Blaine’s HistoryUntil 1877, Blaine was considered part of Anoka, Minnesota. Phillip Laddy, a native of Ireland, is recognized as the first settler in Blaine, having settled near the lake that now bears his name – Laddie Lake – in 1862. Laddy died shortly after his arrival and his survivors moved on to Minneapolis.

Englishman George Townsend lived for a short time in the area of Lever Street and 103rd Avenue after Laddy’s passing, but Blaine did not gain its first permanent resident until 1865, when Green Chambers settled on the old Townsend claim. Chambers was a former slave who moved north from Barron County, Kentucky, following the Civil War. In 1870, George Wall, Joseph Gagner and others settled in the area and the population began to grow.

Blaine separated from Anoka in 1877 and organized as a township of its own. That year, residents held the first election, electing Moses Ripley as the first chairman of the Board of Supervisors. Ripley, who had come to Minnesota from Maine, persuaded fellow board members to name the

new township in honor of James G. Blaine, a senator and three-time presidential candidate from Maine. By 1880, Blaine’s population had reached 128.

While many other communities in Anoka County experienced growth due to farming, Blaine’s sandy soils and abundant wetlands discouraged would-be farmers; the area instead remained a prime hunting location. Blaine’s growth remained slow until after World War II, when starter home developments began to spring up in the southern part of town. Blaine’s population jumped from 1,694 in 1950 to 20,640 in 1970. As the Minneapolis/St. Paul area began to enjoy rapid growth, Blaine’s wide-open spaces attracted people looking for a suburban lifestyle just a short distance from both downtown Minneapolis and St. Paul.

With the development of Interstate 35W, State Highway 65 and State Highway 10, Blaine’s accessibility to the Twin Cities improved dramatically, allowing Blaine to become an attractive location for business and residential development. Blaine has attracted new corporate residents and is also home to the National Sports Center, an Olympic-class training facility, as well as home to a Tournament Players Club golf course.

Blaine Commissions and CommitteesCity CouncilAs the elected representatives of the people, City Council members serve as the policy-making body of the City of Blaine. The council is composed of six councilmembers and the mayor. Though voting equally with the other six members of the council, the mayor is the presiding officer at council meetings and is the official representative of Blaine. Two council members are elected from each of Blaine’s three council districts on staggered four-year terms. The mayor is elected at-large to a four-year term. Elections are held within the three council districts and 22 voting precincts each August or September and November in even-numbered years.

Blaine Arts CouncilThe mission of the Blaine Arts Council, a volunteer committee, is to promote, advance and celebrate arts in the community for the appreciation and participation of residents. The Arts Council meets at 7 p.m. in Blaine City Hall on the fourth Wednesday of each month.

Blaine Historical SocietyThe primary goal of the Blaine Historical Society is to collect, preserve, research, disseminate and display historical knowledge and artifacts relating to Blaine. Future membership opportunities are anticipated for those interested in joining the society. In the interim, tax-deductible monetary contributions will be accepted to assist the society with administrative start-up costs. Charter CommissionThe Charter Commission reviews the City Charter and recommends charter amendments in keeping with state law. Commissioners are resident volunteers, appointed by the Tenth Judicial District Chief Judge. The commission meets annually as required by statute, but may convene more often as necessary. Residents interested in having direct input in city government are encouraged to consider serving on the commission.

Natural Resource Conservation BoardAs an advisory board to the City Council, the Natural Resource Conservation Board makes recommendations on the acquisition and management of open space lands within the city. The board has been established to evaluate land being considered for open space, to recommend a management plan for land dedicated as open space and to develop a citywide trail plan. Board functions include: reviewing parcels considered for open space; identifying trail corridors and trail connections; providing public information on open space and trails; creating opportunities for volunteers to become involved; and developing a management plan for the preservation and public use of open space lands. The board consists of seven members appointed by the mayor and confirmed by the City Council for two-year terms. Meetings are the third Tuesday of each month at 7 p.m. in the Cloverleaf Room in City Hall. All meetings are open to the public.

Park Advisory BoardThe Park Advisory Board makes recommendations to City Council on all park-related issues. It was established in the City Charter for the purpose of planning, promoting and maintaining a diverse park system for residents

of all ages. Board functions include: holding neighborhood meetings for the purposes of resident input; conducting surveys; addressing funding strategies; evaluating and recommending capitol improvements for new and existing park facilities; reviewing residential, commercial and industrial developments for park dedication; and conducting public meetings and workshops for resident involvement in the park planning process. Seven members appointed by the mayor and confirmed by the City Council serve two-year terms. Meetings are held at 7 p.m. on the fourth Tuesday of each month in the council chambers at Blaine City Hall. All meetings are televised on the city’s municipal cable channel 16.

Planning CommissionThe Planning Commission, consisting of seven members appointed to two-year terms, advises the City Council on long-range community planning goals and policies, immediate planning issues and specific development proposals. The commission meets the second Tuesday of each month at 7 p.m. in the council chambers at Blaine City Hall. All commission meetings are televised on Blaine’s municipal cable channel 16.

Senior Advisory CouncilThe Senior Advisory Council was established by the Blaine City Council to recommend and provide equal program opportunities for the city’s senior citizens. The council also recommends guidelines for the use of the Mary Ann Young Senior Center.

