2. Cancellation. COMSUBLANT/COMSUBPACINST 5400.40A. 3. Objective. To standardize Combat Systems Department policy and guidance among U.S. Atlantic and Pacific Submarine Forces. 4. Scope. Combat Systems Departments should be organized and administered according to this manual. Chapter 4, Section 3 contains Combat Systems Department qualification cards. Qualification cards may be generic in nature and can be modified for specific system configurations. Other qualification cards were generated to specific system configurations and those tabs should be removed if not applicable. Individual submarines should insert their existing qualification cards where one is not provided in these tabs. Sections removed from this manual that are not applicable to specific ships should be stricken from the table of contents. 5. Responsibility. Each Commanding Officer shall ensure that this manual is promulgated to the Combat Systems Department of his command. Each Combat Systems Officer shall ensure that all Combat Systems Department personnel are familiar with its contents. 6. Action. To maintain uniformity, the following procedures are prescribed: a. This instruction is effective upon receipt. It is a particular ships Combat Systems Department Organization Manual when so promulgated by the Commanding Officer. Each SSN shall convert to this standard manual within two months following receipt. b. Recommended changes to this manual shall be forwarded via the ISIC to the TYCOM (N7) for approval and issue on a force-wide basis, using the format provided as enclosure (2). c. Local changes shall be issued only if required for safety or to account for differences in ship configurations. A copy of the local change shall be forwarded via the ISIC to COMSUBLANT (N74) and COMSUBPAC (N74).

This chapter contains the administrative, training, and watch organization of the Combat Systems Department. It is issued for the guidance and direction of personnel concerned with the supervision, operation, and maintenance of ship's systems under the cognizance of the Combat Systems Officer. 2. All personnel assigned to the Combat Systems Department shall be assigned billets and stations by the Combat Systems Officer in conjunction with the Executive Officer and the Chief of the Boat. Duties and billets will be assigned for administration, maintenance, and watchstanding. Individual duties may be combined or delegated as directed by the Combat Systems Officer when the personnel situation so dictates. 3. Individual assignments for watches, battle stations, maneuvering watch stations, and other general evolutions will be assigned on the ship's Watch, Quarter, and Station Bill. 4. An administrative organization chart is shown in Figure 1-1.

5. Nuclear Safety Officer, Nuclear Weapons Security Officer, and Special Weapons Ordnance Publication Custodian are required on ship's designated as TLAM-N regenerable. Qualification of Nuclear Weapons Handling Supervisors and Nuclear Weapons Security Guards is not required until the ship is ordered to regenerate TLAM-N capability. Reference (a), provides more guidance on TLAM-N regeneration procedures and requirements.

1101 The Combat Systems Officer (CSO) 1. General. The Combat Systems Officer is that officer designated by the Commanding Officer with responsibilities prescribed by references (b) and (c), and delineated herein. He is head of the Combat Systems Department, and all personnel assigned to that department report to him via the department chain of command. The title “Weapons Officer” may also be used to denote this department head. This manual will generally use the title “Combat Systems Officer” to denote the applicable department head. 2. Responsibilities. The Combat Systems Officer is responsible under the Commanding Officer for: a. Operational readiness, care, custody, test, and maintenance of all armament, fire control, sonar, central computer complex equipment (if installed), deck, ordnance equipment, and the attack periscope. b. Procurement, handling, stowage, issue, transfer and use of small arms, ammunition, pyrotechnics, countermeasures, torpedoes, missiles, mines, special weapons, and associated equipment per references (a) and (d), as well as other directives of higher authority. c. Proper organization, training, and supervision of personnel assigned to the Combat Systems Department for the effective operation and maintenance of all weapons and equipment under his cognizance. d. Training and supervision of topside watchstanders and nuclear weapons security guards. e. Supervision of the preparation of torpedoes, missiles, and mines for acceptance, checkout, and launching. f. Proper administration of ordnance publications and Special Weapons Ordnance Pamphlets (SWOPs). (If designated TLAM-N regenerable). g. Ensuring that all applicable special weapons and conventional weapons procedural documentation instructions are promulgated and kept up to date. h. k. Establishment and maintenance of a small arms qualification program per OPNAVINST 3591.1D, Small Arms Training and Qualification. l. Supervision of deck seamanship and the custody and maintenance of associated deck seamanship, lifesaving, and emergency equipment under the cognizance of the Combat Systems Department. m. Posting of safety precautions within the ship where ammunition is stowed or handled, or where Combat Systems Department equipment is operated as well as frequent instruction of personnel in these safety precautions. n. Alignment of the weapons systems, including sensors. o. Cleanliness and material condition of the hull, topside superstructure and fittings, anchoring and mooring equipment (except those portions assigned the Engineering Department), and internal compartments assigned to Combat Systems Department. p. 1106 Department Leading Chief Petty Officer 1. General. The senior enlisted man assigned to the Combat Systems Department will normally be assigned duties as the Department Leading Chief Petty Officer. He will function as a coordinator for administrative and training functions which involve the entire department. 2. Duties, Responsibilities, and Authority. The duties of the Department Leading Chief Petty Officer include the following: a. Administration, coordination, and overall scheduling of the department training program as directed by the Combat Systems Officer. b. Preparation and maintenance of the department Watch, Quarter, and Station Bill for approval by the Combat Systems Officer and submission to the Executive Officer, via the Chief of the Boat. c. Direction and supervision of the cleaning and preservation of areas assigned to the department. d. Maintenance of department training, qualification, and school records for personnel assigned to the Combat Systems Department. 3. Organizational Relationships. The Department Leading Chief Petty Officer reports directly to the Combat Systems Officer. 1107 Department 3M Coordinator 1. General. The Department 3M Coordinator is that senior petty officer (E-6 or above) designated by the Combat Systems Officer with responsibilities as prescribed by reference (e) and delineated herein. A responsible senior petty officer, trained in the 3M system, will be assigned the duties of Department 3M Coordinator. 2. Responsibilities. The Department 3M Coordinator is responsible for: a. Assisting the Combat Systems Officer in the administration of the 3M system. b. Working in close concert with the ship's 3M Coordinator to ensure proper implementation and administration of the 3M system. c. Assisting the Combat Systems Officer and division officers as required in preparing the cycle and quarterly maintenance schedules. d. Conducting regular reviews of 3M operations within the department including monitoring of PMS. e. Screening 3M documents originated in the department for accuracy and completeness, and after review by the Combat Systems Officer, submitting them to the ship's 3M Coordinator.

