This Handbook has been produced to help you become better acquainted with the Titusville Fire & Emergency Services’ volunteer program. This book will share with you a little of our history, philosophy, practices, and policies, as well as all the benefits we will provide to you as a valued volunteer. About Titusville Fire & Emergency Services

DEPARTMENT MISSION STATEMENT The mission of the Titusville Fire & Emergency Services Department is to provide the community with emergency services by highly trained, professional personnel in an expedient, effective manner. Furthermore, it is our duty to protect and promote the health, safety, and overall well-being of the community we serve. VISION STATEMENT Titusville Fire & Emergency Services Department shall be the leading provider of emergency services in the community we serve. BACKGROUND OF DEPARTMENT In the beginning – The city of Titusville was founded in 1867. Little information is readily available about how fire protection was provided to the city. A volunteer department existed in Titusville for many years. Titusville’s first fire truck was a 1925 American LaFrance, which remained in service well into the 1960’s. The development of a “modern” fire department began in the early 1960’s with the hiring of our first full-time Fire Chief and a staff of two paid drivers at Titusville’s only fire station in the old downtown area, directly across the street from the courthouse. Our first fire chief’s vehicle was purchased by Chief Brown himself, with his own money. In June of 1963, Titusville consolidated with Indian River City and the community of Whispering Hills to form a much larger city. This move increased the number of volunteer fire stations in Titusville city proper from one to three. In August of 1963, Titusville began staffing each of the stations twenty-four hours a day. A partially paid, partially volunteer system was now in place. The 1970’s and 80’s were the ages of innovations, growth and technology. In 1971 the Fire department purchased a new 750 gpm pumper truck. In 1974 a 1973 American LaFrance pumper was purchased. 6

In 1975 the first Emergency Medical Technicians, (EMTs) came on board. The first Hurst tool was purchased in 1976. In 1979, two 1000 gpm pumpers were purchased from Emergency One. In 1983 the department purchased its first aerial ladder truck. 1985 saw the purchase of a new Grumman pumper. Fire station #12 was opened in 1984. During this period the department began to change by expansion into the EMS field. The department began a first responder program with Basic Life Support engines. The department name was also changed to Titusville Fire Rescue to reflect this new direction. As innovations and technology changed over the years, so did the Fire Department. Its name was officially changed to Titusville Fire & Emergency Services in 1991, recognizing the expanding and changing role of the department. In 1992 the departments 800 Mhz radio communications system went on-line. In 1992 the department obtained a 1992 Pierce 1250 gpm pumper. In 1993 the department’s first volunteer Fire Chaplain came on board. In 1994, long-term Fire Chief Richard Cherry retired and Tom Harmer became only our third chief since the inception of our organization as a paid department. Chief Harmer initiated multiple enhancement to our department’s operational mission and its facilities and equipment. In 1996, Titusville voters narrowly approved a 5-year referendum to replace the department’s aging and deteriorating stations and the construction of a headquarters facility. With his promotion to Titusville’s City Manager in 1999, Chief Harmer handed the progression of these projects to Operations Chief Rick Talbert who was promoted to Fire Chief of the department. The referendum resulted in the relocation of three of our four stations, with final construction of the last facility in 1991. During that year, the department also embarked on a phased enhanced medical services program, adding paramedic services to all engines. This initiated was completed in January of 2004 when Station #11 became the final station to achieve advanced life support service level. Additional enhancements included replacement of aging engines, enhancement of firefighter safety equipment, an expansion of our public education program to include injury prevention education of a wide variety of topics and the addition of computerized recordkeeping.

What You Can Expect From Titusville Fire & Emergency Services Titusville Fire & Emergency Services volunteers have the right to: 1. Receive a job description for your assignment.

2. Be assigned appropriate assignments according to skill, interests, availability,

and training.

3. Be trusted with confidential information that will help carry out assignments.

4. Be given appropriate expressions of appreciation and recognition.

5. Receive orientation, training, and supervision for the job you accept.

6. Your time will not be wasted by lack of planning, coordination and cooperation

within the agency.

7. Receive regular consultation for a review of job performance.

8. We offer suggestions about your assignment and the Titusville Fire & Emergency Services volunteer program.

9. Volunteer records will be kept documenting volunteer experience, positions held,

training, evaluation and commendation. 10. To be treated as a fellow staff member who contributes to the Titusville Fire &

Emergency Services goals through your volunteer work. 11. Have all these things done in a spirit of friendliness and cooperation so that

What Titusville Fire & Emergency Services Expects From You

1. Your first responsibility is to know your own duties and how to do them promptly, correctly and pleasantly.

2. Cooperation with staff and your fellow volunteers and maintain a good team

attitude.

