEEASA will table these at SABS TC’s if valid.

Complaints about sub standard equipment coming into the country, requires members to gather evidence as above and submit to LEEASA. LEEASA may then forward these to the National Regulator of Compulsory Standards (NRCS) who may then investigate further and take action.

LEEASA has quite a few members represented on the ECSA LMI registration committee. Mr Sommer thanked them for all their voluntary work put in to ECSA on behalf of the industry. (There were some 1480 applications so far and some 1000 have been registered). New applications for LMI are welcome.

The legalities of use and misuse of Logos has resulted in a memo of agreement, which Company members will have to adhere to. This has been announced in previous newsletters and will be implemented soon. One of the Terms and Conditions is a possibility of an audit.

ECSA & the Dol have been requested to advise on the use of their Logos. No answers have yet been received.

LEEASA published the Lifting Guide 2012 through Promech Publishers, which is a good guide. The last copies available were on the table for members to take. The next one will probably be in 2014.

LEEASA had a stand on the SA Industry & Technology Fair at Gallagher Estates, Midrand 14 to 16 May 2013. It was a good Public Relations exercise as the stand was obtained at a vastly discounted rate and was next to the ECSA stand. Thanks to those who assisted.

A new flyer about LEEASA was printed and many copies handed out at the above stand. The contradiction between SANS 15-95 and ISO 2458 concerning markings on hooks is to be drawn to the

attention of SABS.

Credit Card type carry cards for registered LMI’s who are members of LEEASA will be launched soon. A sample batch showing photo, categories of registration and ECSA number as well as security features was circulated. To obtain a card Professional Indemnity Insurance may be required.

It was pointed out that the discount given by ECSA to members is approx R1100 which more than covers the association year fee of R325. Members also get one CPD credit, which is worth quite a bit.

8. Financial Report.

LEEASA is a division of the Chamber of Engineering Technology. As such LEEASA finances are included in the Chamber’s books and audited as part of the Chambers finances. The Chamber and LEEASA’s financial year runs from 1st January to 31st December each year.The Chambers audited statements were attached to the agenda, which was distributed to members present.The following points were noted;The income and surplus were slightly down compared to the previous year. 10. Election of Office Bearers.In terms of the Constitution the current Chairperson, Mr A Sommer may not remain in the position of Chairperson as he was elected for the normal two-year term. Nominations for the following positions were called for. On the Executive Committee;ChairpersonSenior Vice ChairpersonJunior Vice ChairpersonSecretaryTreasurerAt least two ordinary members.

13. General .It was pointed out again that LEEASA has no legal authority and cannot be blamed for;

Delays in processing LME applications, which go to the Department of Labour. (Dol issue). Registered LMI’s not operating properly as they should. (Dol and ECSA issue) Imported sub standard products. (NRCS issue). OSH Act regulations. (Dol issue). Mistakes on certificates issued by LMIs, LMEs. Dol issue. LME numbers not appearing against LEEASA Company members on the database (and adverts).

(Members must supply this information to LEEASA – Information update forms are sent out at least twice a year to all members).

all members).

LEEASA Newsletters that are blocked by Companies, Internet servers, incorrect & non existent addresses, newsletters that are deleted before being read. These are not things we can fix from our end. Members must rectify these problems.

LEEASA may advise and forward evidence of concerns but individual complainants have to lodge their complaint and supporting evidence to the respective Statutory Body concerned. Attention is drawn to the items covered in the Chairpersons report (Item 7 above).

The new Chairperson, Mr K Greenwood asked members to show their approval of the work done in the past two years. A round of applause was received.He went on to say that the new transformation requirements at ECSA would change the landscape and present new challenges. He welcomed Ms R Ledwaba on to the LEEASA team.LEEASA will investigate the viability of forming a Professional Body for non-ECSA registered LMIs.An extremely busy year ahead is expected.

19. Closure of Meeting.The meeting closed at 13h00 and members were invited to a finger lunch and refreshments.

Casting a deck, be it in-situ or precast, usually borders on chaos - with plumbers, electricians and steel fixers working over and around each other. This can take up to a week even before casting, and thereafter another 28days, all the while costing you money. BENTLY BEAMS IS THE SOLUTION

Zac Joubert, a past Chairman of ECSA Technicians Registration Committee and founder member of the Chamber has left a message to say that Mr Eduard Smit has passed on. WARNING!!The use of COET, LEEASA or ECSA Logos is not allowed at this time. Any person or company, using them must stop doing so immediately.

The Engineering Council of SA (ECSA) Logo must not be used. We have asked ECSA to put out a policy statement regarding its Logo use but it may take some months before an official answer is received. Any enquiries for the use of the ECSA Logo must be sent to ECSA and not us!

For the COET and LEEASA Logos, the following rules apply.