Advisory members serve a term of two years and may elect to run for additional terms pending City Council approval. There is not an established limit to the number of members that can sit on the Advisory Board, and members are given notice prior to the expiration of their term to allow for a period of time to resume membership should they so desire. There are currently eight at-large representatives on the council and six representatives from senior citizen organizations.


Blaine City DepartmentsAdministrationThe Office of the City Manager is responsible for the day-to-day operations of the city. The department consists of the City Manager, City Clerk and Communications and Human Resources departments. The City Manager is selected by the City Council to manage all functions of city government, and, along with other department managers, makes evaluations and recommendations to the City Council on issues of concern within Blaine.

Office of the City ClerkThe City Clerk serves as the city’s official record keeper and administrator for all elections within the city.

CommunicationsThe City of Blaine’s Communications Department develops and presents relevant, timely and informative public information to the community. It is the city’s intent to help foster community involvement, confidence and pride by ensuring residents are informed about governmental affairs. A primary goal is to offer opportunities for resident participation in city initiatives and programs.

The Communications Department publishes a monthly, citywide newsletter, programs government cable access channel 16, maintains the city website and conducts neighborhood meetings to present information to and receive feedback from residents about issues concerning the city.

Human ResourcesThe Human Resources Department interviews and hires city staff, administers employee benefits and ensures compliance with all state and federal employment laws.

FinanceBlaine’s Finance Department performs accounting and internal auditing services for all the city’s financial activities. In addition to the General Fund, which is the operating fund of the city, the Finance Department operates the financial activities of the Special Revenue, Debt Service, Capital Projects, Enterprise, Internal Service and Trust and Agency funds. The Finance Department also discharges municipal payroll responsibilities and manages the public utilities and refuse customer billing functions.

Public ServicesEngineeringThe Engineering Department ensures that municipal sanitary sewer, water main, storm drainage and street improvements are constructed in accordance with city specifications while coordinating engineering services during the planning and construction stages of residential, commercial and industrial development. Other engineering responsibilities include reviewing traffic sign and street light requests, administering land reclamation permits and easement vacation requests, providing flood plain identification assistance and issuing permits for work in public rights-of-way.

• Concern about drainage issues in yards

• Requests for stop signs on residential streets

• Property line information between single family lots

• Special assessment

• Property identification numbers and addresses in areas of new construction

Geographic Information Services (GIS)GIS supports the mapping data and analysis needs of city departments and the public. This department builds point, line and polygon datasets, links the datasets to spatial databases and thereby produces maps as the result of the process. GIS creates and maintains all city maps in addition to providing emergency services with maps, digital documents and custom applications.

Parks and RecreationThe Parks and Recreation Department provides comprehensive, year-round recreational activities for residents of all ages. The department staff facilitates and initiates opportunities in recreation, leisure education, social Blaine City Hall

and cultural pursuits and, through the Mary Ann Young Senior Center, senior citizen programming. The staff also works in cooperation with community organizations and agencies to create additional recreational opportunities within the city.

Programming at city parks and trails is also managed by the department. Youth and adult athletic programs are the major users of park facilities, on which the city hosts numerous state, national and international athletic events.

Public WorksThe Public Works Department manages the related activities of the Forestry, Maintenance, Parks, Streets and Water departments.

The Forestry Department’s mission is to help balance preservation of the city’s natural resources with community growth. Responsibilities include insect and disease control, tree preservation, hazard tree management, Arbor Day activities and other planting events. The City Forester is available to answer questions regarding trees and shrubs.

The Maintenance Department provides programs of preventive maintenance and repair work for city vehicles and equipment.

Park grounds, playing fields, equipment and buildings are maintained by the Parks Department.

The Streets Department is responsible for maintenance, repair and snow removal of 232 miles of city streets and more than 325 cul-de-sacs. The department maintains a program of bituminous overlay, roadway seal coating and patch and crack sealing. Maintaining traffic signals and street signs, pavement markings, storm sewer system and tree trimming along the public right-of-way are also Street Department responsibilities.

Lastly, the Water Department operates, maintains and repairs all water mains, sanitary sewer mains and storm sewers within the city, including wells and lift stations. It also operates the city’s water treatment plants.

Planning and Community DevelopmentThe Planning and Community Development Department ensures that quality and responsible development is achieved in Blaine. The department provides professional planning services with complete review and coordination of all commercial, industrial, single- family and multifamily residential developments; subdivisions; signs;

conditional use permit and variance requests; and ordinance reviews. Planning and Community Development also promotes commercial and industrial development opportunities in Blaine to expand the job base and increase the tax base. Other responsibilities include assisting in the marketing of vacant commercial and industrial properties, building and maintaining relationships with local business owners and providing economic development services to the City Council and Blaine Economic Development Authority.

Building InspectionsThe Building Inspections Department reviews and inspects all remodeling and new construction within the city. All building permits and licenses are issued from Building Inspections, as well as certificates of occupancy. In 2008, the city issued 5,053 building permits totaling $117,640,737 in new construction. Building permits grant legal permission to start construction of a building project in accordance with approved drawings and specifications, and are needed for any new construction, remodeling, sprinkler systems, plumbing, heating, fence, deck, shed, in-ground pool or mobile home setup.

Discuss construction plans with a building inspector at 763-785-6170 to determine if a building permit is needed. Permits are usually required for the following:

• New buildings

• Additions (bedrooms, bathrooms, family rooms, etc.)

fences, fireplaces, pools, water heaters, kennels when pouring a slab, sheds over 100 square feet*, etc.)