f. Ensuring proper quantities of 3M supplies for the Combat Systems Department are available including 3M PQS qualification standards. g. Assisting in review of MRCs and reporting errors by feedback form through proper channels. h. Assisting the divisional training petty officers in establishing and pursuing an effective division training program on the 3M system and timely completion of 3M PQS standards. i. Maintaining required department 3M files and publications. j. Ensuring that 3M system reports and summaries are properly routed within the department, particularly the CSMP reports. k. Ensuring all Semi-Annual Force Revisions (SFR) are properly entered and reflected in the Maintenance Requirement Cards (MRC), Maintenance Index Pages (MIP), and the List of Effective Pages (LOEP). 3. Organizational Relationship. The Department 3M Coordinator reports to the Combat Systems Officer in matters pertaining to the 3M system. 1108 Conventional Weapons Handling Supervisor (CWHS) 1. General. The Conventional Weapons Handling Supervisor is that officer or senior petty officer designated and qualified by the Commanding Officer to supervise and be physically present during all handling evolutions performed on conventional ordnance and at such other times as designated by the Combat Systems Officer. Any officer or senior petty officer assigned to the ship may qualify as a Conventional Weapons Handling Supervisor. 2. Responsibilities. The Conventional Weapons Handling Supervisor's duties are as specified in reference (d). 3. Organizational Relationship. The Conventional Weapons Handling Supervisor reports to the Combat Systems Officer for the proper execution of his assigned duties. 1109 The Nuclear Safety Officer (NSO) 1. General. The Nuclear Safety Officer is that officer assigned by the Commanding Officer per reference (a). Each division within the Combat Systems Department will be organized to include a Leading Petty Officer, Work Center Supervisor, Administrative and Training Petty Officer, Repair Parts Petty Officer, and other special billets as may be required by the individual division. All assigned personnel report via their division Leading Petty Officer to their Division Officer in the performance of their assigned duties. 2. When assigned collateral duties, division personnel shall comply or ensure compliance with governing directives in the area of their collateral duties. Unless specified below, collateral duty petty officers report to the division leading petty officer in matters concerning their collateral duty. If a collateral duty listed is not assigned, those duties automatically become added to those of the division leading petty officer. 1201 Division Leading Petty Officer (LPO) 1. General. The division Leading Petty Officer is normally the senior enlisted member of the division and will be in active charge of his division whenever he is on board. The LPO is normally the work center supervisor (see Article 1202). In his absence, the next senior petty officer in the division will assume the duties of LPO. The LPO should not be confused with the leading First Class Petty Officer who is normally the second most senior enlisted man of the division. 2. Duties, Responsibilities, and Authority. The Division Leading Petty Officer shall: a. Instruct and supervise personnel of the division in their assignments

and duties. He shall keep informed of the individual’s capabilities and needs, and take action to maintain division efficiency and personnel welfare and morale. b. Schedule and conduct training for personnel assigned to the division including indoctrination of new personnel, preparation for advancement in rating, team training, watchstation training, and instruction in the principles of effective leadership. He shall ensure that the required records are maintained to effectively manage the training program. c. Ensure that prescribed security measures are strictly observed by personnel of the division. d. Instruct all division personnel in applicable safety precautions and require strict observance of safety regulations. e. Submit recommended assignments for the Watch, Quarter, and Station Bill, and such other bills as may be necessary, to the department Leading Chief Petty Officer. Recommendations shall be based on a rotational plan for battle stations, general watches, and duties that will ensure the training and proficiency of assigned personnel. f. Act as subcustodian for division equipment and equipage. g. Ensure that all equipment assigned to the division is maintained, calibrated, adjusted, and operational. Initiate action to correct deficiencies. h. Instruct and supervise divisional watchstanders in the performance of their duties. i. Maintain the division Equipment Status Log. j. Maintain and submit proper division records and reports. k. Supervise and frequently inspect division performance to ensure that good ordnance, engineering and seamanship practices, authorized operating and maintenance procedures, and safety precautions are used at all times. l. Periodically review the RPPO logs and records to ensure that they comply with Supply Department directives and that an allowance of repair parts, operating space items, equipage, and consumables are maintained. m. Properly plan work, including preventive maintenance, to be accomplished by the division. 3. Organizational Relationships. The Division Leading Petty Officers will report to their respective division officers or to the Combat Systems Officer if no Division Officer is assigned. They will also work with the department Leading Chief Petty Officer for administrative, scheduling, and training purposes.

