ABOUT THE COMPANY

Broadcast Engineering Consultants India Ltd. (BECIL) is the premier consultancy agency and

turnkey solution provider in the field of Broadcast Engineering, Communication and Information

Technology. It is a profit making undertaking of the Government of India, specially set up in

1995 to provide guidance and expertise to the fast growing fraternity of broadcasters. BECIL has

a pool of in-house expertise and a vast reservoir of experts drawn from various fields. BECIL,

thus, has under one roof the complete expertise to execute any project in the broadcast field and

has flexible, tailor made solutions meeting unique requirements of every customer.

BECIL provides consultancy services including turnkey solutions in the specialized fields ofAcoustics, Audio-Video Systems (SRS/Conferencing/Recording/Production and Post-production

System), MMDS, CATV Network, Terrestrial & Satellite Broadcasting and Data Broadcasting.

BECIL has been the first in many fields including satellite uplink stations and FM Broadcasting.

It has been the first in setting up of the first two private broadcasters’ uplink stations in the

country at Anna Salai, Chennai and Hyderabad for SUN TV and Eenadu TV respectively. As far

as FM Broadcasting is concerned, BECIL is already in forefront in this field. The first private

FM Radio Station to come up in India at Bangalore has been set up by BECIL,

which has been followed up by setting up of 16 of the 22 stations that have come up so far. It has

also set up the prestigious project of Common FM Transmission Infrastructure at Delhi, Chennai

and Kolkata -another first of its kind in the country.

SUPPLY CHAIN MANAGEMENT

Supply chains encompass the companies and the business activities needed to design, make,

deliver, and use a product or service. Businesses depend on their supply chains to provide them

with what they need to survive and thrive. Every business fits into one or more supply chains and

has a role to play in each of them. The pace of change and the uncertainty about how markets

will evolve has made it increasingly important for companies to be aware of the supply chains

they participate in and to understand the roles that they play. Those companies that learn how to

build and participate in strong supply chains will have a substantial competitive advantage in

their markets.

According to the Council of Supply Chain Management Professionals (CSCMP), supply chain

management encompasses the planning and management of all activities involved in sourcing,

procurement, conversion, and logistics management. It also includes coordination and

collaboration with channel partners, which may be suppliers, intermediaries, third-party service

providers, or customers. Supply chain management integrates supply and demand management

within and across companies. More recently, the loosely coupled, self-organizing network of

businesses that cooperate to provide product and service offerings has been called the Extended

Enterprise.

PURCHASES/SUPPLY ORDER WORKS

The Company adopts a system of formation of Committees/Sub-Committee of the different level

of officials for making Purchases and other miscellaneous petty works by following the purchase

procedure as prescribed under Rules 102,103 & 104 of the General Financial Rules of the Govt.

of India as amended from time to time and such decisions recommended by the Committee

members are approved by the Competent Authorities as per delegation of powers.

Open Tendering Process in India:

This tendering process comprises various stages.

The first phase includes the pre-qualification stage, where the client lays down criteria for

qualifying for the work being tendered. This phase is considered as an important stage as it

drastically cuts the number of bidders and select only capable bidders.

The second stage is the tender invitation phase, where the client publishes or issues invitations to

shortlisted bidders or to the public. This may not require media channels for communication.

The third stage is the tender clarifications and addenda phase, in which the client responds to the

queries raised by the bidders in writing. It also engages possible issuance of tender addendumsamending parts of the tender documents.

The fourth stage is the tender offer/bid submission phase where bids are presented in the form

specified, mostly sealed envelopes and then there is the tender opening and the post tender

clarification phase whereby the client goes through the tenders and seeks any clarification from

the bidders.

The next stage is the award phase where the client issues an acceptance letter to the successful

bidder who is usually, but not always, the lowest bidder and the last stage includes

the formalization of contract phase where the necessary documents are signed to formalize the

agreement.

Selective Tendering Process:

In selective tendering process, the client selects only contracts that have delivered excellent

results in previous similar tenders. This process includes three ways such as: an advertisement

may produce several interested contractors and suitable Firms are selected to tender; the

consultants may contact those they would wish to put on an ad-hoc list; and many local

authorities and national bodies keep approved lists of contractors in certain categories, such as

work type and cost range.

Negotiated Tendering Process: In this process the client holds a one-to-one discussion with contractors to negotiate the terms of

contract, as such tenders are mainly used for specialized projects like lift systems, airport

projects etc. at a larger level which includes a limited number of contractors who engage in these

kind of projects from the industry .

In the Indian tendering scenario, frameworks are determined by guidelines set by the relevant

international bodies including FIDIC or International Federation of Consulting Engineers for

engineering-related tenders like computer tenders, civil work tenders and generators tenders.

However, the Indian central and state governments, Indian municipalities and establishments

such as universities, the military and hospitals are governed by strict laws and only open

competition bids are accepted.

