1.0 HSSE Leadership and Commitment

A. GENERAL COMPETENCE REQUIREMENT DESCRIPTION

Create and sustain an organisational culture that supports effective HSSE management, through appropriate personal behaviour of leaders at all levels.

Specific activities included in this competence: 1 Applying the key concepts of HSSE Leadership and Commitment: • Communicating a clear vision: - Setting strategy, priorities, action plans, responsibilities. - Defining clear accountabilities and consequences. • Allocating Resources: - Allocating time, money, management attention. - Integrating HSSE goals with other business goals. • Being personally involved: - Planning and follow-up of HSSE improvement actions, projects, audits. - Knowing what is really going on to manage your HSSE risks. • Being personally visible: - Giving HSSE priority in day to day business activities. - Not sacrificing HSSE to short term gains. 2 Leading effective Safety Behaviour Improvement programs 3 Feedback on personal HSSE commitment

B. SPECIFIC COMPETENCE REQUIREMENTS (Criteria To be Met To Satisfy A, K or S)

Awareness – Can describe the following in basic terms and understands their importance: The difference between ‘good’ and ‘bad’ HSE behaviour; Why ‘good’ HSE behaviour is important; The link between ‘bad’ behaviour and incidents; The most important HSE ‘rules’; What ‘intervention’ involves and why it is important; How he/she sets an example to others through own HSE behaviour (including intervention).Knowledge – Awareness PLUS:Can hold a meaningful discussion and has had relevant practical exposure Can sensibly discuss the question of ‘HSE behaviour and culture’; Has actively participated in implementing and promoting a programme designed to change HSE behaviour (e.g. STOP; Life Saving Rules) amongst contractor staff; Has participated in a site HSE workshop and kick off meeting with contractor; Has conducted regular site visits and met with contractors on HSE matters; Can give good examples of how he acts as a HSE leader/‘role model’ to contractor staff; Has actively monitored HSE behaviours of contractor staff and taken action to address problems.Skill – Knowledge PLUS Has taken a leading, independent role and solved problemsCan give examples of: Has played a leading role in planning and implementing a programme which has changed the culture/behaviour of significant contractor and improved their HSE performance; Has communicated a clear HSE vision to contractors and secured their commitment to give priority to HSE over schedule/cost; Has made a personal statement of unacceptable HSE behaviour to contractor management and employees and consistently applied consequence management; Has consistently shown high visibility and a high level of personal involvement in managing contractor HSE matters.

2.0 HSSE Policy and Strategic Objectives

A. GENERAL COMPETENCE ELEMENT REQUIREMENT DESCRIPTION

Establish, communicate and maintain a sound HSSE Policy and coherent Strategic Objectives. Specific activities included in this competence: • Develop HSSE Commitment, Policy and Strategic Objectives consistent with Shell Business Principles and Group HSSE- MS. • Develop strategies and plans to implement HSSE Policy and Commitment, and meet Strategic HSSE Objectives. • Critical review of HSSE Policy, Commitment and Strategic Objectives when there are changes in stakeholder expectations and Issues.

B. SPECIFIC COMPETENCE REQUIREMENTS (Criteria To be Met To Satisfy A, K or S)

Awareness – Can describe the following in basic terms and understands their importance: Why good HSE management is important for PDO’s business performance and reputation; What aspects of HSE management are currently causing the most difficulty in own asset/project/area of activity; What are the most important actions being taken to improve HSE performance in own asset/project/area of activity.Knowledge – Awareness PLUS:Can hold a meaningful discussion and has had relevant practical exposure Knows PDO’s current HSE priorities (e.g. The HSE ‘Must Wins’); Has communicated PDO’s HSE priorities to contractors; Knows the most important HSE issues for own business activity; Has taken specific action to ensure the HSE policies and priorities of contractors are consistent with PDO’s HSE policies and priorities.Skill – Knowledge PLUS Has taken a leading, independent role and solved problemsCan give examples of: Has played a leading role in developing HSE policy for a significant aspect of contractor HSE activity; Has played a leading role in developing PDO corporate HSE priorities and objectives related to contractors (NOT annual targets) OR Has played a leading role in converting PDO corporate HSE priorities and objectives into medium/long term HSE priorities and goals for contractor activity.

3.0 Organisation, Responsibilities, Resources and HSSE Requirements

A. GENERAL COMPETENCE ELEMENT REQUIREMENT DESCRIPTION

Establish and maintain an organisation which supports effective HSSE management.