1202 Work Center Supervisor 1. General. The Work Center Supervisor is that petty officer, normally the division Leading Petty Officer, assigned by the Division Officer with responsibilities as prescribed by reference (e), and delineated herein. He shall be formally trained in the 3M system. 2. Responsibilities. The Work Center Supervisor will: a. Schedule weekly work center maintenance, and supervise its proper accomplishment. b. Ensure that the status of work center planned maintenance is correctly reflected on PMS schedules. c. Ensure that his Division Officer is advised of all 3M activity within his work center. d. Maintain an adequate supply of 3M materials within the work center. e. Ensure that all 3M documents from his work center are correct and promptly submitted. f. Ensure maximum use of PMS as an aid in training personnel in maintenance procedures for equipment within the work center. g. Maintain control and accountability of job sequence numbers (JSNs) within the work center. h. Verify that the CSMP is current. i. Review MRCs and report errors by PMS feedback form, keeping the Division Officer advised of action taken. j. Maintain an accurate and current list of effective pages for the division 3M books by comparing the documentation with the actual equipment configuration in the work center. k. Train subordinates in PMS and MDCS procedures as required. 3. Organizational Relationships. In the performance of his duties the work center supervisor reports directly to the Division Officer. 1203 Division Administrative and Training Petty Officer 1. General. The division administrative and training petty officer is that petty officer designated by the Division Officer or LPO to maintain the division's publications, files, school, and training and qualification records. 2. Responsibilities. The duties of the Small Arms Petty Officer are specified in reference (d) and amplified herein: a. Conduct periodic maintenance of small arms. b. Maintain cleanliness and preservation of magazine, pyrotechnic, countermeasure, and small arms locker stowage. c. Train and indoctrinate personnel who are required to use small arms. He will maintain a record of personnel qualified in each type of small arm. d. Maintain and submit proper records, inventories, and timely reports. e. Conduct required tests of magazines and pyrotechnic locker flooding systems and report results. f. Ensure that a full allowance of small arms, ammunition, pyrotechnics, and countermeasures is on hand. g. Keep the Combat Systems Officer apprised of the status of the ship's small arms, ammunition, pyrotechnics, and countermeasures. 3. Organizational Relationships. The Small Arms Petty Officer reports to the Combat System Officer via the Torpedo Officer (if assigned) and the Torpedo LPO in the performance of his duties. 1206 Noise Reduction Petty Officers. Each division will assign submarine qualified personnel as Noise Reduction Petty Officers per reference (g) to serve as members of the ship's Noise Reduction Team with duties as described therein. 1207 Calibration Petty Officer. In port duty will be stood in accordance with the ship's in port duty list, prepared monthly by the Chief of the Boat and approved by the Executive Officer. Within the duty list, watches will be assigned by the posting of daily watch lists. 2101 Setting the Watch 1. Underway Watch. Underway watches within the Combat Systems Department shall be set when the word is passed to station the Maneuvering Watch. 2. In Port Watch. The in port watch will be set within the Combat Systems Department when the Maneuvering Watch is secured and the regular ship's in port watch is set. 2102 Watchstanding Prerequisites 1. No person shall be assigned to or stand a watch (except when under instruction of a qualified watchstander) unless specifically qualified for that watch by the Combat Systems Officer (or Commanding Officer as appropriate). 2. Only those personnel who have been screened into the Personnel Reliability Program (PRP), and have been subsequently designated in writing by the Commanding Officer, shall supervise, test, or maintain nuclear weapons or components thereof, or nuclear weapons delivery systems. 3. Only those who have been properly screened into the PRP shall have duties involving the guarding of nuclear weapons. 4. All watch qualifications of Combat Systems Department personnel shall be recorded in the Watch Qualification Book maintained by the Executive Officer.

The Torpedo Room Watch (TRW) is responsible for the proper operation of Combat Systems Department equipment in the torpedo room and VLS space (if applicable). 2. Responsibilities. The Torpedo Room Watch shall: a. Stand his watch in the torpedo room, keeping himself informed of the current status and capabilities of all armament and equipment in the torpedo room and VLS space. b. Report the malfunction of any equipment in the torpedo room and VLS space to the Officer of the Deck/Duty Officer, Combat Systems Officer, Torpedo Division Officer, and Leading Petty Officer. c. For nuclear weapon certified ships, act as the Nuclear Weapons Security Guard (NWSG) in the torpedo room, conducting inspections at intervals as required by reference (a). d. Keep himself informed at all times of the conditions of the compartment, including torpedo tubes, VLS tubes, bilges, weapons, as well as support air, hydraulic, and water systems. Ensure that all equipment in the torpedo room and VLS space are properly stowed and secured for sea. Monitor status of torpedo tubes and VLS tubes hourly to include verifying all torpedo tube sight glasses are dry and that all torpedo tube drain indications at the Torpedo Tube Control Panel (TTCP) are lighted. Record data using the appropriate logs provided in Appendix B. e. Maintain the torpedo tubes and VLS tubes in the condition of readiness prescribed by the Combat System Officer and Officer of the Deck, being prepared at all times to launch torpedoes and missiles on orders with minimum preparation. f. Ensure that the ship's regulations, routines, and safety precautions are properly carried out in the torpedo room and VLS space. g. Conduct required monitoring of weapons in the torpedo room.