• Renovations (garage conversions, basement finishings, kitchen expansions, re-roofing, etc.)

• Electrical systems

• Plumbing systems

• HVAC (heating, ventilating and air conditioning) systems

*Even when a permit is not required, there may be site-specific location and setback requirements; it is a good idea to verify with the Building Inspections Department anyway.

Planning All Planning Department functions revolve around meeting the development proposals of the Planning Commission and City Council, as well as interpreting and enforcing the zoning and subdivision codes. The department prepares and implements the Comprehensive Municipal Plan, which guides land use, zoning, sewer extension, transportation and community facility improvements or anticipated changes. The department also prepares special reports and studies of redevelopment and long-range plans. Another department task is the oversight of all land development within the City of Blaine.

Staff is available to answer questions on past, current and future development, zoning, building code changes, home occupations, business signage and variances to the codes.

Within the Planning Department, specialists in economic development offer assistance to businesses in finding available sites and coordinating the site-planning process. Financial assistance is available through the Blaine Area Development Company for projects that address city goals; additional assistance may be available through the Blaine Economic Development Authority or Twin Cities Community Capital Fund, an economic development funding resource enabling cities to leverage funds for business loans.

Blaine has a strong and growing industrial and commercial business sector, home to nearly 1,250

businesses, including Aveda Corporation, Bermo, Inc., Dayton Rogers Manufacturing Company and the Northtown Shopping Mall.

The City of Blaine has eleven industrial parks, competitive land costs, a strong labor pool and excellent freeway and highway access to Interstate 35W and Highways 10 and 65. Blaine also has an abundant supply of development opportunities for growing and emerging businesses. The Anoka County Airport is located in Blaine, and is the metro area’s busiest reliever airport.

Safety ServicesThe Safety Services division of the City of Blaine is comprised of the Police Department, the Spring Lake Park-Blaine-Mounds View (SBM) Fire Department and the Community Standards Department.

The Police Department has an authorized strength of 62 sworn officers, 11 full-time support personnel, one full-time and seven part-time, non-sworn community service officers and responds to approximately 32,000 calls for service annually. The department also has a 23-member Citizen Reserve Unit and a 40-person Law Enforcement Explorer post, plus seasonal park patrol. The SBM Fire Department provides fire protection, prevention and education services and is the largest fire protection non-profit corporation and the second largest volunteer fire department in the state. SBM Fire has a full-time administrative staff of 10 persons to go along with 68 volunteer firefighters. The department responds to approximately 1,200 fire-

related calls for service annually from four fire stations, three of which are located in Blaine.

Community StandardsThe Community Standards Department consists of eight full-time staff responsible for assisting the community in resolving neighborhood disputes relating to the condition of properties. Department personnel also perform fire inspections, fire marshaling, building plan reviews for fire code compliance and offer housing services assistance.

Neighborhood Services is a major part of the Community Standards Department. Neighborhood Services enforces city ordinances relating to public health, safety and general condition and upkeep of the community. In responding to code violations, the department sends a letter to the violating resident that outlines the steps necessary to correct the infringement. In most instances, residents are unaware of their violation and remedy the situation immediately. The Standards Department strives to work cooperatively with residents and business owners to gain voluntary compliance of community standards. However, barring failure to correct code violations in a reasonable amount of time, a municipal court citation may be issued. To report a code violation – such as the outdoor storage of unused items or junk, inoperable/junk vehicles, illegal

residential parking or excessively tall grass – call 763-785-6187. The city will make every effort to help remedy the situation.

Administrative Municipal CourtThe Administrative Municipal Court went into effect in 1999 as an alternative to the regular court system to review alleged violations of city ordinance. The process is intended to be informal and less intimidating. Citations are issued for violations related to the following ordinances:

• No parking on any Blaine street for more than 48 consecutive hours. Please note that there are several posted signs regarding parking restrictions throughout the City of Blaine; however, a sign is not posted on every city street.

• No parking in a fire lane. These areas are generally posted.

• No parking where prohibited by a sign.

• All dogs shall be kept under restraint by their owners at all times.

• All dogs must be currently licensed.

• Barking dogs: any dog that barks, bays, cries, howls or makes any other noise continuously and or incessantly for a period of 10

• No person or business shall display a vehicle for sale upon any public property including right-of-way and easements, or upon any private property unless the vehicle is registered to that property and is stored on an improved hard surface.

• Once a Municipal Court Citation is issued, the party can choose to pay the fine, correct the violation (when applicable), have an administrative hearing with the Administrative Municipal Court or pursue the matter through the regular court system.

Blaine Parks and RecreationThe Parks and Recreation Department provides comprehensive, year-round recreational programs for residents of all ages, facilitating endless recreational, educational, social and cultural opportunities. Staff also works in cooperation with community organizations and agencies to create an even broader variety of recreational opportunities within Blaine.

The department also works closely with the three school districts serving Blaine in the provision of community school programs, with the city using many school facilities for recreation programming.

In an effort to meet the leisure needs of seniors, the city puts an added focus on senior programming and operates a beautiful facility, the Mary Ann Young Senior Center, home to a wide variety of senior activities.