Specific activities included in this competence: • Establish and maintain HSSE responsibilities and accountabilities for the HSSE risks associated with business activities. • Establish and maintain an adequately staffed organisation, which minimises role ambiguity and role conflict. • Establish and maintain clear roles, responsibilities and resources for meeting the mandatory HSSE Requirements. • Establish and maintain adequate HSSE-related competence in staff in HSSE critical positions. • Implement processes to ensure that contractors systematically manage all HSSE risks associated with their work. • Implement effective Knowledge Management processes for all key HSSE information. • Provide appropriate HSSE risk-reduction technology, and maintain currency with new developments. • Establish, implement and maintain Group and Business-specific HSSE Requirements. • Establish interface arrangements for combined activities involving different organisations, especially contractors.

B. SPECIFIC COMPETENCE REQUIREMENTS (Criteria To be Met To Satisfy A, K or S)

Awareness – Can describe the following in basic terms and understands their importance: Own HSE responsibilities and those of others in own organisation; HSE competence and mandatory training requirements for own position and any subordinates; How the HSE competence of contractor staff is managed for own area of activity.Knowledge – Awareness PLUS:Can hold a meaningful discussion and has had relevant practical exposure Has successfully completed all mandatory contract management training; Knows the key responsibilities of CHs/CSRs as described in PR1171 Has clearly communicated PDO’s HSE management structure to contractors; Knows the mandatory HSE training requirements for contractor employees; Knows the process used by their contractors to assure the technical and HSE competence of contractor employees.Skill – Knowledge PLUS Has taken a leading, independent role and solved problemsCan give examples of: Has defined mandatory contractor training requirements in the C-09 for a significant contract (CH); Has ensured all CSRs have completed HSE competence assurance in SAPphire plus PDPs are in place to address gaps (CH); Has assessed and endorsed proposed contractor appointees to Key Positions (CH); Has monitored the on-going competence of contractor & sub-contractor staff (including completion of mandatory training) and taken action to address any issues (CSR/CH). Has signed the HSE Certificate for a significant contract (CH); Has applied HSE penalties and defaults on contractors for unauthorised non compliances (CSR/CH).

4.1 HSSE Risk Management Framework

A. GENERAL COMPETENCE ELEMENT REQUIREMENT DESCRIPTION

Provide structured support for the systematic application of HEMP to HSSE risks.

Specific activities included in this competence: • Establishing systematic HSSE management to maintain compliance with HSSE Requirements and continuous performance improvement. • Application of the basic elements specified for Group HSE-MS. • Application of the relevant Group and Business-specific HSSE Requirements. • Application of the basic HSSE Risk Management principles and tools. • Establishment and maintenance of processes to monitor review and continuously improve HSSE controls. • Issues Management. • Product Stewardship. • Security.

B. SPECIFIC COMPETENCE REQUIREMENTS (Criteria To be Met To Satisfy A, K or S)

Awareness – Can describe the following in basic terms and understands their importance: The difference between Hazard and Risk; Examples of Hazards in own area of work; The PDO Risk Assessment Matrix (RAM) and its purpose; The PDO HSE MS and its purpose; The highest risk activities in own area of work.Knowledge – Awareness PLUS: Can hold a meaningful discussion and has had relevant practical exposure Has had practical experience in applying the HEMP process, the RAM and concept of ALARP (other than in doing a JSA/JHA); Has participated in reviewing a contractor’s HSE MS and/or contract HSE Management Plan; Is familiar with the C-09 requirements for own contracts; Has monitored contractor compliance with the C-09 and contract HSE Management Plan.Skill – Knowledge PLUS Has taken a leading, independent role and solved problemsCan give examples of: Has led contractor HSE assessments (banding) OR led an assessment of a contractor’s HSE MS; Has led the HSE risk assessment of a significant sized contract; Has prepared the C-09 HSE requirement for a significant contract; Has reviewed and endorsed the HEMP in a major contractor’s HSE Management Plan.

4.2 HEMP for Significant Risks / HSE Cases

A. GENERAL COMPETENCE ELEMENT REQUIREMENT DESCRIPTION

Perform a structured approach to the analysis and control of HSSE hazards using HEMP (Hazards and Effects Management Process) for all significant risks and HSE Cases. (Applies to all business activities / processes in the life cycle of a business venture from inception to termination).