Take immediate action to pass the word of any casualty which may occur in the Torpedo Room, VLS space, or in a VLS tube, and commence immediate action to combat the casualty per the Compartment Bill. i. When performance of his other duties might divert the attention of the watch from his responsibilities as the NWSG, as defined by reference (a), a separate watch shall be stationed as the armed NWSG. j. Operate all equipment per ship's instructions and other directives. 3. Watch Relief. Conduct watch-to-watch turnover per the OD 44979 Watch-to- Watch Turnover (Volume 3, PG-1). 4. Organizational Relationships. The Torpedo Room watch reports to the Officer of the Deck for operational and security matters, and to the Chief of the Watch for administrative matters. 2202. Fire Control Technician of The Watch 1. Basic Function. The Fire Control Technician of the Watch is responsible for the proper operation of the combat control system and associated equipment and other such duties as the OOD may assign him. 2. Responsibilities. The Fire Control Technician of the Watch shall: a. Keep himself informed of the current status and capabilities of the combat control system. Know the status of all torpedo tubes, VLS tubes, and the type of weapon loaded in each tube. Know the status of the three-inch launchers (six-inch if applicable)/MASE/signal ejectors, and their loads. b. Keep the OOD, Combat Systems Officer, Fire Control Division Officer, and Fire Control Division Leading Petty Officer informed of changes in the status of the fire control equipment. c. Make himself available to the OOD and Chief of the Watch when not actively engaged in fire control evolutions. d. Carry out the ship's and Combat Systems Department routines. e. Perform target motion analysis (TMA) on all contacts to provide an up-to-date tactical picture to command supervisors. f. Keep the OTH database updated (as applicable). g. Supervise and conduct combat systems qualification training. h. Conduct combat control system checks and routine maintenance when practical. i. Assist the Torpedo Room Watch in weapons transmission checks by transmitting inputs from the combat control system using the procedures of OD 44979.

j. Be completely familiar with operations/forward compartment upper level bills and be able to carry out their provisions expeditiously. k. Assist Sonar with SSXBT launches, as appropriate. l. Place no equipment out of commission, except in an emergency, without the permission of the Officer of the Deck and the Combat Systems Officer. n. c. Verify GPS Almanac and CV key data in the Combat Control System current per OD 44979. d. Review, and update if necessary, missile tube status boards (if applicable). e. On Command Launch Console (CLC) platforms review and verify the status of Primary and Secondary 3-Inch Launchers at the CLC. f. Verify that weapon simulators connected to a torpedo tube are properly connected and setup per the appropriate MRC, the operating guidelines, or OD 44979 to simulate current operations. g. Verify Data Transport Devices (DTD’s) are registered per the applicable OTH-T Operating Guidelines. h. Read and initial the Commanding Officers Night Orders. i. Be cognizance of Information Assurance (IA) measures. Specifically, the applicable air gap disk swap procedures. 4. Organizational Relationships. The Fire Control Technician of the Watch reports to the Officer of the Deck on the performance and operation of the combat control equipment and to the Chief of the Watch for administrative matters. 2203 Sonar Watches 1. General a. The sonar watches are responsible for the proper operation of the sonar system and associated equipment. The sonar system will be operated per appropriate Naval Warfare Publications (NWPs) and technical documentation. In order to most effectively utilize the sonar system, watches shall be manned by watchstanders at two levels of qualification and in such numbers as the tactical situation requires but will not be less than one Sonar Supervisor and three Sonar Operators to include at least one qualified Auxiliary Operator. The following levels of sonar qualification are established: (1) Sonar Supervisor (2) Sonar Operator b. Sonar watchstander qualification shall be conducted per Chapter 4 of this manual. c. The minimum sonar manning specified in paragraph 1.a. Assumes a low contact density and static tactical situation. Minimum manning should be used with caution and due regard for the tactical situation. 2. Sonar Supervisor

