Background
• LEAs must determine the economic disadvantaged status of each student upon enrollment
• Economic disadvantage status determination is necessary to meet a number of state legislative requirements including:• Student eligibility for prekindergarten
programs and • Evaluation of student group performance
for state accountability purposes

PEIMS Economic Disadvantage Codes
00 Not identified as Economically Disadvantaged
01 Eligible for free lunch based on an approved NSLP application or direct certification (DC) list
02 Eligible for reduced-price meals based on an approved NSLP application

99 Economically disadvantaged through a means other than an official NSLP application or direct certification under the NSLP. Including:
• Use of locally developed income survey• Temporary Assistance for Needy Families
(TANF)• Supplemental Nutrition Assistance
Program (SNAP)

CEP Guidelines
1. All Economic Disadvantaged PEIMS codes must be updated at the beginning of the school year – an LEA cannot rollover prior year economic disadvantage codes to the current year
2. All students on the Direct Certification (DC) listing are coded as “01”; they remain “01” for the rest of the school year

3. All Students NOT on DC list must be surveyed:
• Students not on DC list who qualify as economic disadvantaged, as per income survey are coded “99”
• Students not on DC list who do not qualify as per income survey are coded “00”
• Students not on DC list who do not fill out income survey are coded “00”

4. Under CEP, an LEA can never roll the economic disadvantaged data over to the following year• Every year, the DC list can be used to
code students as “01”• Every year, a new income survey must
be gathered for any student not on the DC list