Specific activities included in this competence: • Identify Hazards and Potential Effects. • Assess Risks against Objectives and Performance Criteria. • Use appropriate Hazard and Risk tools (e.g. HAZOP, HAZID, JHA, PHA, QRA, FRED, LOPA, MHMS, HRA, EIA). • Establish Controls and Recovery Measures to achieve ALARP for identified HSSE risks. • Document the decision-making process performed and the results.

B. SPECIFIC COMPETENCE REQUIREMENTS (Criteria To be Met To Satisfy A, K or S)

Awareness – Can describe the following in basic terms and understands their importance: The purpose & basic steps of the HEMP process; A ‘Bow-Tie’; The meaning of ALARP.Knowledge – Awareness PLUS: Can hold a meaningful discussion and has had relevant practical exposure Knows the issues and challenges around determining ALARP; Knows what an HSE Case is and its purpose; Is familiar with HSE Case(s) relevant to own area of activity; Has actively participated in a HEMP exercise (e.g. HAZID, HAZOP, SIMOP, HRA, EIA or similar) AND/OR in HSE Case development; Has participated in the review of the HEMP in a contract HSE Management Plan and is familiar with the key controls required.Skill – Knowledge PLUS Has taken a leading, independent role and solved problemsCan give examples of: Has taken a leading role in carrying out a detailed HEMP for a significant contract Has taken a leading role in determining ALARP for the controls applied; Has taken a leading role in documenting the above.

4.3 Emergency Response

A. GENERAL COMPETENCE ELEMENT REQUIREMENT DESCRIPTION

Manage an effective response to emergency situations.

Specific activities included in this competence: • Derive appropriate Emergency scenarios from the location / activity HEMP studies. • Develop procedures that will deliver an effective and appropriate level of response. • Establish and maintain an ER organisation, including the application of the Oil / Chemical Spill Contingency.Plans and Procedures (application of MOSAG Charter), Medical and Security Emergency Response. • Planning and conducting ER Exercises. • Establishing clear criteria and procedure for triggering Crisis Management.

B. SPECIFIC COMPETENCE REQUIREMENTS (Criteria To be Met To Satisfy A, K or S)

Awareness – Can describe the following in basic terms and understands their importance: The main types of emergency situation that can arise in own area of business activity; The personal actions to be taken (including instructions to be given to others) in case such situations arise.Knowledge – Awareness PLUS: Can hold a meaningful discussion and has had relevant practical exposure Knows the ER roles and responsibilities of for own area of activity/organisation; Knows the key ER plans and processes for own area of activity/organisation; Knows the key ER processes for own activity/organisation; Has reviewed ER scenarios in a Contract HSE Mgt. Plan for their completeness; Has participated in the execution and evaluation of joint ER exercises with contractors.Skill – Knowledge PLUS Has taken a leading, independent role and solved problemsCan give examples of: Has established ER plans and resources for a significant operational activity involving contractors; Has performed role of ERC or Team Leader for a significant operational activity involving contractors; Has taken charge during a significant ER situation or major exercise, involving contractor staff and liaison with external agencies as needed.

4.4 Safe Systems of Work / Personal Safety

A. GENERAL COMPETENCE ELEMENT REQUIREMENT DESCRIPTION

Use structured tools and techniques to control physical work activities which have associated HSSE hazards.

Specific activities included in this competence: • Identify, assess and record workplace hazards. • Identify the controls necessary to ensure that work can be undertaken with risk at ALARP. • Manage interfaces with concurrent work activities to avoid conflicts. • Conduct site safety checks and audits. • Integrate the safe system of work in the work procedures and planning process – including changes to work. • Implement safe work systems [e.g. JHA (Job Hazard Analysis) PTW (Permit To Work)]. • Provide advice on Personal Safety controls required for legal / regulatory compliance. • Monitor and implement changes to Personal Safety Requirements (e.g. Regulatory changes).