3. Grasp opportunities for personal development that are offered to you.

4. Voice your opinions and contribute your suggestions to improve the quality of Titusville Fire & Emergency Services.

5. Attend all training sessions scheduled for your assignment.

6. Sign-in each time you arrive for a work assignment and sign out when you

leave.

7. Inform your volunteer coordinator as soon as possible of any planned absence or lateness.

8. Insure that you wear your polo shirt and ID badge, (they will be issued to

you after your 60 day probation period), at all times.

9. Keep all communications with or concerning department operations confidential.

10. Report for all duty on time.

11. Provide feedback to the department to help us continually improve.

Volunteering Policies & Procedures

When you are a new volunteer at Titusville Fire & Emergency Services, you may feel a little strange in your new surroundings. This is a normal feeling and is expected. Your fellow team members, especially your volunteer coordinator, want to help you get off to a good start. Feel free to ask them for help. One of the first things you should do is carefully read this Handbook. It is designed to answer many of your questions about the policies and procedures of Titusville Fire & Emergency Services, what you can expect form Titusville Fire & Emergency Services, and what we expect from you. Absences and Lateness The positions volunteers fill are critical to this organization. If you are unable to report to volunteer, or if you will arrive late, please contact your volunteer coordinator immediately. Give your coordinator as much time as possible to arrange for someone else to cover your position until you arrive. Excessive absences may be cause for termination. If a volunteer plans to be absent consecutively for a week or more, please inform the volunteer coordinator to help get a replacement while you are gone. Anniversary Date The first day you report to volunteer is your “official” anniversary date.

Attendance Sign-in time sheets are necessary for our program, in order for us to keep an accurate record of your contribution to our department. Volunteers are required to sign in and out each time. 11

Background Check In order to ensure a safe environment, all volunteers will be required to submit to a criminal history background check, driver’s license check and a reference check as a condition of acceptance as a volunteer. Individuals who refuse to comply with this request will not be accepted as a volunteer. A signed consent for release of information must be obtained from the prospective volunteer prior to a request for a background check. Benefits Benefits to volunteers include the following:

Bulletin Board

Please read the volunteer bulletin board regularly so that you will be familiar with the information posted on it.

Our volunteer bulletin board is our “official” way of keeping everyone informed about new policies, changes in procedures, recognition items, and special events. Information of general interest is posted regularly on the bulletin board.

Commitment We ask our volunteers to commit to one year of volunteering with Titusville Fire & Emergency Services. Of course, if you or your spouse are transferred or you move out of the area, we cannot hold you to this promise. It’s just that we find that when volunteers can see a year ahead, they will stay even when the going gets tough. This also gives us both a chance to work together as a team to fulfill a

common goal. We ask that our volunteers make a minimum commitment of one regularly scheduled shift of at least two hours each week. Some assignments may require a longer hourly commitment. Computer Software (Unauthorized Copying) Titusville Fire & Emergency Services will not allow the illegal duplication of software. The copyright law is clear. The copyright holder is

given certain exclusive rights, including the right to make and distribute copies. Title 17 of the U.S. Code states that “it is illegal to make or distribute copies of copyrighted material without authorization” (Section 106). The only exception is the user’s right to make a backup copy for archival purposes (Section 117).

The law protects the exclusive rights of the copyright holder and does not give users the right to copy software unless the manufacturer does not provide a backup copy. Volunteers are not to take copies of any department software away from the agency for their personal use. Unauthorized duplication of software is a Federal crime. Volunteers also should not load personal software on department computers. We also do not allow personal software from your home to be brought into this office. Confidential Information We have an obligation to our citizens to maintain their confidentiality and respect their privacy. Every citizen served by Titusville Fire & Emergency Services has the right to confidentiality. But at the same time, volunteers must use their best judgment. If you are aware of an issue that requires immediate help, please inform your volunteer coordinator. As you work with the staff, information of a confidential matter may be shared with you. You must not share this information with anyone who does not have a professional right or need to know them. Such information is not to be shared with your family, friends, or acquaintances.

Release of confidential information to unauthorized persons can result in dismissal from your service, and could involve you in legal proceedings. It is best to neither overdress nor underdress. During your probationary period, casual clothing is fine, (no blue jeans please), but we ask that your attire be neat and conservative. Volunteers shall be neat and clean in their person and attire when on duty. Polo shirts will be issued to all volunteers after a 60-day probationary period and they must be kept clean, pressed, and in good repair. The various patches and department identification are the property of Titusville Fire & Emergency Services and must be returned upon separation from the program.