No 9. LEEASA PRESS RELEASECRANE, HOIST AND SLING HOOK REQUIREMENTS

Following the recent failure of a 5 ton “crane hook” at a mine, there have been various reports, recommendations and instructions issued by various parties to mines and plants. As the Chamber of Mines have also issued a statement, LEEASA (Lifting Equipment Engineering Association of South Africa) have felt obliged to inform industry what the applicable standards are for hooks attached to cranes, hoists and slings.

The hook that failed was part of a 5 ton electric chain hoist and not part of a 5 ton crane as stated in reports. To clarify, there are different SANS and other International Standards that apply to hooks used on the different types of lifting equipment.

1. Chain block and chain lever hoist hooks: Chain blocks and chain lever hoist hooks are covered in SANS 1594 -2007 edition for Manually operated chain blocks and by SANS 1636 -2007 edition for Manually operated chain lever hoists, which are the relevant manufacturing standards. The requirements for “chain hoist hooks” in terms of yielding, markings, design, manufacturing process (forgings), method of marking by the OEM, safety latch design and testing to determine conformance to standards, which are clearly stated in these Standards. SANS 1638 – 2008 edition for Pneumatically powered chain hoists which covers pneumatic hoists, mostly used on mines have the same requirement as SANS 1594 -2007 edition Section 4.6 on hooks.

2. Electric chain hoist hooks: There is no published SANS Standard for electric chain hoists. However, SABS TC 1020 is currently drafting a national standard for this equipment (SANS922). Presently, ASME B30.10, ASME B30.16, JIS8815, EN14492-2 and DIN 15400 refer to the requirements for hooks on this type of equipment. It is strongly recommended that Users confirm that all electric chain hoists comply with at least one of the above mentioned or similar standards.

Usually the minimum requirements for markings are as follows:

a) The manufacturers name, trade name or logo or trade mark for traceability.

b) The WLL/SWL

c) The batch number to allow traceability

3. Chain sling hooks: The requirements for hooks that are attached to Grade 8 alloy chains are covered in SANS 1595 – 2003 edition and SANS ISO 8539. Another possible standard for consideration is EN 1677.

4. Crane hooks. The current acceptable standard for crane hooks is DIN 15400. ISO TC96 Cranes is currently developing a new standard. (ISO CD17440)

NB. Hook Colours. There is no requirement for hooks to have any specific colour. The various OEMs paint their hooks the same colour as the body of the hoist, mostly, yellow, orange, blue or red.

NB. The latest editions of SANS standards are always the applicable standards.

From time to time we get suggestions that the Association should be on one or all of the above social networks. We get invitations to join all sorts of groups and “friends.”Face book is the flavour of the month but seems to open you up to loads of unwelcome contacts and people wanting to be “friends”. We do not think it will enhance our association’s professional image and will subject us to a lot of unneeded maintenance. It is also not seen as a vehicle for the newsletter at this time.So to all members (and others) who have asked us to join their group or social circle we will not be doing so at present.Ed.

Cellphone Dangers?!Researchers from Tel Aviv University have revealed that saliva from heavy cellphone users shows increased risk factors for cancer.

To explore the relationship between cancer rates and cellphone use, the researchers looked for clues in the saliva of cellphone users. Since the cellphone is placed close to the salivary gland when in use, they hypothesised that salivary content could reveal whether there was a connection to developing cancer.

Comparing heavy mobile phone users to non-users, they found that the saliva of heavy users showed indications of higher oxidative stress — a process that damages all aspects of a human cell, including DNA — through the development of toxic peroxide and free radicals. More importantly, it is considered a major risk factor for cancer.

The findings have been reported in the journal Antioxidants and Redox Signalling.

________________________________________________________________________________________New Unisa Florida Science Campussaid the Optometrist, "why no! How nice it will be," said the patient with joy, "I've been illiterate all my life."

There is a strong push to encourage university students to pursue studies in science, technology and engineering, but there are not enough first-year places to meet the demand.

Unisa, South Africa’s largest university, is a distance-learning institution, but according to its enrolment figures from 2009 to 2011, it has the lowest enrolment numbers in its colleges of agriculture and environmental sciences and science, technology and engineering. According to Unisa's website, nearly 30 000 students are studying science-related subjects, out of a total of more than 130 000.

“We have chosen the first day of National Science Week as a fitting day for the launch of the Unisa science campus to highlight Unisa as a destination of choice for the study of science – including agriculture and environmental sciences – engineering and technology," said Unisa principal and vice-chancellor Prof Mandla Makhanya .

Boosting sci-techScience and Technology Minister Derek Hanekom, who gave the keynote address at the opening, said: "Unisa is using open distance e-learning to make studying, most often restricted to brick and mortar laboratories and lecture theatres, available to students whose circumstances would otherwise preclude a career in science and technology."

He said it would “give a tremendous boost to the ability of the department of science and technology to fund and direct research and human capital development in a strategic and co-ordinated manner”.

Unisa spokesperson Martin Ramotshela said the campus was located on the old, previously Technikon SA.

"The refurbishment of the building, including construction of additional buildings and state-of-the-art laboratories including equipment, has cost close to R1-billion," Unisa spokesperson Martin Ramotshela said.