B. SPECIFIC COMPETENCE REQUIREMENTS (Criteria To be Met To Satisfy A, K or S)

Awareness – Can describe the following in basic terms and understands their importance: The basic principles of JHA and PTW; What tasks in own area of activity are ‘high risk’ and require JHA and PTW; The main risks that such tasks may involve and the key controls needed to manage those risks.Knowledge – Awareness PLUS: Can hold a meaningful discussion and has had relevant practical exposure Has successfully completed all PTW training required for own position; Has consistently demonstrated correct application of PTW requirements for own position; Has consistently carried out any necessary equipments checks and other control procedures required for own position; Has ensured that contractors understand key PDO safety control procedures, such as PTW and journey management; Has coached contractor staff on applying PTW or journey management requirements; Has monitored contractor implementation of key safety controls, including participation in safety inspections of contractor activity.Skill – Knowledge PLUS Has taken a leading, independent role and solved problemsCan give examples of: Has held a significant authority role within the PTW system; Has led/approved a JHA for all the complex, high risk tasks involved in own area of activity; Has personally given TBTs to contractor staff and/or coached contractor staff in carrying out all such tasks; Has personally supervised contractor staff carrying out such tasks; Has carried out PTW audits; Has an excellent safety record for work carried out under own supervision.

5.0 Integrate HSSE into Business Plans and Procedures

A. GENERAL COMPETENCE ELEMENT REQUIREMENT DESCRIPTION

Incorporate HSSE management into business plans, work plans and procedures.

Specific activities included in this competence: • Establish and integrate appropriate HSSE goals, targets, action plans and resources within overall business Annual Targets and Resources Plans and work plans, with reference to the HSSE Risk Assessment Matrix. • Establish and maintain operating procedures (for both physical and management activities) that incorporate effective HSSE risk controls and meet the relevant HSSE Requirements. • Implementing and maintaining effective Change Management procedures (incl. Organisational Change).

B. SPECIFIC COMPETENCE REQUIREMENTS (Criteria To be Met To Satisfy A, K or S)

Awareness – Can describe the following in basic terms and understands their importance Examples of HSE related procedures/work instructions relevant to own activity; What an HSE plan is and why we have them; Examples of HSE goals in the work plan for own area of activity.Knowledge – Awareness PLUS: Can hold a meaningful discussion and has had relevant practical exposure Has participated in the development/ review/ implementation of procedures, which involve the control of HSE risks; Is fully familiar with the requirements of PR1171; Has participated in the review of a Contractor HSE Management Plan for consistency with PDO requirements; Knows the key procedures relevant for ensuring HSE risk control for those contracts, for which has responsibility; Has actively participated in coaching contractor staff to ensure understanding of PDO HSE procedures.Skill – Knowledge PLUS Has taken a leading, independent role and solved problemsCan give examples of: Has led the development of and/or authorised procedures designed to ensure HSE risks are controlled for an area of activity; Has led the review and approval of a Contract HSE Management Plan, ensuring its compliance with PR1171; Has developed and overseen an HSE Monitoring Program designed to ensure contractor compliance with the Contract HSE Management Plan; Has identified and actioned required changes in procedures/controls in a Contract HSE Management Plan to take account of change in contract scope or method of operation.

6.1 HSSE Performance Management

A. GENERAL COMPETENCE ELEMENT REQUIREMENT DESCRIPTION

Establish and maintain effective systems of monitoring HSSE performance against targets.

Specific activities included in this competence: • Establish, maintain and implement Group Standard HSSE performance monitoring and reporting requirements. • Target-setting for HSSE KPIs. • Collect HSSE performance data from all operations. • Analyse HSSE performance data, using both reactive (lagging) and proactive (leading) indicators. • Reporting and communicating appropriately the key messages obtained from HSSE statistics.

B. SPECIFIC COMPETENCE REQUIREMENTS (Criteria To be Met To Satisfy A, K or S)

Awareness – Can describe the following in basic terms and understands their importance Examples of proactive and reactive KPIs used to measure HSE performance in own area of activity; What the KPIs are designed to measure and why; Current HSE performance for own area of activity.Knowledge – Awareness PLUS: Can hold a meaningful discussion and has had relevant practical exposure Is fully familiar with the most important HSE performance KPIs and how they are defined; Has participated in setting reactive and proactive HSE performance targets for contractors; Knows how contractor HSE performance data is collected and has carried out checks to ensure that reported information is correct; Has participated in the monitoring and analysis of contractor performance and determining corrective actions, when needed.Knowledge – Awareness PLUS: Can hold a meaningful discussion and has had relevant practical exposureCan give examples of: Has taken a leading role in determining appropriate reactive and proactive HSE targets for a significant contract; Has overseen the collection and analysis of HSE performance data for a significant contract; Has led HSE performance reviews with contractors and defined corrective actions when needed; Has benchmarked contractor HSE performance against other companies and identified areas for performance improvement.

