Geotechnical Engineering

The first department at WKA was its Geotechnical Department, which has a staff of Registered Professional geotechnical engineers and certified engineering geologists. WKA has extensive geotechnical experience in both agricultural conversion and development of mid- to high-rise structures. For example, WKA provided geotechnical services for redevelopment within the 364-block area that defines downtown Sacramento. Over a dozen of those buildings presented geotechnical challenges regarding bearing capacity, excavation conditions, groundwater control, and protection of adjacent fragile and historic buildings.

WKA also provides specialized geotechnical engineering services including levee design and certification, landslide and seismic analysis, slope stability, and third-party review.

Geologic Engineering

Geologic engineering has become its own department as a result of tailoring our skills to our client’s needs. Engineering geologists apply their scientific knowledge and experience to the planning, design, construction, and maintenance of civil engineering structures, so that geologic hazards such as faults and landslides are recognized and mitigated.

Environmental and Ecological Services

The Environmental Department at WKA began in 1986, with the formation of the Site Investigation and Remediation group. From this team, WKA has developed three inter-dependant groups that perform all major environmental services, as well as several specialized services: Site Investigation & Remediation, Environmental Site Assessment, and Ecological Services.

WKA’s Site Investigation and Remediation group provides assessment and remediation of air, soil, and groundwater contamination. This group has successfully completed several hundred remediation projects throughout Northern California involving sites containing gasoline, diesel, solvents, heavy metals, and other contaminants.

The Environmental Site Assessment group has completed over 4500 projects for the purpose of detecting potential and existing sources of hazardous materials contamination on a variety of industrial and commercial sites, agricultural land (including dairies), residential properties, and proposed school sites.

The Ecological Services group provides wetland delineations, constructed wetland and biological water treatment design, ecological field investigations for California Endangered Species Act/Endangered Species Act (CESA/ESA) listed species, and management of multi-disciplinary watershed studies. The group has extensive California Environmental Quality Act (CEQA) support experience from special studies to preparation of Mitigated Negative Declaration in Calaveras, Stanislaus and Yolo Counties. The group completes required County, State and Federal permits, designs and implements ecological avoidance and mitigation strategies, and supports engineering tasks.

The geologists, scientists, and engineers in these departments are thoroughly familiar with pertinent federal, state, and county environmental regulations, and have developed excellent working relationships with the various regulatory agencies.

Earthwork Services

The Earthwork Construction Services Department represents the natural progression of geotechnical engineering once a project reaches the construction phase. Specific functions of the department include: borrow source evaluation, engineered fill quality assurance, subgrade compaction testing, foundation excavation inspection and utility trench backfill inspection and testing.

Construction Testing and Inspection

Also implemented in 1986 was the company’s Construction Testing and Inspection Department. Now a full-service department, WKA’s testing laboratory contains state-of-the-art soil, concrete, masonry, and steel testing equipment. WKA has provided testing and inspection for some of the largest construction projects in Northern California, including Embassy Suites, Marriott Residence Inn, The Money Store, Raley Field, Shriners Hospital, the Wells Fargo Center, and the Sacramento Convention Center expansion.

Environmental ServicesThe nature of doing business in California in the 21st Century is such that environmental constraints are often unavoidable. To help our clients face a complex system of sometimes daunting and complex environmental problems, WKA’s Environmental Services Department is structured to provide a wide array of technical services that evaluates and addresses our client’s environmental issues on a site-specific level. WKA’s experienced team of geologists, ecologists, engineers, and environmental scientists provide a broad depth of internal resources to facilitate identification of environmental risk and liabilities, evaluate the nature and extent of subsurface contamination, develop and implement site remediation and restoration efforts, and develop protective measures that can be implemented to support preservation of our environment. A summary of these various environmental services is provided below.

Environmental Site Assessment Group

The Environmental Site Assessment Group has completed thousands of due diligence projects for the purpose of identifying and evaluating potential and known sources of hazardous materials contamination associated with a variety of industrial and commercial sites, agricultural land (including dairies, orchards, and wineries), residential developments, proposed school sites and medical facilities. WKA provides comprehensive Phase I Environmental Site Assessment reports that exceed the minimum requirements of the American Society of Testing and Materials (ASTM) E1527-05 and the US EPA’s All Appropriate Inquiry (AAI) standards. This service provides identification of environmental risk to allow proposed development plans and project funding to proceed smoothly, while at the same time

helping clients reduce liability and complete due diligence requirements, including CERCLA’s innocent landowner, contiguous property owner or bona fide prospective purchaser defense. Our Environmental Site Assessment Group provides the following services:

Many of these sites require oversight from federal, state, and local regulatory agencies. Ecological Services GroupSensitivity to environmental needs has increased the need for creative solutions in land use planning. Property owners are increasingly required to conduct ecological evaluations for development, along with other land-use modifications. Inventories of flora and fauna are also necessary to develop appropriate habitat restoration and management plans, and to provide a baseline for monitoring the success of habitat restoration and other land management activities.