Driving Record Volunteers whose volunteer work requires operation of a motor vehicle must present and maintain a valid driver’s license and a driving record acceptable to our insurer. You will be asked to submit a copy of your driving record and automobile insurance to Titusville Fire & Emergency Services from time to time. Any changes in your driving record must be reported to the volunteer coordinator immediately. Equal Volunteering Opportunity

Exit Interviews In instances where a volunteer voluntarily leaves, Titusville Fire & Emergency Services would like to discuss your reasons for leaving and any other impressions that you may have about Titusville Fire & Emergency Services. If you decide to leave, you will be asked to grant us the privilege of an exit interview. During the exit interview, you can express yourself freely. It is hoped that this exit interview will help us part friends, as well as provide insights into possible improvements. All information will be kept strictly confidential and will in no way affect any references that Titusville Fire & Emergency Services will provide another agency about you.

Feedback An efficient, successful operation and satisfied

volunteers go hand in hand. Volunteer grievances are of concern to Titusville Fire & Emergency Services, regardless of whether the problems are large or small.

In order to provide for prompt and efficient evaluation of and response to grievances, Titusville Fire & Emergency Services has established a Feedback procedure for all volunteers. It will always be Titusville Fire & Emergency Service’s policy to give full consideration to every volunteer’s opinion. There will be no discrimination against or toward anyone for his or her part in presenting grievances. Under this policy, a grievance is defined as any event, condition, rule, or practice which the volunteer believes violates his or her civil rights, treats him or her unfairly, or causes him or her any degree of unpleasantness or unhappiness on the job. A grievance may also deal with an attitude, a statement, or an opinion held by the volunteer coordinator or a fellow volunteer. The Feedback Procedure is as follows:

1. Address your volunteer coordinator first.

If you feel that any volunteering condition, policy, practice, or action by Titusville Fire & Emergency Services is unjust, you should tell your volunteer coordinator about it and discuss the matter confidentially and in private with him or her. If for some reason your volunteer coordinator fails to offer you the opportunity to discuss the matter or if the discussion does not lead to a satisfactory conclusion, then proceed to the next step.

2. Meet with the Administrative Assistant Your volunteer coordinator’s immediate supervisor will review the grievance and ask you to meet with him or her. At this meeting, you should feel free to openly discuss your complaint and substantiate your reasons for feeling the way you do. In most cases, the matter will usually be resolved at this stage.

Gifts, Tips Do not accept any gifts or tips from citizens, their families or friends. We do not want to create an atmosphere where our citizens feel obligated to reward Titusville Fire & Emergency Services staff for doing our job. Harassment Titusville Fire & Emergency Services intends to provide a volunteer environment that is pleasant, healthful, comfortable, and free from intimidation, hostility or other offenses, which might interfere with volunteer performance. Harassment of any sort --- verbal, physical, and visual --- will not be tolerated.

Hours of Operation Titusville Fire & Emergency Services Administrative office is open from 8:00 a.m. till 5:00 p.m. Monday – Friday. The stations are open 24 hrs., 7 days a week. Induction Period Your first 60 days of volunteering at Titusville Fire & Emergency Services are considered an Induction Period. This Induction Period will be a time for you to get to know your fellow ,team members, your volunteer coordinator and the tasks involved in your job position. Your volunteer coordinator will work closely with you to help you understand the needs and processes of your job during this period. This Induction Period is a try-out time for both you, as a volunteer, and Titusville Fire & Emergency Services as a department. At the end of the Induction Period, your volunteer coordinator will hold an informal feedback session with you to discuss your job performance. This feedback will be much the same as the feedback session that is held for volunteers on an annual basis. During the course of feedback, you are encouraged to give your comments and ideas. Following this feedback session, you will be advised of the decision of your permanent volunteer status. 18

Resignation While we hope both you and Titusville Fire & Emergency Services will mutually benefit from your continued volunteering, we realize that it may become necessary for you to leave your job with us. If you anticipate having to resign your position with us, you are expected to notify your volunteer coordinator as far in advance as possible and make arrangements for an exit interview. Restricted Areas In the interest of safety and security, certain portions of Titusville Fire & Emergency Services’ facilities may be restricted to authorized personnel only. You will clearly be informed of such areas. Security

Volunteers shall not use any tobacco product while in direct public contact, or in situations where fellow team members may find it offensive. Solicitation Titusville Fire and Emergency Services does not allow promotion or solicitation of your own business enterprise, job title, political agenda or religious beliefs while volunteering with us. Solicitations for a private charity are also prohibited. Substance Abuse Titusville Fire & Emergency Services has no desire to intrude into its volunteers’ personal lives. However, both on-the-job and off-the-job involvement with any mood altering substances can have an impact on our department and on Titusville Fire & Emergency Services’ ability to achieve its objectives of safety and security. Therefore, you are expected to report to the department with no mood altering substances in your body. While you may make your own lifestyle choices, Titusville Fire & Emergency Services cannot accept the risk in the department which substance use or abuse may create. The possession, sale or use of mood altering substances while volunteering, shall be a violation of safe volunteer practices and will be subject to disciplinary action, including dismissal. Theft

