2016 General Conference

By Rob Vaughn and UMCom

General Conference, the top policy-making body of The United Methodist Church, meets once every four years to consider revisions to church law, as well as adopt resolutions on current moral, social, public policy and economic issues. It also approves plans and budgets for church-wide programs for the next four years. The 2016 meeting will take place May 10-20 at the Oregon Convention Center in Portland, Ore.

The site of the General Conference has traditionally rotated among the church's five geographic U.S. jurisdictions, with the 2016 event to be held in the Western jurisdiction. In 2024 the conference will be held in the Philippines and in 2028 in Zimbabwe.

Approximately 850 delegates (half lay and half clergy) from the U.S., Africa, Europe and Asia will attend the gathering, which is expected to attract up to 6,000 visitors. Thirty percent of delegates in 2016 will be from Africa, 58.3 percent from the U.S., 4.6 percent from Europe and 5.8 percent from the Philippines, with the remainder from the Concordat churches. Click here for more information about delegates.

The Virginia and the North Georgia Conference each will send 22 delegates (11 clergy and 11 laypersons) to General Conference, the most from any conferences in the United States. The only conferences with larger delegations are from Africa. North Katanga, Congo, will have 48 delegates, and Cote d'Ivoire, West Africa, will have 34.

The Virginia delegation has been meeting along with the Jurisdictional Conference delegates and alternates a couple of times since last summer but will begin meeting monthly in February. I’ll be going to Portland for a 2-day preconference briefing in January (there are five such briefings held throughout the world) and to Nashville in February for a briefing among the delegates from the Southeast Jurisdiction.

Much of the work of the conference is done in legislative committees which meet for most of the first week. There are 13 committee groups and I’m assigned to “Independent Commissions” which looks at legislation that relates to the United Methodist Women and Men along with the General Commission on Religion & Race and Status and Role of Women along with others. I’m also part of our delegation’s “issues committee” meaning that over the coming months, we will help brief our delegation on the particulars of some of the major issues before General Conference.

Sometime in late January, we’ll be receiving a very large document containing all the proposals and petitions that were filed in advance. It is here that I could especially use some help from folks willing to do some reading and summarizing of some of the proposals. Just let me know if you would like to help!

In the past the plenary sessions were available on a live stream along with a Twitter feed that offered a useful and entertaining play-by-play of the plenary’s. To keep up with the news of GC, the website is at http://www.umc.org/who-we-are/general-conference-2016

Over the coming months, I’ll write more about how we are preparing and some summary of the major issues of General Conference.

New Entrance Doors installed

Front entrance doors take a lot of wear and tear and the ones at CoF are no different. Each week are about 100 families from the preschool coming and going daily. Each day, food is delivered from area groceries and restaurants – and usually on hand carts needing a wide entrance space. On Tuesdays, anywhere from between 300-500 persons move through our building in the late afternoon related to our food ministry. Throughout the week are worshippers from COF and from two congregations who meet here along with over

10 scouting organizations. All that activity plus more moves through the front doors. For a little less than $10,000 we now have sturdier and more secure entrance doors and one whose automatic door opening causes BOTH doors to open – that makes it a lot easier for food carts, wheelchairs and folks just carrying lots of stuff.

Results from Fall’s Financial Stewardship Campaign and 2016 Budget

For 2016, our Administrative Council has approved a budget of $418,000, which is a reduction from 2015’s budget of $426,000. The 2016 budget also involves a deficit of about $46,000, much of which is attributable to an overall reduction in pledges and the loss of a tenant (Sprint) on the cell tower. The stewardship campaign for 2016 financial commitments this fall found pledges and anticipated pledges to be about $270,000 compared to $304,000 in 2015. Although 60% of persons pledging were able to raise their giving, the dollar amount still totaled less for 2016. The finance group is praying for a very strong ending to 2015 to give a good beginning to 2016. COF anticipates that with your continued support, we will fulfill all our mission commitments in 2015 as well as being able to fulfill our 2016 planned mission asking at 100%. As you plan respond to year-end giving appeals, please consider including Community of Faith. A strong finish to 2015 gives a great start to the new fiscal year.