a. Basic Function. The Sonar Supervisor is in charge of the sonar watch section. He is responsible for ensuring proper and efficient watchstanding procedures are followed, and will act as a link between the Sonar Operators and the Officer of the Deck, informing the Officer of the Deck of sonar contacts, advising him of the most effective employment of the sonar equipment, and notifying him of changes in environmental noise conditions. b. Responsibilities. In the conduct of his watch, the Sonar Supervisor shall: (1) Ensure that sonar is manned per the Commanding Officer's standing orders, sonar search plans, and NWP guidance as directed by the Officer of the Deck and Sonar Officer, and that all personnel assigned to his watch section perform in an efficient and professional manner. (2) Ensure that watchstanders are periodically rotated (approximately hourly) so that no watchstander mans a given sonar station for extended periods. (3) Permit no interference with the watchstanders by visitors or other distractions. (4) Supervise all communications with control. (5) Monitor logs, forms, and records to ensure accuracy and completeness. Conduct periodic review of logs. Record noteworthy occurrences in the appropriate logs. (6) Ensure sonar status boards are up-to-date. (7) Stay informed of the prevailing oceanographic conditions, obtain sea state, weather conditions, and soundings from the quartermaster when available, and request depth changes or SSXBT launches for sound velocity profiles as required by the tactical situation. (8) Supervise the calculation and updating of predicted sonar ranges and figure of merit, and keep the Officer of the Deck informed of these parameters. (9) Recommend changes to the sonar search plan affected by changing tactical situations or oceanographic conditions to the Officer of the Deck. (10) Ensure watchstanders are informed of expected contacts. (11) Ensure that all sonar contacts are reported to the Officer of the Deck and logged. In the event that contact maintenance becomes impossible due to the number of contacts, inform the Officer of the Deck and Sonar Division Officer. (12) Personally monitor all contacts periodically. (13) Classify all contacts as early as possible and report the classification to the Officer of the Deck.

(14) Keep the Officer of the Deck informed of the status of all contacts. (15) Ensure that tape recordings are made on all contacts of interest. (16) Ensure that the Sonar Operators perform a complete and proper watch relief as specified in reference (c) each time they rotate the watch and at watch section relief. (17) Supervise sonar watchstanders' use of equipment controls to optimize equipment performance, but do not interfere with the operator's operation of his equipment. (18) Ensure all sonar equipment is operating properly. (19) Use the AN/BQA-8 or equivalent equipment to monitor equipment performance and background noise. Keep the Officer of the Deck informed of any increases in own ship's noise. (20) Inform the Officer of the Deck, Combat Systems Officer, Sonar Officer, and Sonar Leading Petty Officer of all equipment malfunctions and casualties.

(21) Carry out the daily routine of the ship's platform noise monitoring and other events as assigned. As watch conditions permit, assist with on board noise reduction efforts.

(22) Conduct an aggressive on watch sonar operational and tactical training program on a not-to-interfere basis with other sonar watch section responsibilities.

(23) Inform the OOD of changes to the acoustic environment. (24) Ensure that a sonar work tape is continuously recording acoustic data and open mike in sonar to provide a record of any unanticipated contacts or events of interest. c. Watch Relief. Prior to relieving the watch, the Sonar Supervisor shall: (1) Familiarize himself with the oceanographic conditions affecting sound propagation including the sound velocity profile, propagation loss, figure of merit, sea and weather conditions, sounding, the bottom type and configuration, and own ship's current noise posture. (2) Familiarize himself with the area chart and the current search instructions, requesting clarification if needed. (3) Read and initial the CO's Night Order Book prior to relieving the watch. (4) Inspect the sonar equipment space and report conditions to the off-going Sonar Supervisor. This inspection will include a check of all external indicating lights. (5) Read and initial the sonar logs for all watches since last on watch, or the most recent 24 hours, whichever is shorter. (6) Check forms, logs, records, and status boards to ensure that each is up-to-date and correct. (7) Inventory and sign a watch-to-watch custody log for all NWPs and material classified SECRET and above assigned to the sonar watch section. (8) Monitor all contacts aurally and determine contact history and present status. (9) Discuss with the off-going supervisor any special orders received from the Officer of the Deck and any special instructions issued to the watchstanders. (10) Obtain the status of equipment performance from the off-going supervisor and check that the equipment status log reflects the current material condition of sonar.

(11) Check that all sonar equipment is lined up per the sonar search plan and report any deviations and reasons for them to the Officer of the Deck prior to watch relief. (12) Report to the Chief of the Watch and the Officer of the Deck when all sonar watches have been properly relieved. (13) Check with the Officer of the Deck to determine any special events that may be scheduled during the watch. Obtain permission from the Officer of the Deck prior to relieving the watch. d. Organizational Relationships (1) The Sonar Supervisor is responsible to the Officer of the Deck for the proper conduct of the watch. He reports to the Officer of the Deck on all matters concerning the operational conduct of the watch and to the Chief of the Watch on all matters pertaining to the administration of the watch. (2) All other sonar watchstanders report to the Sonar Supervisor. 3. Sonar Operator a. Basic Function. The Sonar Operator will detect, track and classify sonar contacts using the equipment and procedures directed by the Sonar Supervisor. b. Level of Qualification. The Sonar Operator qualification will produce a well trained general purpose sonar watchstander who can reliably, safely, and proficiently operate any of the ship's sonar equipment, in any tactical situation. c. Responsibilities. In the conduct of his watch the Sonar Operator shall: (1) Keep himself informed of all assigned and anticipated contacts. (2) Operate his equipment to search for, track, and analyze contacts using the operating controls to achieve the most effective use of the equipment and as directed by the Sonar Supervisor. (3) Immediately report all contacts or suspected contacts to the Sonar Supervisor. (4) Make follow-up reports on all contacts to the Sonar Supervisor. (5) Report loss of contact with last bearing on which contact was held. (6) Report any equipment malfunctions or suspected malfunctions to the Sonar Supervisor.