The Parks and Recreation Department publishes its Recreation Connection, a publication listing recreational opportunities for the upcoming season three times a year. The Recreation Connection is also available online at www.BlaineParks.com.

The department, located on the first floor of Blaine City Hall, is open from 8 a.m. to 4:30 p.m., Monday through Friday.

Parks and Trails With 62 parks and more than 140 miles of trails and sidewalks, Blaine offers the opportunity for countless recreational outdoor activities for residents of all ages. From playgrounds to baseball fields, to biking, hiking or

running, Blaine’s neighborhood parks and trail system allow for a multitude of recreational activities.

Facility RentalAthletic fields and picnic shelters may be reserved by residents, businesses and non-profit community groups for a fee. If a field has not been reserved, a first-come, first-served policy is followed. Any group wishing to reserve a facility must complete and submit a Park Facilities Use Request Form, which is available from the Parks and Recreation Department.

Athletic FieldsDozens of quality athletic fields dot the community. Athletic fields are maintained by the Public Works Department.

Park BuildingsSeveral Blaine parks offer buildings suited for a variety of functions. Park buildings may only be reserved by

non-profit community groups serving Blaine. A Park Facilities Use Request Form is necessary for reservation. Groups are responsible for their own setup and cleanup.

Aquatore Park Picnic Shelters• Electrical outlets are located next to

each shelter.

• A water faucet/drinking fountain is located near the east shelter.

• Restrooms are located next to the west shelter.

• There are several permanent grills within the picnic area, but none are near the shelters. Groups may bring their own grills.

• Picnic tables may be moved to suit group needs.

• Softball field use must be scheduled through the Parks and Recreation Department.

All other picnic shelters are on a first-come, first-served basis. Reservations are not taken.

Blaine Parks and RecreationOpen SpaceThe City has acquired more than 588 acres of land designated as open space, which has been achieved by land acquired in lieu of park dedication and by a bond referendum approved by voters in 2000. The Blaine Natural Resource Conservation Board is currently working on a management plan for the preservation and public use of these lands. The location of open space areas can be found on the city’s website.

Recreation ProgramsSpecial EventsBlaine provides many opportunities for the community to enjoy music, seasonal special events and other artistic performances. Concerts are presented monthly during the school year and weekly during the summer. Families may attend events such as the Barnyard Boogie, Winter Holiday Celebration and Family Fun Night. Events are always listed on the Parks and Recreation website.

PreschoolDaytime and evening classes are available for preschool children. Classes consist of activities like music, arts and crafts and safety awareness.

Youth ProgramsThe Parks and Recreation Department offers activities for youth on school release days, evenings and weekends during the school year. Flyers are distributed regularly at the schools and posted on the website. The Parks and Recreation Department is the headquarters for summer activities in Blaine. Blaine National Sports CenterAs one of the finest and largest amateur sports complexes in the world, the National Sports Center serves millions of people every year in several sports, including soccer, hockey, golf, cycling and track and field. With 52 regulation size soccer fields in one location, the NSC has been certified by the Guinness Book of Records as the largest soccer complex on earth. The NSC has hosted countless athletic legends, such as: Carl Lewis, Jackie Joyner-Kersee, Michael Johnson, Greg LeMond, Pele, Alexi Lalas, Hakeem Olajuwon, the U.S. National Men’s and Women’s Soccer teams, the U.S. Cycling Team, the U.S. and Cuban National Wrestling Teams and the U.S. and Japanese National Rugby Teams.

Large events are common as well, as the NSC has also hosted: the U.S. Olympic Festival, the International Special Olympics, the U.S. Olympic Cycling Trials, the World Championship Cycling Trials, the North American Indigenous Games, the World Ultimate Disc Championships and the U.S. Women’s Open Bowling Championships.

The National Sports Center is, however, much more than sports. From Blaine’s Blazin’ Fourth of July celebration to specialized shows, the National Sports Center is an exciting and unique location for events or meetings. You are invited to visit and discover the exciting atmosphere - an atmosphere ideal for camps, meetings, seminars and employee development programs, recreational programs and other special events.

With a 180-bed dormitory, food service and full meeting facilities on site, the National Sports Center can offer creative group gatherings, camp or event settings, with – if you choose – a touch of sports and fitness. Spring Lake Park-Blaine-Mounds View Fire DepartmentFire Department ProgramsFree Home Safety SurveysThis confidential one-hour survey is conducted by a fire and life safety educator, who will go through the home with the resident and point out common household hazards, giving tips to solve problems, checking smoke alarms and offering crime prevention tips.

Juvenile Fire Setter ProgramThis program is for children who have previously set fires or have an extreme interest in fire. It is free and is designed to give children the tools they need to avoid dangerous fire setting.

Fire Extinguisher ServicingResidents may bring extinguishers to Fire Station 1 for servicing. The turnover time is approximately one week.

Smoke Alarm InstallationBattery-operated smoke alarms can be installed by fire department personnel for residents who are unable to do so themselves.

Station ToursTours of the fire stations are available upon request for groups of all ages.

Child Safety Seat InspectionsAppointments are made to have child safety seats inspected for correct vehicle installation.

Zero Percent Residential Sprinkler LoanThis loan is designed to encourage residents to install residential fire sprinkler systems in new construction or to retrofit homes.

Home Safety TipsKeep combustibles three feet from any heat source: Look around the furnace, water heater, dryer, stove, oven, candles, fireplaces and space heaters to ensure nothing is close to these and any other heat sources.

