WHO WE ARE
Established in 2009 as OTESA Construction and renamed in 2013 as OTESA Civil Engineering, we pride ourselves with having successfully undertaken many notable projects, and of becoming one of the leading civil contractors in Namibia.
Our corporate roots coincide with Namibia’s development as a modern nation and we have continuously met the demands of a changing era and people’s aspirations for the future through sound construction operations.
We have become the fastest growing company in Namibia in procurement and construction and have spread our wings across Namibia in relatively short span of time.
The company is founded on the foundation of solid engineering principles. Infrastructure development and construction works are very much vital for the overall development of the nation. OTESA’s forte lies in its ability to provide a comprehensive range of civil engineering, procurement and construction services. High quality workmanship, continuous improvement and upgrading of technical and engineering expertise are OTESA’s key focus. These progressive traits enables OTESA to deliver the following construction services:
• Heavy Civil Construction: highways, roads, bridges, highway interchanges and airports,
• Buildings and Civil Engineering Works: airport runways, water treatment plants, dams, reservoirs and sports complexes, bulk earthworks, road maintenance
• Engineering, procurement and construction: design, procurement and construction materials and management of construction services for the project delivery.
The company has since experienced significant growth and is today one of the largest local independent civil engineering contractors in Namibia.

The company’s shareholders and management support the principles as stipulated in the Code of Corporate Practices and Conduct (Code) and as set out in the King Report on Corporate Governance for South Africa 2002 (King III). All business transactions are conducted in an open and transparent manner with accountability levels benchmarked an international best practice standards.

OUR PEOPLEPeople form the cornerstone of the company’s successes and the ongoing development of the potential of individuals within the company remains fundamental to the company’s continued sustainability. The company has made it a policy to recruit, develop and motivate only the best and brightest individuals who demonstrate professional competence, innovation, courage and integrity.
OTESA’s aim is to be recognized as a dynamic specialist in the Civil Engineering field. OTESA’s personnel are well trained, dedicated and committed towards quality and excellence. OTESA’s staffs work hard to promote the company’s image and objective to be Namibia’s premier in civil engineering.
Our company is managed by qualified and experienced senior professionals with experience in the design and implementation of appropriate management systems, both on the project level as well as financial management and internal control systems. Our board members are aware of their crucial roles as guardians of the resources for the ultimate financial health and optimum profitability of the company. Our team’s approach is to only make use of highly qualified and adequately experienced engineers, planners, builders and general workers. We work with major multinational companies to undertake major projects. This is testament to our capability and the caliber of work that we have delivered in the past. At the heart of our construction philosophy are highly dedicated individuals with between more than 10 and 40 years in civil engineering infrastructure development.

5. OUR RESOURCES
OTESA operates an extensive fleet of modern earthworks plant and equipment including excavators, dozers, graders, loaders, compaction equipment, trucks, crushers and asphalt and surfacing machinery. We retain a care of skilled individuals with solid background and experience in the engineering procurement and construction. All equipment is maintained through an integrated maintenance programme that monitors the condition of plant, and allowing for the timely repair and refurbishment when necessary. All operators are highly skilled, and subject to ongoing refresher training to ensure that quality workmanship is achieved at all times.

8. OUR CORPORAtE CHARtER
8.1 Our Goals
Some of the most remarkable projects undertaken by OTESA includes, Namibia’s first express dual carriageway between Windhoek and Okahandja, the upgrading to dual carriage way of the TR 1/6 road as well as the first ever arrestor bed contracted in Namibia outside Usakos. In addition other notable projects includes upgrading to Dual Carriage Way of MR120 between Oshakati and Okatana in the Oshana and Onhuno.
Apart from these major civil projects, OTESA is currently active in the energy generation sector, together with our partners, we currently provide full turnkey EPC solutions to photovoltaic plants throughout Namibia. We are actively building in house experience to become the leading provider of a range of solutions to the energy sector from concept design through commissioning.
Our experience in projects management and execution together with the technological expertise of our partners means that we are able to provide optimum solutions while also being close to our customers.
8.2 Our Strategy
OTESA pursues a strategy of profitable growth. This strategy is rooted in our broad spectrum of technological and engineering competence, which in turn is derived from the in-depth knowledge and extensive experience of our people.
The result of our research and development work is our innovative strength. Innovation keeps us competitive, enables us to grow and assures our future performance. The outcomes of our ongoing innovation give our clients crucial competitive advantages, while opening up new applications and markets.
We work closely with Small and Medium Enterprises (SMEs) on all our construction projects. We sub-contract to SME’s to mainly build their capacity in line with Government initiatives to promote and develop this vital sector of the economy in order to contribute to Vision 2030.

9.5 tRAininG Of OUR PEOPlE
OTESA places great emphasis on the training and development of all its employees. Through our in-house mentorship scheme, the needs of our staff are identified and training programmes implemented in order to effectively develop individual growth and performance. Skills education is facilitated at site level through formal training programmes.
9.5.1 OtESA’s training and internship Programme
OTESA Student Attachment and Internship Programme (SAIP) is our flagship program and an important component of the company’s growth strategy that aims to prepare students for a future of change. Through the programme, students are expose to real working environments where they are challenged to handle real problems and develop skills such as effective communication and interpersonal skill in the work environment.
Our programme is flexible and largely depends of the type and length of our projects. The programme is specified designed to respond to the need of the country in terms of skills development. We have now entered into partnerships with various institutions (Polytechnic, Windhoek Vocational Training Centre, Namibia Institute of Mining Technology) and formalized the relationship to enroll students on a regular basis.

The company is registered with the Employment Equity Commission of Namibia to ensure that the above is put into practice. The protection of our environment is a prerequisite consideration in all decisions and actions of the Company. Coupled with our generic Environmental Management Plan (EMP), the site management will formulate a site- specific EMP prior to occupation of the project. This plan will also take into account the Employers’ EMP usually issued by their appointed Environment, Safety and Health Officer (SHE).