PROCEDURE AND TERMS & CONDITIONS

1. The proposal is to be submitted in TWO BID SYSTEM with separate Technical and Financial

bid under separated sealed covers.

2. TWO BID SYSTEM

All bidders are required to submit their offer in two covers as under:-

2.1 Technical Bid should contain the following:-(i) Tender documents duly completed and signed BUT WITHOUT INDICATING

THE RATE QUOTED.

(ii) The technical details of the models offered along with the supporting original

technical literature, Leaflets, Brochure etc. in duplicate.

2.2 Financial bid should contain the following:-

(i) Details of rate, taxes, duties, discount, if any, quoted by the bidder. These

details should be submitted on their letter head.

(ii) FOR terms, delivery period quoted.

Both the above mentioned bids should be sealed separately and therefore be kept in a

third cover and sealed again.

This cover should also be super scribed with “Tender for SITC of Logging and Media

Monitoring facilities for Electronic Media Monitoring Centre at Soochna Bhawan, New

Delhi” against tender enquiry no. BECIL /EMMC/MEDIA MONITORING/2013-14 .

The composite bid i.e. rate indicated in the Technical bid openly in tender is liable to

be ignored. Only the first cover i.e. Technical bid shall be opened on the date of tender

opening.

The words “TECHNICAL BID” should be written clearly and prominently on the First

cover along with tender no. and date of opening. Similarly, the words “FINANCE BID”should be written clearly and prominently on the second cover along with Tender No.

and date of opening.

3. Bid Responses must be addressed to and submitted at the following address:

4. The Bids, both technical and the financial, should reach the office of BECIL, on the

above address, not later than the due date. Bids received beyond

the specified date will be rejected. It is the responsibility of the Bidder to confirm that

the bids have been received on time & to the proper place within the specified dates.

Facsimile and electronic replies are not acceptable.

5. All bids are to remain valid for Six months from the date of opening of Technical bid.

6. BECIL reserves the right to solicit additional information from Bidders to evaluate

which bid best meets the need of the Project. Additional information may include, but

is not limited to, past performance records, lists of available items of work will be done

simultaneously with the project, on-site visit and evaluations by BECIL personnel, orany other pertinent information. It will be System Integrator (S.I.)’s responsibility to

check for updated information on BECIL’s web site www.becil.com... .

8. BECIL will make its decision based on the ability of the Bidder(s) to meet our specific

needs, technical expertise of the Bidder(s), delivery capabilities, customer references,

past satisfactory performance experience, system completeness is must besides cost.

9. BECIL reserves the right to waive off any deviations, accept the whole or part thereof

or reject any or all bids and to select the Bidder(s) which, in the sole opinion of the

Project In charge , best meets the project’s interest. BECIL also reserves the right to

negotiate with potential bidders so that its best interest to fulfill the need of project isserved.

10. BECIL reserves the right to reject any and all proposals, to negotiate all terms of any

agreement resulting from this request for proposal, and to request additional

information from System Integrator (S.I.)s.

11. All information contained in this RFP, or provided in subsequent discussions or

disclosures, is proprietary and confidential. No information may be shared with any

other organization, including potential sub-contractors, without prior written consent

of the RFP Coordinator.

12. BECIL reserves the right to either increase or decrease the quantity of any or all the

items included in suggestive bill of material which are estimated requirements and

therefore open to variation.

13. BECIL reserves the right to alter/modify the scope of work mentioned in this RFP

document at any state of the bidding process and contract.

14. BECIL reserves the right to terminate the contract at any stage of the work by giving

7 days’ notice if it is noticed that the delay occurred in any of the activities covered

under the contract cannot be made good and will affect the overall work schedule.

BECIL shall revoke the Performance Bank Guarantee of the bidder. The decision of

CMD, BECIL shall be final and binding.

15. In case Company goes into liquidation or change in business/management, it will be

intimated to BECIL & company will fulfill its commitment in case order is awarded to

them.

16. Indemnification:

Contractor agrees to indemnify BECIL from any and all claims, demands, losses,

cause of action, damage, lawsuits, judgments, including att orneys’ fees and costs,

arising out of or relating to the work of Contractor including the works as got done by

Contractor through Sub-Contractor(s),if so appointed by the Contractor. BECIL shall

have no role in engaging of sub-contractors by the Contractors and Contractor alone

shall be responsible to such Sub-Contractors.

17. Arbitration:

Any dispute or difference or claim arising out of or in relation to this contract,

including the construction, validity, performance or breach thereof, shall be settled or

decided by arbitration to be conducted by CMD, BECIL or by any other person to be

nominated by CMD, BECIL. Arbitration shall be conducted as per Arbitration &

Conciliation Act, 1996.The seat of the arbitration shall be at New Delhi.

18. Jurisdiction

This Agreement shall be construed, interpreted and applied in accordance with, andshall be governed by, the laws applicable in India. The courts at Delhi shall have the

exclusive jurisdiction to entertain any matter arising out of or in relation to this

Agreement.