(7) Report any changes in background noise, own ship's noise, or unusual ambient sounds to the Sonar Supervisor. (8) Perform other duties as directed by the Sonar Supervisor. (9) In the case of the Auxiliary Operator duties may include, surfaced fathometer operations and short duration activities beyond the confines of the sonar control room. These activities may include minor equipment maintenance (PMS, paper changing), noise offender isolation, system recovery actions and HF active/passive operations for PD.

d. Watch Relief. Prior to relieving the watch on any equipment the Sonar Operator shall: (1) Determine from status boards and discussion with the off-going watch all significant contacts held during the previous watch and their current status. (2) Monitor all contacts held. (3) Obtain permission from the Sonar Supervisor to relieve the watch. e. Organizational Relationship. The Sonar Operator reports to the Sonar Supervisor. 2204 Other Watches. Personnel of the Combat Systems Department may be required to stand ship control watches, as directed by the Executive Officer and Chief of the Boat. Sonar watchstanding personnel will normally stand fathometer and under ice sonar watches when those watchstations are continuously manned.

The Combat Systems Department Division Leading Petty Officers are responsible under the Combat Systems Officer or Division Officer, if assigned, for the proper operation, immediate repair, maintenance, and cleanliness of equipment and spaces assigned to their divisions. This responsibility includes carrying out inspections, and ensuring that tests, adjustments, calibrations, and repairs are completed as required by current directives and as dictated by good ordnance, engineering, and seamanship practices. Also included is the responsibility for proper record keeping and the timely ordering of consumable supplies. 1. All Combat Systems Department equipment shall be kept in a condition of readiness for immediate use at all times unless otherwise ordered by the Commanding Officer or the Combat Systems Officer. Permission must be obtained from the Combat Systems Officer and the Officer of the Deck/Duty Officer before putting equipment out of commission for routine maintenance. Major equipment placed out of commission will be constantly under repair until returned to an "in commission" status unless otherwise ordered by the Commanding Officer. Weapons will be maintained in a condition of readiness for firing as directed by the Commanding Officer. 2. Any casualty to Combat Systems Department equipment will be reported immediately to the Combat Systems Officer and the Officer of the Deck or the Duty Officer. b. Maintenance and inspection of nuclear weapons, components, test, and handling equipment shall be conducted in strict adherence to SWOPs, PMS or other authorized procedures. 2. Division Leading Petty Officers shall inform the Combat Systems Officer of any preventive maintenance not performed and of any discrepancies between the MRCs and the capability of the division to perform the MRC as written. 3107 Software Program Trouble Reports (PTR). NAVSEA 0967-LP-011-0210 provides guidance for documenting combat system problems and needed enhancements. When shortfalls in combat systems' software are found, PTRs must be written. Each PTR is individually investigated, and a response is provided to the originator, and other applicable ships. Ships are to maintain a file/record of PTRs submitted and PTR responses received applicable to that ship's software and system. Near term resolution to a valid PTR will result in a work-around, if available, and promulgation to other users in the Version Description Document (VDD), equivalent section of the System Level Technical Manual (SLTM), or Total Combat System Information Newsletter (TOCSIN). The fleet benefits from PTR analysis and response through eventual software program updates.

SECTION 3 - PRE-UNDERWAY CHECKOFF LISTS _____________________________________________________________________________ 3300 General 3301 Checkoff List Requirements _____________________________________________________________________________ 3300 General 1. Each division's pre-underway checkoff list shall be completed by a qualified person designated by the division Leading Petty Officer. Each completed checkoff list shall be submitted to the Duty Officer via the Leading Petty Officer and the Division Officer. The LPO shall review the results of the pre-underway checkoff list, inspect the spaces and equipment under his cognizance and report conditions to the cognizant Division Officer. Reports on the progress of pre-underway checkoff lists should be made to the Combat Systems Officer commencing no later than the evening prior to underway. 3301 Checkoff List Requirements 1. Each division shall develop a pre-underway checkoff list which ensures that operability and maintenance status of all divisional equipment and material, including consumables, are identified. Division checkoff lists shall be promulgated by department or ship instruction approved by the Commanding Officer. When a full pre-underway checkoff is not appropriate, an abbreviated checkoff shall be completed. For example, abbreviated pre-underway checkoff lists may be appropriate when the in port period is less than 72 hours. The abbreviated checkoff list shall be prepared for use by the department head by deleting inapplicable items, and submitted to the Commanding Officer for approval. 2. Pre-underway checkoff lists should include the following: a. Performance and operational checks to verify that equipment assigned to a division is fully operational, and systems are lined-up to support at sea operations. This should include, at a minimum, PMS pre-underway situational MIP/MRC, which should be listed on the pre-underway checkoff list. b. The CSO and CSDEA will assist the Executive Officer and the COB with managing the ship’s continuing training program. 2. Division Officers and Leading Petty Officers. Division officers and leading (chief) petty officers should participate in the ship’s continuing training program, including monitoring practical exams as appropriate. In addition, they shall: a. SECTION 2 - QUALIFICATION 4200 Objectives 4201 Responsibilities 4202 Qualification Requirements 4200. Objectives. The objective of the Combat Systems Department qualification program is to establish and maintain a level of qualification for personnel assigned to the Combat Systems Department that will ensure their capability to safely and effectively carry out all assigned duties and responsibilities. The minimum requirements set forth herein will serve as a guide to the trainee and examiners. Effective accomplishment of these aims will depend on the individual efforts and initiative of all Combat Systems Department personnel.