Always attend to cooking: Unattended cooking is the leading cause of home fires in the United States.

Keep matches and lighters out of reach of children: Curiosity is the most common reason children set fires. Children want to know how fire looks and feels, what it can do and how it burns. They may also try to imitate adults by lighting candles, cigarettes and fireplaces. It only takes about two minutes for the flame from a single match to set an entire room on fire and less than five minutes for that fire to overtake an entire house.

Smoke Alarms should be placed on ceilings in hallways outside bedrooms, in the bedrooms and on at least every level of the home: Check battery level monthly and change batteries at least yearly or when they begin to chirp.

Have a home fire escape plan and practice it with your family at least once a year: Remember to have a specific meeting place outside in front of the home and to call 9-1-1 from a neighbor’s home.

Fire PreventionKeep recreational fires safe:

• Only burn clean firewood, not yard waste or lumber

• Keep a hose nearby

• Do not leave unattended

• Keep fire ring less than three feet in diameter and more than 25 feet from all structures

Be fire wise: If living near undeveloped tracts of land, make your property safe from wildfires by keeping a clear area around your home.

FireworksOnly non-explosive and non-aerial consumer fireworks are permitted to be sold, possessed and used (sparklers, cylindrical fountains, illuminating torch, wheel, ground spinner, flitter sparkler, flash/strobe).

Fireworks that explode, leave the ground or shoot anything other than sparks into the air are still prohibited by law (firecrackers, lady fingers, sky rockets, bottle rockets, missile type rockets, helicopters, aerial spinners, roman candles, mines, chasers, aerial shells).

Use of legal devices is not permitted on any public property (parks, roads, alleys, schools, government property, etc.). Use fireworks safely away from structures and vehicles.

Blaine Police DepartmentThe Blaine Police Department provides law enforcement and public safety services for the benefit of the community. Primary activities include:

1. Enforcement of state and city laws.

2. Protection of people and property from criminal activity.

3. Traffic control and investigation of traffic accidents.

4. Investigation and documentation of complaints related to petty misdemeanors, gross misdemeanors or felonies.

5. Administration of crime prevention programs.

6. Preventive patrol.

In addition, the police perform innumerable services for the protection, safety and convenience of the public. They maintain a close relationship with other law enforcement agencies throughout Minnesota, Anoka County and neighboring communities. Blaine Police explorers Post #939: A division of Boy Scouts of America. Youth ages 14-21 are taught various police skills, volunteer for community events and attend bi-weekly meetings.

Citizens Academy: An opportunity for residents to learn more about the daily functions of the Blaine Safety Services Division.

Dog Licensing: Residents may obtain dog licenses at the Police Department.

Police Reserves: Department maintains a Police Reserve Unit of approximately 25 adult individuals who live in or close to the community. Training is provided through the Anoka County Reserve Academy and Blaine Police Department sworn officer staff. Police Reserves participate in security details for community events and assist with assigned duties at large scale events and emergency management responses. The Blaine Public Safety Association: The BPSA is a non-profit organization of volunteers with the mission to promote public safety in Blaine by gathering and managing public donations. The BPSA works closely with the Blaine Police Department and SBM Fire Department to fulfill its purpose. Night to UniteFor more than 20 years, Blaine has celebrated a night of crime prevention awareness on the first Tuesday of each August. The popularity of the evening out has grown each year, and Blaine annually has more than 100 block parties through the city. In 2009, Blaine joined other Minnesota cities in the first-ever Night to Unite, a state-operated program that champions safe neighborhoods and crime prevention awareness. Neighborhood Crime WatchNeighborhood Crime Watch in Blaine has been alive and well for many years. It is a proven nationwide program that encourages residents to look out for each other, report suspicious activities and become involved in their neighborhoods. Interested in having a Crime Watch in your neighborhood?

Talk to neighbors to gauge interest. Call the Crime Prevention Unit at 763-785-6186 to schedule a meeting. Meetings are usually held at a home in the neighborhood and last approximately 30 to 45 minutes. One neighborhood member is asked to be the Block Captain, a liaison

between the neighborhood and the police department. The benefits of being part of a Neighborhood Crime Watch are that signs are posted on the street indicating the neighborhood participates in Crime Watch, residents get a safety newsletter four times a year and neighbors get to know each other to learn who belongs in the neighborhood and who does not.

Blaine has 86 Neighborhood Crime Watch groups. The big night for Crime Watch groups is Night To Unite, which most groups use as a yearly meeting in addition to neighborhood get-together.

Blaine Safety CampThe Blaine Police Department, the Spring Lake Park-Blaine-Mounds View Fire Department and the Blaine Parks and Recreation Department co-sponsor a two-day Safety Camp for third grade students in July. The goal of the safety camp is to teach children how to refrain from becoming victims of accidental injuries. Through a variety of fun activities, professionals teach kids to be safe around fire, electricity and bikes, as well as teaching personal safety, weather safety and much more.

Safety Camp is held rain or shine at the Blaine Baseball Complex. The registration fee is $25, which includes activities, supplies, snacks, lunches, bike helmet, t-shirt, hat and an awards ceremony. Limited scholarships are available for those who qualify.

