INSPECTION & TESTING WHAT IS INSPECTION & TESTING OF LEV SYSTEMS ? Inspection & Testing is the step by step procedural inspection and testing of LEV (Local Exhaust Ventilation) systems in order to check its operating characteristics, parameters and specifications. Typical characteristics & parameters include face or slot velocity, duct velocity, chimney velocity, static pressure, fan speed, motor bhp etc. Instruments used include, where applicable, pitot probe, digital tachometer, smoke tubes, thermocouple, digital velocimeter etc.

WHY PERFORM INSPECTION & TESTING?

1. To compare against supplier or manufacturers’ specifications 2. To comply with legislation or Government directives. 3. To comply with approved Standards 4. To check physical health of system and reveal performance 5. As a basis for maintenance and future modification of system

1. Comparison with suppliers’/manufacturers’ specifications How does one check a system e.g., an exhaust fan, installed by a supplier complies with its own specifications? For instance, if the supplier indicates that the system is designed for operation at a capacity of 10,000 CFM (cubic feet per minute), does the system actually operate at that capacity? And if not, how much is the variance or difference? The results obtained from an Inspection & Testing can form the basis of acceptance or rejection of the system by the customer. 2. Compliance with legislation or Government directives All owners/operators of LEV systems installed in the country are required to observe the relevant Act and Regulations concerning the operation of such systems. Among such legislation is the Occupational Safety & Health Act 1994 USECHH 2000 Regulations which require the “engineering control equipment” to be “… examined and tested for its effectiveness by a hygiene technician…” every twelve months interval. Regulation 40 of the Clean Air Regulations 1978 Environmental Quality Act 1974 requires any “control equipment” in use to be “in proper operation” at all times. Both regulations are enforced by the Department of Safety & Health and the Department of Environment respectively. The Department of Environment also publishes a Technical Guideline entitled, “Technical Guidelines Series Number DOE-2-2004 - Perform ance Monitoring of Air Pollution Control System”. 3. Compliance with approved Standards LEV systems are required to be designed according to approved standards in order to guarantee optimum performance. If a system is not designed accordingly, the system will fail to do the job that it was meant for. An Inspection & Testing will reveal whether a system complies or not with approved standards The American Conference of Governmental Industrial Hygienists (ACGIH) and the American Society of Heating, Refrigeration and Air-Conditioning Engineers (ASHRAE) both publish technical design and engineering standards in their internationally accepted handbooks.

4. Physical Health of System and Revelation of Performance Inspection & Testing allows LEV systems to be evaluated on their “health” status via the measurement and/or observation of its vital parameters such as static pressure, velocity, capacity, condition, vibration, temperature etc. Abnormal pressure readings, for instance, may indicate blockage along the system and further measurements can usually determine the location and cause of the problem. Observation on air movement devices, for example, may reveal reversed impeller direction, or severe vibration indicating the need for impeller balancing services, a very common occurrence.

5. Basis for Design, Maintenance/Repair and Future Modification of system LEV systems need to be periodically maintained, sometimes repaired, in order to maintain their original designed performance. Inspection & Testing determines the correct form of maintenance and type of spares necessary. Also, at some point during their lifespan, LEV systems may need to be modified to cater for revised performance parameters such as an increase or decrease in capacity or pressure. Air Monitoring carried out and its subsequent calculations can reveal the quantum of changes necessary to effect the modification. Whether it is just a calculation for a different pulley size for the air movement device or perhaps a new size for the exhaust duct, the possibilities are endless. January 2005