4201. Responsibilities 1. Combat Systems Officer (CSO). The CSO has overall responsibility for the Combat Systems Department qualification program. He will examine each qualification candidate and certify those who successfully complete the requirements. He will also decide when and if the qualification of any person is sufficiently in doubt as to require recertification. Recertification requirements are defined in reference (c). The CSO will set the qualification schedules on an individual basis, based on each person's professional background and qualification status and the ship's overall requirements. Reference (c) provides qualification goals. 2. Division Officers and Leading Petty Officers. The respective division officer and/or LPO will directly supervise the progress and execution of the qualification requirements assigned to each individual under his supervision and will be familiar with their qualification status and progress. It is his direct responsibility to ensure that each progresses at the maximum rate commensurate with his ability, and when qualified, that the individual's proficiency is maintained. The CSDEA shall act as administrator of the Combat Systems Department qualification program as directed by the CSO. 3. Combat Systems Department Personnel. All personnel assigned to the Combat Systems Department shall endeavor to complete assigned qualifications in accordance with assigned due dates.

4202. Qualification Requirements 1. The Combat Systems Department qualification program is administered per reference (c). Sonar supervisors and towed array handling supervisors shall be certified by the commanding officer. 2. Minimum requirements for Combat Systems Department watch station qualifications are contained in section 3 of this chapter. Each ship's qualification cards may be modified to reflect functions and

Location of Material a. The Combat Systems Department central files contain general information and records for weapons, weapons handling equipment, fire control equipment, and sonar equipment. Procedural guides, operating procedures, and check sheets not classified secret are normally included in these files. Also included are publications, component technical manuals and miscellaneous pamphlets not contained in the Combat Systems Department library. b. Copies of the Combat Systems Department Organization and Regulations Manual and operating instructions are normally maintained in the control room, torpedo room, and sonar control room. Additional copies of selected portions of this material may be maintained as required in other locations, such as in the vicinity of the three-inch launchers/signal ejectors. 2. Familiarity with Material. All Combat Systems Department personnel shall familiarize themselves with the Combat Systems Department Organization and Regulations Manual and pertinent instructions and notices, Combat Systems Department operating instructions and such other publications as the Combat Systems Officer may direct. 3. Combat Systems Department Instructions and Notices. From time to time it may be necessary to issue orders of a semi-permanent nature, or in such detail as to necessitate incorporation into a special directive. These directives will be issued as Combat Systems Department instructions or notices, numbered in accordance with the Navy directives system.

4. Records and Reports a. The records and reports listed in the following articles comprise the official records of the Combat Systems Department. These records are not to be considered an end in themselves but a means to a well administered Combat Systems Department. To minimize duplication, the keeping of additional records is discouraged unless required by instructions from higher authority. The Combat Systems Department records are summarized in Appendix A. b. Under no circumstances shall Combat Systems Department logs or records be removed from the ship or from the ship's stowage ashore, except with the permission of the Combat Systems Officer. Should circumstances require record removal, certified copies shall be made for retention in the ships files. 5101 OPERATING LOGS AND RECORDS 1. Magazine Temperature Record. This record shall be maintained per reference (d). 2. Foul Weather Gear, Special Clothing and Bedding Custody Record. This log is a record of all receipts and expenditures of foul weather gear, special clothing and bedding. Ships personnel sign the log, acknowledging receipt and custody of this material. The log is maintained by the Chief of the Boat or First Lieutenant. 3. Ships Key Log. This log is a record of the location of each of the ships locks and the location of their keys. Ships personnel shall sign the log, acknowledging receipt for custody of ships keys and locks. The handling of sensitive keys to nuclear weapons systems shall be per reference (a). The log is normally maintained by the First Lieutenant. 4. Ammunition/Pyrotechnic Records. These records shall be maintained per reference (d). 5. Small Arms Log. This log is a record of all receipts and transfers of small arms, all intraship receipts and transfers of small arms, small arms ammunition and shore patrol equipment, and of all small arms qualified personnel on board. Ships personnel shall sign the log, acknowledging receipt and custody of small arms, ammunition, and shore patrol equipment. This log shall be submitted to the Combat Systems Officer quarterly for review. Detailed instructions for maintaining this record are contained in reference (d). The log is maintained by the Small Arms Petty Officer. 6. Required Reading List. An administrative system shall be established to maintain a record of required reading for both conventional ordnance and nuclear weapons. These records shall be kept by the SWOP petty officer, and