Blaine Community StandardsThe mission of the Community Standards Department is to preserve and protect the residents and businesses within Blaine through the use of education, incentives and enforcement of zoning, health and safety standards. Community Standards consists of three divisions: Fire Prevention/Inspections, Housing Services and Neighborhood Services.

The Fire Prevention/Inspection Division uses education and the installation/maintenance of built-in fire protection to preserve the viability of the business community and to protect the firefighters that volunteer to protect the community. The key functions of the division include:

Blaine Community OrdinancesAnimalsNumber and TypesA resident may own up to three domestic pets of any one type over six months of age. A domestic pet is defined as a dog, cat, bird or other common house pet. Non-domesticated, “wild” animals are not permitted. Domestic farm animals, including cattle, horses, snakes, sheep, goats and domesticated birds are only permitted in Agricultural (AG) and Farm Residential (FR) zoning districts. Hogs (pot bellied pigs) are not permitted within any zoning district.

Private or Commercial KennelIf a resident owns or boards more than three adult domestic pets, a kennel license is required. Kennels are not permitted in Single Family (R-1, R-2 and R-3) zoning. A Conditional Use Permit is required to own or operate a private kennel in Agricultural (AG), Farm Residential (FR) or Residential Estate (RE) zoning and districts.

CatsCat licensing is not required. There is no ordinance on stray cats in the City of Blaine.

Leash LawAll dogs must be under the control of the owner. An unattended dog or other domestic animal on the property of another without the consent of such property owner is considered “at large” and not “under restraint.” “At large” is defined as not under the voice or signed command of a competent person whose command the animal will immediately obey or in the immediate presence of the owner or controlled by a leash.

Animals found “at large” will be seized by an Animal Control Officer and impounded at a contracted impound facility. Contact the Police Department for the current impound facility: 763-785-6168. Contact a community service officer through Anoka County Dispatch at 763-427-1212 or call 911 for complaints.

Dog LicenseAll dogs six months of age or older are required to be licensed by the city. A license can be obtained at Blaine City Hall for $10. The owner must provide evidence that the dog has been vaccinated for rabies. Dog licenses must be renewed by April 30. New dog licenses are good for two years.

Barking DogIt shall be unlawful for any person to own, keep or harbor any dog considered a barking dog. By definition a barking dog is: any dog that barks, bays, cries, howls or makes any other noise continuously and or incessantly for a period of 10 minutes or barks intermittently for 30 minutes or more at any time either day or night. A dog shall not be deemed a barking dog if, at the time the dog is barking or making any other noise, a person is trespassing or threatening to trespass upon the private property upon which the dog is situated or when the dog is teased or provoked. Dog Enclosures (Kennel)Dog enclosures are only permitted in rear yards. Dog enclosures must be located at least 30 feet from the side property line and 10 feet from the rear lot line. All enclosures must be screened from adjacent property by coniferous landscaping and/or opaque fencing. Dog enclosures must also be kept in a clean and sanitary condition free of feces, urine and food scraps. Contact Community Standards or the Blaine Police Department for more information.

Block PartiesBlock parties are permitted without special permit. However, residents should be aware of several important issues. Selling or dispensing of beer requires a temporary beer license, which must be approved by the city. Residents may not barricade or block off streets and must be conscientious of loud music and impact to surrounding neighbors. The city’s noise ordinance

restricts noisy parties and gatherings. Contact the Police Department for more information.

Boulevard MaintenanceResidents with property fronting a street right-of-way are responsible for the general maintenance and upkeep of the boulevard. This includes mowing tall grass/weeds, raking leaves, tree trimming/removal and sidewalk snow removal.

DrivewaysA permit is not required for new driveway construction or improvement. Depending on zoning districts, driveways cannot be constructed closer than three feet from the adjacent property line. FencesThe city requires a building permit for the construction of new yard fencing or substantial alteration of an existing. The following fence guidelines must be followed:

• Seasonal fences are permitted without permit.

• Post and framework must be placed within property line of the owner. The fencing material, such as lumber, pickets etc. shall be placed on the side of the fence facing the street or adjacent property.

• All fences must be constructed in a workman-like manner and be maintained in a state of reasonable repair.

Firearms/HuntingThe discharge of deadly weapons is prohibited within the city limits. Deadly weapons include all firearms, bow and arrows when arrows are point-tipped, BB guns, air rifles and slingshots. The Police Department may issue temporary bow and arrow deer hunting authorization for certain designated properties within the city.

Persons owning property within designated hunting areas must obtain a permit for each person who will be hunting on said property and the permit must be in the hunter’s possession. All regulations established by the Department of Natural Resources regarding hours, limits and zones shall be adhered to. Contact the Police Department for more information at 763-785-6168.

Garage SalesGarage sales are permitted without special permit if they meet the following standards: Sale can last no longer than three days and no more than twice each year; no goods purchased for sale or consignment goods may be offered for resale and all signs advertising the sale must be placed on private property with owner’s permission and removed after the sale. Contact Community Standards for more information.

Home BusinessA home business may operate in a residential zoning district without a Conditional Use Permit if there is no exterior storage of materials or business equipment, the business is conducted within a residential dwelling and does not exceed 20% of total floor area of residence and only people living in the residence are employed. Contact Community Standards for other applicable standards at 763-784-6700.

Home DaycareProviders must be licensed by Anoka County and the State of Minnesota. Specific questions or complaints should be directed to Anoka County at 763-422-7146.

