RE: Confirmation of Proposed Road Alignments in Metrotown

I am enquiring about the status ofthe proposed road alignments in Metrotown, particularly the connector between Kemp Street and Kingsborough Street, as well as the closing of a portion of Kathleen Avenue. The road plan changes are shown in the Metrotown Regional Town Centre general land use map dated July 182012.

Solterra Acquisitions has recently entered into a purchase and sale agreement for 6004,6006 and 6018 Wilson Avenue and would like to confirm the road plan as proposed in the Metrotown land use map is valid.

Can you confirm there are no alternative road alignments/patterns proposed?

Re: Request for Review of Brentwood Town Centre Plan

I am writing to urge the Community Development Committee to advance the Brentwood plan review. We hope the plan review will clarify the area south of Dawson as RM5 to ensure an orderly transition from the existing land uses to a carefully integrated Town Centre plan.

The vision and planning for the Brentwood Town Centre is excellent. The work to date will create a walkable, transit orientated community were residents are able to work, shop and live in a modern urban centre.

During the review of the Brentwood plan, it is important to note areas south of Dawson contain deep, soft, and contaminated soils. The poor soils threaten the transition from industrial to residential, impacting the plan.

Identifying lower density residential in this area of the plan can create a patchwork of residential and industrial uses. The costs of redeveloping to lower density residential will be too high due to earthwork and remediation costs. Land owners will maintain the existing industrial uses.

Mixing the current commercial and industrial uses with high density residential creates an unpalatable situation where new owners are intolerant of the existing noise and odours.

The higher density RM5 designation provides developers the reason to overcome the poor soils allowing the fulfillment of the plan vision.

The vision of the Town Centre Plan will be impaired without the density required to ensure the existing physical conditions can be addressed. We look forward to the designation of the area as High Density Residential (RM5). For your reference I have attached the massing model outlining how the higher density would look.

Re: Zoning determination, Brentwood Town Centre Plan, South of Dawson

Since 1993 we have owned an industrial property at 2450 Alpha Ave, Burnaby, where we also owned and operated Universal Concrete Accessories, who first located there in 1970. About 1995, we started receiving notices from the City of Burnaby concerning the redevelopment being planned for Brentwood Town Centre. Over the course of the next 18 years, the redevelopment intentions expressed by Burnaby resulted in significantly higher property assessments, with taxes Increasing from $17,000 to 61,000. These increases were consistent with BC Assessment's pOSition, that they no longer rate this property as industrial. As year after year the property tax costs continued to escalate, well beyond what was typical for industrial properties, the message from The City of Burnaby seemed clear: we envision that your property will. be redeveloped as a higher density reSidential site. Accordingly, we've recently been making preparations towards this end.

In 2008, we sold Universal Concrete and continued to lease our property to the new owners, who served notice in 2012, that they were re-Iocating to an area with lower property tax costs. About the same time, Solterra Development Corp. approached us with a proposal to redevelop the property. Considering the City of Burnaby's public intentions towards Increasing reSidential density in Brentwood, the timing seemed right to embrace redevelopment, and we agreed to work with Solterra, due to their reputation and significant experience as innovative and award winning builders. We knew that Burnaby wouldn't decide and respond immediately regarding the rezoning determination for the area, and so, while Solterra commenced planning and design of a quality project, we undertook the site investigations that would be necessary for any redevelopment, having now spent over $70,000 on those investigations. We also advertised for a new tenant, unsuccessfully, since industrial users are deterred by the property taxes which have already transitioned from industrial to some version of high density residential, and additionally, because tenants are seldom Interested in properties in tranSition, where the future is uncertain.

About 8 months ago, we were told that Burnaby was expected to decide the zoning for the properties south of Dawson in the fall of September 2012, later revised to the end of 2012, subsequently revised to March of 2013, and then May 2013. Our latest understanding is that this might not be presented to Council until September 2013. These delays and uncertainties bring any further planning on our part to a complete stop, and they also create considerable expense and financial burden for our company.

We are unable to proceed as either an industrial, or a redevelopment property, until the City of Burnaby can communicate with some clarity, the final land use designation and density of our property.

We respectfully request the consideration of City Council, members of the Community Development Committee, and City Staff, to apply reasonable resources in order to determine the higher density zoning within the Brentwood Town Centre.
