The Milestone 2004
A cross-ministry coordination team made a study visit on CLTS in Bangladesh and India. This
visit sparked a commitment to the implementation of CLTS pilot project in
Indonesia

The Milestone 2005
The Water and sanitation working group and WSP-EAP World Bank through WASPOLA initiated CLTS pilot project in 17 villages in 6 regencies (Bogor, Muaro Jambi, Sambas, West Lombok, Lumajang, Muara Enim) under Water and Sanitation for Low Income Communities (WSLIC) Project.

The Milestone 2006
SeptemberWSLIC2 decided to change from revolving fund to CLTS in all (36) districts.
AugustThe Ministry of Health Declared CLTS as national sanitation program
Plan (9 regencies) and some NGO started to adopt approach
ODF 160 villages

The Milestone 2007
The government in collaboration with the World Bank implemented project that adopt total sanitation approach namely Total Sanitation and Sanitation Marketing (TSSM) in 10 regencies (East Java)
In collaboration with the World Bank, the GOI designed new water and sanitation program (PAMSIMAS) that includes CLTS (and sanitation marketing) in 115 districts. Ministry of public work as implementing agency
ADB adopts CLTS approach in their sanitation program namely Clean Water, Sanitation and Health (CWSH) in 20 Districts
ODF 500 villages

The Milestone 2008
• Launching on the implementation of CLTS to 10,000 villages
• The Decree of the Minister of Health on the National Strategy for Community-Based Total Sanitation (STBM) was created.
Five pillars of STBM, Stop Open Defecation, Washing Hands, Household Waste Management, Household Drinking Water Management, and HouseholdSewage Management.

STBM is widelyimplemented. Morecommunicationsmaterials can beaccessed such asLearning Book from CLTSActivists from WASPOLAFacility
Medium Term Development Plan (MTDP/RPJM) 2010-2014 set themain objective of sanitation development, namely ODF Indonesia in 2014.

STBM Guideline was launchedBy Minister of Health,
STBM basedprojects for urban areas beganto be implemented by High Five, IUWASH and World VisionIndonesia.
Logo and web site were launched
The first STBM National Coordination Meeting was held in Jakarta

STBM Secretariat took over by the Ministry of Health to strengthencoordination and monev (Watsan Working Group and Plan Indonesia initiated STBM Secretariat in 2009)
Established web and SMS basedSystem for national monitoring aswell as strengthening the knowledge management.