Inoperable VehiclesThe City of Blaine does not allow the parking or storage of stock cars, race cars or junk vehicles. All vehicles must be in an operable condition, currently licensed and licensed to the occupants of the property or their guests. Contact Community Standards for more information at 763-784-6700.

NoiseThe City of Blaine Noise Ordinance is in effect between 10 p.m. and 7 a.m. During this period the following activities are restricted:

• Operation of tools and domestic maintenance equipment

• Repair or servicing of vehicles if noise is audible beyond property line

• Exterior construction or remodeling

• Use of electronic or audio sound if plainly audible at a distance of 50 feet or more

• Noisy parties or gatherings audible at a distance of 50 feet or more

ParkingNo vehicle shall be parked on any highway, street or alley in the city for more than 48 consecutive hours at any time.

• From Nov. 1 to April 1, no vehicle shall be parked on any highway, street or alley between the hours of 2 a.m. and 7 a.m.

• Parking permits may be issued by the Blaine Police Department for emergency or other situations.

• No vehicle may be parked on any highway, street or alley in the city in violation of any temporary or permanent regulatory sign posted by the city.

Radio TowersTowers less than 50 feet in height are permitted in residential areas. Any towers over 50 feet require a Conditional Use Permit and must meet several standards. Contact Community Standards for more information.

Residential Exterior StoragePersonal unused property should be stored inside. Miscellaneous storage, including yard maintenance equipment, toys and non-permanent recreational equipment may not be stored outside for periods longer than 72 consecutive hours. Vehicles and ornamental yard enhancements are excluded from this standard. Contact Community Standards for more information.

Blaine Community OrdinancesSatellite DishesDishes exceeding 24 inches in diameter must be located in the rear yard at a distance of five feet from adjacent property lines. Contact Community Standards for more information.

Septic SystemsSeptic tanks must be pumped and inspected every three years by a certified pumper. Contact the Building Inspections Department for more information.

ShedsCity zoning requirements limit the number of sheds to one rear-yard shed in residential zoning districts. A shed may be permitted in side yard if zoning requirements are met. Maximum floor area must not exceed 200 square feet. If floor area exceeds 120 square feet, a building permit and inspection is required. Contact Building Inspections for more information.

Snow RemovalResidents with property fronting a sidewalk are responsible for the removal of snow within a time period of 48 hours after the snowfall has ceased. Certain sidewalks may be exempted from this requirement where circumstances make it difficult for the adjacent property owner to keep the sidewalk free from snow. The city, at the expense of the owner of the abutting property, will remove any snow that is not removed. Residents are prohibited from pushing snow, slush or ice into the street or onto private property without permission.

Sprinkling RestrictionsLawn restrictions will be implemented on the day following public notice in the Blaine/Spring Lake Park Life newspaper.

Tier I: All properties with addresses that end with an odd number may sprinkle on odd numbered calendar day. Addresses ending with even numbers may sprinkle on even numbered days.

Tier II: In addition to above Tier I odd/even restrictions, sprinkling is not allowed during the hours of 10 a.m. and 7 p.m.

Tier III: All lawn sprinkling on all properties is completely restricted.

Lawn sprinkling restrictions do not apply to properties with private wells and property owners with newly sodded lawns may receive a 30-day exemption from Public Works. Contact Public Works for more information at 763-784-6700.

Swimming PoolsSwimming pools are permitted in certain residential zoning districts in rear yards and 10 feet from all property lines.

Pools cannot be located closer than six feet to the primary residence and all associated decks or patios must be located a minimum distance of 10 feet from adjacent lot lines. All outdoor pools need to be completely enclosed by a non-climbing type fence or wall. Fence and gates shall be at least four feet tall. Building permits are required for construction of all above- and below-ground pools exceeding 200 square feet in area. Contact the Planning Department for more information at 763-784-6700.

Traffic VisibilityOn all corner lots, no fence, object or planting in excess of 30 inches in height is allowed in the sight distance triangle. Contact Community Standards for more information at 763-784-6700.

Tree PreservationResidents are allowed to remove two significant trees per year from privately owned property. Trees removed because they pose a hazard to

structures, traffic, power lines or sewer systems are exempt from these requirements. An approved Forest Management Plan is required if more than two significant trees per year are removed from non-developing lots or parcels. On developing lots, a tree preservation plan must be submitted for city approval prior to site grading or excavation. Prior to site disturbance the site shall be staked and fenced for tree preservation plan. All significant trees removed or fatally damaged must be replaced on-site or in the form of a payment of a fee to the City Restoration Fund. Contact the City Forester for more information.

Vehicle RepairResidents are not allowed to repair or perform maintenance work on vehicles on public streets or on private land unless the vehicle is enclosed in a garage or storage building. Vehicle repair businesses are not permitted in residential zoning districts. Contact Community Standards for more information.

Weeds and Tall GrassHomeowners are required to mow and maintain their residential property. Weeds and grass growing to a height of greater than six inches or having gone to seed on any platted lot or outlot is in violation of City Ordinance. Native prairie lawns approved by the City are exempt from provisions of this ordinance. Contact Community Standards for more information.

Wood StorageFirewood may be stored in the side or rear yard no closer than five feet from the property line unless screened by a solid fence or wall. Wood needs to be stored in neat and secure stacks. A maximum of four stacks not exceeding five feet high are allowed. Contact Community Standards for more information at 763-785-6187.


