Northeast Arkansas Emergency Preparedness CoalitionAlternate Care Site Use AgreementPurpose: The purpose of this agreement is to establish an alternate medical care site within the Northeast Arkansas Region of the state in anticipation of the loss of the hospital physical structures or excess capacity. We must be prepared for the possibility that the buildings or spaces in which patient care is normally provided will be rendered unusable. This agreement is to prepare for such and event by establishing agreement with alternate care site for use of designated spaces that can be prepared and staffed to provide patient care services. Use of the alternate care site will only be considered in the event of a declared disaster.Definitions:Loss of physical structure, the physical structure is deemed unsafe for normal healthcare use.Alternate Care Site, a site within the community, other than the hospital, utilized by the Northeast Arkansas Emergency Preparedness Coalition to provide healthcare services to the local community.Policy:The Northeast Arkansas Emergency Preparedness Coalition Regional Leaders will work with authorized representatives of Black River Technical College in Paragould to establish a mutual aid agreement for use of designated space to be used for provision of patient care services.The Arkansas Emergency Preparedness Coalition Regional Leaders in conjunction with representatives from Black River Technical Center in Paragould have agreed to the use of the Black River Technical College in Paragould as a designated Alternate Care site for the Northeast Regional Hospital Coalition. The following statements are included in the agreement:•A statement of authority for representatives of the Northeast Coalition and Black River Technical College of Paragould to initiate the implementation on of the Mutual Aid Agreement.•Accessing and securing the Alternate Care Site•Movement of staff, equipment, and supplies to the Alternate Care Site to provide support on-going provision of care as required.•Preparation of the designated space for provision of patient care•Movement of patients and patient care information to the designated site including medical records and other essential information related to the care of each patient. •Responsibilities of each party for maintaining the space.The alternate care site will be opened at the request of the Northeast Arkansas Emergency Preparedness Coalition Regional Leaders, in conjunction with input, when available from the Craighead and Green County OEM and St. Bernards Healthcare. The following should be taken into consideration prior to opening the alternate care site:1.Can local healthcare needs be met without opening an alternate care site?2.How long will the site be necessary?3.Is the emergency situation local or regional?4.Can the patients be safely treated elsewhere?5.Who will staff the site?6.Can supplies be delivered to the site?7.How will communications be handled?8.How will patients be tracked?9.How will the community be made aware that the site is open?10.Returning site to normal operations after event has ended.The Northeast Arkansas Emergency Preparedness Coalition has supplied the Black River Technical College in Paragould a generator to be kept onsite to be used in the event of an emergency or disaster.