presented to the Combat Systems Officer and Nuclear Safety Officer quarterly for review. As a minimum, the reading list shall contain the items listed in references (a) and (d). 7. Equipage Custody Cards. The Combat Systems Department book of equipage custody cards will be maintained by the Combat Systems Officer per reference (i). 8. Ammunition Reclassification File. A file will be maintained by the Small Arms Petty Officer per reference (d). 9. Sonar Watch Supervisors Log. This log provides the Sonar Supervisor with a record of the events that have occurred prior to his relieving the watch, present status in sonar, and intended evolutions that may affect sonar. This log shall be kept in the sonar control room by and for the Sonar Supervisors. 10. 4FZ/5FZ System Log. This log shall be maintained per SE168-AB-MMA-010/(C) 4FZ SYS or SE168-ALMMA-010/(C)5FZ SYS and reference (a). 5102 MAINTENANCE LOGS AND RECORDS. 1. Material History. The material history of each division will be maintained per reference (g). 2. Preventive Maintenance Records. Preventive maintenance shall be accomplished and recorded per the Planned Maintenance Subsystem (PMS). Detailed instructions are contained in reference (e) and (g). Division officers shall inform the Combat Systems Officer weekly of any preventive maintenance which was scheduled but not performed. 3. Torpedo/Missile Record Books. Torpedo/Missile Record Books arrive on board with their respective torpedoes/missiles and are maintained in accordance with instructions in each book. The Torpedo Division Leading Petty Officer is responsible for maintaining these record books and shall present them for review to the Combat Systems Officer prior to off-loading or expending the associated torpedo/missile. 4. Work Logs. Work Logs shall be maintained as specified by reference (d). 5103. MISCELLANEOUS RECORDS. 1. RPPO Log. This log is a record of information regarding each requisition submitted by that division. Detailed instructions for maintaining this log are contained in reference (i). The log shall be maintained by the Repair Parts Petty Officer of each division under the supervision of the division Leading Petty Officer. 2. Publications File. This log is a record of the location, classification, change status, and other pertinent information regarding each of the publications assigned to the division. When ships personnel desire to check out a publication, they shall sign for custody of that publication. A form such as OPNAV /11, NWPL Catalog Card, S/N 0107-LF-050-7055, is recommended for maintaining this record. The log is maintained under the supervision of the division Leading Petty Officer.

3. Training Records. Training records shall be maintained per reference (f). 4. Transducer Serial Number Log. This log is a record of the transducers and hydrophones currently installed in all sonar systems. When transducers or hydrophones are replaced, update the log with the serial numbers of the newly installed transducers or hydrophones and the number of times the transducer or hydrophone in that location has been replaced. In the CSMP entry, include the total quantity and location of transducers and hydrophones replaced, and a statement referencing the ships Transducer Serial Number Log as the location where the serial numbers of individual transducers and hydrophones are held. The log is maintained by the Sonar Division Leading Petty Officer under the supervision of the Sonar Officer. 5. Program Trouble Report File. A file of outstanding PTRs will be maintained per reference (d). The PTRs will be maintained until reported in the Version Description Document (VDD) or System Level Technical Manual (SLTM) system notes. 5104 OPERATING INSTRUCTIONS. 1. The Combat Systems Officer is responsible for the proper operation and maintenance of all weapons and equipment assigned to the Combat Systems Department. He will ensure that operating instructions are available in a form that is concise and efficient. Operating instructions are promulgated in order to ensure that current and accurate procedural documentation and safe practices are used in the performance of inspections, tests, and maintenance, and the operation of weapons system equipment. In those cases when operating instructions are not provided by higher authority (i.e. Ship System Manuals), locally prepared Combat Systems Department Operating Instructions (CSDOIs) shall be promulgated. 2. Combat Systems Department Operating Instructions (CSDOIs) are step-by-step procedures, written to provide the operator with all of the information necessary for the correct and safe operation of a system or component. These instructions combine the information available in the Ordnance Publications (OPs), the NAVSHIPS Technical Manual, component technical manuals, type commander and system commander technical directives and other sources. Errors or deficiencies in a CSDOI shall be reported promptly to the Combat Systems Officer. 3. Weapons procedural documentation, including preparation, use, verification and change procedures, are described in references (a) and (d), and appropriate special weapons publications. 4. Changes to Operating Instructions a. Where immediate compliance is required for safe operation of the weapons system, the Combat Systems Officer will issue an Advance Change Notice in advance of a regular change. Advance change notices will be filed in the front of operating instruction binders until specifically superseded by a normal change promulgated by a Combat Systems Department notice.

b. Division Leading Petty Officers shall ensure that Combat Systems Department operating instructions to which an Advance Change Notice applies are marked with the notation shown below as directed by the advance change notice: SEE ADVANCE CHANGE NOTICE NO. ______________________________ FILED IN FRONT OF THIS BINDER. The advance change notice number shall be entered in the appropriate blank. 5. Responsibility for Combat Systems Department Operating Instructions. Division Leading Petty Officers are responsible for maintaining their division copies of the Combat Systems Department Operating Instructions. They shall also ensure, by periodic review, that only the latest revisions of the approved Combat Systems Department Operating Instructions are used in the operation of equipment and systems under Combat Systems Department cognizance. 5105 CLASSIFIED MATERIAL CONTROL PROCEDURES. Receipt, transmission, marking, accounting, inventory, control, and destruction of correspondence and classified material will be accomplished per SECNAVINST 5510.36, Department of the Navy Information Security Program Regulation reference (m), and reference (a) (for SWOPs). 5106 SPECIAL WEAPONS ORDNANCE PUBLICATION (SWOP) PROCEDURES. 1. Detailed procedures for maintenance of SWOPs are as delineated in reference (a) and SWOP 0-1B. 2. An inventory of all special weapons publications shall be conducted upon relief of the Combat Systems Officer, SWOP Custodian, and when otherwise directed. 3. Only the SWOP Custodian and the Combat Systems Officer shall have the combination to the SWOP safe.
