1. SEAMEO

• The Southeast Asian Ministers of Education  Organization

(SEAMEO) 

– is a regional inter‐governmental organization  established in 1965 among governments of 

Southeast Asian countries to promote  cooperation in education, science and culture in 

the Southeast Asian region.

SEAMEO Member Countries• The SEAMEO Council is comprised of 11

– … local government units shall ensure and  support … the preservation and enrichment of 

culture, promote health and safety, enhance the  right of the people to a balanced ecology, 

encourage and support the development of  appropriate and self‐reliant scientific and 

technological capabilities, improve public morals,  enhance economic prosperity and social justice, 

promote full employment among their residents,  maintain peace and order, and preserve the 

comfort and convenience of their inhabitants.

Current Policies

• There is no law institutionalizing the  establishment of CLCs in the country.

• The closest to CLCs is the establishment of  daycare center , multipurpose hall, 

information and reading center in each  barangay.

Current Policies• But still, even without a national policy, the 

DepEd through the Bureau of Alternative  Learning Systems developed a Primer on  Establishing CLCs.  

• The Bureau aimed to put up a CLC in each  barangay and as of the moment, it has 

established 522 CLCs, meaning 1.2% of the  total number of barangays have CLCs.

• Major programs of these CLCs are literacy  programs for out‐of‐school youths, adult 

learners, and marginalized groups. 

Current Policies• There are also no policies pertaining to 

development of NFE‐FE partnership (NFE  activities not initiated by the Department of 

Education).  

• This partnership just evolve on its own.

Emerging Policy House Bill No. 1738: 21st

Century  Community Learning Center’s Act of 2010

• Community Learning Center – an entity within a  public elementary or secondary school building that 

provides educational, recreational, health, and  social service programs for residents of all ages  within local community; and is operated by a local 

educational agency in conjunction with local  government agencies, business, vocational 

educational programs, institution of higher  education, community colleges, and cultural 

recreational, and other community and human  service entities.