2. Use of computers. Titusville Fire & Emergency Services department

Traffic Violations If you are authorized to operate a department vehicle in the course of your assigned volunteer work, or if you operate your own vehicle in performing your job , you will be considered completely responsible for any accidents, fines or traffic violations incurred. Uniforms

Titusville Fire & Emergency Services provides poloshirts to our volunteers after your 60-day inductionperiod that you must wear while working. These poloshirts are the property of Titusville Fire & EmergencyServices and must be returned upon resignation.

Use Of Department Vehicles If you are authorized to use a Titusville Fire & Emergency Services vehicle for department business, you must adhere to the following rules:

1. Volunteers shall have in their possession a valid drivers licensewhile operating department vehicles.

2. You must maintain weekly mileage reports.

3. You must not allow persons not authorized or employed by

Titusville Fire & Emergency Services to operate or ride in adepartment vehicle.

4. Volunteer’s personal vehicles are not to be used for official

duties unless your volunteer coordinator gives prior permission.

5. Volunteers shall operate the vehicles in a safe manner, obeyingall traffic laws

Standard Of Conduct

By accepting volunteering with us, you have a responsibility to Titusville Fire & Emergency Services and to your fellow volunteers to adhere to certain guidelines for conduct. Titusville Fire & Emergency Services tries to keep rules to a minimum. The purpose of these rules is not to restrict your rights, but rather to be certain that you understand what conduct is expected and necessary. When each person is aware that he or she can fully depend upon fellow volunteers to follow the rules of conduct, then our organization will be a better place to volunteer for everyone. Unacceptable Activities/Termination Generally speaking, we expect each person to act in a mature and responsible manner at all times. However, to avoid any possible confusion, some of the more obvious unacceptable activities are noted below. Your avoidance of these activities will be to your benefit as well as the benefit of Titusville Fire & Emergency Services. If you have any questions concerning any volunteer or safety rule, or any of the unacceptable activities listed, please see your volunteer coordinator for an explanation. If a volunteer violates any rules established by Titusville Fire & Emergency Services, including the following rules, that person may be subject to immediate discharge.

Willful violation of any department rule; any deliberate action that is extreme in nature and is obviously detrimental to Titusville Fire & Emergency Services.

Willful violation of security or safety rules or failure to observe safety

rules or Titusville Fire & Emergency Services practices; failure to wear required safety equipment; tampering with Titusville Fire & Emergency Services equipment or safety equipment.

Negligence or any careless action that endangers the life or safety of

another person.

Possession or consumption of alcoholic beverages is prohibited in any Titusville Fire & Emergency Services event.

Possession or use of all illegal drugs or other illegal substances is prohibited.

Excessive tardiness or absenteeism.

Unauthorized possession of dangerous or illegal firearms, weapons or

explosives on department property or while on duty.

Engaging in criminal conduct or acts of violence, or making threats of violence toward anyone on department premises or when representing Titusville Fire & Emergency Services; fighting or horseplay or provoking a fight on agency property, or negligent damage of property.

Insubordination or refusing to obey instructions properly issued by your

volunteer coordinator.

Threatening, intimidating or coercing fellow volunteers on or off the premises—at any time, for any purpose.

Theft of department property or the property of fellow volunteers;

unauthorized possession or removal of any department property, including documents, from the premises without prior permission from management; unauthorized use of department equipment or property for personal reasons; using department equipment for profit.

Dishonesty; willful falsification or misrepresentation on your application for

volunteering or other volunteer records; alteration of department records or other department documents.

Breach of confidentiality of department/personnel/customer information.

Malicious gossip and/or spreading rumors; engaging in behavior resulting in

discord and lack of harmony; interfering with another volunteer on the job; willfully restricting volunteer output or encouraging others to do the same.

Immoral conduct or indecency on department property.

Harassment of any kind; unwelcome sexual advances (verbal or physical),

gender, race, or religious slurs of any kind.

Workers’ Compensation While you are volunteering for Titusville Fire and Emergency Services you are covered by Workers’ Compensation. If an accident occurs while you are on your volunteer shift, contact your volunteer coordinator/supervisor immediately. He/she will advise you as to the medical facility you must use and the appropriate accident forms to complete for Workers’ Compensation.