Blaine Utility ServicesUtility BillingThe Finance Department is responsible for the billing of water, sewer and garbage service to more than 17,000 homes in the City of Blaine. The utility billing phone number is 763-785-6141 for all billing inquiries and moving-related information. This utility number has an answering machine available after regular business hours.

Bills are sent quarterly to residential customers and monthly to commercial companies for the previous month’s services. All bills are due on the last day of the month. Any payments not received by the due date will result in a 10% late payment penalty. Any accounts that become delinquent are certified to the County for collection with property taxes.

Since passage of the federal “Safe Drinking Water Act” in 1992, the city bills $6.36 annually to each City water customer as mandated by this act. Through the Safe Drinking Water Act the federal government determined that the number of standards monitored in drinking water should increase from 23 to 83. In order to be deemed safe for drinking, the act requires that the standards being measured fall within certain parameters set forth in the act. The State of Minnesota administers this program, and the money collected by the city is passed through to the State of Minnesota to fund this program.

In 2007, the City added an online utility payment feature. Residents can now make easy and secure utility payments from the City’s website. Visit https://commerce.ci.blaine.mn.us to set up an account.

WaterWater rates are based on quarterly usage. The rates in effect as of 01/01/09 are:

• $1.06/thousand For the first 24,000 gallons used during the 3-month billing period

• $1.43/thousand For the next 24,001 - 150,000 gallons used during the 3-month billing period

• $2.10/thousand For usage over 150,000 gallons during the 3-month billing period

These rates are designed to cover the costs of providing and treating the water as well as to provide for infrastructure replacement costs as needed. In addition, a service charge of $5.50 is added each quarter to the water bill to cover billing costs.

Sanitary SewerSewer is billed at a flat rate of $44.70 per quarter. Sewage treatment services for Blaine, as well as most other cities in the seven-county metropolitan area, are provided by the Metropolitan Council Environmental Services.

Sewage leaving each city is metered and treated at the Metropolitan Council Treatment Site in St. Paul. Each city is billed for the amount of sewage treated. Infrastructure replacement costs are also included in the sewer rate.

Residents are billed a flat rate stormwater fee of $5.25 per quarter.

Trash Removal & RecyclingThe City of Blaine contracts with Veolia Environmental Services to provide weekly trash removal for residents. Three service levels are available to meet a variety of disposal needs. The 30 Gallon Service is billed at a rate of $24.45 per quarter, the 60 Gallon Service is billed at a rate of $34.95 per quarter and the 90 Gallon Unlimited Service is billed at a rate of $40.95 per quarter. Single Sort Recycling is included with each garbage service. All recyclable materials can be placed together loosely in the recycling containers provided. Recycling is collected every other week on residents’ designated garbage day.

Blaine Recycling and Solid WasteBlaine prides itself on having one of the most comprehensive solid waste and recycling programs in the Twin Cities. Blaine residents have consistently had a very high level of satisfaction with this service. Trash RemovalBlaine has an organized collection program, which means residents use the city’s designated hauler for trash removal services. Because the city negotiates with the hauler on residents’ behalf, the cost of trash removal is kept to a minimum and fewer garbage trucks are on the street. Residents have a choice of three different size containers:

• 30-gallon container .........$24.45 per quarter

• 60-gallon container .........$34.95 per quarter

• Unlimited .........$40.95 per quarter

Trash is picked up weekly, and recycling is included along with trash removal

services. Containers are

supplied by the garbage company and must be placed at the curb by 6:30 a.m. on garbage day.

Payment OptionsEach utility customer is billed four times per year, with each bill covering a three-month time period. One-third of the city is billed each month. Utility bills are mailed during the first week of the month and are due on the last day of the month. Customers may pay by cash, money order or credit/debit card at Blaine City Hall or through the city’s Automatic Bill Pay Program, which automatically takes the amount due from a designated checking or savings account.

Any payments not received by the due date will result in a 10% late payment penalty. Delinquent notices are sent for those accounts not paid by the due date. All bills not paid by Nov. 1 of each year will be certified to the property taxes.

Curbside Recycling Single-Sort Recycling Blaine uses the single-sort recycling collection system. Residents are

supplied with a 60-gallon cart with a yellow lid for all of their recycling. All recyclables can be mixed together in this cart, with no need to separate recycling materials. The single-sort recycling program includes glass bottles, cans, plastic bottles with a neck, newspapers, junk mail, phone books, magazines, catalogues, office paper, books, cake boxes, cereal boxes, chip boxes and corrugated cardboard.

Anoka County Household Hazardous Waste Facility InformationThe Anoka County Household Hazardous Waste Facility is located at 3230 101st Ave. NE off Radisson Road in Blaine. The facility is open:

• Wednesday 2 p.m. - 8 p.m.

• Friday 9 a.m. - 3 p.m. (April through October)

• Saturday 9 a.m. - 3 p.m.

Household hazardous wastes that are accepted include acids, aerosol cans with product remaining, drain cleaner, driveway sealer, liquid paint, liquid mercury, mercury thermometers, oven cleaner, paint thinner, paint stripper, pesticides, pool chemicals, and wood preservatives. Blaine Recycling and Solid WasteYard Waste and Brush Information BrushBranches three inches or smaller in diameter are to be bundled and set next to garbage on regular garbage days from April to November.