6.2 Incident Classification, Investigation and Reporting

A. GENERAL COMPETENCE ELEMENT REQUIREMENT DESCRIPTION

Classify, investigate and report incidents in a systematic way, in accordance with Group requirements.

Specific activities included in this competence: • Classify and report incidents systematically, in line with Group requirements. • Investigate incidents using Group methodology and tools (Timeline, Incident Trees). • Analyse underlying causes of incidents using appropriate tools (e.g. Root Cause Failure Analysis, Taproot®, Tripod Beta). • Establish and maintain Group / Business Requirements for Incident Classification, Investigation and Reporting.

B. SPECIFIC COMPETENCE REQUIREMENTS (Criteria To be Met To Satisfy A, K or S)

Awareness – Can describe the following in basic terms and understands their importance What kinds of incidents (including near misses) need to be formally reported and how; Why incidents need to be reported and investigated; What an incident investigation involves.Knowledge – Awareness PLUS: Can hold a meaningful discussion and has had relevant practical exposure Has participated in one or more ‘meaningful’ incident investigation team involving interviewing; Has briefed contractors on PDO incident reporting and investigation requirements; Has reviewed contractor incident reports and investigations (actual and HIPO); Has promoted sharing of learning from contractor incidents and near misses; Has participated in ensuring contractor follow-up on agreed actions from incident investigations.Knowledge – Awareness PLUS: Can hold a meaningful discussion and has had relevant practical exposureCan give examples of: Has led or facilitated the investigation of at least one incident with significant actual/potential consequences using a recognised RCA tool, such as Top Set or TB; Has taken a leading role in an IRP, reviewing and QCing contractor incident investigations, reports and conclusions.

7.0 HSSE Audit

A. GENERAL COMPETENCE ELEMENT REQUIREMENT DESCRIPTION

Conduct appropriate audits of HSSE management, and communicate results effectively.

Specific activities included in this competence: • Plan audits within an integrated, coherent, risk-based assurance plan. • Conduct audits following a systematic process in line with Group guidelines. • Ensure audit scope includes Regulatory Compliance, Risk Management, Policies, Procedures, Standards, Organisation, Responsibilities and Resources, Assurance; also the management of Contractors and Joint Ventures (incl. JVs NUOC). • Establish, maintain and implement Group / Business HSE Auditing Requirements.

B. SPECIFIC COMPETENCE REQUIREMENTS (Criteria To be Met To Satisfy A, K or S)

Awareness – Can describe the following in basic terms and understands their importance Why HSE related audits, reviews and inspections are important; Some of the different types of HSE related audits, reviews and inspections, which are carried out in own area of business activity.Knowledge – Awareness PLUS: Can hold a meaningful discussion and has had relevant practical exposure Has played an active role in developing the PDO HSE Monitoring Program for a significant contract; Has played an active role in the pre-execution audit of a contractor and/or Has carried out a structured HSE inspection of a contractor activity.Skill – Knowledge PLUS Be able to consistently carry out the activities of an area of expertise to the required standardCan give examples of: Has developed and implemented a risk based HSE audit plan for an area of business activity; Has planned and led a significant HSE related systems audit.

8.0 HSSE Management Review

A. GENERAL COMPETENCE ELEMENT REQUIREMENT DESCRIPTION

Perform effective regular Management Review of HSSE management.

Specific activities included in this competence: • Establish, maintain and implement Group Guidelines and Requirements for Management Review of HSSE. • Review the HSSE performance of an organisation, including results of HSSE audit. • Assess the maturity, effectiveness and robustness of the HSSE-MS of an organisation. • Write the HSSE input to the Annual Assurance Letter.

B. SPECIFIC COMPETENCE REQUIREMENTS (Criteria To be Met To Satisfy A, K or S)

Awareness – Can describe the following in basic terms and understands their importance What HSE Management Review involves and why it is carried out; What an HSE Assurance Letter process involves and why it is carried out.

Knowledge – Awareness PLUS: Can hold a meaningful discussion and has had relevant practical exposure Has participated in or actively contributed in some way to: o the formal review of the effectiveness of a contractor or PDO HSE MS and/or o an HSE Assurance Letter process (company or contractor).

Skill – Knowledge PLUS Be able to consistently carry out the activities of an area of expertise to the required standardCan give examples of: Has taken a leading role in: o the formal review of the effectiveness of a contractor HSE MS AND o the contractor HSE Assurance Letter process.
